			 purposes</header>
			<subsection id="ID4F189F8E28D747158625EFD1733ED037"><enum>(a)</enum><header>Findings</header><text>Congress
			 makes the following findings:</text>
				<paragraph id="ID0CB63C4EDE2942BEBD57AA0A6B7800AF"><enum>(1)</enum><text>The right of all
			 eligible citizens to vote and have their vote counted is the cornerstone of a
			 democratic form of government and the core precondition of government of the
			 people, by the people, and for the people.</text>
				</paragraph><paragraph id="IDB46BD3E9AEB942D3BC892CFEB785CE87"><enum>(2)</enum><text>The right of
			 citizens of the United States to vote is a fundamental civil right guaranteed
			 under the United States Constitution.</text>
				</paragraph><paragraph id="ID548F0912152E4DCBA71D37C8369BCA9E"><enum>(3)</enum><text>Congress has an
			 obligation to reaffirm the right of each American to have an equal opportunity
			 to vote and have that vote counted in Federal elections, regardless of color,
			 ethnicity, disability, language, or the resources of the community in which
			 they live.</text>
				</paragraph><paragraph id="ID08DF9B4273E64D90A18F9C4A94E4E4AF"><enum>(4)</enum><text>Congress has an
			 obligation to ensure the uniform and nondiscriminatory exercise of that right
			 by removing barriers in the form of election administration procedures and
			 technology and insufficient and unequal resources of State and local
			 governments.</text>
				</paragraph></subsection><subsection id="ID8D84AC57C15846DD9DDC7651D4288ACE"><enum>(b)</enum><header>Purposes</header><text>The
			 purposes of this Act are as follows:</text>
				<paragraph id="ID439A6DB4698C4896BA68502D22A30D55"><enum>(1)</enum><text>To secure the
			 opportunity to participate in democracy for all eligible American citizens by
			 establishing a national Federal write-in absentee ballot for Federal
			 elections.</text>
				</paragraph><paragraph id="IDC959516F3200493AAD14BC99A3E7D08F"><enum>(2)</enum><text>To expand and
			 establish uniform and nondiscriminatory requirements and standards to remove
			 administrative procedural barriers and technological obstacles to casting a
			 vote and having that vote counted in Federal elections.</text>
				</paragraph><paragraph id="ID0050C523F6254B129B99553FA35B20DB"><enum>(3)</enum><text>To expand and
			 establish uniform and nondiscriminatory requirements and standards to provide
			 for the accessibility, accuracy, verifiability, privacy, and security of all
			 voting systems and technology used in Federal elections.</text>
				</paragraph><paragraph id="ID51FA2F5A226745D781DF2CEB1EFE1EBE"><enum>(4)</enum><text>To provide a
			 Federal funding mechanism for the States to implement the requirements and
			 standards to preserve and protect voting rights and the integrity of Federal
			 elections in the United States.</text>
				</paragraph></subsection></section><section id="ID229840CE8E6F4A839B00517F0405B8EC"><enum>3.</enum><header>National Federal
			 write-in absentee ballot</header>
			<subsection id="IDE246B098EA734CBEAAB5DE53F08A76E0"><enum>(a)</enum><header>In
			 General</header>
				<paragraph id="ID347CBFAF3AE2448CA1B8F7E8077D81BB"><enum>(1)</enum><header>In
			 general</header><text>Title III of the Help America Vote Act of 2002 (42 U.S.C.
			 15481 et seq.) is amended by adding at the end the following new
			 subtitle:</text>
					<quoted-block id="ID95D8541080C44A73B0EF7448F3406870" style="OLC">
						<subtitle id="ID18AA47187A604562844F920FDC967BF0"><enum>C</enum><header>Additional
				Requirements</header>
							<section id="IDBCB97116E4B54B6C85F9F6353AA64A25"><enum>321.</enum><header>Use of
				national Federal write-in absentee ballot</header>
								<subsection id="IDBA4160C9103A44EA8141318CADBB0D3B"><enum>(a)</enum><header>In
				General</header><text>Any person who is otherwise qualified to vote in a
				Federal election in a State shall be permitted to use the national Federal
				write-in absentee ballot prescribed by the Election Assistance Commission under
				section 298 to cast a vote in an election for Federal office.</text>
								</subsection><subsection id="ID5DF9B605A4764179947B3B1E69C77C5F"><enum>(b)</enum><header>Submission and
				Processing</header>
									<paragraph id="IDA84BECC87E8D4F1B90F5B2897DBB51CE"><enum>(1)</enum><header>In
				general</header><text>Except as otherwise provided in this section, a national
				Federal write-in absentee ballot shall be submitted and processed in the manner
				provided by law for absentee ballots in the State involved.</text>
									</paragraph><paragraph id="ID8119D0EBA6D14A37AC70636EB034C823"><enum>(2)</enum><header>Deadline</header><text>An
				otherwise eligible national Federal write-in absentee ballot shall be counted
				if postmarked or signed before the close of the polls on election day and
				received by the appropriate State election official on or before the date which
				is 10 days after the date of the election or the date provided for receipt of
				absentee ballots under State law, whichever is later.</text>
									</paragraph></subsection><subsection id="IDAC3151C9EC184681A99837B5B840701A"><enum>(c)</enum><header>Special
				Rules</header><text>The following rules shall apply with respect to national
				Federal write-in absentee ballots:</text>
									<paragraph id="ID1EDF87C350E04D40B01F6DDF2D3D7AF4"><enum>(1)</enum><text>In completing the
				ballot, the voter may designate a candidate by writing in the name of the
				candidate or by writing in the name of a political party (in which case the
				ballot shall be counted for the candidate of that political party).</text>
									</paragraph><paragraph id="IDB1F6388BCF5D4FD4870761B7D09EA646"><enum>(2)</enum><text>In the case of
				the offices of President and Vice President, a vote for a named candidate or a
				vote by writing in the name of a political party shall be counted as a vote for
