			 <quote><short-title>Walnut Canyon Study Act of
			 2007</short-title></quote>.</text>
		</section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="ID5F56A6BE11884A80A97E1B1FAEF942E6" reported-display-style="strikethrough" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID1156C3E26F2746A39E7AD4231C6CC1D0"><enum>(1)</enum><text display-inline="yes-display-inline">to authorize a study of the study area to
			 evaluate public uses and public values; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE3D3D25FBA2F4BAA859FB0BDB771F89E"><enum>(2)</enum><text display-inline="yes-display-inline">to obtain recommendations for options for
			 the management of the public uses and protection of resources of the study
			 area.</text>
			</paragraph></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="IDB885315734234D81A60D6F0AC5F2289F" reported-display-style="strikethrough" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" display-inline="no-display-inline" id="ID03F3B8AE2B9849ADA63775D7EAEF7E50"><enum>(1)</enum><header display-inline="yes-display-inline">Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map
			 entitled <quote>Walnut Canyon Proposed Study Area</quote> and dated July 17,
			 2003.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA463A6379CFD4EA79D62C55DA6B74059"><enum>(2)</enum><header display-inline="yes-display-inline">Monument</header><text display-inline="yes-display-inline">The term <term>Monument</term> means the
			 Walnut Canyon National Monument in the State of Arizona.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0E7E20FB15134C12BF01B6E4D1DCAE80"><enum>(3)</enum><header display-inline="yes-display-inline">Public use</header><text display-inline="yes-display-inline">The term <term>public use</term>, with
			 respect to the study area, includes—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="IDe0e7456ef1f946b9985d1e6fde1045df"><enum>(A)</enum><text display-inline="yes-display-inline">livestock grazing;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9e15174ef5354745a4745f4ed371d7da"><enum>(B)</enum><text display-inline="yes-display-inline">hunting;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID247e87ee6a7a4df2872638476fd9cb2a"><enum>(C)</enum><text display-inline="yes-display-inline">access to forested areas;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb35586ac82bc453cb9567ec31654ca6f"><enum>(D)</enum><text display-inline="yes-display-inline">bird watching;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6e350a6c79f945c98cd0126755f4209f"><enum>(E)</enum><text display-inline="yes-display-inline">camping;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID37a98e2d6d774bde877ed963c9f260ca"><enum>(F)</enum><text display-inline="yes-display-inline">driving for pleasure on roads and
			 trails;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc168c63c0cd844309cd3cca482834c6f"><enum>(G)</enum><text display-inline="yes-display-inline">firewood gathering;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDb1611923d47740249e83af016cc06ef5"><enum>(H)</enum><text display-inline="yes-display-inline">general exercise;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID844229643dce4fb9958ba2e32ff80f2d"><enum>(I)</enum><text display-inline="yes-display-inline">group uses;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0d753cb7759041358f05fef8034436b5"><enum>(J)</enum><text display-inline="yes-display-inline">hiking;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5b0f4d450c28416b841297825dfdd482"><enum>(K)</enum><text display-inline="yes-display-inline">horseback riding;</text>

				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID11c65ec990a14bfc80d4b754328af36c"><enum>(P)</enum><text display-inline="yes-display-inline">sightseeing;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID536182981f3e42aaa4bcb0f5dbe56d85"><enum>(Q)</enum><text display-inline="yes-display-inline">skiing;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4df8a9c01cb847c5b4a1ff366d964d35"><enum>(R)</enum><text display-inline="yes-display-inline">snowmobiling;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4bed30f222b244fdb8dcfe99411b25b3"><enum>(S)</enum><text display-inline="yes-display-inline">target practice, as permitted;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd4ff7a0db67c4a7a9d62ddf06b657c54"><enum>(T)</enum><text display-inline="yes-display-inline">walking with pets; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf0da61494f174dc3a5865c3be4bb8aaa"><enum>(U)</enum><text display-inline="yes-display-inline">wildlife viewing.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id626E8FBDA8324A7D95E0821F72D1D986"><enum>(4)</enum><header display-inline="yes-display-inline">Public value</header><text display-inline="yes-display-inline">The term <term>public value</term>, with
			 respect to the study area, includes—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ID218557c19be34ed6b5070fda9047a03c"><enum>(A)</enum><text display-inline="yes-display-inline">geologic features;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9f956957d84a470182d159c560f587d8"><enum>(B)</enum><text display-inline="yes-display-inline">historic sites;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0f571c0c21314fe5b081a89fe5444506"><enum>(C)</enum><text display-inline="yes-display-inline">potential urban development;</text>

				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID70a1152c155641c2adb0d8c4fb2747aa"><enum>(I)</enum><text display-inline="yes-display-inline">vegetation diversity;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3e73f38ff8e9467ca6bb1ae1ecd1b2c6"><enum>(J)</enum><text display-inline="yes-display-inline">watershed health;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6f69b93131b7432e9f838fd5a1bde3a8"><enum>(K)</enum><text display-inline="yes-display-inline">wildfire hazard reduction for healthy
