		<official-title display="yes">To amend the Runaway and Homeless Youth Act
		  to authorize appropriations, and for other purposes.</official-title>

		<section id="id3980543B290E49269EFB62EA44233966" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Reconnecting Homeless Youth Act of 2008</quote>.</text>
		</section><section id="IDbc45eb2dd24544c499d3e81e5560effe"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Section 302 of the Runaway and Homeless
			 Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5701">42 U.S.C. 5701</external-xref>) is amended—</text>
			<paragraph id="ID1e3f89f25e0b46548cff24ed222d33dc"><enum>(1)</enum><text>by redesignating
			 paragraphs (3), (4), and (5) as paragraphs (4), (5), and (6), respectively;
			 and</text>
			</paragraph><paragraph id="ID11fb3140405b44458a83c3d990f6d6c6"><enum>(2)</enum><text>by inserting
			 after paragraph (2) the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDE00711833474533BFFE6C708E7086A6" style="OLC">
					<paragraph id="ID0079fbeb29574f43980a141cb2947d93"><enum>(3)</enum><text>services to such
				young people should be developed and provided using a positive youth
				development approach that ensures a young person a sense of—</text>
						<subparagraph id="ID1e1c60f8f549404caa5cb1c54b800cd2"><enum>(A)</enum><text>safety and
				structure;</text>
						</subparagraph><subparagraph id="ID5bdd8a990af64fb78abfb9111ffe04b1"><enum>(B)</enum><text>belonging and
				membership;</text>
						</subparagraph><subparagraph id="ID4ffad674c35f4e48a0ca9f8f0a2991af"><enum>(C)</enum><text>self-worth and
				social contribution;</text>
						</subparagraph><subparagraph id="IDb0ddd1cfb7f942a29746cf1cee552519"><enum>(D)</enum><text>independence and
				control over one's life; and</text>
						</subparagraph><subparagraph id="IDd933c982f85d4179833efa209ae44033"><enum>(E)</enum><text>closeness in
				interpersonal
				relationships.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="IDcbedfada9d734408ad646aecae88c069"><enum>3.</enum><header>Basic center
			 program</header>
			<subsection id="IDc7984035ecfd499cade56d32da51f497"><enum>(a)</enum><header>Services
			 provided</header><text>Section 311 of the Runaway and Homeless Youth Act (42
			 U.S.C. 5711) is amended—</text>
				<paragraph id="IDe08ecf65101d4af0b6b34a33dd68eb61"><enum>(1)</enum><text>in subsection
			 (a)(2)(B), by striking clause (i) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id2979ECD4B9E44F7FB00C4C212367E85B" style="OLC">
						<clause id="IDdb9b4a25b3bc46fb83e9878cf1a8356c"><enum>(i)</enum><text>safe and
				appropriate shelter provided for not to exceed 21 days;
				and</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID671baad9f3624afdbfff7ab09e1aac57"><enum>(2)</enum><text>in subsection
			 (b)(2)—</text>
					<subparagraph id="id6E3DAA70C95442A38A6FC7031586AF06"><enum>(A)</enum><text>by striking
			 <quote>(2) The</quote> and inserting <quote>(2)(A) Except as provided in
			 subparagraph (B), the</quote>;</text>
					</subparagraph><subparagraph id="IDd032dc2f04734151ab528b8b5b560f57"><enum>(B)</enum><text>by striking
			 <quote>$100,000</quote> and inserting <quote>$200,000</quote>;</text>
					</subparagraph><subparagraph id="IDb37832be9782496698842ab5fd80850e"><enum>(C)</enum><text>by striking
			 <quote>$45,000</quote> and inserting <quote>$70,000</quote>; and</text>
					</subparagraph><subparagraph id="ID030f98d3af5640d8a7ff4334d50f8b57"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id0A908159A8E3459FB077E75461888A39" style="OLC">
							<subparagraph id="id74F35BCE46A54DB3969047C5EB62070E" indent="up2"><enum>(B)</enum><text>For fiscal years 2009 and 2010, the
				amount allotted under paragraph (1) with respect to a State for a fiscal year
				shall be not less than the amount allotted under paragraph (1) with respect to
				such State for fiscal year 2008.</text>
							</subparagraph><subparagraph id="id095E822258EB4EB0991D112F07902841" indent="up2"><enum>(C)</enum><text>Whenever the Secretary determines
				that any part of the amount allotted under paragraph (1) to a State for a
				fiscal year will not be obligated before the end of the fiscal year, the
				Secretary shall reallot such part to the remaining States for obligation for
				the fiscal
				year.</text>
							</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="ID04621183107a4b1c832a7dc34e162c5b"><enum>(b)</enum><header>Eligibility</header><text>Section
