		<official-title>To authorize the Secretary of Agriculture and the
		  Secretary of the Interior to enter into cooperative agreements with State
		  foresters authorizing State foresters to provide certain forest, rangeland, and
		  watershed restoration and protection services.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Good Neighbor Forestry
			 Act</short-title></quote>.</text>
		</section><section id="idBC3A17453A864878B62266465FDB7644"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID747696af11b9465b8cf1ff5fbd0f98da"><enum>(1)</enum><header>Eligible
			 State</header><text>The term <quote>eligible State</quote> means a State that
			 contains National Forest System land or Bureau of Land Management land located
			 west of the 100th meridian.</text>
			</paragraph><paragraph id="idDE10D4412169442A8043436765AD5FC4"><enum>(2)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means—</text>
				<subparagraph id="idC188A1436AA34DFFAC3FD27D6F8AC0C0"><enum>(A)</enum><text>the Secretary of
			 Agriculture, with respect to National Forest System land; or</text>
				</subparagraph><subparagraph id="id4C5469B9C4CC45AABDCF79998794E582"><enum>(B)</enum><text>the Secretary of
			 the Interior, with respect to Bureau of Land Management land.</text>
				</subparagraph></paragraph><paragraph id="idC647C51E7980485C8E68842E9464FFCC"><enum>(3)</enum><header>State
			 forester</header><text>The term <quote>State forester</quote> means the head of
			 a State agency with jurisdiction over State forestry programs in an eligible
			 State.</text>
			</paragraph></section><section id="ID8de0775bd4f647a590fb9809a39f79c0"><enum>3.</enum><header>Cooperative
			 agreements and contracts</header>
			<subsection id="id346C280C9AD246C6B92A4D1791645B96"><enum>(a)</enum><header>In
			 general</header><text>The Secretary may enter into a cooperative agreement or
			 contract (including a sole source contract) with a State forester to authorize
			 the State forester to provide the forest, rangeland, and watershed restoration
			 and protection services described in subsection (b) on National Forest System
			 land or Bureau of Land Management land, as applicable, in the eligible
			 State.</text>
			</subsection><subsection id="id53D1FE03A13C44D7ABD101846DF5EB9C"><enum>(b)</enum><header>Authorized
			 services</header><text>The forest, rangeland, and watershed restoration and
			 protection services referred to in subsection (a) include the conduct
			 of—</text>
				<paragraph id="idD0DDC8829F9344609F13FF45D997AB9E"><enum>(1)</enum><text>activities to
			 treat insect infected trees;</text>
				</paragraph><paragraph id="idDB241FCC42AF40E48A00031FA785EE3A"><enum>(2)</enum><text>activities to
			 reduce hazardous fuels; and</text>
				</paragraph><paragraph id="id6BE2CF49E5494205BD67FE08398A4F36"><enum>(3)</enum><text>any other
			 activities to restore or improve forest, rangeland, and watershed health,
			 including fish and wildlife habitat.</text>
				</paragraph></subsection><subsection id="ID63bc23e1555747839675c3a019d90c67"><enum>(c)</enum><header>State as
			 agent</header><text>Except as provided in subsection (f), a cooperative
			 agreement or contract entered into under subsection (a) may authorize the State
			 forester to serve as the agent for the Secretary in providing the restoration
			 and protection services authorized under subsection (a).</text>
			</subsection><subsection id="idC211A4F3678C426ABA22639277256938"><enum>(d)</enum><header>Subcontracts</header><text>In
			 accordance with applicable contract procedures for the eligible State, a State
			 forester may enter into subcontracts to provide the restoration and protection
			 services authorized under a cooperative agreement or contract entered into
			 under subsection (a).</text>
			</subsection><subsection id="idFB391908EFB843C69DADA6873E6326A0"><enum>(e)</enum><header>Timber
			 sales</header><text>Subsections (d) and (g) of section 14 of the National
			 Forest Management Act of 1976 (16 U.S.C. 472a) shall not apply to services
			 performed under a cooperative agreement or contract entered into under
			 subsection (a).</text>
			</subsection><subsection id="IDcfb88f7f011f413b9698dfb3a26df26f"><enum>(f)</enum><header>Retention of
			 NEPA responsibilities</header><text>Any decision required to be made under the
			 National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.) with respect
			 to any restoration and protection services to be provided under this Act by a
			 State forester on National Forest System land or Bureau of Land Management
			 land, as applicable, shall not be delegated to a State forester or any other
			 officer or employee of the eligible State.</text>
			</subsection><subsection id="id3F3A60C814804386A680549EF9A27ABB"><enum>(g)</enum><header>Applicable
			 law</header><text>The restoration and protection services to be provided under
			 this Act shall be carried out on a project-to-project basis under existing
			 authorities of the Forest Service or Bureau of Land Management, as
			 applicable.</text>
			</subsection></section><section id="id6822F5553F104E9FB7E54BC1F5FEC991"><enum>4.</enum><header>Termination of
			 effectiveness</header>
			<subsection id="idE6B984C2750341C4B5ED2D5613CB158D"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The authority of the
			 Secretary to enter into cooperative agreements and contracts under this Act
			 terminates on September 30, 2018.</text>
			</subsection><subsection id="ID3e36c360d76242c2a7750146952035ee"><enum>(b)</enum><header>Contract
			 date</header><text>The termination date of a cooperative agreement or contract
			 entered into under this Act shall not extend beyond September 30, 2019.</text>
