			 Youth Act (42 U.S.C. 5701) is amended—</text>
			<paragraph id="ID1e3f89f25e0b46548cff24ed222d33dc"><enum>(1)</enum><text>by redesignating
			 paragraphs (3), (4), and (5) as paragraphs (4), (5), and (6), respectively;
			 and</text>
			</paragraph><paragraph id="ID11fb3140405b44458a83c3d990f6d6c6"><enum>(2)</enum><text>by inserting after
			 paragraph (2) the following:</text>

				structure;</text>
						</subparagraph><subparagraph id="ID5bdd8a990af64fb78abfb9111ffe04b1"><enum>(B)</enum><text>belonging and
				membership;</text>
						</subparagraph><subparagraph id="ID4ffad674c35f4e48a0ca9f8f0a2991af"><enum>(C)</enum><text>self-worth and
				social contribution;</text>
						</subparagraph><subparagraph id="IDb0ddd1cfb7f942a29746cf1cee552519"><enum>(D)</enum><text>independence and
				control over one's life; and</text>
						</subparagraph><subparagraph id="IDd933c982f85d4179833efa209ae44033"><enum>(E)</enum><text>closeness in
				interpersonal
				relationships.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="deleted" committee-id="SSJU00" id="IDcbedfada9d734408ad646aecae88c069" reported-display-style="strikethrough"><enum>3.</enum><header>Basic center
			 program</header>
			<subsection id="IDc7984035ecfd499cade56d32da51f497"><enum>(a)</enum><header>Services
			 provided</header><text>Section 311 of the Runaway and Homeless Youth Act (42
			 U.S.C. 5711) is amended—</text>
				<paragraph id="IDe08ecf65101d4af0b6b34a33dd68eb61"><enum>(1)</enum><text>in subsection
			 (a)(2)(B), by striking clause (i) and inserting the following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id2979ECD4B9E44F7FB00C4C212367E85B" reported-display-style="strikethrough" style="OLC">
						<clause id="IDdb9b4a25b3bc46fb83e9878cf1a8356c"><enum>(i)</enum><text>safe and
				appropriate shelter provided for not to exceed 21 days;
				and</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID671baad9f3624afdbfff7ab09e1aac57"><enum>(2)</enum><text>in subsection
			 (b)(2)—</text>
					<subparagraph id="IDd032dc2f04734151ab528b8b5b560f57"><enum>(A)</enum><text>by striking
			 <quote>$100,000</quote> and inserting <quote>$200,000</quote>;</text>
					</subparagraph><subparagraph id="IDb37832be9782496698842ab5fd80850e"><enum>(B)</enum><text>by striking
			 <quote>$45,000</quote> and inserting <quote>$70,000</quote>; and</text>
					</subparagraph><subparagraph id="ID030f98d3af5640d8a7ff4334d50f8b57"><enum>(C)</enum><text>by adding at the
			 end the following: <quote>Whenever the Secretary determines that any part of
			 the amount allotted under paragraph (1) to a State for a fiscal year will not
			 be obligated before the end of the fiscal year, the Secretary shall reallot
			 such part to the remaining States for obligation for the fiscal
			 year.</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="ID04621183107a4b1c832a7dc34e162c5b"><enum>(b)</enum><header>Eligibility</header><text>Section
			 312(b) of the Runaway and Homeless Youth Act (42 U.S.C. 5712(b)) is
			 amended—</text>
				<paragraph id="ID2472f77588de47e38776c20fcb995fea"><enum>(1)</enum><text>in paragraph (11)
			 by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="IDe6d2bded068444f0a72efc6f659de307"><enum>(2)</enum><text>in paragraph (12)
			 by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="ID7db1c51bdeab4e60ada6091d489bde95"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id869F878839054E15BAA4622E005828D4" reported-display-style="strikethrough" style="OLC">

