		<official-title>To amend the Emergency Economic Stabilization Act of 2008
		  (Public Law 110–343) to provide the Special Inspector General with additional
		  personnel, audit, and investigation authorities. </official-title>

		<section id="id3039CF952D5342698C0653E2F9212438" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Special Inspector General for the
			 Troubled Asset Relief Program Act of 2008</short-title></quote>.</text>
		</section><section id="idD23A3E354B944DBB9477252602A8A112" section-type="subsequent-section"><enum>2.</enum><header>Special Inspector
			 General for the Troubled Asset Relief Program</header>
			<subsection id="id9D8345B522A94F939BE003F68D3A0985"><enum>(a)</enum><header>Personnel
			 authorities</header><text display-inline="yes-display-inline">Section 121(e)(1)
			 of the Emergency Economic Stabilization Act of 2008 (Public Law 110–343) is
			 amended—</text>
				<paragraph id="id06720B80C8FF486EBD752895356F709E"><enum>(1)</enum><text>by inserting
			 <quote>(A)</quote> after <quote>(1)</quote>; and</text>
				</paragraph><paragraph id="idC10797B79A4B4196A44CE795223921D3"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id7027DD3743A04A5F98D2E4CACB24C123" style="OLC">
						<subparagraph commented="no" id="H3D27224BEF6B45FAB3BE62A58CF4A7D9" indent="up2"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="id7B43881C0CC341A68A468FCCFC5892CA"><enum>(i)</enum><text>Subject to clause (ii),
				the Special Inspector General may exercise the authorities of subsections (b)
				through (i) of section 3161 of title 5, United States Code (without regard to
				subsection (a) of that section).</text>
							</clause><clause commented="no" id="id909069A58FBF46DF82849D40212CA9A3" indent="up1"><enum>(ii)</enum><text>In exercising the employment
				authorities under subsection (b) of section 3161 of title 5, United States
				Code, as provided under clause (i) of this subparagraph—</text>
								<subclause commented="no" id="idBD40799BD3854ADAAEFD4F53DD87A621"><enum>(I)</enum><text>the Special Inspector General may not
				make any appointment on and after the date occurring 6 months after the date of
				enactment of the Special Inspector General for the Troubled Asset Relief
				Program Act of 2008;</text>
								</subclause><subclause commented="no" id="id0E250498C6874261B874883F3D178391"><enum>(II)</enum><text>paragraph (2) of that subsection
				(relating to periods of appointments) shall not apply; and</text>
								</subclause><subclause commented="no" id="idF630A33A9BE1494D8EC03035337FAC75"><enum>(III)</enum><text>no period of appointment may exceed
				the date on which the Office of the Special Inspector General terminates under
				subsection
				(h).</text>
								</subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id9AE4967EDC6D4DE2AE58490241B9FF61"><enum>(b)</enum><header>Audit and
			 investigation authorities</header><text>Section 121 of the Emergency Economic
			 Stabilization Act of 2008 (Public Law 110–343) is amended—</text>
				<paragraph id="id48152BD96D0E480A81DE89B8C63CFE2B"><enum>(1)</enum><text>in subsection
			 (c), by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF7515D918A5240379664F1C08C81816A" style="OLC">
						<paragraph id="ID2ef24342daad4c29b560772ca94e4218"><enum>(4)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id67FD88433D4148CFB74FB0A9033AA29B"><enum>(A)</enum><text>Except as provided
				under subparagraph (B) and in addition to the duties specified in paragraphs
				(1), (2), and (3), the Special Inspector General shall have the authority to
				conduct, supervise, and coordinate an audit or investigation of any action
				taken under this title as the Special Inspector General determines
				appropriate.</text>
							</subparagraph><subparagraph id="idEBEA0B18A9484CDEA54C82AB3F90B21F" indent="up1"><enum>(B)</enum><text>Subparagraph (A) shall not apply to
				any action taken under section 115, 116, 117, or
				125.</text>
							</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id60E3390006604096B41CE7B9A56EFB0C"><enum>(2)</enum><text>in subsection
			 (d)(2), by striking <quote>subsection (c)(1)</quote> and inserting
			 <quote>subsection (c)(1) and (4)</quote>.</text>
