		<official-title>To amend chapter 417 of title 49, United States Code, to
		  require air carriers and ticket brokers to notify consumers of taxes, fees,
		  charges, and fuel surcharges in a timely manner, and for other
		  purposes.</official-title>

		<section id="idC7CDAD7639504798911F4B21D559F1C1" section-type="section-one"><enum>1.</enum><header>Airline ticket fee
			 notification requirement</header>
			<subsection id="idF244F6152E0245DB98157E92BCAFC2F5"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 41712 of
			 title 49, United States Code, is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idA75E944C7E804DE2BD4D740C7F8C77D2" style="OLC">
					<subsection id="id7201A41C72BA441EB6A37D43F57C5177"><enum>(c)</enum><header>Notice of
				taxes, fees, charges, and fuel surcharges</header><paragraph commented="no" display-inline="yes-display-inline" id="id86EFF5049A3046E8AD4C369ACCAD0768"><enum>(1)</enum><text>It shall be an unfair
				or deceptive practice under subsection (a) for any air carrier, foreign air
				carrier, or ticket broker—</text>
							<subparagraph id="id371185E5932949EA83DE6CE2DCE1535F" indent="up1"><enum>(A)</enum><text>to display the price of a ticket for
				air transportation without simultaneously displaying all taxes, fees, charges,
				and fuel surcharges applicable to such ticket; or</text>
							</subparagraph><subparagraph id="id7C8ADD3E9DB5430087EAC7765FCB270C" indent="up1"><enum>(B)</enum><text>to fail to provide an online purchaser
				of a ticket for air transportation with information, including the amount and
				description, of each tax, fee, charge, and fuel surcharge applicable to such
				ticket before requiring such purchaser to provide any personal information,
				including name, address, phone number, e-mail address, and credit card
				information.</text>
							</subparagraph></paragraph><paragraph id="idCEEBD7BA5ECA4F7E93B8BF64B4A33DBD" indent="up1"><enum>(2)</enum><text>It shall be an unfair or deceptive
				practice under subsection (a) for any air carrier or foreign air
				carrier—</text>
							<subparagraph id="idBCCC5A01DFE7480F83FBA964B0DBFAEF"><enum>(A)</enum><text>to fail to provide an online purchaser
				of a ticket for air transportation with information regarding fees for checked
				baggage, seating assignments, and optional in-flight goods and services;
				or</text>
							</subparagraph><subparagraph id="idCCDC3171C9D04AC6B3B666F8C1EAADA2"><enum>(B)</enum><text>to increase the price of a ticket for
				air transportation through a fuel surcharge that is not correlated to the price
				of fuel paid by the air carrier or the amount of fuel used by such air carrier
				for such air
				transportation.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idDBC77979193D4DCC9FECD4641D1488DE"><enum>(b)</enum><header>Rulemaking</header><text display-inline="yes-display-inline">The Secretary of Transportation, in
			 consultation with the Administrator of the Federal Aviation Administration,
			 shall promulgate regulations to carry out section 41712(c) of title 49, United
			 States Code, as added by subsection (a), including establishing a procedure for
			 determining whether fuel surcharges of an air carrier or foreign air carrier
			 are sufficiently correlated to the fuel costs of such air carrier.</text>