			 312(b) of the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5712">42 U.S.C. 5712(b)</external-xref>) is
			 amended—</text>
				<paragraph id="ID2472f77588de47e38776c20fcb995fea"><enum>(1)</enum><text>in paragraph
			 (11), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="IDe6d2bded068444f0a72efc6f659de307"><enum>(2)</enum><text>in paragraph
			 (12), by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="ID7db1c51bdeab4e60ada6091d489bde95"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id869F878839054E15BAA4622E005828D4" style="OLC">
						<paragraph id="ID7adc1d8474294949a467b010dc3ba130"><enum>(13)</enum><text>shall develop an
				adequate emergency preparedness and management
				plan.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="ID6bbfae36951d467981a99082429099e1"><enum>4.</enum><header>Transitional
			 living grant program</header>
			<subsection id="IDe81a3d96ba9940e5a29e2065b2d9d64c"><enum>(a)</enum><header>Eligibility</header><text>Section
			 322(a) of the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-2">42 U.S.C. 5714–2(a)</external-xref>) is
			 amended—</text>
				<paragraph id="IDceade249042048e495ced3b7d94bd850"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
					<subparagraph id="IDe2252e57286d4507b6e96125a98f9481"><enum>(A)</enum><text>by striking
			 <quote>directly or indirectly</quote> and inserting <quote>by grant, agreement,
			 or contract</quote>; and</text>
					</subparagraph><subparagraph id="ID2cf19653ea20401991c306d00bce7e28"><enum>(B)</enum><text>by striking
			 <quote>services</quote> the first place it appears and inserting
			 <quote>provide, by grant, agreement, or contract, services,</quote>;</text>
					</subparagraph></paragraph><paragraph id="IDd679ec16d7204e5aace3307f5501454b"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>a continuous period not to exceed 540 days, except
			 that</quote> and all that follows and inserting the following: <quote>a
			 continuous period not to exceed 540 days, or in exceptional circumstances 635
			 days, except that a youth in a program under this part who has not reached 18
			 years of age on the last day of the 635-day period may, in exceptional
			 circumstances and if otherwise qualified for the program, remain in the program
			 until the youth's 18th birthday;</quote>;</text>
				</paragraph><paragraph id="IDc82a7153d2cf467483097ab32b432450"><enum>(3)</enum><text>in paragraph
			 (14), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="ID427358959977429a81530bf7452a7d4d"><enum>(4)</enum><text>in paragraph
			 (15), by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="ID1c9e1908502f46889386bfe94dc26d7c"><enum>(5)</enum><text>by adding at the
			 end the following:</text>

						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idA44D4862F5B64A4BADD709E41C65B535"><enum>(b)</enum><header>Definitions</header><text>Section
			 322(c) of the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-2">42 U.S.C. 5714–2(c)</external-xref>) is amended
			 by—</text>
				<paragraph id="idF9F7A87927B14435832930216180F92B"><enum>(1)</enum><text>striking
			 <quote>part, the term</quote> and inserting the
			 following:</text>
					<quoted-block display-inline="yes-display-inline" id="id63857EB8C14044608D74139E91ACB5C8" style="OLC">
						<text>part—</text><paragraph id="idD8BF95C9EE3C441BB389125B8C6E52C2"><enum>(1)</enum><text>the
				term</text>
						</paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
				</paragraph><paragraph id="id78B3B2968AE9403A93F690493861BBA5"><enum>(2)</enum><text>striking the
			 period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="id18641BDFD8A543F18CC9604EE2B8E3A4"><enum>(3)</enum><text>adding at the end
			 thereof the following:</text>
					<quoted-block display-inline="no-display-inline" id="idAF6E9DC8455443A3B16EC13231706C27" style="OLC">
						<paragraph id="id905738C33B624C4CB751F87F2707F72D"><enum>(2)</enum><text>the term
				‘exceptional circumstances’ means circumstances in which a youth would benefit
				to an unusual extent from additional time in the
				program.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section commented="no" id="ID3e2b739c17bf49ad9719652bef7ac922"><enum>5.</enum><header>Grants for
			 research evaluation, demonstration, and service projects</header><text display-inline="no-display-inline">Section 343 of the Runaway and Homeless
			 Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-23">42 U.S.C. 5714–23</external-xref>) is amended—</text>
