			</subsection></section><section id="id0CEC28C3523B4E9894BE7B22C34835C5"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="idD37BF81D76404D298F528A7A6B5538B9"><enum>(1)</enum><header>Administrator</header><text>The
			 term <term>Administrator</term> means the Administrator of the Environmental
			 Protection Agency.</text>
			</paragraph><paragraph id="id9E61D8216A9E49E88FB6C7333F2F7477"><enum>(2)</enum><header>Biomass</header><text>The
			 term <term>biomass</term> has the meaning given the term <term>renewable
			 biomass</term> in section 211(o)(1) of the Clean Air Act (42 U.S.C.
			 7545(o)(1)).</text>
			</paragraph><paragraph id="ID5b63e241342b4b5c898826a3cf2c1643"><enum>(3)</enum><header>Environmentally
			 protective</header><text>The term <term>environmentally protective</term>
			 means, with respect to technology, technology that—</text>
				<subparagraph id="idBB44686B33D64E269284E302DF3A9098"><enum>(A)</enum><text>is most likely to
			 result in the least impact to land, forests, water quantity and quality, air
			 quality, and wildlife habitat; and</text>
				</subparagraph><subparagraph id="id08317324FC194437A798DADB06440C9B"><enum>(B)</enum><text>possesses the
			 highest potential for long-term sustained production of green energy.</text>
				</subparagraph></paragraph><paragraph id="ID0949015f24e1404ab95e29ee8862e0e5"><enum>(4)</enum><header>Green
			 energy</header>
				<subparagraph id="id79D325E819BA4D14AE10838FFE59FDB8"><enum>(A)</enum><header>In
			 general</header><text>The term <term>green energy</term> has the meaning given
			 the term <term>renewable energy</term>.</text>
				</subparagraph><subparagraph id="id3A19DA19964C47ECAAEAC2E7818BBBEA"><enum>(B)</enum><header>Inclusion</header><text>The
			 term <term>green energy</term> includes energy derived from coal produced in a
			 manner that—</text>
					<clause id="id7FB3184678204DFE921A4D14DA0C6BAC"><enum>(i)</enum><text>sequesters carbon
			 from carbon dioxide emissions at a minimum 85 percent capture rate on an annual
			 basis; and</text>
					</clause><clause id="id64503CD9A9D64AC3823689E790813391"><enum>(ii)</enum><text>complies with
			 section 1421(d) of the Safe Drinking Water Act (42 U.S.C. 300h(d)).</text>
					</clause></subparagraph></paragraph><paragraph id="ID3989D091D7F44BB1A0C2A582B0AFAA12"><enum>(5)</enum><header>Institution of
			 higher education</header><text>The term <term>institution of higher
			 education</term> has the meaning given the term in section 101 of the
			 <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (20
			 U.S.C. 1001)).</text>
			</paragraph><paragraph id="id8ACC8A481BF44AB487719B076EB9C927"><enum>(6)</enum><header>Renewable
			 energy</header><text>The term <term>renewable energy</term> means electric
			 energy generated at a facility (including a distributed generation facility)
			 from solar, wind, fuel cells, biomass, geothermal, ocean energy, or landfill
			 gas.</text>
			</paragraph><paragraph id="idFA1C23E816D643A2B43F3D1D55339A95"><enum>(7)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of Energy.</text>
			</paragraph><paragraph id="idCFC11F98BBF746CAAE0213FF09AB7057"><enum>(8)</enum><header>Target
			 area</header><text>The term <term>target area</term> means—</text>
				<subparagraph id="id183E2F55B61A49AFB7EA3D941768901F"><enum>(A)</enum><text>an area that has
			 experienced a significant loss of manufacturing employment;</text>
				</subparagraph><subparagraph id="id2D250E6830D74424ACFC734AD158DBBB"><enum>(B)</enum><text>an area with a
			 large manufacturing capacity;</text>
				</subparagraph><subparagraph id="id20EDE00EA8EE4C55986570D9FB3783DA"><enum>(C)</enum><text>an area with an
