			 <quote><short-title>Terrorist Hoax Improvements Act of
			 2007</short-title></quote>.</text>

			 the terrorist hoax statute</header>
			<subsection id="idCCB96AA6659B447A9B7D6B3C8B2BE0E5"><enum>(a)</enum><header>Hoax
			 statute</header><text display-inline="yes-display-inline">Section 1038 of title
			 18, United States Code, is amended—</text>
				<paragraph id="id7782A1F63E7244DF8E29FF522EBF16F7"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="IDd356eb02db8b4ab8bfc82fee2bc95a1f"><enum>(A)</enum><text>in paragraph (1),
			 after <quote>title 49,</quote> insert <quote>or any other offense listed under
			 section 2332b(g)(5)(B) of this title,</quote>; and</text>
					</subparagraph><subparagraph id="idB708E85586D74A45AE7482A5C6CEC519"><enum>(B)</enum><text>in paragraph
			 (2)—</text>
						<clause id="id04E45FEF73F24DC1AAD2E9DEDD658650"><enum>(i)</enum><text>in subparagraph
			 (A), by striking <quote>5 years</quote> and inserting <quote>10 years</quote>;
			 and</text>
						</clause><clause id="id7F5E7DAA2C28419381327F9323E8914A"><enum>(ii)</enum><text>in subparagraph
			 (B), by striking <quote>20 years</quote> and inserting <quote>25 years</quote>;
			 and</text>
						</clause></subparagraph></paragraph><paragraph id="IDe7de2f82ec934a08946d2510f5eea487"><enum>(2)</enum><text>by amending
			 subsection (b) to read as follows:</text>

						<subsection id="IDf199ad62c5214b5bb63e7cdb9ee6e4f1"><enum>(b)</enum><header>Civil
				action</header>
							<paragraph id="id17F01FF0EF154A30B55B68F6742C8C4A"><enum>(1)</enum><header>In
				general</header><text>Whoever engages in any conduct with intent to convey
				false or misleading information under circumstances where such information may
				reasonably be believed and where such information indicates that an activity
				has taken, is taking, or will take place that would constitute an offense
				listed under subsection (a)(1) is liable in a civil action to any party
				incurring expenses incident to any emergency or investigative response to that
				conduct, for those expenses.</text>
							</paragraph><paragraph id="id057440A55A8B404DB976C0D1348FA85A"><enum>(2)</enum><header>Effect of
				conduct</header>
								<subparagraph id="idE77CD6B4B9EA4ED189A2F9F43D9F743A"><enum>(A)</enum><header>In
				general</header><text>A person described in subparagraph (B) is liable in a
				civil action to any party described in subparagraph (B)(ii) for any expenses
				that are incurred by that party—</text>
									<clause id="idE6DE99313C2C4E2D8B15844A073836CD"><enum>(i)</enum><text>incident to any
				emergency or investigative response to any conduct described in subparagraph
				(B)(i); and</text>
									</clause><clause id="id012144B12F8B45408A63425E9F99C8FC"><enum>(ii)</enum><text>after the person
				that engaged in that conduct should have informed that party of the actual
				nature of the activity.</text>
									</clause></subparagraph><subparagraph id="idBDC2ED05B2BC48A794B0A3A913387388"><enum>(B)</enum><header>Applicability</header><text>A
				person described in this subparagraph is any person that—</text>
									<clause id="ID5402dfd4d8224a2b8feedf5d0509cff1"><enum>(i)</enum><text>engages in any
				conduct that has the effect of conveying false or misleading information under
				circumstances where such information may reasonably be believed and where such
				information indicates that an activity has taken, is taking, or will take place
				that would constitute an offense listed under subsection (a)(1);</text>
									</clause><clause id="ID0b976f8a9c80487baeb099bad8515164"><enum>(ii)</enum><text>receives notice
				that another party believes that the information indicates that such an
				activity has taken, is taking, or will take place; and</text>
									</clause><clause id="IDd8ec8bdb2085439eaeb1f95e09030f8c"><enum>(iii)</enum><text>after receiving
				such notice, fails to promptly and reasonably inform any party described in
				subparagraph (B) of the actual nature of the
				activity.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id4FA74B688AE74A019C6B49D6758AB353"><enum>(b)</enum><header>Threatening
			 communications</header>
				<paragraph id="IDca319258b84148ee93cf0e36adb317a0"><enum>(1)</enum><header>Mailed within
			 the United States</header><text>Section 876 of title 18, United States Code, is
			 amended by adding at the end thereof the following new subsection:</text>

				this section, the term <quote>addressed to any other person</quote> includes an
				individual (other than the sender), a corporation or other legal person, and a
				government or agency or component
				thereof.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="IDce804703286d49e4be8c4e1801137310"><enum>(2)</enum><header>Mailed to a
			 foreign country</header><text>Section 877 of title 18, United States Code, is
			 amended by adding at the end thereof the following new paragraph:</text>

