		<official-title>To amend title VII of the Public Health Service Act to
		  ensure that social work students or social work schools are eligible for
		  support under certain programs to assist individuals in pursuing health careers
		  and programs of grants for training projects in geriatrics, and to establish a
		  social work training program.</official-title>

		<section id="IDD394D2B782F94BAF8B9036EFEEE4F621" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Strengthen Social Work Training Act of
			 2007</short-title></quote>.</text>
		</section><section id="IDD033C9E25EE54A31B7B6D2F897DF7F13"><enum>2.</enum><header>Social work
			 students</header>
			<subsection id="IDDCE3D29CCF0B4AB981B4B5DB9E9B9001"><enum>(a)</enum><header>Health
			 professions schools</header><text><external-xref legal-doc="act" parsable-cite="PHSA/736(g)(1)(A)">Section 736(g)(1)(A)</external-xref> of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/293(g)(1)(A)">42 U.S.C.
			 293(g)(1)(A)</external-xref>) is amended by striking <quote>graduate program in
			 behavioral or mental health</quote> and inserting <quote>graduate program in
			 behavioral or mental health, including a school offering graduate programs in
			 clinical social work, or programs in social work</quote>.</text>
			</subsection><subsection id="ID4D7497B709CE47A396000284A4A7CAC4"><enum>(b)</enum><header>Scholarships</header><text><external-xref legal-doc="act" parsable-cite="PHSA/737(d)(1)(A)">Section
			 737(d)(1)(A)</external-xref> of the <act-name parsable-cite="PHSA">Public
			 Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/293a(d)(1)(A)">42 U.S.C. 293a(d)(1)(A)</external-xref>)
			 is amended by striking <quote>mental health practice</quote> and inserting
			 <quote>mental health practice (including graduate programs in clinical
			 psychology, graduate programs in clinical social work, or programs in social
			 work)</quote>.</text>
			</subsection><subsection id="ID4ED47E96E4054F7B9C9445C4C4D4407F"><enum>(c)</enum><header>Faculty
			 positions</header><text><external-xref legal-doc="act" parsable-cite="PHSA/738(a)(3)">Section 738(a)(3)</external-xref> of the
			 <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/293b(a)(3)">42 U.S.C.
			 293b(a)(3)</external-xref>) is amended by striking <quote>offering graduate
			 programs in behavioral and mental health</quote> and inserting <quote>offering
			 graduate programs in behavioral and mental health, including graduate programs
			 in clinical psychology, graduate programs in clinical social work, or programs
			 in social work</quote>.</text>
			</subsection></section><section id="ID231FD2DAB7934961A3FC1D42BBABB1E1"><enum>3.</enum><header>Geriatrics
			 training projects</header><text display-inline="no-display-inline">Section
			 753(b)(1) of the <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/294c(b)(1)">42 U.S.C. 294c(b)(1)</external-xref>) is
			 amended by inserting <quote>schools offering degrees in social work,</quote>
			 after <quote>teaching hospitals,</quote>.</text>
		</section><section id="ID58698DE03E5646A3A458A4E1112FC9E2"><enum>4.</enum><header>Social work
			 training program</header><text display-inline="no-display-inline">Subpart 2 of
			 part E of title VII of the <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/295">42
			 U.S.C. 295</external-xref> et seq.) is amended—</text>
			<paragraph id="IDB1492517066A44B1AB31DCE11FFF00B2"><enum>(1)</enum><text>by redesignating
			 section 770 as section 770A;</text>
			</paragraph><paragraph id="ID63AE1E4BF74F44429E001004763302DE"><enum>(2)</enum><text>by inserting
			 after section 769, the following:</text>
				<quoted-block id="IDEE1E4ADA096B4DEB9236D0007600F604">
					<section id="ID6DBB7AB26D414E848176B3B6C96443F0"><enum>770.</enum><header>Social work
				training program</header>
						<subsection id="ID6D8B3DD687EF4F69BAD2718C89021F82"><enum>(a)</enum><header>Training
				generally</header><text>The Secretary may make grants to, or enter into
				contracts with, any public or nonprofit private hospital, any school offering
				programs in social work, or to or with a public or private nonprofit entity
				that the Secretary has determined is capable of carrying out such grant or
				contract—</text>
							<paragraph id="ID74F071BD199C40D1BA2D39AF7F9C2C2D"><enum>(1)</enum><text>to plan, develop,
				and operate, or participate in, an approved social work training program
				(including an approved residency or internship program) for students, interns,
				residents, or practicing physicians;</text>
							</paragraph><paragraph id="IDD4FDAC6280334089AF7900F500571F9F"><enum>(2)</enum><text>to provide
				financial assistance (in the form of traineeships and fellowships) to students,