				adequate emergency preparedness and management
				plan.</text>

				</paragraph></subsection></section><section changed="deleted" committee-id="SSJU00" id="ID6bbfae36951d467981a99082429099e1" reported-display-style="strikethrough"><enum>4.</enum><header>Transitional
			 living grant program</header>
			<subsection id="IDe81a3d96ba9940e5a29e2065b2d9d64c"><enum>(a)</enum><header>Eligibility</header><text>Section
			 322(a) of the Runaway and Homeless Youth Act (42 U.S.C. 5714–2(a)) is
			 amended—</text>
				<paragraph id="IDceade249042048e495ced3b7d94bd850"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="IDe2252e57286d4507b6e96125a98f9481"><enum>(A)</enum><text>by striking
			 <quote>indirectly</quote> and inserting <quote>by contract</quote>; and</text>
					</subparagraph><subparagraph id="ID2cf19653ea20401991c306d00bce7e28"><enum>(B)</enum><text>by striking
			 <quote>services</quote> the first place it appears and inserting
			 <quote>provide, directly or indirectly, services,</quote>;</text>
					</subparagraph></paragraph><paragraph id="IDd679ec16d7204e5aace3307f5501454b"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>a continuous period not to exceed 540 days, except
			 that</quote> and all that follows and inserting the following: <quote>a
			 continuous period not to exceed 635 days, except that a youth in a program
			 under this part who has not reached 18 years of age on the last day of the
			 635-day period may, if otherwise qualified for the program, remain in the
			 program until the earlier of the youth's 18th birthday or the 180th day after
			 the end of the 635-day period;</quote>;</text>
				</paragraph><paragraph id="IDc82a7153d2cf467483097ab32b432450"><enum>(3)</enum><text>in paragraph (14),
			 by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="ID427358959977429a81530bf7452a7d4d"><enum>(4)</enum><text>in paragraph (15),
			 by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="ID1c9e1908502f46889386bfe94dc26d7c"><enum>(5)</enum><text>by adding at the
			 end the following:</text>

				</paragraph></subsection></section><section changed="deleted" commented="no" committee-id="SSJU00" id="ID3e2b739c17bf49ad9719652bef7ac922" reported-display-style="strikethrough"><enum>5.</enum><header>Grants for
			 research evaluation, demonstration, and service projects</header><text display-inline="no-display-inline">Section 343 of the Runaway and Homeless
			 Youth Act (42 U.S.C. 5714–23) is amended—</text>
			<paragraph commented="no" id="IDe5150221316142238e490aa78b9238c5"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph commented="no" id="id5FB5CA71A1D34AD889C0A205DBFC2A89"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>give special consideration
			 to</quote> and inserting <quote>prioritize</quote>;</text>
				</subparagraph><subparagraph commented="no" id="IDe48df85141774a45893d3f9646cd6407"><enum>(B)</enum><text>by redesignating
			 paragraphs (2) through (9) as paragraphs (3) through (10), respectively;
			 and</text>
				</subparagraph><subparagraph commented="no" id="IDf0647e5620a64884b450829b39407eb1"><enum>(C)</enum><text>by inserting after
			 paragraph (1) the following:</text>

				development service delivery methods, providing links to community services,
				promoting mental and physical health development, enabling youth to obtain and
				maintain housing after program completion, and developing self-sufficiency
				competencies;</text>
						</paragraph><after-quoted-block></after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph commented="no" id="ID04ac6ca972c4446590f0b8fe65500ad2"><enum>(2)</enum><text>in subsection
			 (c)—</text>
				<subparagraph commented="no" id="idA8DCB08566454E129AD1763E481E1584"><enum>(A)</enum><text>by inserting
			 <quote>for eligibility and selection</quote> after
			 <quote>priority</quote>;</text>
				</subparagraph><subparagraph commented="no" id="ID78ae963b417b4c8c884f27938b5a855f"><enum>(B)</enum><text>by striking
			 <quote>shall give</quote> and inserting the following:
			 <quote>shall—</quote></text>