			 <quote><short-title>Terrorist Hoax Improvements Act of
			 2007</short-title></quote>.</text>

			 terrorist hoax statute</header>
			<subsection id="id55fc2582-094b-4ac4-9f78-b64bba8bc924"><enum>(a)</enum><header>Hoax
			 statute</header><text display-inline="yes-display-inline">Section 1038 of title
			 18, United States Code, is amended—</text>
				<paragraph id="id25a85d38-ae49-4706-8caf-5d55eaaa599c"><enum>(1)</enum><text>in subsection (a)—</text>
					<subparagraph id="id0736cdb5-067a-42f8-898b-b650f83b327b"><enum>(A)</enum><text>in paragraph (1), after
			 <quote>title 49,</quote> insert <quote>or any other offense listed under
			 section 2332b(g)(5)(B) of this title,</quote>; and</text>
					</subparagraph><subparagraph id="id1ade58f7-2975-4475-961a-2bcfa578498c"><enum>(B)</enum><text>in paragraph (2)—</text>
						<clause id="iddad0c451-9bd6-4dbb-a216-bfd3f2c881ce"><enum>(i)</enum><text>in subparagraph (A), by
			 striking <quote>5 years</quote> and inserting <quote>10 years</quote>;
			 and</text>
						</clause><clause id="id7dfbfa83-dbc1-432f-9995-4d83f03721fc"><enum>(ii)</enum><text>in subparagraph (B), by
			 striking <quote>20 years</quote> and inserting <quote>25 years</quote>;
			 and</text>
						</clause></subparagraph></paragraph><paragraph id="ida5173219-62e6-4c5e-925a-e523b34ae838"><enum>(2)</enum><text>by amending subsection
			 (b) to read as follows:</text>

							<paragraph id="id3d634105-d436-41a7-a330-2c064603c92b"><enum>(1)</enum><header>In
				general</header><text>Whoever engages in any conduct with intent to convey
				false or misleading information under circumstances where such information may
				reasonably be believed and where such information indicates that an activity
				has taken, is taking, or will take place that would constitute an offense
				listed under subsection (a)(1) is liable in a civil action to any party
				incurring expenses incident to any emergency or investigative response to that
				conduct, for those expenses.</text>
							</paragraph><paragraph id="idc27c3e91-9064-4f90-a425-1da701917f63"><enum>(2)</enum><header>Effect of
				conduct</header>
								<subparagraph id="id1b170b08-971d-4731-bc00-ef87b17e9450"><enum>(A)</enum><header>In
				general</header><text>A person described in subparagraph (B) is liable in a
				civil action to any party described in subparagraph (B)(ii) for any expenses
				that are incurred by that party—</text>
									<clause id="id44b883b4-1d43-41d5-9d1e-433ae9740c03"><enum>(i)</enum><text>incident to any emergency
				or investigative response to any conduct described in subparagraph (B)(i);
				and</text>
									</clause><clause id="id6d5d4e11-98ad-4f3b-b0ac-3d42000227dc"><enum>(ii)</enum><text>after the person that
				engaged in that conduct should have informed that party of the actual nature of
				the activity.</text>
									</clause></subparagraph><subparagraph id="idfe549bd7-f20a-43f3-b768-b176f290157f"><enum>(B)</enum><header>Applicability</header><text>A
				person described in this subparagraph is any person that—</text>
									<clause id="idc8c71348-80bc-4d00-93b5-33be2cf90532"><enum>(i)</enum><text>engages in any conduct
				that has the effect of conveying false or misleading information under
				circumstances where such information may reasonably be believed to indicate
				that an activity has taken, is taking, or will take place that would constitute
				an offense listed under subsection (a)(1);</text>
									</clause><clause id="ide08c3c69-b039-48ef-bd39-fd0ca8bfcc3e"><enum>(ii)</enum><text>receives actual notice
				that another party is taking emergency or investigative action because that
				party believes that the information indicates that an activity has taken, is
				taking, or will take place that would constitute an offense listed under
				subsection (a)(1); and</text>
									</clause><clause id="idd8b1783d-e4ca-4d16-8ce6-bf16c60079d1"><enum>(iii)</enum><text>after receiving such
				notice, fails to promptly and reasonably inform 1 or more parties described in
				clause (ii) of the actual nature of the
				activity.</text>
									</clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idfe7b2021-e673-4a19-bcb5-8abb1e8fc603"><enum>(b)</enum><header>Threatening
			 communications</header>
				<paragraph id="id364c31d7-86d5-4f1a-8454-c3f8f93b7814"><enum>(1)</enum><header>Mailed within the
			 United States</header><text>Section 876 of title 18, United States Code, is
			 amended by adding at the end thereof the following new subsection:</text>

				thereof.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id7b602def-1e00-46ab-8571-4fd6afd48585"><enum>(2)</enum><header>Mailed to a foreign
			 country</header><text>Section 877 of title 18, United States Code, is amended
			 by adding at the end thereof the following new paragraph:</text>