			 unemployment rate that is higher than the national average unemployment rate;
			 and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7DEEF550679443119E3E6384772214E6"><enum>(D)</enum><text>priority for an
			 area that includes a brownfield site (as defined in section 101 of the
			 <act-name parsable-cite="CERCL">Comprehensive Environmental Response,
			 Compensation, and Liability Act of 1980</act-name> (42 U.S.C. 9601)).</text>
				</subparagraph></paragraph></section><section id="idE728CC66B3D14AF9B856B86813407202"><enum>3.</enum><header>Establishment of
			 program</header><text display-inline="no-display-inline">The Secretary shall
			 establish a green technology investment program to develop high-tech green
			 research capabilities, promote green innovation and green energy investment,
			 and increase scientific knowledge that may reveal the basis for new or enhanced
			 products, equipment, or processes, in target areas by—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="idDD527FB4E6D44D8CA3EF467254C03005"><enum>(1)</enum><text>assisting in the
			 research and development of projects that design, create, or formulate new or
			 enhanced products, equipment, or processes;</text>
			</paragraph><paragraph id="IDb69dfb2b7579478b822b72a4f5e6f366"><enum>(2)</enum><text>expanding and
			 supporting world-class research facilities;</text>
			</paragraph><paragraph id="IDdd0511da65804214923bb9278ea77740"><enum>(3)</enum><text>supporting
			 capital formation and the development of innovative products; and</text>
			</paragraph><paragraph id="ID8be8f6fa52e148a1bfb18ed1768e602f"><enum>(4)</enum><text>financing
			 advanced manufacturing technologies to help new and existing industries become
			 more productive, more environmentally protective, and carbon-neutral.</text>
			</paragraph></section><section id="id7BE981BD128841A397B678A666D17A19"><enum>4.</enum><header>Green Technology
			 Investment Corporation</header>
			<subsection id="IDda4f56e84c88495c91887b21d885e887"><enum>(a)</enum><header>Establishment</header>
				<paragraph id="id7EB5B43DE9E44E6FABA71D69D9004533"><enum>(1)</enum><header>In
			 general</header><text>There is established in the Department of Energy a
			 corporation to be known as the <term>Green Technology Investment
			 Corporation</term>.</text>
				</paragraph><paragraph id="ID72f9445a9ee047f3a44b0daa05d6699b"><enum>(2)</enum><header>Meetings</header><text>The
			 Corporation shall meet at least 4 times during each fiscal year.</text>
				</paragraph><paragraph id="id0BB34C1845C34962A9ABD66969688532"><enum>(3)</enum><header>Rules for
			 Corporation business</header><text>Not later than 1 year after the date of
			 enactment of this Act, the Corporation shall establish rules for the conduct of
			 business of the Corporation.</text>
				</paragraph><paragraph id="idBD8FF185DD9648BD90B718676E13765F"><enum>(4)</enum><header>Applicable
			 authority</header><text>The Corporation shall be subject to—</text>
					<subparagraph id="id92BDE8BC71124B13A8A54E8DD0347F11"><enum>(A)</enum><text>subchapter II of
			 chapter 5, and chapter 7, of title 5, United States Code (commonly known as the
			 <quote>Administrative Procedure Act</quote>); and</text>
					</subparagraph><subparagraph id="id1A4ADBE5C5964797B19CA727D95AF475"><enum>(B)</enum><text>all other Federal
			 law applicable to quasi-autonomous agencies within the Department of
			 Energy.</text>
					</subparagraph></paragraph><paragraph id="ID949f5ca5d5af43f2bc738d9c77692d3c"><enum>(5)</enum><header>Administrative
			 costs</header><text>The Secretary shall—</text>
					<subparagraph id="idB28F5F0844944394AE361CB7046BA094"><enum>(A)</enum><text>be responsible
			 for paying all administrative costs of the Corporation; and</text>