			 end the following:</text>

				applicants selected—</text>
							<clause commented="no" id="id0221B08FBDAB4FD88085093D5C315932"><enum>(i)</enum><text>are geographically
				representative of regions of the United States; and</text>
							</clause><clause commented="no" id="id937DF01F6AFC4F4F93F0239319E8A9E9"><enum>(ii)</enum><text>carry out
				projects that serve diverse populations of homeless
				youth.</text>
							</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section changed="deleted" committee-id="SSJU00" id="ID0ad6b210de1a4018a373c89f425de0ac" reported-display-style="strikethrough"><enum>6.</enum><header>Coordinating,
			 training, research, and other activities</header><text display-inline="no-display-inline">Part D of the Runaway and Homeless Youth Act
			 (42 U.S.C. 5714–21 et seq.) is amended by adding at the end the
			 following:</text>
			<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="idE1897A78AEE44352AD3AE29DF98C6AFD" reported-display-style="strikethrough" style="OLC">
				<section id="IDa69c79a79db8490199190c030c6613b5"><enum>345.</enum><header>Periodic
				estimate of incidence and prevalence of youth homelessness</header>
					<subsection id="IDb874283608044307bd0fe26a49324d53"><enum>(a)</enum><header>Periodic
				estimate</header><text>Not later than 2 years after the date of enactment of
				the <short-title>Runaway and Homeless Youth Protection
				Act</short-title>, and at 5-year intervals thereafter, the Secretary shall
				prepare, and submit to the Speaker of the House of Representatives and the
				President pro tempore of the Senate, a written report that—</text>
						<paragraph id="IDaf384df4e6434b4aba324d75d720b8fd"><enum>(1)</enum><text>contains an
				estimate, obtained by using the best quantitative and qualitative social
				science research methods available, of the incidence and prevalence of runaway
				and homeless individuals who are not less than 13 years of age but less than 26
				years of age; and</text>
						</paragraph><paragraph id="ID417a8df98901408caa0895e0d8459f00"><enum>(2)</enum><text>includes with such
				estimate an assessment of the characteristics of such individuals.</text>
						</paragraph></subsection><subsection id="IDe8065d0068b145fcbb3092a6750dbe4f"><enum>(b)</enum><header>Content</header><text>Each
				assessment required by subsection (a) shall include—</text>
						<paragraph id="IDe1c12b0674c74f37ab1fcd2c230e60da"><enum>(1)</enum><text>the results of
				conducting a survey of, and direct interviews with, a representative sample of
				runaway and homeless individuals who are not less than 13 years of age but less
				than 26 years of age to determine past and current—</text>
							<subparagraph id="IDf28ab1eeeb954efe9ed65605347156d2"><enum>(A)</enum><text>socioeconomic
				characteristics of such individuals; and</text>
							</subparagraph><subparagraph id="ID284f195f2f714801b3e7d543959eaa54"><enum>(B)</enum><text>barriers to such
				individuals obtaining—</text>
								<clause id="IDa4c07d838229470bb757a80f314569e2"><enum>(i)</enum><text>safe, quality, and
				affordable housing;</text>
								</clause><clause id="ID568bd9ead480412fbe50054cebb8d21e"><enum>(ii)</enum><text>comprehensive and
				affordable health insurance and health services; and</text>
								</clause><clause id="ID8ba5a6d4b2d54b23a8b1697269be0f44"><enum>(iii)</enum><text>incomes, public
				benefits, supportive services, and connections to caring adults; and</text>
								</clause></subparagraph></paragraph><paragraph id="ID5fdf7c27cc8a47678f0d4286df41ff3f"><enum>(2)</enum><text>such other
				information as the Secretary determines, in consultation with States, units of
				local government, and national nongovernmental organizations concerned with
				homelessness, may be useful.</text>
						</paragraph></subsection><subsection id="IDf4d062ea5d814640b8168e8696c0a56c"><enum>(c)</enum><header>Implementation</header><text>If
				the Secretary enters into any agreement with a non-Federal entity for purposes
				of carrying out subsection (a), such entity shall be a nongovernmental
				organization, or an individual, determined by the Secretary to have appropriate
				expertise in quantitative and qualitative social science
				research.</text>
					</subsection></section><after-quoted-block>.
				</after-quoted-block></quoted-block>
		</section><section changed="deleted" committee-id="SSJU00" id="IDb5ed48e8e8b54ba5bec25fd17020cd56" reported-display-style="strikethrough"><enum>7.</enum><header>Sexual abuse
			 prevention program</header><text display-inline="no-display-inline">Section
			 351(b) of the Runaway and Homeless Youth Act (42 U.S.C. 5714–41(b)) is amended
			 by inserting <quote>public and</quote> after <quote>priority to</quote>.</text>
		</section><section changed="deleted" committee-id="SSJU00" id="IDdb2c17f9d6e04ede9c7013abb42c6f37" reported-display-style="strikethrough"><enum>8.</enum><header>National homeless
			 youth awareness campaign</header><text display-inline="no-display-inline">The
			 Runaway and Homeless Youth Act (42 U.S.C. 5701 et seq.) is amended—</text>
			<paragraph id="IDc5d6f3a624d14df0bf0360cdfdbd6dba"><enum>(1)</enum><text>by redesignating
			 part F as part G; and</text>
			</paragraph><paragraph id="ID90112136bd8b4dda97711b83c829beb8"><enum>(2)</enum><text>by inserting after
			 part E the following:</text>
				<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="idC622272412E0466ABA7F65C9283D5C38" reported-display-style="strikethrough" style="OLC">
					<part id="idD445E425ACB8404BBB832354A06201D1"><enum>F</enum><header>National homeless
				youth awareness campaign</header>
						<section id="ID03969fda60ad460ca73826ad1e6a2d73"><enum>361.</enum><header>National