				the electors supporting the candidate involved.</text>
									</paragraph><paragraph id="IDD683A61A874E4C0E89FDBB346283700D"><enum>(3)</enum><text>Any abbreviation,
				misspelling, or other minor variation in the form of the name of a candidate or
				a political party shall be disregarded in determining the validity of the
				ballot.</text>
									</paragraph></subsection><subsection id="IDBD41637B953043F8945DD60882BAF643"><enum>(d)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2008.</text>
								</subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID07253680B2B5419FA7C94AA16030616B"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 401 of the Help America Vote Act of 2002 (42
			 U.S.C. 15511) is amended by striking <quote>and 303</quote> and inserting
			 <quote>303, and subtitle C</quote>.</text>
				</paragraph></subsection><subsection id="ID3F12A14252BE48D6B1C0D0F25EA6DD3C"><enum>(b)</enum><header>National
			 Federal Write-in Absentee Ballot</header>
				<paragraph id="ID702FE70893AB4F4E89F5BE24C92E4895"><enum>(1)</enum><header>In
			 general</header><text>Title II of the Help America Vote Act of 2002 (42 U.S.C.
			 15321 et seq.) is amended by adding at the end the following new
			 subtitle:</text>
					<quoted-block id="ID091642D9947840A39C0E67924AF21CA4" style="OLC">
						<subtitle id="ID96F2ABC0826C4CAA97D913B39B4945D2"><enum>E</enum><header>Guidance and
				Standards</header>
							<section id="IDFF7620BD43314043B20BB97CECA9214A"><enum>297.</enum><header>National
				Federal write-in absentee ballot</header>
								<subsection id="ID652D06EF82564736B1D999A470DDDA16"><enum>(a)</enum><header>Form of
				Ballot</header><text>The Commission shall prescribe a national Federal write-in
				absentee ballot (including a secrecy envelope and mailing envelope for such
				ballot) for use in elections for Federal office.</text>
								</subsection><subsection id="ID463789BB189444B1B3AC7F3E3A28641F"><enum>(b)</enum><header>Standards</header><text>The
				Commission shall prescribe standards for—</text>
									<paragraph id="ID24AA7856F1304C969651B627C052A3FD"><enum>(1)</enum><text>distributing the
				national Federal write-in absentee ballot, including standards for distributing
				such ballot through the Internet; and</text>
									</paragraph><paragraph id="IDABB83F02293E4018A25EF135083DF595"><enum>(2)</enum><text>processing and
				submission of the national Federal write-in absentee
				ballot.</text>
									</paragraph></subsection></section></subtitle><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID843E897F8FE34DBEB8198B8D8CDC21A2"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Section 202 of the Help America Vote Act of 2002 (42
			 U.S.C. 15322) is amended by redesignating paragraphs (5) and (6) as paragraphs
			 (6) and (7), respectively, and by inserting after paragraph (4) the following
			 new paragraph:</text>
					<quoted-block id="IDF2E4A90D7FDC4571BCF148A56E9EA70D" style="OLC">
						<paragraph id="IDC46E500538F1430FA0F6E4DDFD295836"><enum>(5)</enum><text>carrying out the
				duties described in subtitle
				E.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="ID32AC5E543FC54B8BA60EE09C2CE6489B"><enum>(c)</enum><header>Coordination
			 with Uniformed and Overseas Citizens Absentee Voting Act</header>
				<paragraph id="ID6B84DEE7960B448C8DE26AC105B03C9A"><enum>(1)</enum><header>In
			 general</header><text>The Presidential designee under the Uniformed and
			 Overseas Absentee Voting Act, in consultation with the Election Assistance
			 Commission, shall facilitate the use and return of the national Federal
			 write-in ballot for absent uniformed services voters and overseas
			 voters.</text>
				</paragraph><paragraph id="IDD0FD87A7702E487084E15FC6E3194059"><enum>(2)</enum><header>Definitions</header><text>The
			 terms <term>absent uniformed service voter</term> and <term>overseas
			 voter</term> shall have the meanings given such terms by section 107 of the
			 Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.
			 1973gg–6).</text>
				</paragraph></subsection></section><section id="ID9FB3E258B99F4FCA98806D06286A4186"><enum>4.</enum><header>Voter verified
			 ballots</header>
			<subsection id="ID3CDDB6CA38B145D99B81CA3A6BE98CD5"><enum>(a)</enum><header>Verification</header>
				<paragraph id="IDE6D694A389BC4195A9989E2E13CB19E0"><enum>(1)</enum><header>In
			 general</header><text>Section 301(a) of the Help America Vote Act of 2002 (42
			 U.S.C. 15481(a)) is amended by adding at the end the following new
			 paragraph:</text>
					<quoted-block id="ID12B8CFB6BFD341CFA0E80E8C65CC43FE" style="OLC">
						<paragraph id="IDD97B6DA151FD41C28F0319D40FFC440B"><enum>(7)</enum><header>Voter verified
				ballots</header><text>In order to meet the requirements of paragraph (1)(A)(i),
				on and after January 1, 2009:</text>
							<subparagraph id="ID4F988F7AFC18439296B64E775806B667"><enum>(A)</enum><text>The voting system
				shall provide an independent means of voter verification which meets the
				requirements of subparagraph (B) and which allows each voter to verify the
				ballot before it is cast and counted.</text>
							</subparagraph><subparagraph id="ID6DDBA9B924C944789C174ABA3B741888"><enum>(B)</enum><text>A means of voter
				verification meets the requirements of this subparagraph if the voting system
				allows the voter to choose from one of the following options to verify the
				voter’s vote selection:</text>
								<clause id="ID0F9CA13036EE4E0A9E41E86F385870A2"><enum>(i)</enum><text>A
				paper record.</text>
								</clause><clause id="IDFA29A5C916A2447683E6F27E2C4044CA"><enum>(ii)</enum><text>An audio
				record.</text>
								</clause><clause id="IDAD945483A33F4E0187D83EB47E9E808D"><enum>(iii)</enum><text>A pictorial
				record.</text>
								</clause><clause id="ID76D743FB531940C4A152D89C2A44FDF1"><enum>(iv)</enum><text>An electronic
