		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Affordable Housing Expansion and
			 Public Safety Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id9F29C94F090E4B15BC627837CDD02DB2" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Increase in incremental section 8
			 vouchers</header>
			<subsection commented="no" display-inline="no-display-inline" id="id47F4B08BE3F1478E8CDC363860D4620F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In fiscal year 2008 and subject to renewal,
			 the Secretary of Housing and Urban Development shall provide an additional
			 100,000 incremental vouchers for tenant-based rental housing assistance under
			 section 8(o) of the United States Housing Act of 1937 (42 U.S.C.
			 1437f(o)).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idC0B33E681C4444909A1D7B27CCEFA78C"><enum>(b)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idAE7DC3A5382541C29311C6D4602FF23D"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">There are authorized to be appropriated
			 $8,650,000,000 for the provision and renewal of the vouchers described in
			 subsection (a).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id835A090897994888972402E8F2182F30"><enum>(2)</enum><header display-inline="yes-display-inline">Availability</header><text display-inline="yes-display-inline">Any amount appropriated under paragraph (1)
			 shall remain available until expended.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0DCDEA03175841BFAF8EBB5ACD3E41B3"><enum>(3)</enum><header display-inline="yes-display-inline">Carryover</header><text display-inline="yes-display-inline">To the extent that any amounts appropriated
			 for any fiscal are not expended by the Secretary of Housing and Urban
			 Development in such fiscal year for purposes of subsection (a), any remaining
			 amounts shall be carried forward for use by the Secretary to renew the vouchers
			 described in subsection (a) in subsequent years.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB7C956E2FBB74FECA390BF9227F6CBD1"><enum>(c)</enum><header display-inline="yes-display-inline">Distribution of amounts</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idB5EBE7BD55F04904B9920CB194AF580F"><enum>(1)</enum><header display-inline="yes-display-inline">Administrative costs</header><text display-inline="yes-display-inline">The Secretary may not use more than
			 $800,000,000 of the amounts authorized under paragraph (1) to cover the
			 administrative costs associated with the provision and renewal of the vouchers
			 described in subsection (a).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC3D4408E25F94157BAD0C64E8DE803D4"><enum>(2)</enum><header display-inline="yes-display-inline">Voucher costs</header><text display-inline="yes-display-inline">The Secretary shall use all remaining
			 amounts authorized under paragraph (1) to cover the costs of providing and
			 renewing the vouchers described in subsection (a).</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idE2F7C82D96494E89A4F629838951FC5F" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Targeted expansion of home investment
			 partnership (HOME) program</header>
			<subsection commented="no" display-inline="no-display-inline" id="id8E16C62C2DBF4AE185569DB8FB4FFC1C"><enum>(a)</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="yes-display-inline">The purposes of this section are as
			 follows:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDc2963cd1e73e43e199c7b3f0bab160c6"><enum>(1)</enum><text display-inline="yes-display-inline">To authorize additional funding under
			 subtitle A of title II of the Cranston-Gonzalez National Affordable Housing Act
			 (42 U.S.C. 12741 et seq.), commonly referred to as the Home Investments
			 Partnership (<quote>HOME</quote>) program, to provide dedicated funding for the
			 expansion and preservation of housing for extremely low-income individuals and
			 families through eligible uses of investment as defined in paragraphs (1) and
			 (3) of section 212(a) of the Cranston-Gonzalez National Affordable Housing
			 Act.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID89d8f0c57aec4d93b12f0d8f6fdde18d"><enum>(2)</enum><text display-inline="yes-display-inline">Such additional funding is intended to
			 supplement the HOME funds already allocated to a participating jurisdiction to
			 provide additional assistance in targeting resources to extremely low-income
			 individuals and families.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1cb23fab0e884eb6b3a0f11901f95fa0"><enum>(3)</enum><text display-inline="yes-display-inline">Such additional funding is not intended to
			 be the only source of assistance for extremely low-income individuals and
			 families under the HOME program, and participating jurisdictions shall continue
			 to use non-set aside HOME funds to provide assistance to such extremely
