		<official-title>To amend the National Aquaculture Act of 1980 to prohibit
		  the issuance of permits for marine aquaculture facilities until requirements
		  for the permits are enacted into law.</official-title>

		<section id="idA92E7D8FF4D0463CA41C0CCB0A2FC32A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Natural Stock Conservation Act of
			 2007</short-title></quote>.</text>
		</section><section id="IDD5CA8C91567B423BA89071F8FB27159F"><enum>2.</enum><header>Prohibition on
			 permits for aquaculture</header><text display-inline="no-display-inline">The
			 National Aquaculture Act of 1980 (16 U.S.C. 2801 et seq.) is amended—</text>
			<paragraph id="IDF756795DC70C4B4E99E58FC711BF25E9"><enum>(1)</enum><text>by redesignating
			 sections 10 and 11 (16 U.S.C. 2809, 2810) as sections 11 and 12 respectively;
			 and</text>
			</paragraph><paragraph id="IDC6F90C58F3F64841B365317471FB74FC"><enum>(2)</enum><text>by inserting
			 after section 9 (16 U.S.C. 2808) the following:</text>

					<section id="ID80822097C84E40B6BF6E609FF96A1782"><enum>10.</enum><header>Prohibition on
				permits for aquaculture</header>
						<subsection id="ID739B1240854741AC999E6EB2E3A68C5E"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
							<paragraph id="ID27B59B269EBA44C0B67D6A61EDDEC758"><enum>(1)</enum><header>Agency with
				jurisdiction to regulate aquaculture</header><text>The term <term>agency with
				jurisdiction to regulate aquaculture</term> means—</text>
								<subparagraph id="IDF4B6EA37C54F4BFFAFE87FBA7A9CF696"><enum>(A)</enum><text>the Department of
				Agriculture;</text>
								</subparagraph><subparagraph id="IDB55802DD0E5149BCB6883D3416FD999C"><enum>(B)</enum><text>the Coast
				Guard;</text>
								</subparagraph><subparagraph id="IDC0EC8AA0B77243B89167E9D03EF01D0D"><enum>(C)</enum><text>the Department of
				Commerce;</text>
								</subparagraph><subparagraph id="IDF6E147BF5CCE4B028995B2AA102F52D7"><enum>(D)</enum><text>the Environmental
				Protection Agency;</text>
								</subparagraph><subparagraph id="IDC1D3C4A99F724CA4B999242604699BF7"><enum>(E)</enum><text>the Department of
				the Interior; and</text>
								</subparagraph><subparagraph id="ID7843E52F3A1343978A11F2146749B48D"><enum>(F)</enum><text>the Army Corps of
				Engineers.</text>
								</subparagraph></paragraph><paragraph id="ID745EAA3503264504849DE8D7A798C491"><enum>(2)</enum><header>Exclusive
				economic zone</header><text>The term <term>exclusive economic zone</term> has
				the meaning given the term in section 3 of the Magnuson-Stevens Fishery
				Conservation and Management Act (16 U.S.C. 1802).</text>
							</paragraph><paragraph id="ID09C1FDB9E0654275960C841F4E25196C"><enum>(3)</enum><header>Regional
				fishery management council</header><text>The term <term>regional fishery
				management council</term> means a regional fishery management council
				established under section 302(a) of the Magnuson-Stevens Fishery Conservation
				and Management Act (16 U.S.C. 1852(a)).</text>
							</paragraph></subsection><subsection id="id12A78C984C6245BBB3E071A39762D69A"><enum>(b)</enum><header>Prohibition on
				permits for aquaculture</header><text display-inline="yes-display-inline">The
				head of an agency with jurisdiction to regulate aquaculture may not issue a
				permit or license to permit an aquaculture facility located in the exclusive
				economic zone to operate until after the effective date of a bill enacted into
				law that—</text>
							<paragraph id="ID2D3EB249BCA641F7816598FF72F62C6C"><enum>(1)</enum><text>sets out the type
				and specificity of the analyses that the head of an agency with jurisdiction to
				regulate aquaculture shall carry out prior to issuing any such permit or
				license, including analyses related to—</text>
								<subparagraph id="ID5BFE0EA3A0E64B959DE44CFBCF6CB4BF"><enum>(A)</enum><text>disease
				control;</text>
								</subparagraph><subparagraph id="IDCBAD942C410A470A8A27B044BF0DDCC1"><enum>(B)</enum><text>structural
				engineering;</text>
								</subparagraph><subparagraph id="IDC0361F876FB449C38AE35DCBA333AAC0"><enum>(C)</enum><text>pollution;</text>
								</subparagraph><subparagraph id="ID79ED9350443340D7B7A0BC84F89FEC99"><enum>(D)</enum><text>biological and
				genetic impacts;</text>
								</subparagraph><subparagraph id="IDCFFC22E212F84BA4AF9655B08A408A21"><enum>(E)</enum><text>access and
				transportation;</text>
								</subparagraph><subparagraph id="ID5667478E3A8549F1A0718E516746DAB1"><enum>(F)</enum><text>food safety;
				and</text>
								</subparagraph><subparagraph id="ID30A50F80C5174E0DA8DE097A6858964D"><enum>(G)</enum><text>social and
				economic impacts of the facility on other marine activities, including
				commercial and recreational fishing; and</text>
								</subparagraph></paragraph><paragraph id="ID748428E1C87643E68982A0E0A5AB8E70"><enum>(2)</enum><text>requires that a
				decision to issue such a permit or license be—</text>
								<subparagraph id="IDFAD431A31E144B63B379A21E7E2EEF6F"><enum>(A)</enum><text>made only after
				the head of the agency that issues the license or permit consults with the
				Governor of each State located within a 200-mile radius of the aquaculture
				facility; and</text>
								</subparagraph><subparagraph id="ID94165361337D469B9E94208D9EF6BBD4"><enum>(B)</enum><text>approved by the
				regional fishery management council that is granted authority under title III
				of the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1851
				et seq.) over a fishery in the region where the aquaculture facility will be
				located.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