				homeless youth awareness campaign</header>
							<subsection id="ID8d9b9bd9127b499bb50115fc9fb07c7e"><enum>(a)</enum><header>In
				general</header><text>The Secretary shall, directly or through grants or
				contracts, conduct a national homeless youth awareness campaign (referred to in
				this section as the <quote>national awareness campaign</quote>) in accordance
				with this section for purposes of—</text>
								<paragraph id="IDa5455c9b4b424986829f0c84f69bbd5e"><enum>(1)</enum><text>increasing
				awareness of individuals of all ages, socioeconomic backgrounds, and geographic
				locations, of the issues facing runaway and homeless youth (including youth
				considering running away); and</text>
								</paragraph><paragraph id="ID158973db51404e0389a4b0680de95dd4"><enum>(2)</enum><text>encouraging
				parents and guardians, educators, health care professionals, social service
				professionals, law enforcement officials, stakeholders, and other community
				members to assist youth described in paragraph (1) in averting or resolving
				runaway and homeless situations.</text>
								</paragraph></subsection><subsection id="IDac5cb34b208e4c1aa0fd12f331236fbf"><enum>(b)</enum><header>Use of
				funds</header><text>Amounts made available to carry out this section for the
				national awareness campaign may only be used for the following:</text>
								<paragraph id="IDd956a5192c32434d9c400ecbe45fd50c"><enum>(1)</enum><text>Dissemination of
				educational information and materials through various media, including
				television, radio, the Internet and related technologies, and emerging
				technologies.</text>
								</paragraph><paragraph id="ID370af7c74884447881c14a3dcbcfbd82"><enum>(2)</enum><text>Evaluation of the
				effectiveness of the activities described in paragraphs (1) and (5).</text>
								</paragraph><paragraph id="ID3ac0c1d99e944ef9af2af0ca002e8523"><enum>(3)</enum><text>Development of
				partnerships with national organizations concerned with youth homelessness,
				community-based youth service organizations, including faith-based
				organizations, and Government organizations to carry out the national awareness
				campaign.</text>
								</paragraph><paragraph id="ID059b83a238184330a736422fc306f001"><enum>(4)</enum><text>Conducting
				outreach activities to stakeholders and potential stakeholders in the national
				awareness campaign.</text>
								</paragraph><paragraph id="ID1de7246b39cb4e9fb790b9272aed3b9d"><enum>(5)</enum><text>In accordance with
				applicable laws (including regulations), development and placement in
				telecommunications media (including the Internet and related technologies, and
				emerging technologies) of public service announcements that educate the public
				on—</text>
									<subparagraph id="idC5DF9F8A1DB14F5AB965C55D0CDE94BD"><enum>(A)</enum><text>the issues facing
				runaway and homeless youth (including youth considering running away);
				and</text>
									</subparagraph><subparagraph id="idF23A2C017CDD466D81EF21A047294658"><enum>(B)</enum><text>the opportunities
				that adults have to assist youth described in subparagraph (A).</text>
									</subparagraph></paragraph></subsection><subsection id="ID78538028383b45c39df610252775e291"><enum>(c)</enum><header>Prohibitions</header><text>None
				of the amounts made available to carry out this section may be obligated or
				expended for any of the following:</text>
								<paragraph id="IDe98344d251894e9b91f8ff07ca111c5a"><enum>(1)</enum><text>To fund public
				service time that supplants pro bono public service time donated by national or
				local broadcasting networks, advertising agencies, or production companies for
				the national awareness campaign, or to fund activities that supplant pro bono
				work for the national awareness campaign.</text>
								</paragraph><paragraph id="IDc3aefa5ed3b8421c854b2cc7471f9301"><enum>(2)</enum><text>To carry out
				partisan political purposes, or express advocacy in support of or opposition to
				any clearly identified candidate, clearly identified ballot initiative, or
				clearly identified legislative or regulatory proposal.</text>
								</paragraph><paragraph id="ID52fe7963a4f14e3a8e2e305d6a165501"><enum>(3)</enum><text>To fund
				advertising that features any elected official, person seeking elected office,
				cabinet level official, or other Federal employee employed pursuant to section
				213.3301 or 213.3302 of title 5, Code of Federal Regulations (or any
				corresponding similar regulation or ruling).</text>
								</paragraph><paragraph id="IDe819a523824b4706b18997e0eabb5950"><enum>(4)</enum><text>To fund
				advertising that does not contain a primary message intended to educate the
				public on the issues and opportunities described in subsection (b)(5).</text>
								</paragraph><paragraph id="IDe208e823eb9f4c02bf219a0278682fbd"><enum>(5)</enum><text>To fund
				advertising that solicits contributions from both public and private sources to
				support the national awareness campaign.</text>
								</paragraph></subsection><subsection id="IDa6f0a3e6d8984003a8e27099174f49f0"><enum>(d)</enum><header>Financial and
				performance accountability</header><text>The Secretary shall cause to be
				performed—</text>
								<paragraph id="IDcb88c3cca9be4830875bf5020a560adc"><enum>(1)</enum><text>audits and
				examinations of records, relating to the costs of the national awareness
				campaign, pursuant to section 304C of the Federal Property and Administrative
				Services Act of 1949 (41 U.S.C. 254d); and</text>
								</paragraph><paragraph id="ID6987fc302de64592aa25cca37322fb1a"><enum>(2)</enum><text>audits to
				determine whether the costs of the national awareness campaign are allowable