			 low-income individuals and families.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idFCF3021E58954E559CD8222233F1F2B3"><enum>(b)</enum><header display-inline="yes-display-inline">Set aside for extremely low-income
			 individuals and families</header>
				<paragraph commented="no" display-inline="no-display-inline" id="idECC88E647EED4B21AE6A6290DFB3FB43"><enum>(1)</enum><header display-inline="yes-display-inline">Eligible use</header><text display-inline="yes-display-inline">Section 212(a) of the Cranston-Gonzalez
			 National Affordable Housing Act (42 U.S.C. 12742(a)) is amended by adding at
			 the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id0873FFFEDA73438A807EBD6CBEEC843E" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="id763F0F8C50FD4A8EA4D105669A93F8D0"><enum>(6)</enum><header display-inline="yes-display-inline">Extremely low-income individuals and
				families</header>
							<subparagraph commented="no" display-inline="no-display-inline" id="idFA63C9494FF44217893DFDF96031E540"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each participating jurisdiction
				shall—</text>
								<clause commented="no" display-inline="no-display-inline" id="idFD03F825489A479587108ECB6C0EC375"><enum>(i)</enum><text display-inline="yes-display-inline">use funds provided under this subtitle to
				provide affordable housing to individuals and families whose incomes do not
				exceed 30 percent of median family income for that jurisdiction; and</text>
								</clause><clause commented="no" display-inline="no-display-inline" id="idF860B1BCC7994102A59B72FEFE46BF27"><enum>(ii)</enum><text display-inline="yes-display-inline">ensure the use of such funds does not
				result in the concentration of individuals and families assisted under this
				section into high-poverty areas.</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8C775EBE75244756A31AA6474B7534A3"><enum>(B)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">If a participating jurisdiction can certify
				to the Secretary that such participating jurisdiction has met in its
				jurisdiction the housing needs of extremely low-income individuals and families
				described in subparagraph (A), such participating jurisdiction may use any
				remaining funds provided under this subtitle for purposes of subparagraph (A)
				to provide affordable housing to individuals and families whose incomes do not
				exceed 50 percent of median family income for that jurisdiction.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idDEA087DFC00C49BF9D9FAFC7892404CE"><enum>(C)</enum><header display-inline="yes-display-inline">Rule of construction</header><text display-inline="yes-display-inline">The Secretary shall notify each
				participating jurisdiction receiving funds for purposes of this paragraph that
				use of such funds, as required under subparagraph (A), does not exempt or
				prevent that participating jurisdiction from using any other funds awarded
				under this subtitle to provide affordable housing to extremely low-income
				individuals and families.</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id526236AE71DF4E27A8823E0FB73A2DF2"><enum>(D)</enum><header display-inline="yes-display-inline">Rental
				housing</header><text display-inline="yes-display-inline">Notwithstanding
				section 215(a), housing that is for rental shall qualify as affordable housing
				under this paragraph only if such housing is occupied by extremely low-income
				individuals or families who pay as a contribution toward rent (excluding any
				Federal or State rental subsidy provided on behalf of the individual or family)
				not more than 30 percent of the monthly adjusted income of such individual or
				family, as determined by the
				Secretary.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2EB2EF76C74E4EFDB1BFE05A8EEAFCB5"><enum>(2)</enum><header display-inline="yes-display-inline">Pro rata distribution</header><text display-inline="yes-display-inline">Section 217 of the Cranston-Gonzalez
			 National Affordable Housing Act (42 U.S.C. 12747) is amended by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id2B53EE5395AA41A8A07583E61F3A9A9E" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="id10C1796D506A4B6FAA0E20C5EAFB3036"><enum>(e)</enum><header display-inline="yes-display-inline">Pro rata distribution for extremely
				low-income individuals and families</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this
				Act, in any fiscal year the Secretary shall allocate any funds specifically
				approved in an appropriations Act to provide affordable housing to extremely
				low-income individuals or families under section 212(a)(6), such funds shall be
				allocated to each participating jurisdiction in an amount which bears the same
				ratio to such amount as the amount such participating jurisdiction receives for
				such fiscal year under this subtitle, not including any amounts allocated for
