		<official-title display="yes">To expand and enhance postbaccalaureate
		  opportunities at Hispanic-serving institutions, and for other
		  purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HFD6BF3FD4CC6426AA921BBFDE1DEBC9" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Next Generation Hispanic-Serving
			 Institutions Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HF520213D43D345D99D0920CA70A1E709" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Postbaccalaureate opportunities for
			 Hispanic Americans</header>
			<subsection commented="no" display-inline="no-display-inline" id="HC0E2471770144C988C344984FDF31542"><enum>(a)</enum><header display-inline="yes-display-inline">Establishment of program</header><text display-inline="yes-display-inline">Title V of the Higher Education Act of 1965
			 (20 U.S.C. 1101 et seq.) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H574E0AE35CCF428AB64105E6AD5C344C"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating part B as part C;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9F32659EA1604D6D9CC6E7C8A3447F2F"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating sections 511 through 518
			 as sections 521 through 528, respectively; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7D42D1F6DC9F4276871E3FD4A764087C"><enum>(3)</enum><text display-inline="yes-display-inline">by inserting after section 505 (20 U.S.C.
			 1101d) the following new part:</text>

						<part commented="no" id="HC28CDAA375FC4F84883D1300B39D5D2E" level-type="subsequent"><enum>B</enum><header display-inline="yes-display-inline">Promoting postbaccalaureate opportunities
				for Hispanic Americans</header>
							<section commented="no" display-inline="no-display-inline" id="H79D6C78365B54E129696109B00006717" section-type="subsequent-section"><enum>511.</enum><header display-inline="yes-display-inline">Findings and purposes</header>
								<subsection commented="no" display-inline="no-display-inline" id="H86A434AA8B1A4444BA3CA935351C8EFE"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
									<paragraph commented="no" display-inline="no-display-inline" id="HB522DF0592D642D5996E76EFCB57EDE9"><enum>(1)</enum><text display-inline="yes-display-inline">According to the United States Census, by
				the year 2050 one in four Americans will be of Hispanic origin.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9EC08FD0C42943F4BCFA1D9D40EBE09E"><enum>(2)</enum><text display-inline="yes-display-inline">Despite the dramatic increase in the
				Hispanic population in the United States, the National Center for Education
				Statistics reported that in 1999, Hispanics accounted for only 4 percent of the
				master’s degrees, 3 percent of the doctor’s degrees, and 5 percent of
				first-professional degrees awarded in the United States.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBB36D1D9147D438DA7D8EAEC81D2D3F7"><enum>(3)</enum><text display-inline="yes-display-inline">Although Hispanics constitute 10 percent of
				the college enrollment in the United States, they comprise only 3 percent of
				instructional faculty in colleges and universities.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEC46EDC475D5446BAD07E335EC777EFF"><enum>(4)</enum><text display-inline="yes-display-inline">The future capacity for research and
				advanced study in the United States will require increasing the number of
				Hispanics pursuing postbaccalaureate studies.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD58BE002474243CBB8F72049CC1365FC"><enum>(5)</enum><text display-inline="yes-display-inline">Hispanic-serving institutions are leading
				the Nation in increasing the number of Hispanics attaining graduate and
				professional degrees.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H621C3D224F6046E7B06E9F47BFE28CB2"><enum>(6)</enum><text display-inline="yes-display-inline">Among Hispanics who received master’s
				degrees in 1999–2000, 25 percent earned them at Hispanic-serving
				institutions.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE79B280CC3DC48A9B13240B477477F7F"><enum>(7)</enum><text display-inline="yes-display-inline">Between 1991 and 2000, the number of
				Hispanic students earning master’s degrees at Hispanic-serving institutions
				grew 136 percent, the number receiving doctor’s degrees grew by 85 percent, and
				the number earning first-professional degrees grew by 47 percent.</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H30D1F648169E4303BD00ACA2FF0574FB"><enum>(8)</enum><text display-inline="yes-display-inline">It is in the national interest to expand
