		  under the United States Constitution for the enactment of laws, and for other

		<section display-inline="no-display-inline" id="HDEB9B70B659A4406A8EF5BE49CC362BA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Enumerated Powers
			 Act</short-title></quote>.</text>
		</section><section id="H5E91857AED38477CAE50828E1F72E21C"><enum>2.</enum><header>Specification of
			 constitutional authority for enactment of law</header>
			<subsection id="HD05F4CDA6A9F41D4AD524EC1D2357395"><enum>(a)</enum><header>Constitutional
			 authority for this Act</header><text>This Act is enacted pursuant to the power
			 granted Congress under article I, section 8, clause 18, of the United States
			 Constitution and the power granted to each House of Congress under article I,
			 section 5, clause 2, of the United States Constitution.</text>
			</subsection><subsection id="H9F5FC6E3B5814755A174C4AF38EEBA9E"><enum>(b)</enum><header>Constitutional
			 authority statement required</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">Chapter
			 2</external-xref> of title 1, United States Code, is amended by inserting after
			 <external-xref legal-doc="usc" parsable-cite="usc/1/102">section
			 102</external-xref> the following new section:</text>

					<section id="H7499E7780DB94922ABBF89086655D393"><enum>102a.</enum><header>Constitutional
				authority clause</header><text display-inline="no-display-inline">Each Act of
				Congress shall contain a concise and definite statement of the constitutional
				authority relied upon for the enactment of each portion of that Act. The
				failure to comply with this section shall give rise to a point of order in
				either House of Congress. The availability of this point of order does not
				affect any other available relief.</text>

			</subsection><subsection id="HCCFDDE068DDE4DF4B42EC600007FBE91"><enum>(c)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">chapter
			 2</external-xref> of title 1, United States Code, is amended by inserting after
			 the item relating to <external-xref legal-doc="usc" parsable-cite="usc/1/102">section 102</external-xref> the following new
			 item:</text>
