		<official-title display="yes">To establish a grant program to promote the
		  conservation of the Great Lakes and for other purposes.</official-title>

		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Great Lakes Conservation Education
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id678E402CA58F4B6F88DC7A4A87E322D2" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Purpose</header><text display-inline="no-display-inline">The purpose of this Act is to establish a
			 competitive grant program to increase knowledge about, raise awareness of, and
			 educate the public on the importance of conservation of the Great Lakes in
			 order to improve the overall health of the Great Lakes.</text>
		</section><section commented="no" display-inline="no-display-inline" id="id9F57BEBFE1C5457ABC610777483ED1F9" section-type="subsequent-section"><enum>3.</enum><header display-inline="yes-display-inline">Great Lakes education grants</header>
			<subsection commented="no" display-inline="no-display-inline" id="id04D611A3871B4FCC914307C8E3349B5A"><enum>(a)</enum><header display-inline="yes-display-inline">Authority To award</header><text display-inline="yes-display-inline">The Secretary of Commerce is authorized to
			 award grants to eligible entities to carry out eligible activities.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idF84080951D8D48E4B14C796E6C746545"><enum>(b)</enum><header display-inline="yes-display-inline">Eligible entity defined</header><text display-inline="yes-display-inline">In this Act, the term <quote>eligible
			 entity</quote> means an educational entity or a nonprofit nongovernmental
			 organization, consortium, or other entity that the Secretary of Commerce finds
			 has a demonstrated record of success in carrying out conservation education or
			 outreach programs.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="id8535ED43BAFE48AEB9D911E0A84556D7"><enum>(c)</enum><header display-inline="yes-display-inline">Eligible activity defined</header><text display-inline="yes-display-inline">In this Act, the term <quote>eligible
			 activity</quote> means an activity carried out in a State, or across multiple
			 States, that is adjacent to one of the Great Lakes that provides hands-on or
			 real world experiences to increase knowledge about, raise awareness of, or
			 provide education regarding the importance of conservation of the Great Lakes
			 and on actions individuals can take to promote such conservation,
			 including—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID670e650e09404a708547477b93ff3bca"><enum>(1)</enum><text display-inline="yes-display-inline">educational activities for students that
			 are consistent with elementary and secondary learning standards established by
			 a State;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDa3ab924d9c9a4c608127c82d66e5be10"><enum>(2)</enum><text display-inline="yes-display-inline">professional development activities for
			 educators;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4ea772a19d1644d7bea79e30e9e25c10"><enum>(3)</enum><text display-inline="yes-display-inline">Great Lakes conservation activities that
			 have been identified by a State and adjacent States as a regional priority;
			 or</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3ddd6ef226bd417cabedbd77edfda464"><enum>(4)</enum><text display-inline="yes-display-inline">Great Lakes stewardship and place-based
			 education activities.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id31D5A878B73F4787816F3D9C555AE683"><enum>(d)</enum><header display-inline="yes-display-inline">Use of subcontractors</header><text display-inline="yes-display-inline">An eligible entity awarded a grant under
			 subsection (a) to carry out an eligible activity may utilize subcontractors to
			 carry out such activity.</text>
			</subsection></section><section commented="no" display-inline="no-display-inline" id="id92067F8354AE479FA488CFBBE6479BF5" section-type="subsequent-section"><enum>4.</enum><header display-inline="yes-display-inline">Reports</header>
			<subsection commented="no" display-inline="no-display-inline" id="idF62265EA3FE342368EB621A5C7BE7724"><enum>(a)</enum><header display-inline="yes-display-inline">Reports from grantees</header><text display-inline="yes-display-inline">The Secretary of Commerce may require an
			 eligible entity awarded a grant under section 3(a) to submit to the Secretary a
			 report describing each activity that was carried out with the grant funds. The
			 Secretary may require such report to include information on any subcontractor
			 utilized by the eligible entity to carry out an activity.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idBE274852A6334BA68D2EDD5C381D49CB"><enum>(b)</enum><header display-inline="yes-display-inline">Reports from the Secretary</header><text display-inline="yes-display-inline">Not later than December 31, 2010, and once
			 every 3 years thereafter, the Secretary of Commerce shall submit to Congress a
			 report on the grant program authorized by section 3(a). Each such report shall
			 include a description—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="idEBDD02F2C66249529A84B62AE625D08B"><enum>(1)</enum><text display-inline="yes-display-inline">of the eligible activities carried out with
			 grants awarded under section 3(a) during the previous fiscal year and an
			 assessment of the success of such activities;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0F7695475E164E6983B0213F96D824B0"><enum>(2)</enum><text display-inline="yes-display-inline">of the type of education and outreach
			 programs carried out with such grants, disaggregated by State; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB5F9DC0C7A7744D98E1B41F44A8F3427"><enum>(3)</enum><text display-inline="yes-display-inline">of the number of schools, and schools
			 reached through a formal partnership with an eligible entity awarded such a
			 grant, involved in carrying out such programs.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="idDFF98E3B1BC9494C8AE91D1A37FD8C9C" section-type="subsequent-section"><enum>5.</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated $15,000,000 for each fiscal year to carry out
			 this Act.</text>