			 forests;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDc3b67f70a8b7467ab0540c36e121c040"><enum>(L)</enum><text display-inline="yes-display-inline">wildlife and wildlife habitat;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDf2b5787a5a9f4bd88a9c8882e1cf96ea"><enum>(M)</enum><text display-inline="yes-display-inline">fee-free access; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDfdd3e06097a14fd19fa8fe2f36fc5a4a"><enum>(N)</enum><text display-inline="yes-display-inline">recreational uses.</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID18E0C7A6AA944648B811CFC6F7934C96"><enum>(5)</enum><header display-inline="yes-display-inline">Secretaries</header><text display-inline="yes-display-inline">The term <term>Secretaries</term> means the
			 Secretary of the Interior and the Secretary of Agriculture, acting
			 jointly.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF1774CC033CC42FFAB42FC4976536E6B"><enum>(6)</enum><header display-inline="yes-display-inline">Study area</header><text display-inline="yes-display-inline">The term <term>study area</term> means the
			 area identified on the map as <quote>Walnut Canyon Proposed Study Area</quote>,
			 consisting of 30,818 acres, of which—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="ID2E5F57747F144C01B9A2EFCEEBBC1811"><enum>(A)</enum><text display-inline="yes-display-inline">24,987 acres is Federal land in Coconino
			 National Forest;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDFE2062A195FB443987B518805154F8A6"><enum>(B)</enum><text display-inline="yes-display-inline">2,037 acres is State land;</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDECA2B66B87024A9D9828ED37683F1CE5"><enum>(C)</enum><text display-inline="yes-display-inline">214 acres is private land; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5F3CE01680104818BCA4CC811707ACFF"><enum>(D)</enum><text display-inline="yes-display-inline">3,580 acres is the Monument.</text>
				</subparagraph></paragraph></section><section changed="deleted" commented="no" committee-id="SSEG00" display-inline="no-display-inline" id="IDD7E20095E84E42A7A56445D9BAB82078" reported-display-style="strikethrough" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Study</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID508C8A6E67274A959C2685418F9C06A8"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretaries shall conduct a study of
			 the study area.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID8C72CEA3475446B297A97277B62360D7"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The study shall evaluate—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDAAD0D7B5DF5A4D9BA6258EC6B275D1D6"><enum>(1)</enum><text display-inline="yes-display-inline">the significance of the resources and
			 public values of the study area as the resources and public values pertain
			 to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID4895A3E81CAF487B9B6F5EDC9D1A6FAD"><enum>(A)</enum><text display-inline="yes-display-inline">the management objectives of the Forest
			 Service; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDC7BC92DD9EB24607A0E9D190489C839A"><enum>(B)</enum><text display-inline="yes-display-inline">the management objectives of the National
			 Park Service;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID900B6AA4494C4CE2B65296949AB6BB54"><enum>(2)</enum><text display-inline="yes-display-inline">the opportunities for maintaining existing
			 public uses; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5FD407A4337B4693BEE1AE3F7E1FE9EB"><enum>(3)</enum><text display-inline="yes-display-inline">a range of options for managing and
			 conserving resources by the National Park Service or the Forest Service, or by
			 both agencies acting jointly, including the suitability and feasibility
			 of—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID99C26B6B7633421090822D4AD2E34AE1"><enum>(A)</enum><text display-inline="yes-display-inline">a boundary adjustment to the
			 Monument;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDC3B4278A95AD4FD0B683AFAB60CCB4D6"><enum>(B)</enum><text display-inline="yes-display-inline">designation of the study area as a National
			 Recreation Area;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDF26C0FF8AC864AFE90F04F6C857E63B0"><enum>(C)</enum><text display-inline="yes-display-inline">maintaining the study area as managed by
			 the Forest Service; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDFB849107D44E42D5BF9D5DEA684AF125"><enum>(D)</enum><text display-inline="yes-display-inline">any other designation or management option
			 that will accomplish both the protection of resources and the maintenance of
			 public use and access for the study area.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDEED5703BF93141758415DEFB3F6D6B46"><enum>(c)</enum><header display-inline="yes-display-inline">Consultation</header><text display-inline="yes-display-inline">In conducting the study, the Secretaries
			 shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id1740F293C9DE4FC39DB3E4DDB1900793"><enum>(1)</enum><text display-inline="yes-display-inline">designate a lead agency;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id151E60239F674558869A69A12D886867"><enum>(2)</enum><text display-inline="yes-display-inline">consult with appropriate Federal, State,
			 county, and local government entities;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID088B0EE1E8C845CB8B721C2590BA1FA7"><enum>(3)</enum><text display-inline="yes-display-inline">contract with a third-party consultant with