					</subparagraph><subparagraph id="ID96ae0c0e4ed149bc8e06e3c553486239"><enum>(B)</enum><text>in conjunction
			 with the Board of Directors of the Corporation, take every reasonable action to
			 reduce and minimize administrative costs of carrying out this section and the
			 program.</text>
					</subparagraph></paragraph></subsection><subsection id="idA275E10E00C3416FBE7364ECC9ADBB4B"><enum>(b)</enum><header>Board of
			 Directors</header>
				<paragraph id="id8081FEC8717C4992805900B24C27F36E"><enum>(1)</enum><header>In
			 general</header><text>The Board of Directors of the Corporation shall consist
			 of 7 members, appointed by the President, by and with the advice and consent of
			 the Senate, who are—</text>
					<subparagraph id="id2D9DB253823346188083D7D2061C2E16"><enum>(A)</enum><text>leaders from
			 industry, labor, academia, government, and nongovernment organizations;
			 and</text>
					</subparagraph><subparagraph id="idB16CEB9B4E494F3385775C817DB12B43"><enum>(B)</enum><text>selected based on
			 having the necessary expertise—</text>
						<clause id="id611227EF2B4140F88A087468701E3262"><enum>(i)</enum><text>to
			 build world-class applied research capability;</text>
						</clause><clause id="idD3374CADAF8C4C5E878DF73BE783D4ED"><enum>(ii)</enum><text>to
			 assist entrepreneurial innovators in accelerating formation and attraction of
			 technology-based businesses;</text>
						</clause><clause id="id60C9B70F78594F48B0BE9F6FC6B5227B"><enum>(iii)</enum><text>to create
			 product innovation;</text>
						</clause><clause commented="no" display-inline="no-display-inline" id="id396DF1141C6140A59CFCD9B914FD6322"><enum>(iv)</enum><text>to market the
			 manufacturing competitiveness of the United States;</text>
						</clause><clause id="IDd619d0b4677448948b0d8aa373ca5e27"><enum>(v)</enum><text>to
			 create domestic jobs and skills development opportunities in emerging domestic
			 markets; and</text>
						</clause><clause id="ID93abab5d1ba6497cb13dccb55bbc5ff0"><enum>(vi)</enum><text>to
			 evaluate and advise on environmental sustainability and climate change.</text>
						</clause></subparagraph></paragraph><paragraph id="id9174A31DF0694D9A8349F217B20FDEEC"><enum>(2)</enum><header>Chairperson</header><text>The
			 President shall appoint, by and with the advice and consent of the Senate, 1
			 member of the Board of Directors to serve as Chairperson</text>
				</paragraph></subsection><subsection id="IDe134941679994440b252cafccc769f17"><enum>(c)</enum><header>Term of
			 service</header>
				<paragraph id="id63FC9F9902C748E7BEAC6B73A57EEE80"><enum>(1)</enum><header>In
			 general</header><text>Each member of the Board of Directors shall be appointed
			 for a term of 5 years.</text>
				</paragraph><paragraph id="idBEBB4DDE3F2E4EF4B1A4990856150EC1"><enum>(2)</enum><header>Additional
			 terms</header><text>The President may appoint, by and with the advice and
			 consent of the Senate, a member of the Board to serve additional terms of
			 service.</text>
				</paragraph></subsection><subsection id="id473E69EC4B52460687483B88BBB13EA1"><enum>(d)</enum><header>Responsibilities</header><text>The
			 Corporation shall allocate funds, provide grants, and carry out programs under
			 section 6, for all phases of technology commercialization, in accordance with
			 this Act.</text>
			</subsection></section><section id="idFF0C96C963F242C286D219CD1600B788"><enum>5.</enum><header>Green Technology
			 Investment Fund</header>
			<subsection id="IDB87E6EB3E15A423C9459B522069F2D1F"><enum>(a)</enum><header>Establishment</header><text>There
			 is established in the Treasury of the United States a fund, to be known as the