				any additional set-asides specified in such appropriations Act for that fiscal
				year.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idECD6557D0DB740A9ACD77A14CBB2BF04"><enum>(3)</enum><header display-inline="yes-display-inline">Certification</header><text display-inline="yes-display-inline">Section 226 of the Cranston-Gonzalez
			 National Affordable Housing Act (42 U.S.C. 12756) is amended by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idCBE538D798C64695B23E13B3801C85DE" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="idD99381B1F5644366AC07F9674C903C22"><enum>(d)</enum><header display-inline="yes-display-inline">Certification</header>
							<paragraph commented="no" display-inline="no-display-inline" id="idBE0F0480314943FBBD48340AB69AAE8A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Each participating jurisdiction shall
				certify on annual basis to the Secretary that any funds used to provide
				affordable housing to extremely low-income individuals or families under
				section 212(a)(6) were actually used to assist such families.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC295845325474D55B53A66BBA63D13C8"><enum>(2)</enum><header display-inline="yes-display-inline">Content of certification</header><text display-inline="yes-display-inline">Each certification required under paragraph
				(1) shall—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDeb186bda275e4643803e058b35b1a31f"><enum>(A)</enum><text display-inline="yes-display-inline">state the number of extremely low-income
				individuals and families assisted in the previous 12 months;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC074EF8FB66748AF9560CDCE8992FDD2"><enum>(B)</enum><text display-inline="yes-display-inline">separate such extremely low-income
				individuals and families into those individuals and families who were assisted
				by—</text>
									<clause commented="no" display-inline="no-display-inline" id="idC8A96A71C0BA43E6B22F2541843EC9C4"><enum>(i)</enum><text display-inline="yes-display-inline">funds set aside specifically for such
				individuals and families under section 212(a)(6); and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id6941FF7946214C38A6C4D3C08D1DCE34"><enum>(ii)</enum><text display-inline="yes-display-inline">any other funds awarded under this
				subtitle; and</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4BA1F1463B814E2986154FA634A61EE9"><enum>(C)</enum><text display-inline="yes-display-inline">describe the type of activities, including
				new construction, preservation, and rehabilitation of housing, provided to such
				extremely low-income individuals and families that were supported by—</text>
									<clause commented="no" display-inline="no-display-inline" id="idB1356F41D94243CFAB8B07B6CA30EF2B"><enum>(i)</enum><text display-inline="yes-display-inline">funds set aside specifically for such
				individuals and families under section 212(a)(6); and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="idFEB6281B7A5C4876B4601DB0A189FDB6"><enum>(ii)</enum><text display-inline="yes-display-inline">any other funds awarded under this
				subtitle.</text>
									</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3203067EF0224C4792201E0AB6315178"><enum>(3)</enum><header display-inline="yes-display-inline">Inclusion with performance
				report</header><text display-inline="yes-display-inline">The certification
				required under paragraph (1) shall be included in the jurisdiction's annual
				performance report submitted to the Secretary under section 108(a) and made
				available to the
				public.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC8B3CCA67342474D998CD0871664B682"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">In addition to
			 any other amounts authorized to be appropriated under any other law or
			 appropriations Act to carry out the provisions of title II of the
			 Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 12701 et seq.),
			 there are authorized to be appropriated to carry out the provisions of this
			 section $400,000,000 for each of fiscal years 2008 through 2012.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="idC55E83D968AA47FC95D2AF105683CFFE" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Public and assisted housing crime and drug
			 elimination program</header>
			<subsection commented="no" display-inline="no-display-inline" id="id22FD119C157246A09F67DBBAD18E4C09"><enum>(a)</enum><header display-inline="yes-display-inline">Title change</header><text display-inline="yes-display-inline">The chapter heading of chapter 2 of
			 subtitle C of title V of the Anti-Drug Abuse Act of 1988 (42 U.S.C. 11901 et
			 seq.) is amended to read as follows:</text>

			 Development and Research</header><text display-inline="yes-display-inline">Section 5129 of the Anti-Drug Abuse Act of
			 1988 (42 U.S.C. 11908) is amended by adding at the end the following:</text>