				record or other means that provides for voter verification that is accessible
				for individuals with disabilities, including nonvisual accessibility for the
				blind and visually impaired, in a manner that provides privacy and independence
				equal to that provided for other voters.</text>
								</clause></subparagraph><subparagraph id="IDA1FA0DF84CCB40CBA7A85752211D1631"><enum>(C)</enum><text>Any means of
				verification described in clause (ii), (iii), or (iv) of subparagraph (B) must
				provide verification which is equal or superior to verification through the use
				of a paper record.</text>
							</subparagraph><subparagraph id="IDFD1C1DF5EA2A479496A3EF3FB753A602"><enum>(D)</enum><text>The requirements
				of this paragraph shall not apply to any voting system purchased before January
				1, 2009, in order to meet the requirements of paragraph
				(3)(B).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID151A36B78024492F9A00B8C6551FC991"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Clause (i) of section 301(a)(1)(A) of the Help America
			 Vote Act of 2002 (42 U.S.C. 15481(a)(1)(A)(i)) is amended by inserting
			 <quote>and consistent with the requirements of paragraphs (2), (4), and
			 (7)</quote> after <quote>independent manner</quote>.</text>
				</paragraph></subsection><subsection id="ID5C0012951FD94493AF4327E1B087DCB2"><enum>(b)</enum><header>Guidance</header><text>Subtitle
			 E of title II of the Help America Vote Act of 2002, as added by this Act, is
			 amended by adding at the end the following new section:</text>
				<quoted-block id="IDFDFBD5D617D64AA09E79D2384E726505" style="OLC">
					<section id="ID1FF653DDF9E1419084070562BD48DB30"><enum>298.</enum><header>Voter verified
				ballots</header><text display-inline="no-display-inline">The Commission shall
				issue uniform and nondiscriminatory standards—</text>
						<paragraph id="IDB31408DC90B040A5B8FC156A7EAB255A"><enum>(1)</enum><text>for voter
				verified ballots required under section 301(a)(7); and</text>
						</paragraph><paragraph id="ID67D7EF7583C747A6BB593EAF65614A4D"><enum>(2)</enum><text>for meeting the
				audit requirements of section
				301(a)(2).</text>
						</paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID7507268AE3574EE39B21F60BF3B0459E"><enum>(c)</enum><header>Reports</header>
				<paragraph id="ID5374FF5126354D5F8550FD5F4D454A0F"><enum>(1)</enum><header>Election
			 assistance commission</header><text>Section 207 of the Help America Vote Act of
			 2002 (42 U.S.C. 15327) is amended by redesignating paragraph (5) as paragraph
			 (6) and by inserting after paragraph (4) the following new paragraph:</text>
					<quoted-block id="IDC9F65936DBDD4B8EB787308D010370B9" style="OLC">
						<paragraph id="ID7C0253E6D5C44CBAAB8CD56C838A9E85"><enum>(5)</enum><text>A description of
				the progress on implementing the voter verified ballot requirements of section
				301(a)(7) and the impact of the use of such requirements on the accessibility,
				privacy, security, usability, and auditability of voting
				systems.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID4F6C57A3ED4940F1B6B14B4EBF8AE323"><enum>(2)</enum><header>State
			 reports</header><text>Section 258 of the Help America Vote Act of 2002 (42
			 U.S.C. 15408) is amended by striking <quote>and</quote> at the end of paragraph
			 (2), by striking the period at the end of paragraph (3) and inserting <quote>;
			 and</quote>, and by adding at the end the following new paragraph:</text>
					<quoted-block id="ID7FA0E6A1A13841F9920971F649D36672" style="OLC">
						<paragraph id="ID98280B94F28045C5A444446F79FF37B7"><enum>(4)</enum><text>an analysis and
				description in the form and manner prescribed by the Commission of the progress
				on implementing the voter verified ballot requirements of section
				301(a)(7).</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="ID84986C0A95D94042A44A51D38FC94BEC"><enum>5.</enum><header>Requirements for
			 counting provisional ballots</header>
			<subsection id="ID0C2FDC9CA6714F609569400218EB2B90"><enum>(a)</enum><header>In
			 General</header><text>Section 302 of the Help America Vote Act of 2002 (42
			 U.S.C. 15482) is amended by redesignating subsection (d) as subsection (e) and
			 by inserting after subsection (c) the following new subsection:</text>
				<quoted-block id="ID9B4583E2C5544CFB8CD0967943128812" style="OLC">
					<subsection id="ID03458E114FD8416DAEF278DAA252181B"><enum>(d)</enum><header>Statewide
				Counting of Provisional Ballots</header><text>For purposes of subsection
				(a)(4), notwithstanding at which polling place a provisional ballot is cast
				within the State, the State shall count such ballot if the individual who cast
				such ballot is otherwise eligible to
				vote.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID5FB9678EE781429B93C87FB5B54A32B7"><enum>(b)</enum><header>Effective
			 Date</header>
				<paragraph id="ID122EC37B16694F8A863EE32B679C5FC4"><enum>(1)</enum><header>In
			 general</header><text>Subsection (e) of section 302 of the Help America Vote
			 Act of 2002 (42 U.S.C. 15482(e)), as redesignated under subsection (a), is
			 amended by adding at the end the following:</text>
					<quoted-block id="ID9EB090C47E9448F9A1C00EB1CA7D0447" style="OLC">
						<paragraph id="ID685708A8AF3F4CDEB38CD3CF0104EA79"><enum>(2)</enum><header>Effective date
				for statewide counting of provisional ballots</header><text>Each State shall be
				required to comply with the requirements of subsection (d) on and after January
				1,
				2008.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID2DF9270F87E1483B88A6A6E1C9D65070"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Subsection (e) of section 302 of the Help America Vote
			 Act of 2002 (42 U.S.C. 15482(e)), as redesignated under subsection (a), is
			 amended by striking <quote>Each</quote> and inserting the following:</text>