				the capacity of Hispanic-serving institutions to offer graduate and
				professional degree programs.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H337CD7AAF8624EA693B82B44625C7B8"><enum>(b)</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="yes-display-inline">The purposes of this part are—</text>
									<paragraph commented="no" display-inline="no-display-inline" id="HAAE4E04782A544B08ED543002FD94169"><enum>(1)</enum><text display-inline="yes-display-inline">to expand postbaccalaureate educational
				opportunities for, and improve the academic attainment of, Hispanic students;
				and</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF2CB1A924A9844A1BDBF268327E6BA7"><enum>(2)</enum><text display-inline="yes-display-inline">to expand and enhance the postbaccalaureate
				academic offerings, and program quality, that are educating the majority of
				Hispanic college students and helping large numbers of Hispanic students and
				other low-income individuals complete postsecondary degrees.</text>
									</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H45134B868E554CEEA93E0027E0656145" section-type="subsequent-section"><enum>512.</enum><header display-inline="yes-display-inline">Program authority and eligibility</header>
								<subsection commented="no" display-inline="no-display-inline" id="HB3A1455F63F24807BD1D3E8BA2B576CD"><enum>(a)</enum><header display-inline="yes-display-inline">Program authorized</header><text display-inline="yes-display-inline">Subject to the availability of funds
				appropriated to carry out this part, the Secretary shall award competitive
				grants to Hispanic-serving institutions that offer postbaccalaureate
				certifications or degrees.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="H0B9EE65FE7A043A2992572BA6641E863"><enum>(b)</enum><header display-inline="yes-display-inline">Eligibility</header><text display-inline="yes-display-inline">In this part, an <quote>eligible
				institution</quote> means an institution of higher education that—</text>
									<paragraph commented="no" display-inline="no-display-inline" id="H8759A1A00EC94AAE888EA394CF36BB9"><enum>(1)</enum><text display-inline="yes-display-inline">is an eligible institution under section
				502; and</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB46DA138BF3344C400A79D6819464243"><enum>(2)</enum><text display-inline="yes-display-inline">offers a postbaccalaureate certificate or
				degree granting program.</text>
									</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H43392364C5BC4EAF84C98B6C00AA6E93" section-type="subsequent-section"><enum>513.</enum><header display-inline="yes-display-inline">Authorized activities</header><text display-inline="no-display-inline">Grants awarded under this part shall be used
				for 1 or more of the following activities:</text>
								<paragraph commented="no" display-inline="no-display-inline" id="H1D8094FDD8044586A45972B3E5042D5E"><enum>(1)</enum><text display-inline="yes-display-inline">Purchase, rental, or lease of scientific or
				laboratory equipment for educational purposes, including instructional and
				research purposes.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD92013F374154AF8ACC288B228DAEF02"><enum>(2)</enum><text display-inline="yes-display-inline">Construction, maintenance, renovation, and
				improvement in classroom, library, laboratory, and other instructional
				facilities, including purchase or rental of telecommunications technology
				equipment or services.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H39B115403431417FB6CEB2FD88BEFFE4"><enum>(3)</enum><text display-inline="yes-display-inline">Purchase of library books, periodicals,
				technical and other scientific journals, microfilm, microfiche, and other
				educational materials, including telecommunications program materials.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFA91792229F548A8BB7E41066394D6E5"><enum>(4)</enum><text display-inline="yes-display-inline">Support for needy postbaccalaureate
				students including outreach, academic support services, mentoring,
				scholarships, fellowships, and other financial assistance to permit the
				enrollment of such students in postbaccalaureate certificate and degree
				granting programs.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H419A9D17748D4523A6006C683C3F16E7"><enum>(5)</enum><text display-inline="yes-display-inline">Support of faculty exchanges, faculty
				development, faculty research, curriculum development, and academic
