		<section commented="no" display-inline="no-display-inline" id="S1" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Naval Vessel Transfer Act of
			 2008</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="idA58E500B92C242248D35047BB560A4FD" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Transfer of naval vessels to certain
			 foreign recipients</header>
			<subsection commented="no" display-inline="no-display-inline" id="ID34c83c9cf7c2424795b9ffbfdba95148"><enum>(a)</enum><header display-inline="yes-display-inline">Transfers by grant</header><text display-inline="yes-display-inline">The President is authorized to transfer
			 vessels to foreign recipients on a grant basis under section 516 of the Foreign
			 Assistance Act of 1961 (22 U.S.C. 2321j), as follows:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID97324657ef0c43d6b9cb9d1854a9e633"><enum>(1)</enum><header display-inline="yes-display-inline">Pakistan</header><text display-inline="yes-display-inline">To the Government of Pakistan, the OLIVER
			 HAZARD PERRY class guided missile frigate MCINERNEY (FFG–8).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3296e1d0c69f4b4783162a3313e92b5e"><enum>(2)</enum><header display-inline="yes-display-inline">Greece</header><text display-inline="yes-display-inline">To the Government of Greece, the OSPREY
			 class minehunter coastal ships OSPREY (MHC–51) and ROBIN (MHC–54).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id380CA7358EF943DD8FDC73B2D4178377"><enum>(3)</enum><header>Chile</header><text>To
			 the Government of Chile, the KAISER class oiler ANDREW J. HIGGINS
			 (AO–190).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id24A3CF19D6CC452F953204DFDC6891C1"><enum>(4)</enum><header>Peru</header><text>To
			 the Government of Peru, the NEWPORT class amphibious tank landing ships FRESNO
			 (LST–1182) and RACINE (LST–1191).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDaeea23e847d24709944f0459a9f0684d"><enum>(b)</enum><header display-inline="yes-display-inline">Grants not counted in annual total of
			 transferred excess defense articles</header><text display-inline="yes-display-inline">The value of a vessel transferred to a
			 recipient on a grant basis pursuant to authority provided by subsection (a)
			 shall not be counted against the aggregate value of excess defense articles
			 transferred in any fiscal year under section 516 of the Foreign Assistance Act
			 of 1961 (22 U.S.C. 2321j).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID0046044f2e2c4b9d992e8e43f76caf40"><enum>(c)</enum><header display-inline="yes-display-inline">Costs of transfers</header><text display-inline="yes-display-inline">Any expense incurred by the United States
			 in connection with a transfer authorized by this section shall be charged to
			 the recipient (notwithstanding section 516(e) of the Foreign Assistance Act of
			 1961 (22 U.S.C. 2321j(e))).</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="ID6c2553ed7b2443a68e35bd202552a1ef"><enum>(d)</enum><header display-inline="yes-display-inline">Repair and refurbishment in United States
			 shipyards</header><text display-inline="yes-display-inline">To the maximum
			 extent practicable, the President shall require, as a condition of the transfer
			 of a vessel under this section, that the recipient to which the vessel is
			 transferred have such repair or refurbishment of the vessel as is needed,
			 before the vessel joins the naval forces of the recipient, performed at a
			 shipyard located in the United States, including a United States Navy
			 shipyard.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="IDbcb0f845fee545aea5e985a3d96b1e43"><enum>(e)</enum><header display-inline="yes-display-inline">Expiration of authority</header><text display-inline="yes-display-inline">The authority to transfer a vessel under
			 this section shall expire at the end of the 2-year period beginning on the date
			 of the enactment of this Act.</text>