			<paragraph commented="no" id="IDe5150221316142238e490aa78b9238c5"><enum>(1)</enum><text>in subsection
			 (b)—</text>
				<subparagraph commented="no" id="id5FB5CA71A1D34AD889C0A205DBFC2A89"><enum>(A)</enum><text>in the matter
			 preceding paragraph (1), by striking <quote>special consideration</quote> and
			 inserting <quote>priority</quote>;</text>
				</subparagraph><subparagraph commented="no" id="id5787500CDAED4A18A86907BC4624A8A8"><enum>(B)</enum><text>in paragraph
			 (8)—</text>
					<clause commented="no" id="id73FEA12783A24E6787026E892FDB9C66"><enum>(i)</enum><text>by striking
			 <quote>to health</quote> and inserting <quote>to quality health</quote>;</text>
					</clause><clause commented="no" id="idB89129ADE0344E7798E9FC474AB91663"><enum>(ii)</enum><text>by striking
			 <quote>mental health care</quote> and inserting <quote>behavioral health
			 care</quote>; and</text>

			 <quote>and</quote> at the end;</text>
					</clause></subparagraph><subparagraph commented="no" id="id8DADC23DEF8444FB8A322923E1A46C58"><enum>(C)</enum><text>in paragraph (9),
			 by striking the period at the end and inserting <quote>, including access to
			 educational and workforce programs to achieve outcomes such as decreasing
			 secondary school dropout rates, increasing rates of attaining a secondary
			 school diploma or its recognized equivalent, or increasing placement and
			 retention in postsecondary education or advanced workforce training programs;
			 and</quote>; and</text>
				</subparagraph><subparagraph commented="no" id="id48558188F783411DBB75BE2E0CBD23AA"><enum>(D)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idAC9C9C571DC943AFBFB8C084A88C6108" style="OLC">
						<paragraph commented="no" id="id11493595B7604F3DA61912F36F4ED60E"><enum>(10)</enum><text>providing
				programs, including innovative programs, that assist youth in obtaining and
				maintaining safe and stable housing, and which may include programs with
				supportive services that continue after the youth complete the remainder of the
				programs.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph commented="no" id="idEDD5501F8EE147059BC1625328C2959A"><enum>(2)</enum><text>by striking
			 subsection (c) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="idDF9BCBEA369940448E34563D530BBB44" style="OLC">
					<subsection commented="no" id="id5F2FC524544543038960BEC6B2C62E42"><enum>(c)</enum><text>In selecting
				among applicants for grants under subsection (a), the Secretary shall—</text>
						<paragraph commented="no" id="id145EF347E79742F8A75F0C4D60DAD95C"><enum>(1)</enum><text>give priority to
				applicants who have experience working with runaway or homeless youth;
				and</text>
						</paragraph><paragraph commented="no" id="id7DEF6D4725234428883F73EE6BC21709"><enum>(2)</enum><text>ensure that the
				applicants selected—</text>
							<subparagraph commented="no" id="id3CE05E3229FC4C34A1176DF7DA0F6BA8"><enum>(A)</enum><text>represent diverse
				geographic regions of the United States; and</text>
							</subparagraph><subparagraph commented="no" id="idD6BBEA5FB53C4B26BC9D0BCA86413B1B"><enum>(B)</enum><text>carry out
				projects that serve diverse populations of runaway or homeless
				youth.</text>
							</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="ID0ad6b210de1a4018a373c89f425de0ac"><enum>6.</enum><header>Coordinating,
			 training, research, and other activities</header><text display-inline="no-display-inline">Part D of the Runaway and Homeless Youth Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-21">42 U.S.C. 5714–21 et seq.</external-xref>) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="idE1897A78AEE44352AD3AE29DF98C6AFD" style="OLC">
				<section id="id2213EFB157434E22840A514225D76C65"><enum>345.</enum><header>Periodic
				estimate of incidence and prevalence of youth homelessness</header>
					<subsection id="ID4bf825f61936466e863ca6d8dd636ecd"><enum>(a)</enum><header>Periodic
				estimate</header><text>Not later than 2 years after the date of enactment of
				the Reconnecting Homeless Youth Act of 2008, and at 5-year intervals
				thereafter, the Secretary, in consultation with the United States Interagency
				Council on Homelessness, shall prepare and submit to the Committee on Education
				and Labor of the House of Representatives and the Committee on the Judiciary of
				the Senate, and make available to the public, a report—</text>
						<paragraph id="ID65d87932dc71439da2272383f5403850"><enum>(1)</enum><text>by using the best