				the national awareness campaign and whether specific objectives of the campaign

				ensure that the national awareness campaign operated in an effective and
				efficient manner consistent with the overall strategy and focus of the national

				contracts entered into with a corporation, partnership, or individual working
				on the national awareness

					<subparagraph id="id4e95a461-8767-4152-85d2-9a5bce6b4e11"><enum>(A)</enum><text>by striking
			 <quote>indirectly</quote> and inserting <quote>by contract</quote>; and</text>

							<subparagraph commented="no" id="id3CE05E3229FC4C34A1176DF7DA0F6BA8"><enum>(A)</enum><text>represent diverse
				geographic regions of the United States; and</text>
							</subparagraph><subparagraph commented="no" id="idD6BBEA5FB53C4B26BC9D0BCA86413B1B"><enum>(B)</enum><text>carry out projects that

							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section changed="added" committee-id="SSJU00" id="idbeb9d2cf-094b-430b-a8b5-9d3a350f7c3f" reported-display-style="italic"><enum>6.</enum><header>Coordinating, training,
			 research, and other activities</header><text display-inline="no-display-inline">Part D of the Runaway and Homeless Youth Act
			 (42 U.S.C. 5714–21 et seq.) is amended by adding at the end the
			 following:</text>
			<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id3a9c5a3b-f0c2-4046-8549-7cacd73a194c" reported-display-style="italic" style="OLC">
				<section id="id7a05ff52-cb0d-4ae9-9fc0-09c99b38e1fa"><enum>345.</enum><header>Periodic estimate of
				incidence and prevalence of youth homelessness</header>
					<subsection id="id7adb3dfd-224d-44d5-b6e8-44194356f1c2"><enum>(a)</enum><header>Periodic
				estimate</header><text>Not later than 2 years after the date of enactment of
				the <short-title>Runaway and Homeless Youth Protection
				Act</short-title>, and at 5-year intervals thereafter, the Secretary shall
				prepare, and submit to the Speaker of the House of Representatives and the
				President pro tempore of the Senate, a written report that—</text>
						<paragraph id="id4bddcd7a-f357-4fc0-b3a9-fceb56787722"><enum>(1)</enum><text>contains an estimate,
				obtained by using the best quantitative and qualitative social science research
				methods available, of the incidence and prevalence of runaway and homeless
				individuals who are not less than 13 years of age but less than 26 years of
				age; and</text>
						</paragraph><paragraph id="id14b38f47-2117-4e67-a6ab-5ac8ecc06b38"><enum>(2)</enum><text>includes with such
				estimate an assessment of the characteristics of such individuals.</text>
						</paragraph></subsection><subsection id="idf2a646b1-8eb0-4069-be62-77706bb02d6d"><enum>(b)</enum><header>Content</header><text>Each
				assessment required by subsection (a) shall include—</text>
						<paragraph id="id1ecbad7e-1c38-459f-bd88-4982325baffc"><enum>(1)</enum><text>the results of conducting
				a survey of, and direct interviews with, a representative sample of runaway and
				homeless individuals who are not less than 13 years of age but less than 26
				years of age to determine past and current—</text>
							<subparagraph id="id12aac210-6020-418c-aeb6-2e7f99207a77"><enum>(A)</enum><text>socioeconomic
				characteristics of such individuals; and</text>
							</subparagraph><subparagraph id="ida40db517-8f77-499e-948a-32d3780b8e1e"><enum>(B)</enum><text>barriers to such
				individuals obtaining—</text>
								<clause id="id1057389d-762c-4f8f-87da-777abcc37fe3"><enum>(i)</enum><text>safe, quality, and
				affordable housing;</text>
								</clause><clause id="id3c75e4d0-b405-4026-9abf-3e217efa3274"><enum>(ii)</enum><text>comprehensive and
				affordable health insurance and health services; and</text>
								</clause><clause id="id16bbba85-ed4b-4f15-aa12-df6d97288120"><enum>(iii)</enum><text>incomes, public
				benefits, supportive services, and connections to caring adults; and</text>
								</clause></subparagraph></paragraph><paragraph id="id2128a94c-31c3-4bda-9c02-db8bc9d00157"><enum>(2)</enum><text>such other information as
				the Secretary determines, in consultation with States, units of local
				government, and national nongovernmental organizations concerned with
				homelessness, may be useful.</text>
						</paragraph></subsection><subsection id="idc5606205-bfac-44a8-836e-1923038512b0"><enum>(c)</enum><header>Implementation</header><text>If
				the Secretary enters into any agreement with a non-Federal entity for purposes
				of carrying out subsection (a), such entity shall be a nongovernmental
				organization, or an individual, determined by the Secretary to have appropriate
				expertise in quantitative and qualitative social science
				research.</text>
					</subsection></section><after-quoted-block>.
				</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SSJU00" id="idd4ddcf32-da41-49a6-b0e4-980a1d2a9699" reported-display-style="italic"><enum>7.</enum><header>Sexual abuse prevention
			 program</header><text display-inline="no-display-inline">Section 351(b) of the
			 Runaway and Homeless Youth Act (42 U.S.C. 5714–41(b)) is amended by inserting
			 <quote>public and</quote> after <quote>priority to</quote>.</text>
		</section><section changed="added" committee-id="SSJU00" id="ide807cd80-9604-4d8d-a8a8-6421104dea13" reported-display-style="italic"><enum>8.</enum><header>National homeless youth
			 awareness campaign</header><text display-inline="no-display-inline">The Runaway
			 and Homeless Youth Act (42 U.S.C. 5701 et seq.) is amended—</text>
			<paragraph id="idc7d32bf6-13ef-4b08-abe3-5f24e51567df"><enum>(1)</enum><text>by redesignating part F
			 as part G; and</text>

