		<official-title>To direct the Attorney General to provide grants for
		  Internet crime prevention education programs.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Internet Crime Prevention Act of
			 2008</short-title></quote>.</text>
		</section><section id="id6F1D2F492676454CB3F133A4FBAD2225"><enum>2.</enum><header>Grants for
			 Internet Crime Prevention Programs</header>
			<subsection id="id2DC2D7EC983244A0BBE775515751903D"><enum>(a)</enum><header>Grants for
			 i-SAFE</header>
				<paragraph id="id029761F8F7AC4FAF9D9266510733DA18"><enum>(1)</enum><header>In
			 general</header><text>Subject to the availability of the funds authorized to be
			 appropriated under paragraph (2), the Attorney General shall provide grants to
			 i-SAFE Inc. to carry out Internet crime prevention education programs.</text>
				</paragraph><paragraph id="id316E769E94BF4BEEBFA804CDB588B0BA"><enum>(2)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated
			 $5,000,000 for grants under paragraph (1) for each of the fiscal years 2008
			 through 2012.</text>
				</paragraph></subsection><subsection id="idCCF20C1B7AED43B1B372D7F1450D1FDB"><enum>(b)</enum><header>Competitive
			 grant program</header>
				<paragraph id="id1FBDCD3DDCDF47E89C016C8480CF0A0F"><enum>(1)</enum><header>In
			 general</header><text>Subject to the availability of the funds authorized to be
			 appropriated under paragraph (2), the Attorney General shall establish and
			 administer a competitive grant program for organizations to carry out Internet
			 crime prevention education programs.</text>
				</paragraph><paragraph id="id6AE9B5CE0F05496E9CD7337076BCAF38"><enum>(2)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated
			 $5,000,000 for grants under paragraph (1) for each of the fiscal years 2008
			 through 2012.</text>
				</paragraph></subsection><subsection id="id205BB3321FD84C0097CAE8A20DA40FD2"><enum>(c)</enum><header>Definitions</header><text>In
			 this section, the following definitions shall apply:</text>
				<paragraph id="idCC58C05F59E74E8CBBA68FC7784007A8"><enum>(1)</enum><header>Cyberbullying</header><text>The
			 term <quote>cyberbully­ing</quote> includes verbal, visual, or written
			 psychological bullying or harassment by an individual or group, using an
			 electronic device or devices including e-mail, instant messaging, text
			 messages, blogs, telephones, pagers, and websites, to support deliberate,
			 repeated, and hostile behavior that is intended to harm others.</text>
				</paragraph><paragraph id="id1120E5AAA9D84B52B09068696D1D0C63"><enum>(2)</enum><header>Internet crime
			 prevention education program</header><text>The term <quote>Internet crime
			 prevention education program</quote> means a program that serves to educate
			 parents, children, educators, and communities about how to recognize and
			 prevent potentially criminal activity on the Internet.</text>
				</paragraph><paragraph id="id88B8FDFE4825449C951405455163BBC3"><enum>(3)</enum><header>Potentially
			 criminal activity</header><text>The term <quote>potentially criminally
			 activity</quote> includes access through the Internet and other electronic
			 devices to potentially illegal activity including sexual or racial harassment,
			 cyberbullying, sexual exploitation, exposure to pornography, and privacy
			 violations.</text>