			 <quote>Green Technology Investment Fund</quote> (referred to in this section as
			 the <term>Fund</term>), consisting of such amounts as are appropriated to the
			 Fund under section 10.</text>
			</subsection><subsection id="ID72CBA45BD1F440E4B3F4FD55F33AAC30"><enum>(b)</enum><header>Expenditures
			 from Fund</header>
				<paragraph id="ID1475BB464CDB4E84B16FFDF76CB44B9B"><enum>(1)</enum><header>In
			 general</header><text>Subject to paragraph (2), on request by the Corporation,
			 the Secretary of the Treasury shall transfer from the Fund to the Corporation
			 such amounts as the Corporation determines are necessary to provide grants,
			 loans, and other assistance, and otherwise carry out programs, under this Act
			 (other than section 8).</text>
				</paragraph><paragraph id="ID9724CABDFFA844AE9AEFD47A75CBECA6"><enum>(2)</enum><header>Administrative
			 expenses</header><text>An amount not exceeding 10 percent of the amounts in the
			 Fund shall be available for each fiscal year to pay the administrative expenses
			 necessary to carry out this Act.</text>
				</paragraph></subsection><subsection id="ID990781DF86FA4B5A8ADACB8C3C4C49B3"><enum>(c)</enum><header>Transfers of
			 amounts</header>
				<paragraph id="IDEA15210E59234B4AB0176880E4E2B3F6"><enum>(1)</enum><header>In
			 general</header><text>The amounts required to be transferred to the Fund under
			 this section shall be transferred at least monthly from the general fund of the
			 Treasury to the Fund on the basis of estimates made by the Secretary of the
			 Treasury.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCF3824F211E742E7A61FAAF06623B01E"><enum>(2)</enum><header>Adjustments</header><text>Proper
			 adjustment shall be made in amounts subsequently transferred to the extent
			 prior estimates were in excess of or less than the amounts required to be
			 transferred.</text>
				</paragraph></subsection></section><section id="id786C62888E5048B2B9EBEBDFD6FD4460"><enum>6.</enum><header>Component
			 programs</header>
			<subsection id="ID75e41b1d75524859a85faf9cd6d371de"><enum>(a)</enum><header>Green
			 development loans</header><text>The Corporation shall establish and carry out a
			 loan program to carry out the purposes described in section 3 (including
			 conducting, or providing for the conduct of, scientific or technological
			 inquiry and experimentation in the physical sciences).</text>
			</subsection><subsection id="ID31e381f63765470180ed452e9536ba99"><enum>(b)</enum><header>Green markets
			 program</header><text>The Corporation shall establish and carry out a grant
			 program—</text>
				<paragraph id="IDdf6182e5fd4245d9a3815d5a8335f70e"><enum>(1)</enum><text>to assist
			 entities, including entities that are not eligible for small business
			 innovative research funding, to receive grants to commercialize green energy
			 products; and</text>
				</paragraph><paragraph id="ID0bf55a6b159649b2a777f93f6d327a8d"><enum>(2)</enum><text>to assist small
			 and medium-sized businesses with funding to acquire, renovate, or construct
			 facilities or purchase of equipment for—</text>
					<subparagraph id="ID203bf930f0304040b4ada2e9d8a5d10f"><enum>(A)</enum><text>research
			 programs;</text>
					</subparagraph><subparagraph id="ID6db90e8a4727473d9de24dfefb6c0167"><enum>(B)</enum><text>technology
			 development;</text>
					</subparagraph><subparagraph id="IDf209d48b802e4cd190dc37294ed64ab1"><enum>(C)</enum><text>product
			 development; and</text>
					</subparagraph><subparagraph id="IDea2657380eb542ae950cb5ee897ada03"><enum>(D)</enum><text>commercialization
			 programs.</text>
					</subparagraph></paragraph></subsection><subsection id="ID1cd4f9ded9ca4fdf938a16decab5d2ef"><enum>(c)</enum><header>Green