							<subsection id="idd2d3812f-0d0b-4422-b8c9-de2331a96eee"><enum>(a)</enum><header>Awareness
				campaign</header><text>The Secretary shall, directly or through grants or
				contracts, conduct a national homeless youth awareness campaign (referred to in
				this section as the <quote>national awareness campaign</quote>) in accordance
				with this section for purposes of—</text>
								<paragraph id="idc639851d-d4bc-4653-bc5a-dea09038cb20"><enum>(1)</enum><text>increasing awareness of
				individuals of all ages, socioeconomic backgrounds, and geographic locations,
				of the issues facing runaway and homeless youth (including youth considering
				running away); and</text>
								</paragraph><paragraph id="id73b57698-d35b-4ef3-b8ad-7869e6280ee5"><enum>(2)</enum><text>encouraging parents and
				guardians, educators, health care professionals, social service professionals,
				law enforcement officials, stakeholders, and other community members to assist
				youth described in paragraph (1) in averting or resolving runaway and homeless
				situations.</text>
								</paragraph></subsection><subsection id="id835bbb7b-e335-4cee-8206-c0b9ae8bef1c"><enum>(b)</enum><header>Use of
				funds</header><text>Funds made available to carry out this part for the
				national awareness campaign may only be used for the following:</text>
								<paragraph id="id64fc03f0-4feb-40b0-9c59-6744e9e5e454"><enum>(1)</enum><text>Dissemination of
				educational information and materials through various media, including
				television, radio, the Internet and related technologies, and emerging
				technologies.</text>
								</paragraph><paragraph id="idf06a82e9-f335-4085-8354-db4675f2002e"><enum>(2)</enum><text>Evaluation of the
				effectiveness of the activities described in paragraphs (1) and (5).</text>
								</paragraph><paragraph id="id1c70cbac-fbf0-4e64-9d13-bf81f91842cb"><enum>(3)</enum><text>Development of
				partnerships with national organizations concerned with youth homelessness,
				community-based youth service organizations, including faith-based
				organizations, and government organizations to carry out the national awareness
				campaign.</text>
								</paragraph><paragraph id="idff2f87d6-44ad-4271-bb6d-ccc19b7c0934"><enum>(4)</enum><text>Conducting outreach
				activities to stakeholders and potential stakeholders in the national awareness
				campaign.</text>
								</paragraph><paragraph id="id03aefb04-332b-49c1-a7eb-b085083a5b70"><enum>(5)</enum><text>In accordance with
				applicable laws (including regulations), development and placement in
				telecommunications media (including the Internet and related technologies, and
				emerging technologies) of public service announcements that educate the public
				on—</text>
									<subparagraph id="idbb32fc15-3793-46ae-bf5b-3e15cfdb8997"><enum>(A)</enum><text>the issues facing runaway
				and homeless youth (including youth considering running away); and</text>
									</subparagraph><subparagraph id="idcce78395-824f-434b-82e0-8822ad65e818"><enum>(B)</enum><text>the opportunities that
				adults have to assist youth described in subparagraph (A).</text>
									</subparagraph></paragraph></subsection><subsection id="id4109d5eb-57d2-4447-9cc3-bfec309a8d47"><enum>(c)</enum><header>Prohibitions</header><text>None
				of the funds made available to carry out this part may be obligated or expended
				for any of the following:</text>
								<paragraph id="id0fe0e755-c691-4842-b98a-bd0a602c10df"><enum>(1)</enum><text>To fund public service
