		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>International Space Station
			 Payments Act of 2008</short-title></quote>.</text>
		</section><section id="id178036706EE44D9BAEAAA07BF554B5CF" section-type="subsequent-section"><enum>2.</enum><header>Authority to make
			 certain extraordinary payments in connection with the International Space
			 Station</header><text display-inline="no-display-inline">Section 7(1)(B) of the
			 Iran, North Korea, and Syria Nonproliferation Act (Public Law 106–178; 50
			 U.S.C. 1701 note) is amended—</text>
			<paragraph id="idCEBFB6B05AA64E3E85FAB5F433F2BB6F"><enum>(1)</enum><text>by striking
			 <quote>except that such term does not mean payments</quote> and inserting the
			 following:</text>
				<quoted-block display-inline="yes-display-inline" id="H47A7773C67CE4AE5A2F512074C00305E" style="OLC">
					<text>except that such term does not
			 mean—</text><clause id="HC186D07A236E4D5C9DB727D59BCE5DA5"><enum>(i)</enum><text>payments</text>
					</clause><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idDC43E407B23E4BB9B6884253FCCC552F"><enum>(2)</enum><text>by striking
			 <quote>or contract related thereto.</quote> and inserting <quote>or contract
			 related thereto; or</quote>; and</text>
			</paragraph><paragraph id="idF1B74C344ADA455B933B5B22B04608C6"><enum>(3)</enum><text>by adding at the
			 end the following new clause:</text>
				<quoted-block act-name="" id="id37CFC3421F84422086C8EE04A78E5AFD" style="OLC">
					<clause id="id0EF70A0C13FB48F19CB3B059ADBA9C63"><enum>(ii)</enum><text>payments in cash
				or in kind made or to be made by the United States Government between January
				1, 2012, and reentry into Earth’s atmosphere of the International Space Station
				at its end of life, for work to be performed or services to be rendered during
				that period necessary to meet United States obligations under the Agreement
				Concerning Cooperation on the Civil International Space Station, with annex,
				signed at Washington January 29, 1998, and entered into force March 27, 2001,
				or any protocol, agreement, memorandum of understanding, or contract related
				thereto, except that this clause does not allow for payments in cash or in kind
				to be made by the United States Government for—</text>
						<subclause id="idCFD4DF0D92074F649FD548EB64EF3413"><enum>(I)</enum><text>any cargo
				services provided by a Progress vehicle; or</text>
						</subclause><subclause id="id1F37F668C5014064B1147D07416EC4BE"><enum>(II)</enum><text>any crew
				transportation or rescue services provided by a Soyuz vehicle after—</text>
							<item id="idCBAA5F1FCD6C444AA7762BB38D3E9507"><enum>(aa)</enum><text>the Orion Crew
				Exploration Vehicle reaches full operational capability; or</text>
							</item><item id="id668BFFB358B840489698985CC9BDECA2"><enum>(bb)</enum><text>a
				United States commercial provider of crew transportation and rescue services
				demonstrates the capability to meet mission requirements of the International
				Space
				Station.</text>