			 experience in park and land use planning to prepare a draft study; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9B54D726B6944E45B542780AD8D5964C"><enum>(4)</enum><text display-inline="yes-display-inline">collaborate with the persons identified in
			 subsection (d) in developing a scope of work for the draft study under the
			 guidance of the third-party consultant.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID84B02331FAB342E5803E6B04E2A9CE00"><enum>(d)</enum><header display-inline="yes-display-inline">Review</header><text display-inline="yes-display-inline">The Secretaries, the Forest Supervisor of
			 the Coconino National Forest, the Superintendent of the Flagstaff Area National
			 Monuments, the Flagstaff City Council, and the Coconino County Board of
			 Supervisors shall—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID09A23C2F9078467AA8462C8F19F56C9B"><enum>(1)</enum><text display-inline="yes-display-inline">review the draft study prepared by the
			 third-party consultant; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID40A8C1C8DE2F4B6A8DD1B9DBE2C247F8"><enum>(2)</enum><text display-inline="yes-display-inline">provide to the third-party consultant
			 comments on the draft study.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID78C883D63F564E03990CDA47DEBD4A97"><enum>(e)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 18 months after the date on
			 which funds are first made available to carry out this Act, the Secretaries
			 shall submit to Congress a report that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID10058CB475A049D8AA9C7DDBD7740845"><enum>(1)</enum><text display-inline="yes-display-inline">describes the findings and conclusions of
			 the study conducted under this section; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID56405D0E8A3E421FAC84A60B809DEBEE"><enum>(2)</enum><text display-inline="yes-display-inline">makes a recommendation for the future
			 management of the study area.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID42525BEC7F3B42EFA8CE832F246C44BF"><enum>(f)</enum><header display-inline="yes-display-inline">Effect</header><text display-inline="yes-display-inline">Nothing in this Act affects the management
			 of the land depicted on the map.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDE7805D5D0A7C41F9B9F51C03B46ADFA8"><enum>(g)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There is
			 authorized to be appropriated to carry out this Act $350,000.</text>

			 term <term>map</term> means the map entitled <quote>Walnut Canyon Proposed
			 Study Area</quote> and dated July 17, 2007.</text>
			</paragraph><paragraph id="idEA8F48B9351149049772FA9990D65120"><enum>(2)</enum><header>Secretaries</header><text>The
			 term <term>Secretaries</term> means the Secretary of the Interior and the
			 Secretary of Agriculture, acting jointly.</text>
			</paragraph><paragraph id="IDe534c0af75ac4312a18640489ee8553b"><enum>(3)</enum><header>Study
			 area</header><text>The term <term>study area</term> means the area identified
			 on the map as the <quote>Walnut Canyon Proposed Study Area</quote>.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="ID4506da42ba88490f987956220121a0b2" reported-display-style="italic"><enum>3.</enum><header>Study</header>
			<subsection id="ID496689328ca945c1a0175f1b7a643864"><enum>(a)</enum><header>In
			 general</header><text>The Secretaries shall conduct a study of the study area
			 to assess—</text>
				<paragraph id="IDf5fc7591607d4808ad30666255435af9"><enum>(1)</enum><text>the suitability and
			 feasibility of designating all or part of the study area as an addition to
			 Walnut Canyon National Monument, in accordance with section 8(c) of Public Law
			 91–383 (16 U.S.C. 1a–5(c));</text>
				</paragraph><paragraph id="ID42f8ff5d71bb4f2da52d5276e5c981c4"><enum>(2)</enum><text>continued management of
			 the study area by the Forest Service; or</text>
				</paragraph><paragraph id="ID71bda9e45d844a11be4a254ca73f616c"><enum>(3)</enum><text>any other designation or
			 management option that would provide for—</text>
					<subparagraph id="idC925719D20974E65931B350472A2CFDC"><enum>(A)</enum><text>protection of resources
			 within the study area; and</text>
					</subparagraph><subparagraph id="idC73538629D014F4E9FCFFAB013BA6D7C"><enum>(B)</enum><text>continued access to, and
			 use of, the study area by the public.</text>
					</subparagraph></paragraph></subsection><subsection id="ID95200024ee5744999f3a0247542e774b"><enum>(b)</enum><header>Consultation</header><text>The
			 Secretaries shall provide for public comment in the preparation of the study,
			 including consultation with appropriate Federal, State, and local governmental
			 entities.</text>
			</subsection><subsection id="ID39bff8e6fb7e4fa69a5d0226d506fc81"><enum>(c)</enum><header>Report</header><text>Not
			 later than 18 months after the date on which funds are made available to carry
			 out this Act, the Secretaries shall submit to the Committee on Energy and
			 Natural Resources of the Senate and the Committee on Natural Resources of the
			 House of Representatives a report that describes—</text>
				<paragraph id="id6C4351316CE74F5EBA1EC93867DC4548"><enum>(1)</enum><text>the results of the study;
			 and</text>
				</paragraph><paragraph id="id0380B7BC095D4536BD4799952DFE3455"><enum>(2)</enum><text>any recommendations of
			 the Secretaries.</text>
				</paragraph></subsection><subsection id="ID0cd660d2bf2e4f47b76ed00848005e11"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated such sums
			 as are necessary to carry out this Act.</text>