				time that supplants pro bono public service time donated by national or local
				broadcasting networks, advertising agencies, or production companies for the
				national awareness campaign, or to fund activities that supplant pro bono work
				for the national awareness campaign.</text>
								</paragraph><paragraph id="id49814051-c48c-4b74-a55e-f828444649c4"><enum>(2)</enum><text>To carry out partisan
				political purposes, or express advocacy in support of or opposition to any
				clearly identified candidate, clearly identified ballot initiative, or clearly
				identified legislative or regulatory proposal.</text>
								</paragraph><paragraph id="id84d6ca9a-1ef6-441b-8b09-f390b469a2bc"><enum>(3)</enum><text>To fund advertising that
				features any elected official, person seeking elected office, cabinet level
				official, or other Federal employee employed pursuant to section 213.3301 or
				213.3302 of title 5, Code of Federal Regulations (or any corresponding similar
				regulation or ruling).</text>
								</paragraph><paragraph id="id589e9c2c-3fe4-4dd3-9f11-2675258d712e"><enum>(4)</enum><text>To fund advertising that
				does not contain a primary message intended to educate the public on the issues
				and opportunities described in subsection (b)(5).</text>
								</paragraph><paragraph id="ida69ca095-1f7f-48fc-99b3-05cfb3a59bdd"><enum>(5)</enum><text>To fund advertising that
				solicits contributions from both public and private sources to support the
				national awareness campaign.</text>
								</paragraph></subsection><subsection id="id437b4bd8-a5da-4d40-b006-bcba023f29a9"><enum>(d)</enum><header>Financial and
				performance accountability</header><text>The Secretary shall cause to be
				performed—</text>
								<paragraph id="id2a5b6135-3d96-4ab8-a3e4-9eeb5ae7a1d0"><enum>(1)</enum><text>audits and examinations
				of records, relating to the costs of the national awareness campaign, pursuant
				to section 304C of the Federal Property and Administrative Services Act of 1949
				(41 U.S.C. 254d); and</text>
								</paragraph><paragraph id="id722ec79a-0cac-48dc-b1ee-c12671479f33"><enum>(2)</enum><text>audits to determine
				whether the costs of the national awareness campaign are allowable under
				section 306 of such Act (41 U.S.C. 256).</text>
								</paragraph></subsection><subsection id="idd42b9509-24db-4321-af71-6e7d0e42aafa"><enum>(e)</enum><header>Report</header><text>The
				Secretary shall include in each report submitted under section 382(a) a summary
				of information about the national awareness campaign that describes—</text>
								<paragraph id="id82290a46-e7b5-4747-bb30-e4c60f125cba"><enum>(1)</enum><text>the strategy of the
				national awareness campaign and whether specific objectives of the campaign
				were accomplished;</text>
								</paragraph><paragraph id="id1ceef8d6-23e6-48d7-ace7-3a6662cdfef1"><enum>(2)</enum><text>steps taken to ensure
				that the national awareness campaign operated in an effective and efficient
				manner consistent with the overall strategy and focus of the national awareness
				campaign; and</text>
								</paragraph><paragraph id="id7212f7d9-d4b7-4e8f-a0dc-a5c381eb39c7"><enum>(3)</enum><text>all grants or contracts
				entered into with a corporation, partnership, or individual working on the
				national awareness
				campaign.</text>
								</paragraph></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block>