			 General</header><text>Subtitle C of title III of the Help America Vote Act of
			 2002, as added by this Act, is amended by adding at the end the following new
			 section:</text>

					<section id="IDF085EA064F674E11972ACA6E935EE65E"><enum>322.</enum><header>Minimum
				required voting systems and poll workers</header>
						<subsection id="ID9555BE28445341A09D3070DEA90B26EC"><enum>(a)</enum><header>In
				General</header><text>Each State shall provide for the minimum required number
				of voting systems and poll workers for each polling place on the day of any
				Federal election and on any days during which such State allows early voting
				for a Federal election in accordance with the standards determined under
				section 299.</text>
						</subsection><subsection id="ID35480BDE1B054098BC2198E1D4B6C3B6"><enum>(b)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2008.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID5108DD9340734A1F805038999DC77AC2"><enum>(b)</enum><header>Standards</header><text>Subtitle
			 E of the Help America Vote Act of 2002, as added and amended by this Act, is
			 amended by adding at the end the following new section:</text>

					<section id="ID1ADC5A9C054647BDA6C6B49C2E7FACD2"><enum>299.</enum><header>Standards for
				establishing the minimum required voting systems and poll workers</header>
						<subsection id="IDA807BCC7D8854D2596594498DD31682E"><enum>(a)</enum><header>In
				General</header><text>The Commission shall issue standards regarding the
				minimum number of voting systems and poll workers required in each polling
				place on the day of any Federal election and on any days during which early
				voting is allowed for a Federal election.</text>
						</subsection><subsection id="ID90B2BA3772434086881D6E70B37E9501"><enum>(b)</enum><header>Distribution</header><text>The
				standards described in subsection (a) shall provide for a uniform and
				nondiscriminatory geographic distribution of such systems and workers.</text>
						</subsection><subsection id="ID4BCFA131ED1246079E1ECD70BFD8EA6F"><enum>(c)</enum><header>Deviation</header><text>The
				standards described in subsection (a) shall permit States, upon providing
				adequate public notice, to deviate from any allocation requirements in the case
				of unforseen circumstances such as a natural disaster, terrorist attack, or a
				change in voter
				turnout.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="ID9991633FF41A4BE083834F3D5DB142C8"><enum>7.</enum><header>Election day
			 registration</header>
			<subsection id="ID49BC940FE2B240EDA1E4C07488D92202"><enum>(a)</enum><header>Requirement</header><text>Subtitle
			 C of title III of the Help America Vote Act of 2002, as added and amended by
			 this Act, is amended by adding at the end the following new section:</text>

