		<official-title>To reduce the dependence of the United States on foreign
		  oil, and for other purposes.</official-title>

		<section id="id1DA4E5075B7C4B06874D45F3AF3D24AF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Oil Savings Act of
			 2008</short-title></quote>.</text>
		</section><section id="ID752403beab7143ada2fa1fe50846c7a8"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="ID4258645d90654f3c99f8223c8a81098c"><enum>(1)</enum><text>the United States
			 imports more oil from the Middle East today than before the attacks on the
			 United States on September 11, 2001;</text>
			</paragraph><paragraph id="ID3aaab52a277345d6bac91672101b62ff"><enum>(2)</enum><text>the United States
			 remains the most oil-dependent industrialized nation in the world, consuming
			 approximately 25 percent of the oil supply of the world;</text>
			</paragraph><paragraph id="ID409fc66304d5406b8285f729e1e295c2"><enum>(3)</enum><text>the ongoing
			 dependence of the United States on foreign oil is one of the greatest threats
			 to the national security and economy of the United States; and</text>
			</paragraph><paragraph id="ID9f33f42cf9b549788b79a482ebfcfaa1"><enum>(4)</enum><text>the United States
			 needs to take transformative steps to wean itself from its addiction to
			 oil.</text>
			</paragraph></section><section id="ID9631dd5f98884367b4a688d5599b1e6c"><enum>3.</enum><header>Policy on
			 reducing oil dependence</header><text display-inline="no-display-inline">It is
			 the policy of the United States to reduce the dependence of the United States
			 on oil, and thereby—</text>
			<paragraph id="id33695BE0A8A64AFBA793C7F2B4A92856"><enum>(1)</enum><text display-inline="yes-display-inline">alleviate the strategic dependence of the
			 United States on oil-producing countries;</text>
			</paragraph><paragraph id="idC1513306BA4F4D21881D63B7E6293A11"><enum>(2)</enum><text display-inline="yes-display-inline">reduce the economic vulnerability of the
			 United States; and</text>
			</paragraph><paragraph id="id6A494D6F26E14FADB5DA54C685A9E801"><enum>(3)</enum><text display-inline="yes-display-inline">reduce the greenhouse gas emissions
			 associated with oil use.</text>
			</paragraph></section><section id="id160B6BF5E2D74630B60E29AC3771D23A"><enum>4.</enum><header>Oil savings
			 plan</header>
			<subsection id="ID8c6d610e0ee047d09d1471a1fcd8de27"><enum>(a)</enum><header>Initial oil
			 savings target and action plan</header><text>Not later than 270 days after the
			 date of enactment of this Act, an interagency task force composed of the
			 Secretary of Energy, the Secretary of Transportation, the Secretary of Defense,
			 the Secretary of Agriculture, the Secretary of the Treasury, the Administrator
			 of the Environmental Protection Agency, and the head of any other agency the
			 President determines appropriate (referred to in this section as the
			 <quote>Interagency Task Force</quote>) shall publish in the Federal Register an
			 action plan consisting of—</text>
				<paragraph id="ID3c632b682b41400ebad26526245ed5d0"><enum>(1)</enum><text>a draft list of
			 proposals for agency action that will be sufficient, when taken together, to
			 save from the baseline determined under subsection (d)—</text>
					<subparagraph id="ID052f908723324b85b8c20ca3cb903ff8"><enum>(A)</enum><text>2,500,000 barrels
			 of oil per day on average during calendar year 2016;</text>
					</subparagraph><subparagraph id="ID23176ae95f0344f1bb3bc85389409629"><enum>(B)</enum><text>7,000,000 barrels
			 of oil per day on average during calendar year 2026; and</text>
					</subparagraph><subparagraph id="ID78a8f167392942bc8f671c3af5e1ecc1"><enum>(C)</enum><text>10,000,000
			 barrels per day on average during calendar year 2030; and</text>
					</subparagraph></paragraph><paragraph id="IDf0888e50148a409aa4f9d78821580b7f"><enum>(2)</enum><text>a Federal
			 Government-wide analysis demonstrating—</text>
					<subparagraph id="ID0a6e6d2f26bd4be293aa89aed72f0bfb"><enum>(A)</enum><text>the expected oil
			 savings from the baseline to be accomplished by—</text>
						<clause id="IDecbfc41a68564c80860014de878e18dd"><enum>(i)</enum><text>chapter 329 of
			 title 49, United States Code (including regulations promulgated to carry out
			 that chapter); and</text>
						</clause><clause id="IDce2ef8d9abaa45658e3ff7bc71285d59"><enum>(ii)</enum><text>section 211(o)
			 of the Clean Air Act (42 U.S.C. 7545(o)) (including regulations promulgated to
			 carry out section 211(o) of that Act); and</text>
						</clause></subparagraph><subparagraph id="ID522ea90abc07409aa9079505fd034bed"><enum>(B)</enum><text>that the
