		<official-title display="yes">To amend title 4, United States Code, to
		  authorize the Governor of a State, territory, or possession of the United
		  States to order that the National flag be flown at half-staff in that State,
		  territory, or possession in the event of the death of a member of the Armed
		  Forces from that State, territory, or possession who dies while serving on

		<section commented="no" display-inline="no-display-inline" id="H711AE4EDAEB24820A09713F32BF6E824" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Army Specialist Joseph P. Micks
			 Federal Flag Code Amendment Act of 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H27FA7AE9E6704A5EB44134AB1343C591" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Authority of Governors to order the
			 National flag to be flown at half-staff in the event of the death of a member
			 of the Armed Forces</header>
			<subsection commented="no" display-inline="no-display-inline" id="H627C2663C0504D07A19C3FE3EAFEF27F"><enum>(a)</enum><header display-inline="yes-display-inline">Death of a member of the Armed
			 Forces</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/4/7">Section 7(m)</external-xref> of title
			 4, United States Code, is amended in the sixth sentence by inserting <quote>or
			 the death of a member of the Armed Forces from any State, territory, or
			 possession who dies while serving on active duty</quote> after <quote>present
			 or former official of the government of any State, territory, or possession of
			 the United States</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H504C910B0A8141C6915526DF826749D"><enum>(b)</enum><header display-inline="yes-display-inline">Federal facility consistency with State
			 proclamation</header><text display-inline="yes-display-inline">Such section is
			 further amended by inserting after the sixth sentence the following new
			 sentence: <quote>When the Governor of a State, territory, or possession issues
			 a proclamation under the preceding sentence that the National flag be flown at
			 half-staff because of the death of a member of the Armed Forces, the National
			 flag flown at any Federal installation or facility in that State, territory, or
			 possession shall be flown at half-staff consistent with that
			 proclamation.</quote>.</text>