						<subsection commented="no" display-inline="no-display-inline" id="idC5FE696D5FA445469D4BD32BDB1CDDCA"><enum>(d)</enum><header display-inline="yes-display-inline">Set aside for the Office of Policy
				Development and Research</header><text display-inline="yes-display-inline">Of
				any amounts made available in any fiscal year to carry out this chapter not
				less than 2 percent shall be available to the Office of Policy Development and
				Research to carry out the functions required under section
				5130.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idB4AFE0205F82437D8B2765BC9C82D28C"><enum>(c)</enum><header display-inline="yes-display-inline">Eligible activities</header><text display-inline="yes-display-inline">Section 5124(a)(6) of the Anti-Drug Abuse
			 Act of 1988 (42 U.S.C. 11903(a)(6)) is amended by striking the semicolon and
			 inserting the following: “, except that the activities conducted under any such
			 program and paid for, in whole or in part, with grant funds awarded under this
			 chapter may only include—</text>
				<quoted-block display-inline="no-display-inline" id="id1D4D8E9480C547358FCB3605E8786543" style="OLC">
					<subparagraph commented="no" display-inline="no-display-inline" id="ID8bab97f3bc8d4bf5b43762d5aa27e2f7"><enum>(A)</enum><text display-inline="yes-display-inline">providing access to treatment for drug
				abuse through rehabilitation or relapse prevention;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID25fd9f88fdd7453ea6634b138fcddd1c"><enum>(B)</enum><text display-inline="yes-display-inline">providing education about the dangers and
				adverse consequences of drug use or violent crime;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID86ded8ca52e44bff8669666da1e12b2b"><enum>(C)</enum><text display-inline="yes-display-inline">assisting drug users in discontinuing their
				drug use through an education program, and, if appropriate, referring such
				users to a drug treatment program;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID72b5819644364f21ba0197ec0b39abee"><enum>(D)</enum><text display-inline="yes-display-inline">providing after school activities for
				youths for the purpose of discouraging, reducing, or eliminating drug use or
				violent crime by youths;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID34a3c8d53d5c45da94cd438c7d769184"><enum>(E)</enum><text display-inline="yes-display-inline">providing capital improvements for the
				purpose of discouraging, reducing, or eliminating drug use or violent crime;
				and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6a614505c8374ebfaba5d72c2089ae88"><enum>(F)</enum><text display-inline="yes-display-inline">providing security services for the purpose
				of discouraging, reducing, or eliminating drug use or violent
				crime.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id5C5781D9BD494F8EB11741F56CD1DFAD"><enum>(d)</enum><header display-inline="yes-display-inline">Effectiveness</header>
				<paragraph commented="no" display-inline="no-display-inline" id="id53C18EFC03274B8DB9946A707CEB4241"><enum>(1)</enum><header display-inline="yes-display-inline">Application plan</header><text display-inline="yes-display-inline">Section 5125(a) of the Anti-Drug Abuse Act
			 of 1988 (42 U.S.C. 11904(a)) is amended by adding at the end the following:
			 <quote>To the maximum extent feasible, each plan submitted under this section
			 shall be developed in coordination with relevant local law enforcement agencies
			 and other local entities involved in crime prevention and reduction. Such plan
			 also shall include an agreement to work cooperatively with the Office of Policy
			 Development and Research in its efforts to carry out the functions required
			 under section 5130.</quote></text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id562E02B81D0D4E368717D09F487E484C"><enum>(2)</enum><header display-inline="yes-display-inline"> HUD report</header><text display-inline="yes-display-inline">Section 5127 of the Anti-Drug Abuse Act of
			 1988 (42 U.S.C. 11906) is amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idC011D3113CCA4D3CB79C9D2176021D39" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="id403D61D3F7BB4EF7ADE8815B23F3686B"><enum>(d)</enum><header display-inline="yes-display-inline">Effectiveness report</header><text display-inline="yes-display-inline">The Secretary shall submit a report to the
				Congress not later than 4 years after the date of the enactment of the
				<short-title>Affordable Housing Expansion and Public
				Safety Act</short-title> that includes—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="ID4aecd5b369f7448bb4916ab920bd4787"><enum>(1)</enum><text display-inline="yes-display-inline">aggregate data regarding the categories of