			 redevelopment, opportunity, and workforce grants</header><text>The Corporation
			 shall establish and carry out a grant program—</text>
				<paragraph id="ID73eed9a60d60477cb5ce5301272d9bed"><enum>(1)</enum><text>to assist small
			 and medium-sized businesses in accelerating new product development and
			 commercialization of technology products;</text>
				</paragraph><paragraph id="ID1326b2a39c644e439eb0460aaa2d4a06"><enum>(2)</enum><text>to assist small
			 and medium-sized businesses in capitalizing on early-stage investment,
			 particularly those businesses that provide evidence of a capability to meet a
			 green marketplace need;</text>
				</paragraph><paragraph id="ID47d662edf9ac4087a54ba6d54fdd3425"><enum>(3)</enum><text>to create and
			 maintain jobs within the United States;</text>
				</paragraph><paragraph id="ID1417fb3293cf4ce7af3efcd2df7bc572"><enum>(4)</enum><text>to assist local
			 governments in improving infrastructure for related businesses in accordance
			 with this section;</text>
				</paragraph><paragraph id="ID60ca7ccfe570494eb0f0ea92eb371948"><enum>(5)</enum><text>to seek and
			 develop innovative ways of assisting businesses and communities in achieving
			 the goals of this Act;</text>
				</paragraph><paragraph id="IDd3a49354082a40d59eefbcbd09654205"><enum>(6)</enum><text>to redeploy
			 underused manufacturing capacity;</text>
				</paragraph><paragraph id="ID988bf954bd88424aad87ea6a2b0a97f8"><enum>(7)</enum><text>to capitalize on
			 export opportunities;</text>
				</paragraph><paragraph id="ID63efe59916644484bf5ddfa365ecd985"><enum>(8)</enum><text>to revitalize
			 depressed manufacturing communities; and</text>
				</paragraph><paragraph id="ID74a96380f8544e258815a0cd8c989a9e"><enum>(9)</enum><text>to search for and
			 develop innovative ways to design environmentally protective technologies and
			 best practices and demonstrate commercial green energy production.</text>
				</paragraph></subsection><subsection id="ID19aaebd6af514e71a682cbf5194685f6"><enum>(d)</enum><header>Green energy
			 manufacturing loans</header><text>The Corporation shall establish a program to
			 encourage financial institutions approved by the Corporation to make loans to
			 for-profit or nonprofit small businesses that are having difficulty obtaining
			 business loans through conventional underwriting standards.</text>
			</subsection><subsection id="IDffd01832ed114a9d84f832428a09b869"><enum>(e)</enum><header>Green energy
			 community pilot program</header>
				<paragraph id="id437DB51F85D9473EB0751AEAC1535856"><enum>(1)</enum><header>In
			 general</header><text>The Corporation shall establish a pilot program under
			 which the Corporation shall provide grants to 5 green energy communities
			 designated by the Corporation to assist the communities—</text>
					<subparagraph id="ID9dd4e1d4292141c0a88f69f383453e8c"><enum>(A)</enum><text>to establish
			 models for green energy communities;</text>
					</subparagraph><subparagraph id="ID5adee862bf9d4741a0fef7ced431e571"><enum>(B)</enum><text>to reduce the
			 traditional energy consumption of the communities by using more green energy
			 and reducing energy consumption through innovative efficiency programs;
			 and</text>
					</subparagraph><subparagraph id="IDf3925a58162a485597564ca624fd7072"><enum>(C)</enum><text>to lower energy
			 costs for consumers and local government organizations.</text>
					</subparagraph></paragraph><paragraph commented="no" id="ID08d3d8f9aebd4772b22847e3a2505875"><enum>(2)</enum><header>Eligibility</header><text>To
			 be eligible for designation as a green energy community under this subsection,
			 a community shall be a target area.</text>
