		<official-title>To develop a policy to address the critical needs of
		  Iraqi refugees.</official-title>

		<section id="ID9da5d1bf6da34081903141482050e20d" section-type="section-one"><enum>1.</enum><header>White House Coordinator for
			 Iraqi Refugees and Internally Displaced Persons</header>
			<subsection id="id158D4426AD6A4D448440BE581E9C3B83"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established, in the Executive
			 Office of the President, the position of White House Coordinator for Iraqi
			 Refugees and Internally Displaced Persons (referred to in this section as the
			 <quote>Coordinator</quote>), who shall be appointed by the President.</text>
			</subsection><subsection id="id9F5B054C325D41FEBBE79360BDC96E16"><enum>(b)</enum><header>Rank;
			 supervision</header><text display-inline="yes-display-inline">The Coordinator
			 shall—</text>
				<paragraph id="id17019EA623614BBBB889F4E5AAEAFFBF"><enum>(1)</enum><text display-inline="yes-display-inline">have the rank and status of
			 Ambassador-at-Large; and</text>
				</paragraph><paragraph id="id6037E8EFD49548F5B07A2405AE7B8ABC"><enum>(2)</enum><text>report directly
			 to the President.</text>
				</paragraph></subsection><subsection id="id2A4193E2505C498FB4B1E6D13FDFDA3A"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Coordinator shall—</text>
				<paragraph id="IDcb16aa0b53e94e48a1a8cb789069dead"><enum>(1)</enum><text>develop and
			 implement United States’ policies and strategies to—</text>
					<subparagraph id="idCA036DC014614880957CC0936A43F0C8"><enum>(A)</enum><text>address the
			 protection, resettlement, and assistance needs of Iraqi refugees and displaced
			 persons; and</text>
					</subparagraph><subparagraph id="id003B3ADF20B14C359A9F2AEDA4AD6B9F"><enum>(B)</enum><text>foster long-term
			 solutions for improving the lives of Iraqi citizens and nationals who have been
			 displaced;</text>
					</subparagraph></paragraph><paragraph id="IDa1d03ac79315482d90c7030a4a17ed59"><enum>(2)</enum><text>coordinate all
			 Federal Government functions to ensure that a cohesive, comprehensive policy is
			 implemented to address the resettlement and humanitarian needs of Iraqi
			 refugees and internally displaced persons;</text>
				</paragraph><paragraph id="IDc94a6f85c0d44151978f1ce4463f258c"><enum>(3)</enum><text>monitor the
			 development and implementation of assistance strategies to countries in the
			 Middle East hosting Iraqi refugees;</text>
				</paragraph><paragraph id="idE98414602E7247ABA3B1989A1ED090DD"><enum>(4)</enum><text>ensure that the
			 President’s budget requests to Congress are sufficient to meet the needs of
			 Iraqis and displaced persons and seek to fund at least 50 percent of all United
			 Nations and other international organizations’ appeals for Iraqi refugees and
			 internally displaced persons;</text>
				</paragraph><paragraph id="ID849e9e0a8e524d49bf1b8324ca78aa2e"><enum>(5)</enum><text>serve as
			 principal liaison with—</text>
					<subparagraph id="id8B2FFD32CFAA4EC785AFFA61F6B8A261"><enum>(A)</enum><text>the Government of
			 Iraq and the international community to solicit and direct bilateral and
			 multilateral contributions to address the humanitarian needs of Iraqis in
			 Syria, Jordan, and other countries in the Middle East and internally displaced
			 persons in Iraq;</text>
					</subparagraph><subparagraph id="id17318E35B29B4695B50E047A5B300074"><enum>(B)</enum><text>the
			 nongovernmental humanitarian community; and</text>
					</subparagraph><subparagraph id="id6E1CE03CED42400F81E6068DA8A75F90"><enum>(C)</enum><text>organizations
			 that are assisting Iraqi refugees and internally displaced persons; and</text>
					</subparagraph></paragraph><paragraph id="id583B11C60F4D414FAC4883142344645F"><enum>(6)</enum><text display-inline="yes-display-inline">ensure that the United States Government
			 will encourage refugee returns only when conditions permit safe, sustainable
			 returns on a voluntary basis.</text>
				</paragraph></subsection><subsection id="IDe475322a71624465b1897519b744c7d6"><enum>(d)</enum><header>Report</header>
				<paragraph id="idC73DFAEC3DB6475BBCDD16D93BB53F3A"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act and every 180 days thereafter, the Coordinator shall submit a
			 report on the implementation of the strategy developed under subsection (b)(1)
			 to—</text>
					<subparagraph id="id62AB3009096948C3986B490727C0FBCC"><enum>(A)</enum><text>the
			 <committee-name committee-id="SSFR00">Committee on Foreign Relations of the
			 Senate</committee-name>;</text>
					</subparagraph><subparagraph id="id21F8D30252EE4FDF86EC3F3D7A5EB708"><enum>(B)</enum><text>the
			 <committee-name committee-id="">Committee on Foreign Affairs of the House of
			 Representatives</committee-name>;</text>
					</subparagraph><subparagraph id="idF5A34D6E40324FB5B6724E99AE0D841E"><enum>(C)</enum><text>the
			 <committee-name committee-id="SSJU00">Committee on the Judiciary of the
			 Senate</committee-name>; and</text>
					</subparagraph><subparagraph id="id4DD81C6940694E3AB271BAED769FD89E"><enum>(D)</enum><text>the
			 <committee-name committee-id="">Committee on the Judiciary of the House of
			 Representatives</committee-name>.</text>
					</subparagraph></paragraph><paragraph id="id5F29D84B0CD54F9F849CB2591FB7DC9E"><enum>(2)</enum><header>Contents</header><text>The
			 report submitted under this subsection shall—</text>
					<subparagraph id="id291D415713954FE0AB829885DA588DA5"><enum>(A)</enum><text>include specific
			 financial commitments made by countries in the region, Arab League members, and
			 other major donors in the international community for Iraqi refugees and
			 internally displaced persons; and</text>
					</subparagraph><subparagraph id="id5F8FB1E990A64810A19DFB17FEA1F1AB"><enum>(B)</enum><text>address
			 challenges to securing additional commitments.</text>