				program activities that have been funded by grants under this chapter;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idCC20669F9ECD4406A0DFDCE3BF565B6C"><enum>(2)</enum><text display-inline="yes-display-inline">promising strategies related to preventing
				and reducing violent and drug-related crime in public and federally assisted
				low-income housing derived from—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDd499eaca95194223afdab218c358d70d"><enum>(A)</enum><text display-inline="yes-display-inline">a review of existing research; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8B83E081E11B4E9FB3D7B36AC11F791E"><enum>(B)</enum><text display-inline="yes-display-inline">evaluations of programs funded by grants
				under this chapter that were conducted by the Office of Policy Development and
				Review or by the grantees themselves;</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1E12142AC41840D187B28318ECCCD397"><enum>(3)</enum><text display-inline="yes-display-inline">how the information gathered in paragraph
				(2) has been incorporated into—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id3548B1236BAF4843833EF0BA56FC60C2"><enum>(A)</enum><text display-inline="yes-display-inline">the guidance provided to applicants under
				this chapter; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1F27008C9867416E9C28BAA04F213B18"><enum>(B)</enum><text display-inline="yes-display-inline">the implementing regulations under this
				chapter; and</text>

				would recommend to help make grants awarded under this chapter more

								<paragraph commented="no" display-inline="no-display-inline" id="id77ADD11197D3480994EAB95E290C1201"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Office of Policy Development and
				Research established pursuant to section 501 of the Housing and Urban
				Development Act of 1970 (12 U.S.C. 1701z–1) shall conduct a review of existing
				research relating to preventing and reducing violent and drug-related crime to
				assess, using scientifically rigorous and acceptable methods, which
				strategies—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="idE4095EFC21DC4EE9B44407109C33F2EB"><enum>(A)</enum><text display-inline="yes-display-inline">have been found to be effective in
				preventing and reducing violent and drug-related crimes; and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id4832C15BD36A4338A98FAA2264FBB01B"><enum>(B)</enum><text display-inline="yes-display-inline">would be likely to be effective in
				preventing and reducing violent and drug-related crimes in public and federally
				assisted low-income housing environments.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1453AFE8ADF548AC87E019CAC6DB5CB5"><enum>(2)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
				enactment of the <short-title>Affordable Housing Expansion
				and Public Safety Act</short-title>, the Secretary shall issue a written report
				with the results of the review required under paragraph (1).</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idFF4A2AC27690493892925AD2689C99F6"><enum>(b)</enum><header display-inline="yes-display-inline">Evaluation plan</header>
								<paragraph commented="no" display-inline="no-display-inline" id="id56996F7AADC14CC19DC9CCE2C184CCB3"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Upon completion of the review required
				under subsection (a)(1), the Office of Policy Development and Research, in
				consultation with housing authorities, social scientists, and other interested
				parties, shall develop and implement a plan for evaluating the effectiveness of
				strategies funded under this chapter, including new and innovative strategies
				and existing strategies, that have not previously been subject to rigorous
				evaluation methodologies.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7812B68A653A4BC79734071B9FD4B610"><enum>(2)</enum><header display-inline="yes-display-inline">Methodology</header><text display-inline="yes-display-inline">The plan described in paragraph (1) shall
				require such evaluations to use rigorous methodologies, particularly random
				assignment (where practicable), that are capable of producing scientifically
				valid knowledge regarding which program activities are effective in preventing
				and reducing violent and drug-related crime in public and other federally
				assisted low-income
				housing.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idA5AA4C74B45A445D8B186B90CBC99697" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Sense of the Senate regarding the creation
			 of a national affordable housing trust fund</header>
			<subsection commented="no" display-inline="no-display-inline" id="id4FD28476593A4A7287F227F6D0DA61BF"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="IDbd18b0998d8e48988e45430731db5c41"><enum>(1)</enum><text display-inline="yes-display-inline">Only 1 in 4 eligible households receives
