		<official-title>To amend the Clean Air Act to limit the use of ethanol to
		  meet the renewable fuel standard, and for other purposes.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Renewable fuel
			 standard</header>
			<subsection id="id57A2E0F6C5B94A958F3C9EE8A981B832"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section
			 211(o)(2)(B)(i) of the Clean Air Act (42 U.S.C. 7545(o)(2)(B)(i)) is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id9075E1BCCA784BC6ACAC61C729C03C61" style="OLC">
					<subclause id="id696A2A06C74948048127836C1B7126A4"><enum>(V)</enum><header>Limitation</header><text>Notwithstanding
				any other provision of this clause, of the volume of renewable fuel required
				under subclause (I) for each of calendar years 2009 through 2022, the
				applicable volume of ethanol derived from corn starch shall not exceed
				9,000,000,000 gallons.</text>
					</subclause><subclause id="id61320A7AC877456E90FB12C34034D382"><enum>(VI)</enum><header>Adjustment</header><text>The
				Administrator, in coordination with the Secretary of Energy and the Secretary
				of Agriculture, shall adjust the applicable volumes of each fuel specified in
				subclauses (II), (III), and (IV) to reflect the limitation under subclause
				(V).</text>
					</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idCF2347F50D79425296F352D2137CD950"><enum>(b)</enum><header>Compliance</header><text>Section
			 211(o)(2)(A)(iii)(II) of the Clean Air Act (42 U.S.C. 7545(o)(2)(A)(iii)(II))
			 is amended—</text>
				<paragraph id="idB0C5880D3D494D649AA9E52192BB9A13"><enum>(1)</enum><text>in item (aa), by
			 striking <quote>or</quote> after the semicolon at the end;</text>
				</paragraph><paragraph id="idE30B3ECDA37D4588A225461F18FFCFD5"><enum>(2)</enum><text>in item (bb), by
			 striking the period at the end and inserting <quote>; or</quote>; and</text>
				</paragraph><paragraph id="id3BB2715435C84A91A78DD29BD0CD114D"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idACDB51EDD0EC4302A3E4DE3FE7795646" style="OLC">
						<item id="idFE8E14DCD5F646BDA66AECF49AB84F1F"><enum>(cc)</enum><text>impose any
				penalty for failure to comply with subclauses (II) through (IV) of subparagraph
				(B)(i).</text>

				</paragraph></subsection><subsection id="id39E0DEE0D64D4A77AE34CAB842AAC0DD"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section take effect on January
			 1, 2009.</text>