					<section id="ID0257A529EF8F472AB463B6E8DE6D9F18"><enum>323.</enum><header>Election day
				registration</header>
						<subsection id="ID87511F00FDC24E508C9DB98F561FE699"><enum>(a)</enum><header>In
				General</header>
							<paragraph id="IDE1C0707E22DE44A6B8FCE38FB41E411E"><enum>(1)</enum><header>Registration</header><text>Notwithstanding
				section 8(a)(1)(D) of the National Voter Registration Act of 1993 (42 U.S.C.
				1973gg–6), each State shall permit any individual on the day of a Federal
				election—</text>
								<subparagraph id="IDB9A274EBB628454691064E4936B6675D"><enum>(A)</enum><text>to register to
				vote in such election at the polling place using the form established by the
				Election Assistance Commission pursuant to section 297; and</text>
								</subparagraph><subparagraph id="IDAED57D78583E4A82900E65348E10D8D3"><enum>(B)</enum><text>to cast a vote in
				such election.</text>
								</subparagraph></paragraph><paragraph id="ID828B3521AADD4EF1A37BDC71426290B3"><enum>(2)</enum><header>Exception</header><text>The
				requirements under paragraph (1) shall not apply to a State in which, under a
				State law in effect continuously on and after the date of the enactment of this
				Act, there is no voter registration requirement for individuals in the State
				with respect to elections for Federal office.</text>
							</paragraph></subsection><subsection id="ID0509AABCE9124CFBA42C197C125EFBB2"><enum>(b)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of subsection (a) on and after January 1,
				2009.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDC5676137DCB6455FA883B1A3E24EDD9E"><enum>(b)</enum><header>Election Day
			 Registration Form</header><text>Subtitle E of title II of the Help America Vote
			 Act of 2002, as added and amended by this Act, is amended by adding at the end
			 the following new section:</text>

			</subsection></section><section id="IDBE332138056241E2AE5C571ED8BFE440"><enum>8.</enum><header>Integrity of
			 voter registration list</header><text display-inline="no-display-inline">Subtitle C of title III of the Help America
			 Vote Act of 2002, as added and amended by this Act, is amended by adding at the
			 end the following new section:</text>

