		<official-title>To amend the Energy Policy Act of 2005 to establish pilot
		  project offices to improve Federal permit coordination for renewable
		  energy.</official-title>

		<section id="idAD8E1392A54B4531978FD93A97AFCD28" section-type="section-one"><enum>1.</enum><header>Pilot project office to
			 improve Federal permit coordination for renewable energy</header>
			<subsection id="id55587D2CAE8B4A23BF7C15C960F06DDA"><enum>(a)</enum><header>In
			 general</header><text>Section 365 of the Energy Policy Act of 2005 (42 U.S.C.
			 15924) is amended—</text>
				<paragraph id="idB2C66B0C082F4104AE682442F5965110"><enum>(1)</enum><text>by redesignating
			 subsection (j) as subsection (k); and</text>
				</paragraph><paragraph id="idB0A89CB9B71E4F65AB790C97C46BCF17"><enum>(2)</enum><text>by inserting
			 after subsection (i) the following:</text>

						<subsection id="ID62ef022345ae433fbc9a9ec31d5c46d4"><enum>(j)</enum><header>Pilot project
				office To improve Federal permit coordination for renewable energy</header>
							<paragraph id="ID10c8c07a79e1429980caa0bc010416e4"><enum>(1)</enum><header>Definition of
				renewable energy</header><text>In this subsection, the term <term>renewable
				energy</term> means energy derived from a wind, solar, renewable biomass, ocean
				(including tidal, wave, current, and thermal), geothermal, or hydroelectric
				source.</text>
							</paragraph><paragraph id="IDa684dcb064ea4b7faa13e43585937970"><enum>(2)</enum><header>Field and
				district offices</header><text>As part of the Pilot Project, the Secretary
				shall designate 1 field or district office of the Bureau of Land Management in
				each of the following States to serve as Renewable Energy Pilot Project Offices
				for coordination of Federal permits for renewable energy projects and
				transmission lines to integrate renewable energy:</text>
								<subparagraph id="ID79ef9146902c493886f37238f8e9bc81"><enum>(A)</enum><text>Arizona.</text>
								</subparagraph><subparagraph id="ID38ef8838b39d404395de0ac330e6bb00"><enum>(B)</enum><text>California.</text>
								</subparagraph><subparagraph id="ID1ff93ca3585244bfa19f2a64184e5454"><enum>(C)</enum><text>New
				Mexico.</text>
								</subparagraph><subparagraph id="IDdf206056909c4ea6922601949d97d950"><enum>(D)</enum><text>Nevada.</text>
								</subparagraph><subparagraph id="ID6ba61d596fd1454691cf325e3472e9bd"><enum>(E)</enum><text>Montana.</text>
								</subparagraph><subparagraph id="idA61A0AC880A4434AA9302C03F2508977"><enum>(F)</enum><text>Wyoming.</text>
								</subparagraph></paragraph><paragraph id="ID5427160f8df24d5fb8ce3ead7d1fe12a"><enum>(3)</enum><header>Memorandum of
				understanding</header>
								<subparagraph id="IDea4822e8cdf1408ca4e54942588c40d1"><enum>(A)</enum><header>In
				general</header><text>Not later than 90 days after the date of enactment of
				this subparagraph, the Secretary shall enter into an amended memorandum of
				understanding under subsection (b) to provide for the inclusion of the
				additional Renewable Energy Pilot Project Offices in the Pilot Project.</text>
								</subparagraph><subparagraph id="idCFD2BB33EAEA4FCBB2061D2525E6AC4B"><enum>(B)</enum><header>Secretary of
				Energy</header><text>The Secretary of Energy shall be a signatory of the
				amended memorandum of understanding.</text>
								</subparagraph><subparagraph id="ID8714908d6551474b96f9c7380ca6b9b6"><enum>(C)</enum><header>Signatures by
				governors</header><text>The Secretary may request that the Governors of each of
				the States described in paragraph (2) be signatories to the amended memorandum
				of understanding.</text>
								</subparagraph></paragraph><paragraph id="ID1a02714f272f4f60b0cb4f80866583ee"><enum>(4)</enum><header>Designation of
				qualified staff</header><text>Not later than 30 days after the date of the
				signing of the amended memorandum of understanding, all Federal signatory
				parties shall, if appropriate, assign to each Renewable Energy Pilot Project
				Offices designated under paragraph (2) an employee described in subsection (c)
				to carry out duties described in that subsection.</text>
							</paragraph><paragraph id="ID6662f0cefd3e47d1ba11c47811d5acae"><enum>(5)</enum><header>Additional
				personnel</header><text>The Secretary shall assign to each Renewable Energy
				Pilot Project Office additional personnel under subsection
				(f).</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="ID94c5a01704d9483590363aa10f5a90e9"><enum>(b)</enum><header>Permit
			 processing improvement fund</header><text>Section 35(c)(3) of the Mineral
			 Leasing Act (30 U.S.C. 191(c)(3)) is amended—</text>
				<paragraph id="ID4a45ce852c4947ee8f6b1c4a1407b7a8"><enum>(1)</enum><text>by striking
			 <quote>use authorizations</quote> and inserting <quote>and renewable energy use
			 authorizations</quote>; and</text>
				</paragraph><paragraph id="idF3EBA4C4415A4B5C949389F44B6CB13D"><enum>(2)</enum><text>by striking
			 <quote>section 365(d)</quote> and inserting <quote>subsections (d) and (j)(2)
			 of section 365</quote>.</text>
