		<official-title>To transfer unexpended Iraq reconstruction funds to
		  develop renewable energy and improve energy efficiency in the United States,
		  and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Iraq Self-Sufficiency and American
			 Energy Independence Act of 2008</short-title></quote>.</text>
		</section><section id="idB3C1D63EF71A43628D73724095FEE59F"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID8c832b42a78848a4a2bd5ef347101193"><enum>(1)</enum><text>Iraq has abundant
			 financial resources to fund relief and reconstruction projects;</text>
			</paragraph><paragraph id="IDf5aaef0e5fa84a0390fbb8273c703ec1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id7F45E79FD5C44D37831D6177CC18D361"><enum>(A)</enum><text>in November 2007, the
			 Government of Iraq estimated that oil income in 2008 would amount to
			 $35,000,000,000; but</text>
				</subparagraph><subparagraph id="id0BB8D5FD63074BE78EFA70410B660F63" indent="up1"><enum>(B)</enum><text>with high crude oil prices and Iraq
			 oil production at record levels, the Special Inspector General for Iraq
			 estimates that oil revenues could exceed $70,000,000,000;</text>
				</subparagraph></paragraph><paragraph id="IDa68f14a454e84768ae2e71a3f61e7f62"><enum>(3)</enum><text>Iraqi Deputy
			 Prime Minister Barham Salih stated recently that <quote>Iraq does not need
			 financial assistance.</quote>;</text>
			</paragraph><paragraph id="IDa2539696117c4f54be654efe3d728df7"><enum>(4)</enum><text>the Government
			 Accountability Office estimates that the Government of Iraq—</text>
				<subparagraph id="id7C6E523A8783454EADAC44248692A900"><enum>(A)</enum><text>has accumulated a
			 budget surplus of approximately $29,000,000,000 from fiscal year 2005 through
			 2007; and</text>
				</subparagraph><subparagraph id="id64B5DE7BD6524AD18E35C3BDCFD5CD1A"><enum>(B)</enum><text>will accumulate a
			 budget surplus of between $38,200,000,000 and $50,300,000,000 for fiscal year
			 2008;</text>
				</subparagraph></paragraph><paragraph id="ID3c594284d55c4d0bb04b24f3c8b194a7"><enum>(5)</enum><text>according to the
			 July 2008 quarterly report of the Special Inspector General for Iraq—</text>
				<subparagraph id="id0BA20883C5B549CF842B85B6AA81A442"><enum>(A)</enum><text>Congress has
			 appropriated $43,560,000,000 for the major United States reconstruction
			 accounts in Iraq; but</text>
				</subparagraph><subparagraph id="id3208D3F6376F4F49B92F882B5445DBED"><enum>(B)</enum><text>over
			 <fraction>1/4</fraction> of those funds, or $12,570,000,000, have not yet been
			 expended, including unobligated funds from appropriations for prior fiscal
			 years; and</text>
				</subparagraph></paragraph><paragraph id="ID61d46ab54e2a452c9391dcea84a3d9f5"><enum>(6)</enum><text>those unexpended
			 funds would be put to much better use in developing renewable energy sources
			 and improving energy efficiency for the United States, so as to reduce the
			 dependence of the United States on foreign oil.</text>
			</paragraph></section><section id="id57E5E39DE2D14036879094AA756BC927"><enum>3.</enum><header>Transfer of Iraq
			 reconstruction funds for renewable energy and energy efficiency in the United
			 States</header>
			<subsection id="id1F265E33410C421A9067770A38F99139"><enum>(a)</enum><header>Transfer</header><text display-inline="yes-display-inline">In the case of the amounts described in
			 subsection (b)—</text>
				<paragraph id="id47493236E72D4674BB41EDE74D9BE373"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id191510D51A7A48A6A43BC0311B0A1A0D"><enum>(A)</enum><text display-inline="yes-display-inline"><fraction>2/3</fraction> of the amounts
			 shall be transferred to the Office of Energy Efficiency and Renewable Energy of
			 the Department of Energy; and</text>
					</subparagraph><subparagraph id="idED0CAA1E230B46838478B99F09561793" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline"><fraction>1/3</fraction> of the amounts
			 shall be transferred to the Office of Science of the Department of Energy;
			 and</text>
					</subparagraph></paragraph><paragraph id="id80942127DC854AA6942135B8CE283CD0"><enum>(2)</enum><text>the amounts shall
			 be available, until expended, for research, development, and demonstration to
			 develop renewable energy and improve energy efficiency in the United
			 States.</text>
				</paragraph></subsection><subsection id="id00A82DE6799A429BB3A829907E456716"><enum>(b)</enum><header>Covered
			 amounts</header><text display-inline="yes-display-inline">The amounts described
			 in this subsection are any amounts that are unexpended as of the date of
			 enactment of this Act among amounts as follows:</text>
				<paragraph id="id0233BF1D42184BCA8090D01997B0B71D"><enum>(1)</enum><text display-inline="yes-display-inline">Amounts in the Iraq Relief and
			 Reconstruction Fund.</text>
				</paragraph><paragraph id="idC35B3ACD7F67458782F0F4015783FE75"><enum>(2)</enum><text display-inline="yes-display-inline">Amounts in the Iraq Security Forces
			 Fund.</text>
				</paragraph><paragraph id="id279E58985F17431B8E1FABE86686FDFC"><enum>(3)</enum><text display-inline="yes-display-inline">Amounts for the Economic Support Fund
			 authorized under chapter 4 of part II of the Foreign Assistance Act of 1961 (22
			 U.S.C. 2346 et seq.) that are available for Iraq.</text>
				</paragraph></subsection></section></legis-body>