				<section id="IDA9D781AFE0674979BE803437F0CDC464"><enum>324.</enum><header>Removal from
				voter registration list</header>
					<subsection id="IDE33F8628C1874D1A8EC2EEB3AC823E1E"><enum>(a)</enum><header>Public
				Notice</header><text>Not later than 45 days before any Federal election, each
				State shall provide public notice of all names which have been removed from the
				voter registration list of such State under section 303 since the later of the
				most recent election for Federal office or the day of the most recent previous
				public notice provided under this section.</text>
					</subsection><subsection id="IDB0C579D0FF9444B8B58AE860C55E7FC6"><enum>(b)</enum><header>Notice to
				Individual Voters</header>
						<paragraph id="ID6D2BBA6DBCE6480A991B11E6F458A361"><enum>(1)</enum><header>In
				general</header><text>No individual shall be removed from the voter
				registration list under section 303 unless such individual is first provided
				with a notice which meets the requirements of paragraph (2).</text>
						</paragraph><paragraph id="ID1C24A85C944F4F85A3C97ACBDA811B57"><enum>(2)</enum><header>Requirements of
				notice</header><text>The notice required under paragraph (1) shall be—</text>
							<subparagraph id="IDC2CECBF5562D4181B3E109D43B05F0A5"><enum>(A)</enum><text>provided to each
				voter in a uniform and nondiscriminatory manner;</text>
							</subparagraph><subparagraph id="ID2FABC431DCFE433DA586F5B41707DED0"><enum>(B)</enum><text>consistent with
				the requirements of the National Voter Registration Act of 1993 (42 U.S.C.
				1973gg et seq.); and</text>
							</subparagraph><subparagraph id="ID92211ABFD5F04E57835AAD33499894A0"><enum>(C)</enum><text>in the form and
				manner prescribed by the Election Assistance Commission.</text>
							</subparagraph></paragraph></subsection><subsection id="ID2BC70D0835AF459CBA3ED12FC0C133AE"><enum>(c)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2008.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="IDAE7CDEA892EE408589A29998EB0B463D"><enum>9.</enum><header>Early
			 voting</header>
			<subsection id="ID06A7825572F446F694CCF42A38A59C09"><enum>(a)</enum><header>In
			 General</header><text>Subtitle C of title III of the Help America Vote Act of
			 2002, as added and amended by this Act, is amended by adding at the end the
			 following new section:</text>

					<section id="ID6856A4AFD7D646ED9B9D2B0575D8D86B"><enum>325.</enum><header>Early
				voting</header>
						<subsection id="ID85ABBE26703940C1ADCC36B7CC399DC8"><enum>(a)</enum><header>In
				General</header><text>Each State shall allow individuals to vote in an election
				for Federal office not less than 15 days prior to the day scheduled for such
				election in the same manner as voting is allowed on such day.</text>
						</subsection><subsection id="ID9F7060F57C3E4FBC8F9EF19CBA4418B3"><enum>(b)</enum><header>Minimum Early
				Voting Requirements</header><text>Each polling place which allows voting prior
				to the day of a Federal election pursuant to subsection (a) shall—</text>
							<paragraph id="ID75831984AA574287ACFF5D3B90B252A1"><enum>(1)</enum><text>allow such voting
				for no less than 4 hours on each day (other than Sunday); and</text>
							</paragraph><paragraph id="ID2B1E8B755B3C4715B2119E92DA0CB5C9"><enum>(2)</enum><text>have uniform
				hours each day for which such voting occurs.</text>
							</paragraph></subsection><subsection id="IDFCE5057A5D6D4613888D9D3E22EEC073"><enum>(c)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2008.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="IDF7C5122FD0BB462B84B9F2F55250EC45"><enum>(b)</enum><header>Standards for
			 Early Voting</header><text>Subtitle E of the Help America Vote Act of 2002, as
			 added and amended by this Act, is amended by adding at the end the following
			 new section:</text>

