		<official-title>To amend the Animal Welfare Act to provide further
		  protection for puppies.</official-title>

		<section id="H0519A465FF384699A0A260830719D262" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Puppy Uniform Protection and Safety
			 Act</short-title></quote>.</text>
		</section><section id="H7AD7068D1EB545EDA083D26FD1CC1BDF"><enum>2.</enum><header>Regulation of
			 high-volume sellers of puppies</header>
			<subsection id="HA405DD2C465C41DDAA8883D361414F22"><enum>(a)</enum><header>Retail pet store
			 defined</header><text>Section 2 of the Animal Welfare Act (7 U.S.C. 2132) is
			 amended by adding at the end the following new subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H4EB11B34502049CEABA2AF65B4606660" style="traditional">
					<subsection id="H40EA63CFD537486386106653B39D6D00"><enum>(p)</enum><text>The term
				<quote>retail pet store</quote> means a person that—</text>
						<paragraph id="H960504B267C049D58D91B38B52657001"><enum>(1)</enum><text>sells an animal
				directly to the public for use as a pet; and</text>
						</paragraph><paragraph id="H66735F0165E0482E91E0009F2B21961F"><enum>(2)</enum><text>does not breed or
				raise more than 50 dogs for use as pets during any one-year
				period.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA7BE46409C1849D299E1FB8B37E69D73"><enum>(b)</enum><header>Licenses</header><text>Section
			 3 of the Animal Welfare Act (7 U.S.C. 2133) is amended in the second
			 proviso—</text>
				<paragraph id="H47BCAC44E96D4D6987A874635C97B67"><enum>(1)</enum><text>by
			 striking <quote>retail pet store or other person who</quote> and inserting
			 <quote>retail pet store, or other person who (1) does not breed or raise more
			 than 50 dogs for use as pets during any one-year period, and (2)</quote>;
			 and</text>
				</paragraph><paragraph id="H4E911AD814A94C889DEAC8B383027D6F"><enum>(2)</enum><text>by striking
			 <quote>research facility</quote> and inserting <quote>research
			 facility,</quote>.</text>
				</paragraph></subsection><subsection id="HD31B5D82AE8B4271A9636334D2D5E85"><enum>(c)</enum><header>Humane
			 standards</header><text>Section 13 of the Animal Welfare Act (7 U.S.C. 2143) is
			 amended—</text>
				<paragraph id="H84818BFAD3844F618B8D492797E4FCAA"><enum>(1)</enum><text>by redesignating
			 subsections (g) and (h) as subsections (h) and (i), respectively;</text>
				</paragraph><paragraph id="HEA2B161C2D8844EBB01DEC475E94C5BE"><enum>(2)</enum><text>by redesignating
			 the second subsection (f) as subsection (g); and</text>
				</paragraph><paragraph id="H49DAF053FF0344A2AB9F051777A300D6"><enum>(3)</enum><text>by adding at the
			 end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HAEAAAABC97FB4C0CA0F99DF12E4C559B" style="OLC">
						<subsection id="HC794C11BB12E44D300EE62D41EF5425"><enum>(j)</enum><paragraph commented="no" display-inline="yes-display-inline" id="H3A5BED32D12B4476835600028808F475"><enum>(1)</enum><text>Subject to paragraph
				(2), a dealer shall provide each dog held by such dealer that is of the age of
				12 weeks or older with a minimum of two exercise periods during each day for a
				total of not less than one hour of exercise during such day. Such exercise
				shall include removing the dog from the dog’s primary enclosure and allowing
				the dog to walk for the entire exercise period, but shall not include use of a
				treadmill, catmill, jenny mill, slat mill, or similar device, unless prescribed
				by a doctor of veterinary medicine.</text>
							</paragraph><paragraph id="H327167A126B04557B9B5D1275911C733" indent="up1"><enum>(2)</enum><text>Paragraph (1) shall not apply to a
				dog certified by a doctor of veterinary medicine, on a form designated by and
				submitted to the Secretary, as being medically precluded from
				exercise.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H01EA07BA38214780BAE1AF8FCB01DFAC"><enum>3.</enum><header>Effect on State
			 law</header><text display-inline="no-display-inline">The amendments made by
			 this Act shall not be construed to preempt any law or regulation of a State or
			 a political subdivision of a State containing requirements that are greater
			 than the requirements of the amendments made by this Act.</text>