				interns, residents, practicing physicians, or other individuals, who—</text>
								<subparagraph id="id7770F3D121E2494CB02FBA610A45B200"><enum>(A)</enum><text>are in need of
				such assistance;</text>
								</subparagraph><subparagraph id="idD92EF0057D3F41BB89F42E138C5D3C06"><enum>(B)</enum><text>are participants
				in any such program; and</text>
								</subparagraph><subparagraph id="idBA8D2CCC74AE4A539043987D92297F79"><enum>(C)</enum><text>plan to
				specialize or work in the practice of social work;</text>
								</subparagraph></paragraph><paragraph id="ID1FD6ADA7570D417C88417ED2CBDD9D89"><enum>(3)</enum><text>to plan, develop,
				and operate a program for the training of individuals who plan to teach in
				social work training programs; and</text>
							</paragraph><paragraph id="ID2E40FA36F7DF4069B4B25F4CE39D4E39"><enum>(4)</enum><text>to provide
				financial assistance (in the form of traineeships and fellowships) to
				individuals who are participants in any such program and who plan to teach in a
				social work training program.</text>
							</paragraph></subsection><subsection id="ID0A1A32F6800A4233AF8FC9C5E09F6000"><enum>(b)</enum><header>Academic
				administrative units</header>
							<paragraph id="IDB4436354A6754A2CB125536106D66BE5"><enum>(1)</enum><header>In
				general</header><text>The Secretary may make grants to or enter into contracts
				with schools offering programs in social work to meet the costs of projects to
				establish, maintain, or improve academic administrative units (which may be
				departments, divisions, or other units) to provide clinical instruction in
				social work.</text>
							</paragraph><paragraph id="ID71F9B63338D14343B9D7E2F722596089"><enum>(2)</enum><header>Preference in
				making awards</header><text>In making awards of grants and contracts under
				paragraph (1), the Secretary shall give preference to any qualified applicant
				for such an award that agrees to expend the award for the purpose of—</text>
								<subparagraph id="ID048EFA0A37E043388FF53FC1FE54009F"><enum>(A)</enum><text>establishing an
				academic administrative unit for programs in social work; or</text>
								</subparagraph><subparagraph id="IDD4B9998FC8184981975EF38FA6BA4896"><enum>(B)</enum><text>substantially
				expanding the programs of such a unit.</text>
								</subparagraph></paragraph></subsection><subsection id="ID3DB1A2E42CD14A689E3C2E9255001D73"><enum>(c)</enum><header>Duration of
				award</header><text>The period during which payments are made to an entity from
				an award of a grant or contract under subsection (a) may not exceed 5 years.
				The provision of such payments shall be subject to annual approval by the
				Secretary and subject to the availability of appropriations for the fiscal year
				involved to make the payments.</text>
						</subsection><subsection id="ID35D0078A2FC54F08A4288778FFDFBC29"><enum>(d)</enum><header>Funding</header>
							<paragraph id="IDE20B2ABBE2EE434CBD8CAB27243E01D0"><enum>(1)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated to
				carry out this section $10,000,000 for each of the fiscal years 2008 through
				2010.</text>
							</paragraph><paragraph id="ID51BE1748C8CA49129DA12F257673EC00"><enum>(2)</enum><header>Allocation</header><text>Of
				the amounts appropriated under paragraph (1) for a fiscal year, the Secretary
				shall make available not less than 20 percent for awards of grants and
				contracts under subsection (b).</text>
							</paragraph></subsection></section><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="ID2D515DFF32E44DC09E53D786E2453282"><enum>(3)</enum><text>in section 770A
			 (as redesignated by paragraph (1)) by inserting <quote>other than section
			 770,</quote> after <quote>carrying out this subpart,</quote>.</text>
			</paragraph></section><section id="ID17A18AFE2AFA4805A5185300D2661F49"><enum>5.</enum><header>Clinical social
			 worker services</header><text display-inline="no-display-inline">Section 1302
			 of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/300e-1">42 U.S.C.
			 300e–1</external-xref>) is amended—</text>
			<paragraph id="ID2FE2F4EA611C48FF86FFE3FABE5F054F"><enum>(1)</enum><text>in paragraphs (1)
			 and (2), by inserting <quote>clinical social worker,</quote> after
			 <quote>psychologist,</quote> each place the term appears;</text>
			</paragraph><paragraph id="IDC55C2B79601149A0A3B00714BC917E24"><enum>(2)</enum><text>in paragraph
			 (4)(A), by striking <quote>and psychologists</quote> and inserting
			 <quote>psychologists, and clinical social workers</quote>; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID05711A70471C4FD69DE05C58200518F8"><enum>(3)</enum><text>in paragraph (5),
			 by inserting <quote>clinical social work,</quote> after
			 <quote>psychology,</quote>.</text>
