		<official-title>To require the Secretary of the Interior to convey
		  certain Bureau of Land Management land to Park City, Utah, and for other
		  purposes. </official-title>

		<section id="id3112EB15AE6C4D38819AB36D403FB679" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Utah Public Land Conveyance Act of
			 2007</short-title></quote>.</text>
		</section><section id="id8004AA19E98B42B6B222DCBA27E7595E"><enum>2.</enum><header>Definitions</header>
			<paragraph id="id4CD17526BB6B46328838960003E0819B"><enum>(1)</enum><header>City</header><text>The
			 term <term>City</term> means Park City, Utah.</text>
			</paragraph><paragraph id="idD260B65E0DAD4F13B0E3A28014D564AA"><enum>(2)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
			</paragraph></section><section display-inline="no-display-inline" id="H3D9136C32E5842F6939B5DE66B9CE0B4" section-type="subsequent-section"><enum>3.</enum><header>Conveyance of public
			 land in City</header>
			<subsection id="H3D32D866C94D421185D9102CD669E11F"><enum>(a)</enum><header>In
			 General</header><text>Not later than 180 days after the date of enactment of
			 this Act, notwithstanding sections 202 and 203 of the Federal Land Policy and
			 Management Act of 1976 (43 U.S.C. 1712, 1713), the Secretary, subject to valid
			 existing rights, shall convey to the City all right, title, and interest of the
			 United States in and to the parcels of Federal land described in subsection
			 (b).</text>
			</subsection><subsection id="IDe72a58d4aa024202a9b641dd8d8fb01c"><enum>(b)</enum><header>Description of
			 land</header><text>The parcels of Federal land referred to in subsection (a)
			 consist of—</text>
				<paragraph commented="no" id="id5F90C953AB9B405F8410546E24A0D988"><enum>(1)</enum><text>parcel 8
			 (commonly known as the <quote>White Acre parcel</quote>); and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id970CFFA3661C42EAA1F0FF928494F055"><enum>(2)</enum><text>parcel 16
			 (commonly known as the <quote>Gamble Acre parcel</quote>).</text>
				</paragraph></subsection><subsection id="idF804C082148F4756BFF30C1E84A443B2"><enum>(c)</enum><header>Consideration</header><text>As
			 consideration for the conveyance of the Federal land under subsection (a), the
			 City shall pay to the Secretary an amount not less than the fair market value
			 of the Federal land, as determined by the Secretary.</text>
			</subsection><subsection id="id249DC13155954C3F9F201E3ADD13B587"><enum>(d)</enum><header>Method of
			 conveyance</header>
				<paragraph id="id0C91C2A6877542B3B2C623C9528FA882"><enum>(1)</enum><header>Open space
			 requirements</header><text>Subject to paragraph (2), the conveyance of the
			 Federal land under subsection (a) shall be by 1 or more deeds that require that
			 the Federal land shall be used only for—</text>
					<subparagraph id="id0BF8E4EE1329480FBB9280100B059AC1"><enum>(A)</enum><text>recreational and
			 public open space purposes; or</text>
					</subparagraph><subparagraph id="id6B9F69F7543D43F6914971E0ACD4BA6E"><enum>(B)</enum><text>any other
			 purposes relating to the maintenance of the Federal land as open space, as
			 determined by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="id1BCA0BACA2F0457BA699A5B240CF3D4C"><enum>(2)</enum><header>Construction of
			 structures</header><text>The requirement described in paragraph (1) shall not
			 prohibit the construction or maintenance of recreational facilities, utilities,
			 or other structures that are consistent with—</text>
					<subparagraph id="id06DB5CC7254A424A8E11D29E8D5A65AB"><enum>(A)</enum><text>the maintenance
			 of the Federal land as open space; or</text>
					</subparagraph><subparagraph id="idC2768F9B6F434E0185218EEF3FD7A490"><enum>(B)</enum><text>the recreational
			 purposes of the Federal land.</text>
					</subparagraph></paragraph></subsection></section><section id="H0C610BFA6F7A40278B66E8BFE7008D69"><enum>4.</enum><header>Auction of public