					<section id="IDB95942D7F5E74F19AAF434A11FB90406"><enum>299B.</enum><header>Standards for
				early voting</header>
						<subsection id="IDEFDAE78744514F8FBF4AD4104DB38467"><enum>(a)</enum><header>In
				General</header><text>The Commission shall issue standards for the
				administration of voting prior to the day scheduled for a Federal election.
				Such standards shall include the nondiscriminatory geographic placement of
				polling places at which such voting occurs.</text>
						</subsection><subsection id="ID757FE509F3864F2FBF89D5E2E5EE1096"><enum>(b)</enum><header>Deviation</header><text>The
				standards described in subsection (a) shall permit States, upon providing
				adequate public notice, to deviate from any requirement in the case of
				unforseen circumstances such as a natural disaster, terrorist attack, or a
				change in voter
				turnout.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="ID219B416D22E442DF83424C7917456444"><enum>10.</enum><header>Acceleration of
			 study on election day as a public holiday</header><text display-inline="no-display-inline">Section 241 of the Help America Vote Act of
			 2002 (42 U.S.C. 15381) is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block id="ID9880544B3C004277B9A0AE8FDDAAB4EB" style="OLC">
				<subsection id="ID6A1F1D91C86C4BF6B28ADFE31BD82196"><enum>(d)</enum><header>Report on
				Election Day</header>
					<paragraph id="IDB8D02FE5DD224D8DBF1604E084224E08"><enum>(1)</enum><header>In
				general</header><text>The report required under subsection (a) with respect to
				election administration issues described in subsection (b)(10) shall be
				submitted not later than 6 months after the date of the enactment of the
				<short-title>Voting Opportunity and Technology Enhancement
				Rights Act of 2007</short-title>.</text>
					</paragraph><paragraph id="ID5AEC32AE8F6543B4BBB4EA85A55B4D1F"><enum>(2)</enum><header>Authorization
				of appropriations</header><text>Of the amount authorized to be appropriated
				under section 210 for fiscal year 2007, $100,000 shall be authorized solely to
				carry out the purposes of this
				subsection.</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID290F6B50BD114ADA80CDED5115346D05"><enum>11.</enum><header>Improvements to
			 voting systems</header>
			<subsection id="IDCD837715374C4EE7B2B7053B31DFD501"><enum>(a)</enum><header>In
			 General</header><text>Subparagraph (B) of section 301(a)(1) of the Help America
			 Vote Act of 2002 (42 U.S.C. 15481(a)(1)(B)) is amended by striking <quote>, a
			 punch card voting system, or a central count voting system</quote>.</text>
			</subsection><subsection id="IDE083E0C2FF5D4EA390BA834494455B2A"><enum>(b)</enum><header>Clarification
			 of Requirements for Punch Card Systems</header><text>Subparagraph (A) of
			 section 301(a)(1) of the Help America Vote Act of 2002 (42 U.S.C.
			 15481(a)(1)(A)) is amended by inserting <quote>punch card voting
			 system,</quote> after <quote>any</quote>.</text>
			</subsection><subsection id="id1152AFDBE6B8406BAED92A5D48BAE36F"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section shall take effect on
			 January 1, 2008.</text>
			</subsection></section><section id="ID07C0D37945A844298D654AB899579455"><enum>12.</enum><header>Voter
			 registration</header>
			<subsection id="ID237D89D1D6964670841149CF69DAA85E"><enum>(a)</enum><header>In
			 General</header><text>Paragraph (4) of section 303(b) of the Help America Vote
			 Act of 2002 (42 U.S.C. 15483(b)(4)) is amended by adding at the end the
			 following new subparagraph:</text>

				questions and statements required under subparagraph (A), such mail voter
				registration form shall include an affidavit to be signed by the registrant
				attesting both to citizenship and age; and</text>
						</clause><clause id="ID60006185E532446B9AF5F4336ACD52F3"><enum>(ii)</enum><text>subparagraph (B)
				shall not
				apply.</text>
						</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID39652E6D74AA4812ACB2A53DD7545487"><enum>(b)</enum><header>Internet
			 Registration</header><text>Subtitle C of title III of the Help America Vote Act
			 of 2002, as added and amended by this Act, is amended by adding at the end the
			 following new section:</text>

				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2009.</text>

			 Internet Registration</header><text>Subtitle E of the Help America Vote Act of
			 2002, as added and amended by this Act, is amended by adding at the end the
			 following new section:</text>

				regarding the design and operation of programs which allow electronic voter

			</subsection></section><section id="IDC772A1265AFB4F83AFCB0F8D75EF6703"><enum>13.</enum><header>Establishing
			 voter identification</header>
			<subsection id="ID4F5B478427D549EDB4D6947D4C56AFC9"><enum>(a)</enum><header>In
			 General</header>
				<paragraph id="ID01788B784B134293BDB6A1BF09E90C8E"><enum>(1)</enum><header>In person
			 voting</header><text>Clause (i) of section 303(b)(2)(A) of the Help America
			 Vote Act of 2002 (42 U.S.C. 15483(b)(2)(A)(i)) is amended by striking
			 <quote>or</quote> at the end of subclause (I) and by adding at the end the
			 following new subclause:</text>

			 end of subclause (II) and inserting <quote>; or</quote>, and by adding at the
			 end the following new subclause:</text>