			 Federal rental assistance.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe775cc3107114329b7426d542338bb20"><enum>(2)</enum><text display-inline="yes-display-inline">The number of families facing severe
			 housing cost burdens grew by almost 2,000,0000 households between 2001 and
			 2004.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4532b487932f4241952b6484817248d1"><enum>(3)</enum><text display-inline="yes-display-inline">1 in 3 families spend more than 30 percent
			 of their earnings on housing costs.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5528d6d1ee27451789921ff1249af6e2"><enum>(4)</enum><text display-inline="yes-display-inline">More than 75 percent of renter households
			 with severe housing affordability burdens are extremely low-income
			 families.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1db1cb36c44640ac89f4edb30ffb54c1"><enum>(5)</enum><text display-inline="yes-display-inline">More than half of extremely low-income
			 households pay at least half of their income on housing.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID08b1147c24b4431e8fd6a874690d707a"><enum>(6)</enum><text display-inline="yes-display-inline">At least 500,000 Americans are homeless
			 every day.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID303f849528c944ea9f1dfb8399e8ffbe"><enum>(7)</enum><text display-inline="yes-display-inline">2,000,000 to 3,000,0000 Americans are
			 homeless for various lengths of time each year.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6f3fed08276a4e1293551f9f2677e226"><enum>(8)</enum><text display-inline="yes-display-inline">It is estimated that the development of an
			 average housing unit creates on average more than 3 jobs and the development of
			 an average multifamily unit creates on average more than 1 job.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9f12233292d7475d9790e55c8df2f04a"><enum>(9)</enum><text display-inline="yes-display-inline">It is estimated that over $80,000 is
			 produced in government revenue for an average single family unit built and over
			 $30,000 is produced in government revenue for an average multifamily unit
			 built.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID757a4abf0b224a0abfa23e80208435fc"><enum>(10)</enum><text display-inline="yes-display-inline">The Bipartisan Millennial Housing
			 Commission stated that <quote>the most serious housing problem in America is
			 the mismatch between the number of extremely low income renter households and
			 the number of units available to them with acceptable quality and affordable
			 rents.</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8330F3534E7A42399587C49D1BFFD5D2"><enum>(b)</enum><header display-inline="yes-display-inline">Sense of the Senate</header><text display-inline="yes-display-inline">It is the sense of the Senate that—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID68d8e262f8f04b4fb3d511eba0c727ee"><enum>(1)</enum><text display-inline="yes-display-inline">Congress shall create a national affordable
			 housing trust fund with the purpose of supplying 1,500,000 additional
			 affordable housing units over the next 10 years;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDce85054e27164be4a77e5426533931bd"><enum>(2)</enum><text display-inline="yes-display-inline">such a trust fund shall contain sufficient
			 income targeting to reflect the housing affordability burdens faced by
			 extremely low-income and very low-income families; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd3117f02f8f34dc1938a74ca4ee6571d"><enum>(3)</enum><text display-inline="yes-display-inline">such a trust fund shall contain enough
			 flexibility to allow local communities to produce, preserve, and rehabilitate
			 affordable housing units while ensuring that such affordable housing
			 development fosters the creation of healthy and sustainable communities.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idD73621905DF541128FE80A38873B8D9E" section-type="subsequent-section"><enum>6.</enum><header display-inline="yes-display-inline">Offsets</header>
			<subsection commented="no" display-inline="no-display-inline" id="idF657F64877C1498FA7039653AD0EE551"><enum>(a)</enum><header display-inline="yes-display-inline">Repeal of multiyear procurement authority
			 for F–22A Raptor fighter aircraft</header><text display-inline="yes-display-inline">Effective as of October 17, 2006, section
			 134 of the John Warner National Defense Authorization Act for Fiscal Year 2007
			 (Public Law 109–364), relating to multiyear procurement authority for F–22A
			 Raptor fighter aircraft, is repealed.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idE37D6331B6B74C079BE2B64B1B13354D"><enum>(b)</enum><header display-inline="yes-display-inline">Advanced research for fossil
			 fuels</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, the Secretary of Energy shall not carry out any program
			 that conducts, or provides assistance for, applied research for fossil
			 fuels.</text>