			 proposals described in paragraph (1), taken together with expected oil savings
			 described in subparagraph (A), will achieve the oil savings specified in this
			 subsection.</text>
					</subparagraph></paragraph></subsection><subsection id="ID654b8fb4c2124f879ca857873949250d"><enum>(b)</enum><header>Review and
			 update of action plan</header>
				<paragraph id="ID2e66f50b78c4429ea19eeaeed69736de"><enum>(1)</enum><header>Review</header><text>Not
			 later than January 1, 2011, and every 3 years thereafter, the Interagency Task
			 Force shall submit to Congress, and publish, a report that—</text>
					<subparagraph id="IDd4f0e55221f64fd0a4cd639bcc84ee8d"><enum>(A)</enum><text>evaluates the
			 progress achieved in implementing the oil savings targets established under
			 subsection (a);</text>
					</subparagraph><subparagraph id="ID9293555bb2834a38bd2a897eccae904b"><enum>(B)</enum><text>analyzes the
			 expected oil savings under the action plan established under that subsection;
			 and</text>
					</subparagraph><subparagraph id="ID6e4eb97861474023917dcae71a5d0722"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id35DBE01080304F44803E639F6FD13198"><enum>(i)</enum><text>analyzes the potential
			 to achieve oil savings that are in addition to the oil savings goals under that
			 subsection; and</text>
						</clause><clause id="IDb840dfa04e5e4bd783417286200d47d5" indent="up1"><enum>(ii)</enum><text>if the President determines that
			 it is in the national interest, requires an analysis under that subsection for
			 a higher oil savings goal for calendar year 2017 or any subsequent calendar
			 year.</text>
						</clause></subparagraph></paragraph><paragraph id="ID9871b9d7e75a4a33b43a4199b04dfdf7"><enum>(2)</enum><header>Insufficient
			 oil savings</header><text>If the oil savings are less than the targets
			 described in subsection (a), simultaneously with the report required under
			 paragraph (1), the Interagency Task Force shall publish a revised action plan
			 that is sufficient to achieve the targets.</text>
				</paragraph></subsection><subsection id="ID75ef571d30104fe385b8234d5543ecfd"><enum>(c)</enum><header>Public comment
			 and final proposals</header>
				<paragraph id="id6D7F64CEB7C74B95B8EFF6BDD2DA6195"><enum>(1)</enum><header>In
			 general</header><text>After a 30-day period for public comment on the
			 publications under subsection (a) and (b), the Interagency Task Force shall,
			 not later than 1 year after the date of enactment of this Act, issue a final
			 list of proposals to meet the requirements of this section.</text>
				</paragraph><paragraph id="id0ACEA934B3DC44EAA266FB9C25C99FA6"><enum>(2)</enum><header>Additional
			 legislative authority</header><text>The proposals shall include a request to
			 Congress for any additional legislative authority necessary to implement the
			 proposals.</text>
				</paragraph></subsection><subsection id="ID7dec1dc8c2284e1db4acc626fdebb598"><enum>(d)</enum><header>Baseline and
			 analysis requirements</header><text>In performing the analyses required for the
			 action plan to achieve the oil savings described in subsection (a), the
			 Secretary of Energy, the Secretary of Transportation, the Secretary of Defense,
			 the Secretary of Agriculture, the Administrator of the Environmental Protection
			 Agency, and the head of any other agency the President determines to be
			 appropriate shall—</text>
				<paragraph id="IDc3a20d17bcd44b2a85cca46eec66b9e8"><enum>(1)</enum><text>determine oil
			 savings as the projected reduction in oil consumption from the baseline
			 established by the reference case contained in the report of the Energy
			 Information Administration entitled <quote>Annual Energy Outlook
			 2008</quote>;</text>
				</paragraph><paragraph id="ID4996b35eef514994b93e66b54c69119c"><enum>(2)</enum><text>determine the oil
			 savings projections required on an annual basis for each of calendar years 2009
			 through 2030; and</text>
				</paragraph><paragraph id="ID157e660d83e046a9b9674c3dee365f83"><enum>(3)</enum><text>account for any
			 overlap among implementation actions to ensure that the projected oil savings
			 from all the implementation actions, taken together, are as accurate as
			 practicable.</text>
				</paragraph></subsection><subsection id="ID46548a314d164d048cddf65d2a1a4c14"><enum>(e)</enum><header>Relationship to
			 other laws</header><text>Nothing in this section affects the authority provided
			 or responsibility delegated under any other law.</text>
			</subsection></section></legis-body>