				</paragraph></subsection><subsection id="ID8E44C77AE1F7469B95C5E0A5EF35B135"><enum>(b)</enum><header>Standards for
			 Verifying Voter Information</header><text>Subtitle E of the Help America Vote
			 Act of 2002, as added and amended by this Act, is amended by adding at the end
			 the following new section:</text>
				<quoted-block id="ID8CB7A2EBBC344FF58F5952CB9C05B96F" style="OLC">
					<section id="ID02B3C165063F42098BF28A26B8A25140"><enum>299D.</enum><header>Voter
				identification</header><text display-inline="no-display-inline">The Commission
				shall develop standards for verifying the identification information required
				under section 303(a)(5) in connection with the registration of an individual to
				vote in a Federal
				election.</text>
					</section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="IDBAB3231FC98143349BAFD33A850E8113"><enum>14.</enum><header>Impartial
			 administration of elections</header><text display-inline="no-display-inline">Subtitle C of title III of the Help America
			 Vote Act of 2002, as added and amended by this Act, is amended by adding at the
			 end the following new section:</text>
			<quoted-block id="ID2E5F02DA1ABD49A2BFE7C896D1FE33FE" style="OLC">
				<section id="IDC5E4F2F410F64F80B4D47DC1CA2C1BE2"><enum>327.</enum><header>Election
				administration requirements</header>
					<subsection id="ID45675AB7D4A7456A9E11FCFB713A97A5"><enum>(a)</enum><header>Notice of
				Changes in State Election Laws</header><text>Not later than 15 days prior to
				any Federal election, each State shall issue a public notice describing all
				changes in State law affecting the administration of Federal elections since
				the most recent prior election.</text>
					</subsection><subsection id="ID211F6259537944A591761FD2B1C0F673"><enum>(b)</enum><header>Observers</header>
						<paragraph id="ID3185776ECFAE498685930D644352B55C"><enum>(1)</enum><header>In
				general</header><text>Each State shall allow uniform and nondiscriminatory
				access to any polling place for purposes of observing a Federal election
				to—</text>
							<subparagraph id="IDB952624C0A034D63ACBCB7FE51AD9450"><enum>(A)</enum><text>party
				challengers;</text>
							</subparagraph><subparagraph id="IDEBDC194D9B544C7EA38882251DBFC599"><enum>(B)</enum><text>voting rights and
				civil rights organizations; and</text>
							</subparagraph><subparagraph id="ID7F012EA3778442B29D6412B88FA78F5D"><enum>(C)</enum><text>nonpartisan
				domestic observers and international observers.</text>
							</subparagraph></paragraph><paragraph id="ID4C3F820A23EF45BAB68D3E4C45309ED2"><enum>(2)</enum><header>Notice of
				denial of observation request</header><text>Each State shall issue a public
				notice with respect to any denial of a request by any observer described in
				paragraph (1) for access to any polling place for purposes of observing a
				Federal election. Such notice shall be issued not later than 24 hours after
				such denial.</text>
						</paragraph></subsection><subsection id="IDF857E503979E49C7A20C0F41169BC47C"><enum>(c)</enum><header>Effective
				Date</header><text>Each State shall be required to comply with the requirements
				of this section on and after January 1,
				2008.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="ID5C09C4ACE2F04896B84DEDD44E88E508"><enum>15.</enum><header>Strengthening
			 the Election Assistance Commission</header>
			<subsection id="ID6B0850F2C9564574A05BE9995FD9403F"><enum>(a)</enum><header>Budget
			 Requests</header><text>Part 1 of subtitle A of title II of the Help America
			 Vote Act of 2002 (42 U.S.C. 15321 et seq.) is amended by inserting after
			 section 209 the following new section:</text>
				<quoted-block id="ID338CA7420528451682B5367A4513CEEC" style="OLC">
					<section id="IDF35A91F24649487BA4BF00C05450F742"><enum>209A.</enum><header>Submission of
				budget requests</header><text display-inline="no-display-inline">Whenever the
				Commission submits any budget estimate or request to the President or the
				Office of Management and Budget, it shall concurrently transmit a copy of such
				estimate or request to the Congress and to the Committee on House
				Administration of the House of Representatives and the Committee on Rules and
				Administration of the
				Senate.</text>

			</subsection><subsection id="ID8A88CF638B944AE6B66C4A05F7D4BBAC"><enum>(b)</enum><header>Exemption From
			 Paperwork Reduction Act</header><text>Paragraph (1) of section 3502 of title
			 44, United States Code, is amended by redesignating subparagraphs (B), (C), and
			 (D) as subparagraphs (C), (D), and (E), respectively, and by inserting after
			 subparagraph (A) the following new subparagraph:</text>

			</subsection><subsection id="IDE1F2B25C48A84EB89350D6BE6FD1C070"><enum>(e)</enum><header>Authorization
			 of Appropriations</header><text>Section 210 of the Help America Vote Act of
			 2002 (42 U.S.C. 15330) is amended by striking <quote>for each of fiscal years
			 2003 through 2005 such sums as may be necessary (but not to exceed $10,000,000
			 for each such year)</quote> and inserting <quote>$23,000,000 for fiscal year
			 2007 (of which $3,000,000 are authorized solely to carry out the purposes of
			 section 299E) and such sums as may be necessary for succeeding fiscal
			 years</quote>.</text>
			</subsection></section><section id="ID4C26C257E5F14992A5C53EFF372F37B9"><enum>16.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Subsection
			 (a) of section 257 of the Help America Vote Act of 2002 (42 U.S.C. 15408(a)) is
			 amended by adding at the end the following new paragraphs:</text>