			 standards</header><text display-inline="no-display-inline">Part G of the
			 Runaway and Homeless Youth Act (42 U.S.C. 5714a et seq.), as redesignated by
			 section 8, is amended by inserting after section 386 the following:</text>

				enactment of the <short-title>Runaway and Homeless Youth
				Protection Act</short-title>, the Secretary shall issue rules that specify
				performance standards for public and nonprofit private entities that receive
				grants under sections 311, 321, and 351.</text>
					</subsection><subsection id="idb2dafb49-df6c-4958-a0a1-4129afff3aa8"><enum>(b)</enum><header>Consultation</header><text>The
				Secretary shall consult with representatives of public and nonprofit private
				entities that receive grants under this title, including statewide and regional
				nonprofit organizations (including combinations of such organizations) that
				receive grants under this title, and national nonprofit organizations concerned
				with youth homelessness, in developing the performance standards required by
				subsection (a).</text>
					</subsection><subsection id="id05a0ee9d-52bf-4331-8643-b6c151655201"><enum>(c)</enum><header>Implementation of
				performance standards</header><text display-inline="yes-display-inline">The
				Secretary shall integrate the performance standards into the processes of the
				Department of Health and Human Services for grantmaking, monitoring, and
				evaluation for programs under parts A, B, and
				E.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section changed="added" committee-id="SSJU00" id="idBE3110707BEB4DA4B28F3E02457CAC7D" reported-display-style="italic"><enum>11.</enum><header>Government
			 Accountability Office study and report</header>
			<subsection id="idB020E49D13274288AE3791E18307B6CC"><enum>(a)</enum><header>Study</header>
				<paragraph id="id5CB9AA6814DE44D59AC98F25A323C9AE"><enum>(1)</enum><header>In
			 general</header><text>The Comptroller General of the United States shall
			 conduct a study, including making findings and recommendations, relating to the
			 processes for making grants under parts A, B, and E of the Runaway and Homeless
			 Youth Act (42 U.S.C. 5711 et seq., 5714–1 et seq., 5714–41).</text>
				</paragraph><paragraph id="idF248AA2C084741728DEC01E714A1E1A5"><enum>(2)</enum><header>Subjects</header><text>In
			 particular, the Comptroller General shall study—</text>
					<subparagraph id="id41CB9A52EA904FAF883B6A9DDD9D30D7"><enum>(A)</enum><text>the Secretary’s written
			 responses to and other communications with applicants who do not receive grants
			 under part A, B, or E of such Act, to determine if the information provided in
			 the responses and communications is conveyed clearly;</text>
					</subparagraph><subparagraph id="idEB89ED5765B04F458348C36012609CB4"><enum>(B)</enum><text>the content of the grant
			 applications for the grants, and of other associated documents (including grant
			 announcements), to determine if the applications and other associated documents
			 are presented in a way that gives an applicant a clear understanding of the
			 information that the applicant must provide in each portion of an application
			 to successfully complete it, and a clear understanding of the terminology used
			 throughout the application and other associated documents;</text>
					</subparagraph><subparagraph id="id904BEB71CEC44BB6A36EF957DBC95F68"><enum>(C)</enum><text>the peer review process
			 for applications for the grants, including the selection of peer reviewers, the
			 oversight of the process by staff of the Department of Health and Human
			 Services, and the extent to which such staff make funding determinations based
			 on the comments and scores of the peer reviewers;</text>
					</subparagraph><subparagraph id="id3664D240A9FC4B93A928431F670AE6DE"><enum>(D)</enum><text>the typical timeframe,
			 and the process and responsibilities of such staff, for responding to
			 applicants for the grants, and the efforts made by such staff to communicate
			 with the applicants when funding decisions or funding for the grants is
			 delayed, such as when funding is delayed due to funding of a program through
			 appropriations made under a continuing resolution; and</text>
					</subparagraph><subparagraph id="idF2FB68EB9B9E4FE49C50A4D560095F12"><enum>(E)</enum><text>the plans for
			 implementation of, and the implementation of, where practicable, the technical
			 assistance and training programs carried out under section 342 of the Runaway
			 and Homeless Youth Act (42 U.S.C. 5714–22), and the effect of such programs on
			 the application process for the grants.</text>
					</subparagraph></paragraph></subsection><subsection id="id2111815CE2194C959760D1E2A093B39F"><enum>(b)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Comptroller
			 General shall prepare and submit to the Committee on Education and Labor of the
			 House of Representatives and the Committee on the Judiciary of the Senate a
			 report containing the findings and recommendations resulting from the
			 study.</text>
			</subsection></section><section changed="added" committee-id="SSJU00" id="id7f46d82f-020c-4cb9-85b0-27483132e1a8" reported-display-style="italic"><enum>12.</enum><header>Definitions</header>
			<subsection id="idd89a324b-d2fe-4bc3-a8d5-56c80096e27c"><enum>(a)</enum><header>Homeless
			 youth</header><text>Section 387(3) of the Runaway and Homeless Youth Act (42
			 U.S.C. 5732a(3)) is amended—</text>
				<paragraph id="id986ae03a-ef24-4cf5-920e-2f2370f3872a"><enum>(1)</enum><text>in the matter preceding
			 subparagraph (A), by striking <quote>The</quote> and all that follows through
			 <quote>means</quote> and inserting <quote>The term <term>homeless</term>, used
			 with respect to a youth, means</quote>; and</text>
				</paragraph><paragraph id="id0f4186e8-1e9e-4b4a-a49d-57994b6bb059"><enum>(2)</enum><text>in subparagraph (A)(ii),
			 by striking <quote>not less than 16 years of age</quote> and inserting
			 <quote>not less than 16 years of age and not more than 21 years of age, except
			 that nothing in this clause shall prevent a participant who enters the program
			 carried out under part B prior to reaching 22 years of age from being eligible
			 for the 635-day length of stay authorized by section 322(a)(2);
			 and</quote>.</text>
				</paragraph></subsection><subsection id="id129ad9a3-cd0e-4b48-a136-fedbc5cf628e"><enum>(b)</enum><header>Runaway
			 youth</header><text display-inline="yes-display-inline">Section 387 of the
			 Runaway and Homeless Youth Act (42 U.S.C. 5732a) is amended—</text>