				quantitative and qualitative social science research methods available,
				containing an estimate of the incidence and prevalence of runaway and homeless
				individuals who are not less than 13 years of age but are less than 26 years of
				age; and</text>
						</paragraph><paragraph id="IDdc9aca03311243439481fa74429a0217"><enum>(2)</enum><text>that includes
				with such estimate an assessment of the characteristics of such
				individuals.</text>
						</paragraph></subsection><subsection id="ID9a7c8ca23f7a4dd9b25841d5a5dc1264"><enum>(b)</enum><header>Content</header><text>The
				report required by subsection (a) shall include—</text>
						<paragraph id="ID2093473243fe4cc9b00937a342d2922f"><enum>(1)</enum><text>the results of
				conducting a survey of, and direct interviews with, a representative sample of
				runaway and homeless individuals who are not less than 13 years of age but are
				less than 26 years of age, to determine past and current—</text>
							<subparagraph id="ID1987966804954a07b9ba9a16ab462e6f"><enum>(A)</enum><text>socioeconomic
				characteristics of such individuals; and</text>
							</subparagraph><subparagraph id="IDd52263d6af6449c1b19a472db2aee1ad"><enum>(B)</enum><text>barriers to such
				individuals obtaining—</text>
								<clause id="ID920d0f5d0f6a4faaa3c19c2250d080e6"><enum>(i)</enum><text>safe, quality,
				and affordable housing;</text>
								</clause><clause id="ID42bb9a582553468da4dff4a8da2f6ec4"><enum>(ii)</enum><text>comprehensive
				and affordable health insurance and health services; and</text>
								</clause><clause id="ID14d31f9b6add4b2cad1b1ef473e01120"><enum>(iii)</enum><text>incomes, public
				benefits, supportive services, and connections to caring adults; and</text>
								</clause></subparagraph></paragraph><paragraph id="IDfec8553509e04920abc5f5f0736d4e02"><enum>(2)</enum><text>such other
				information as the Secretary determines, in consultation with States, units of
				local government, and national nongovernmental organizations concerned with
				homelessness, may be useful.</text>
						</paragraph></subsection><subsection id="ID44b85538240d46d3874f5d94e7ce2c40"><enum>(c)</enum><header>Implementation</header><text>If
				the Secretary enters into any contract with a non-Federal entity for purposes
				of carrying out subsection (a), such entity shall be a nongovernmental
				organization, or an individual, determined by the Secretary to have appropriate
				expertise in quantitative and qualitative social science
				research.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="IDb5ed48e8e8b54ba5bec25fd17020cd56"><enum>7.</enum><header>Sexual abuse
			 prevention program</header><text display-inline="no-display-inline">Section
			 351(b) of the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-41">42 U.S.C. 5714–41(b)</external-xref>) is amended
			 by inserting <quote>public and</quote> after <quote>priority to</quote>.</text>
		</section><section id="ID719c9a3fbdaa4999abf17b81e261e1a2"><enum>8.</enum><header>Performance
			 standards</header><text display-inline="no-display-inline">Part F of the
			 Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714a">42 U.S.C. 5714a et seq.</external-xref>) is amended by
			 inserting after section 386 the following:</text>
			<quoted-block display-inline="no-display-inline" id="idD0A2EF5278204314BBB1807422C63F61" style="OLC">
				<section id="IDbb30130f02e143debdea853a449e9b8d"><enum>386A.</enum><header>Performance
				standards</header>
					<subsection id="ID61737e22c5414710bde4f6943f94bc6f"><enum>(a)</enum><header>Establishment
				of performance standards</header><text>Not later than 1 year after the date of
				enactment of the Reconnecting Homeless Youth Act of 2008, the Secretary shall
				issue rules that specify performance standards for public and nonprofit private
				entities and agencies that receive grants under sections 311, 321, and
				351.</text>
					</subsection><subsection id="ID0fdee19ef2f14c13bc779dc441df72e0"><enum>(b)</enum><header>Consultation</header><text>The
				Secretary shall consult with representatives of public and nonprofit private
				entities and agencies that receive grants under this title, including statewide
				and regional nonprofit organizations (including combinations of such
				organizations) that receive grants under this title, and national nonprofit
				organizations concerned with youth homelessness, in developing the performance