				instruction.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H02C70AA5F264453A95645D000037203D"><enum>(6)</enum><text display-inline="yes-display-inline">Creating or improving facilities for
				Internet or other distance learning academic instruction capabilities,
				including purchase or rental of telecommunications technology equipment or
				services.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H3B4BD6457C1D4686BC7D0793BA83DF2"><enum>(7)</enum><text display-inline="yes-display-inline">Collaboration with other institutions of
				higher education to expand postbaccalaureate certificate and degree
				offerings.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC43901B3054A40539FF25E2916A0FEA9"><enum>(8)</enum><text display-inline="yes-display-inline">Other activities proposed in the
				application submitted pursuant to section 514 that—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="H860F0BA1152B43EFB011B8AD682492FA"><enum>(A)</enum><text display-inline="yes-display-inline">contribute to carrying out the purposes of
				this part; and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H14F509E7D7984EA096A6751E29F04F2B"><enum>(B)</enum><text display-inline="yes-display-inline">are approved by the Secretary as part of
				the review and acceptance of such application.</text>
									</subparagraph></paragraph></section><section commented="no" display-inline="no-display-inline" id="HF5832DDCFF5D4275A54E9716F801DBFB" section-type="subsequent-section"><enum>514.</enum><header display-inline="yes-display-inline">Application and duration</header>
								<subsection commented="no" display-inline="no-display-inline" id="H35F3040CEE54439E9DBE5BA1EC159BAA"><enum>(a)</enum><header display-inline="yes-display-inline">Application</header><text display-inline="yes-display-inline">Any eligible institution may apply for a
				grant under this part by submitting an application to the Secretary at such
				time and in such manner as determined by the Secretary. Such application shall
				demonstrate how the grant funds will be used to improve postbaccalaureate
				education opportunities for Hispanic and low-income students and will lead to
				greater financial independence.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="H222564F41FE943FE9DA554DB848626A0"><enum>(b)</enum><header display-inline="yes-display-inline">Duration</header><text display-inline="yes-display-inline">Grants under this part shall be awarded for
				a period not to exceed 5 years.</text>
								</subsection><subsection commented="no" display-inline="no-display-inline" id="HF7E85F3E58C64C44924F10CB2F555CE7"><enum>(c)</enum><header display-inline="yes-display-inline">Limitation</header><text display-inline="yes-display-inline">The Secretary shall not award more than 1
				grant under this part in any fiscal year to any Hispanic-serving
				institution.</text>
								</subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFA4FEECB34B443BE807E7B51B5CCD36D"><enum>(b)</enum><header display-inline="yes-display-inline">Cooperative arrangements</header><text display-inline="yes-display-inline">Section 524(a) of the Higher Education Act
			 of 1965 (as redesignated by subsection (a)(2)) is amended by inserting
			 <quote>and section 513</quote> after <quote>section 503</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H8578844A115945F0AD4C132ECDA882D4"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section 528(a)
			 of the Higher Education Act of 1965 (as redesignated by subsection (a)(2)) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H4F621B94B2BC4089A9B6D332A05BD07" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="H3BFAD610217E479C8B9DE1002F981654"><enum>(a)</enum><header display-inline="yes-display-inline">Authorizations</header>
						<paragraph commented="no" display-inline="no-display-inline" id="HF84305C127F8454B9ECFBAE889427957"><enum>(1)</enum><header display-inline="yes-display-inline">Part A</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
				carry out part A of this title $175,000,000 for fiscal year 2008 and such sums
				as may be necessary for each of the 4 succeeding fiscal years.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFED3ECEB61E242518C5DD4B1FFE283E0"><enum>(2)</enum><header display-inline="yes-display-inline">Part B</header><text display-inline="yes-display-inline">There are authorized to be appropriated to
				carry out part B of this title $125,000,000 for fiscal year 2008 and such sums
				as may be necessary for each of the 4 succeeding fiscal
				years.</text>