			 land in City</header>
			<subsection id="id55D34F89969B410694B77032566A492D"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of enactment of
			 this Act, notwithstanding sections 202 and 203 of the Federal Land Policy and
			 Management Act of 1976 (43 U.S.C. 1712, 1713), the Secretary, subject to valid
			 existing rights, shall conduct sales of the Federal land described in
			 subsection (b) to qualified bidders.</text>
			</subsection><subsection id="idC73E210A05384A92882B2CC32B94008C"><enum>(b)</enum><header>Description of
			 land</header><text>The parcels of Federal land referred to in subsection (a)
			 consist of—</text>
				<paragraph id="idFBA6E77472E14F20A492E31079260E9C"><enum>(1)</enum><text>parcel 17;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id51EDC8C5A64C4A24A70FFD394F92AD70"><enum>(2)</enum><text>parcel 18.</text>
				</paragraph></subsection><subsection id="id384D592FEC0C41439105D4C43D0FCFF7"><enum>(c)</enum><header>Method of sale;
			 consideration</header><text>The sale of Federal land under subsection (a) shall
			 be—</text>
				<paragraph id="idF9525EF42A094B4F8D2B21BFB439FBE4"><enum>(1)</enum><text>unless otherwise
			 determined by the Secretary, through a competitive bidding process;</text>
				</paragraph><paragraph id="idFFC2C7690D3143369A756201624E6D36"><enum>(2)</enum><text>for not less than
			 fair market value; and</text>
				</paragraph><paragraph id="id2EEB7F7EE0404E4183E8A68B1BF80E0A"><enum>(3)</enum><text>in accordance
			 with the Federal Land Management Policy Act of 1976 (43 U.S.C. 1701 et seq.),
			 except for subsections (d) and (f) of section 203 of the Federal Land
			 Management Policy Act of 1976 (43 U.S.C. 1713).</text>
				</paragraph></subsection></section><section id="HC9F6191FA6624BE99D6FE1D2C20021D3"><enum>5.</enum><header>Disposition of
			 land sales proceeds</header>
			<subsection id="H749D416EF5DF4A37B04E00DC7488ECE"><enum>(a)</enum><header>In
			 general</header><text>The gross proceeds from the sales of land described in
			 sections 3(a) and 4(a) shall be deposited in a special account in the Treasury
			 of the United States and shall be available to the Secretary, without further
			 appropriation and until expended, for—</text>
				<paragraph id="H21063EA198F04BD4BBC2C070114B6571"><enum>(1)</enum><text>the reimbursement
			 of costs incurred by the Bureau of Land Management in preparing for the sales
			 of land described in sections 3(a) and 4(a), including the costs of—</text>
					<subparagraph id="ID99b2c3e9ffef4508966a9773dd5b1858"><enum>(A)</enum><text>surveys;</text>
					</subparagraph><subparagraph id="ID13a221a0895443799f08317fe6cf1226"><enum>(B)</enum><text>appraisals;
			 and</text>
					</subparagraph><subparagraph id="ID2685a36be54a44fc8cced3da6f7c4eb1"><enum>(C)</enum><text>complying with
			 applicable Federal laws; and</text>
					</subparagraph></paragraph><paragraph id="HB71B047B9D654C0CB05758E5E32479AE"><enum>(2)</enum><text display-inline="yes-display-inline">environmental restoration projects that
			 are—</text>
					<subparagraph id="id8D0C96AEF79C4E44B8DE94E71B5D6990"><enum>(A)</enum><text display-inline="yes-display-inline">located on Bureau of Land Management land;
			 and</text>
					</subparagraph><subparagraph id="idBF52602409704874B797035D7F1CADDC"><enum>(B)</enum><text display-inline="yes-display-inline">administered by the Salt Lake City Field
			 Office of the Bureau of Land Management.</text>
					</subparagraph></paragraph></subsection><subsection id="ID34c459bb980a4e52a5fee07ec2d06bd2"><enum>(b)</enum><header>Investment of
			 special account</header><text>Any amounts deposited in the special account
			 shall earn interest in an amount determined by the Secretary of the Treasury on
			 the basis of the current average market yield on outstanding marketable
			 obligations of the United States of comparable maturities, and may be expended
			 in accordance with this section.</text>