				standards required by subsection (a).</text>
					</subsection><subsection id="ID25fe7c3034814232abf9c8522b9861b9"><enum>(c)</enum><header>Implementation
				of performance standards</header><text display-inline="yes-display-inline">The
				Secretary shall integrate the performance standards into the processes of the
				Department of Health and Human Services for grantmaking, monitoring, and
				evaluation for programs under sections 311, 321, and
				351.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="idBE3110707BEB4DA4B28F3E02457CAC7D"><enum>9.</enum><header>Government
			 Accountability Office study and report</header>
			<subsection id="idB020E49D13274288AE3791E18307B6CC"><enum>(a)</enum><header>Study</header>
				<paragraph id="id5CB9AA6814DE44D59AC98F25A323C9AE"><enum>(1)</enum><header>In
			 general</header><text>The Comptroller General of the United States shall
			 conduct a study, including making findings and recommendations, relating to the
			 processes for making grants under parts A, B, and E of the Runaway and Homeless
			 Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5711">42 U.S.C. 5711 et seq.</external-xref>, 5714–1 et seq., 5714–41).</text>
				</paragraph><paragraph id="idF248AA2C084741728DEC01E714A1E1A5"><enum>(2)</enum><header>Subjects</header><text>In
			 particular, the Comptroller General shall study—</text>
					<subparagraph id="id41CB9A52EA904FAF883B6A9DDD9D30D7"><enum>(A)</enum><text>the Secretary’s
			 written responses to and other communications with applicants who do not
			 receive grants under part A, B, or E of such Act, to determine if the
			 information provided in the responses and communications is conveyed
			 clearly;</text>
					</subparagraph><subparagraph id="idEB89ED5765B04F458348C36012609CB4"><enum>(B)</enum><text>the content and
			 structure of the grant application documents, and of other associated documents
			 (including grant announcements), to determine if the requirements of the
			 applications and other associated documents are presented and structured in a
			 way that gives an applicant a clear understanding of the information that the
			 applicant must provide in each portion of an application to successfully
			 complete it, and a clear understanding of the terminology used throughout the
			 application and other associated documents;</text>
					</subparagraph><subparagraph id="id904BEB71CEC44BB6A36EF957DBC95F68"><enum>(C)</enum><text>the peer review
			 process for applications for the grants, including the selection of peer
			 reviewers, the oversight of the process by staff of the Department of Health
			 and Human Services, and the extent to which such staff make funding
			 determinations based on the comments and scores of the peer reviewers;</text>
					</subparagraph><subparagraph id="id3664D240A9FC4B93A928431F670AE6DE"><enum>(D)</enum><text>the typical
			 timeframe, and the process and responsibilities of such staff, for responding
			 to applicants for the grants, and the efforts made by such staff to communicate
			 with the applicants when funding decisions or funding for the grants is
			 delayed, such as when funding is delayed due to funding of a program through
			 appropriations made under a continuing resolution; and</text>
					</subparagraph><subparagraph id="idF2FB68EB9B9E4FE49C50A4D560095F12"><enum>(E)</enum><text>the plans for
			 implementation of, and the implementation of, where practicable, the technical
			 assistance and training programs carried out under section 342 of the Runaway
			 and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5714-22">42 U.S.C. 5714–22</external-xref>), and the effect of such programs on
			 the application process for the grants.</text>
					</subparagraph></paragraph></subsection><subsection id="id2111815CE2194C959760D1E2A093B39F"><enum>(b)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Comptroller
			 General shall prepare and submit to the Committee on Education and Labor of the
			 House of Representatives and the Committee on the Judiciary of the Senate a
			 report containing the findings and recommendations resulting from the
			 study.</text>
			</subsection></section><section id="IDc87416539c2f45a99d48d5215c9b6a7d"><enum>10.</enum><header>Definitions</header>
			<subsection id="ID02e790ab0567403ea9d337939edb87b5"><enum>(a)</enum><header>Homeless
			 youth</header><text>Section 387(3) of the Runaway and Homeless Youth Act (42
			 U.S.C. 5732a(3)) is amended—</text>
				<paragraph commented="no" id="id9B9BC931EBF541C0918490EE814FB680"><enum>(1)</enum><text>in the matter
			 preceding subparagraph (A), by striking <quote>The</quote> and all that follows
			 through <quote>means</quote> and inserting <quote>The term
			 <term>homeless</term>, used with respect to a youth, means</quote>; and</text>
				</paragraph><paragraph id="H66BAB364D04949E4A9165CC5E42CF8BA"><enum>(2)</enum><text>in subparagraph
			 (A)—</text>
					<subparagraph id="H0CD8EB278BD94506814FC82BB83693C6"><enum>(A)</enum><text>in clause
			 (i)—</text>
						<clause id="H6978A6A4BD4C477A87CA67E5A701135"><enum>(i)</enum><text>by
			 striking <quote>not more than</quote> each place it appears and inserting
			 <quote>less than</quote>; and</text>
						</clause><clause id="HD2FE70501D464DE396A68400807E4600"><enum>(ii)</enum><text>by
			 inserting after <quote>age</quote> the last place it appears the following:
			 <quote>, or is less than a higher maximum age if the State where the center is
			 located has an applicable State or local law (including a regulation) that
			 permits such higher maximum age in compliance with licensure requirements for
			 child-and youth-serving facilities</quote>; and</text>
						</clause></subparagraph><subparagraph id="id3C2959EAB84346EA8473086EBB5659D9"><enum>(B)</enum><text>in clause (ii),
			 by striking <quote>age;</quote> and inserting the
			 following:</text>
						<quoted-block display-inline="yes-display-inline" id="id4D656AB33840446DB440069335C30D96" style="OLC">
							<text>age and
			 either—</text><subclause id="id908713A1446B422BA3C17FC2A9919012"><enum>(I)</enum><text>less than 22
				years of age; or</text>
							</subclause><subclause commented="no" display-inline="no-display-inline" id="H50AED19F05C94FF685BBCEAD6494244B"><enum>(II)</enum><text display-inline="yes-display-inline">not less than 22 years of age, as of the
				expiration of the maximum period of stay permitted under section 322(a)(2) if
				such individual commences such stay before reaching 22 years of
				age;</text>
							</subclause><after-quoted-block>. </after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="id41984B13498B4A33A2032402E13AD9B2"><enum>(b)</enum><header>Runaway
			 youth</header><text display-inline="yes-display-inline">Section 387 of the
			 Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5732a">42 U.S.C. 5732a</external-xref>) is amended—</text>
				<paragraph id="ID3b920ba78cd64043bea28a3d1d43c158"><enum>(1)</enum><text>by redesignating
			 paragraphs (4), (5), (6), and (7) as paragraphs (5), (6), (7), and (8),
			 respectively; and</text>
				</paragraph><paragraph id="IDbcfcf320aad948f4ad713b8df70ce04a"><enum>(2)</enum><text>by inserting
			 after paragraph (3) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id01FC9F08F0734B2480F2B664A59438D1" style="OLC">
						<paragraph id="ID1da3daa9d1ea49f792ec443bd9105381"><enum>(4)</enum><header>Runaway
				youth</header><text>The term <term>runaway</term>, used with respect to a
				youth, means an individual who is less than 18 years of age and who absents
				himself or herself from home or a place of legal residence without the
				permission of a parent or legal
				guardian.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="ID215b63d6f68d421184aaea4e1daf542e"><enum>11.</enum><header>Authorization
			 of appropriations</header><text display-inline="no-display-inline">Section
			 388(a) of the Runaway and Homeless Youth Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5751">42 U.S.C. 5751(a)</external-xref>) is
			 amended—</text>
			<paragraph id="IDc6b0bac9383242cdb6eb1e7ad604555c"><enum>(1)</enum><text>in paragraph
			 (1)—</text>
				<subparagraph id="id5992753AF44B45A4BE7C68EC05BC6331"><enum>(A)</enum><text>by striking
			 <quote>is authorized</quote> and inserting <quote>are
			 authorized</quote>;</text>
				</subparagraph><subparagraph id="IDc27de159441845aabf588d172624681b"><enum>(B)</enum><text>by striking
			 <quote>part E) $105,000,000 for fiscal year 2004</quote> and inserting
			 <quote>section 345 and part E) $140,000,000 for fiscal year 2009</quote>;
			 and</text>
				</subparagraph><subparagraph id="ID0801fc0c6fe24d2f8ea0600d849d0cef"><enum>(C)</enum><text>by striking
			 <quote>2005, 2006, 2007, and 2008</quote> and inserting <quote>2010, 2011,
			 2012, and 2013</quote>;</text>
				</subparagraph></paragraph><paragraph id="idCAFB50D876C34660BB6984DE16C2FAC7"><enum>(2)</enum><text>in paragraph
			 (3)—</text>