				</paragraph><paragraph commented="no" id="IDd05d6933a85a40788edae94e082eb41b"><enum>(3)</enum><header>Duration</header>
					<subparagraph commented="no" id="idBE3C41BC847D4DAD811FFFFCD1063AF6"><enum>(A)</enum><header>In
			 general</header><text>The Corporation shall make grants to green energy
			 communities designated under this subsection for a term of 10 years.</text>
					</subparagraph><subparagraph commented="no" id="id8B0BF8A9E5A44DF69FACC72F2D21BCAB"><enum>(B)</enum><header>Renewal</header><text>Grants
			 made to a green energy community under this subsection may be renewed for
			 additional 10-year terms if the community continues to meet the eligibility
			 requirements of paragraph (2).</text>
					</subparagraph></paragraph></subsection><subsection id="id196F15BEB73B45278D14C04F423C26EC"><enum>(f)</enum><header>Green energy
			 institution of higher education pilot program</header>
				<paragraph id="idC5347AF82B4D40D6A6F69055832E7BD6"><enum>(1)</enum><header>In
			 general</header><text>The Corporation shall establish a pilot program under
			 which the Corporation shall provide grants to 5 green energy institutions of
			 higher education designated by the Corporation to assist the institutions of
			 higher education—</text>
					<subparagraph id="idDB30A22A453E4B079D8AEE4EC749F7B2"><enum>(A)</enum><text>to establish
			 models for green energy institutions of higher education;</text>
					</subparagraph><subparagraph id="id8E956841AF6D41ED86100C0F92481060"><enum>(B)</enum><text>to reduce the
			 traditional energy consumption of the institutions of higher education by using
			 more green energy and reducing energy consumption through innovative efficiency
			 programs; and</text>
					</subparagraph><subparagraph id="idC259FAFCFF974DAE86F83AE9BBD9BCB9"><enum>(C)</enum><text>to lower energy
			 costs for the institutions of higher education and students.</text>
					</subparagraph></paragraph><paragraph commented="no" id="id4648CAFD59B145269319D286F5A74AF0"><enum>(2)</enum><header>Eligibility</header><text>To
			 be eligible for designation as a green energy institution of higher education
			 under this subsection, an institution of higher education shall be located in a
			 target area.</text>
				</paragraph><paragraph commented="no" id="idB36AD360D7A5493B951007DFC2FC8BBD"><enum>(3)</enum><header>Duration</header><text>The
			 Corporation shall make grants to green energy institutions of higher education
			 designated under this subsection for a term of 10 years.</text>
				</paragraph></subsection><subsection id="id1DF501533A4144EA854220558FC659DC"><enum>(g)</enum><header>National Guard
			 base green energy grant pilot program</header>
				<paragraph id="id5A57F05DCEDE486BB40C1BCD4743ACA3"><enum>(1)</enum><header>In
			 general</header><text>The Corporation shall establish a pilot program under
			 which the Corporation shall provide grants to 5 States for green energy
			 National Guard bases designated by the Corporation to assist the National Guard
			 bases in those States—</text>
					<subparagraph id="id624589F3F89B4FBEB1B28DD6DA629216"><enum>(A)</enum><text>to establish
			 models for green energy National Guard bases;</text>
					</subparagraph><subparagraph id="id28C98E3290DD4C06AAFD1AD9EF6F7217"><enum>(B)</enum><text>to reduce the
			 traditional energy consumption of the National Guard bases by using more green
			 energy and reducing energy consumption through innovative efficiency programs;
			 and</text>
					</subparagraph><subparagraph id="idDA664E576DBB4AFCADC1BC99FFEC0507"><enum>(C)</enum><text>to lower energy
			 costs for the National Guard and States.</text>
					</subparagraph></paragraph><paragraph commented="no" id="id2BAA18B9C7914F47B189E6AB7202BD43"><enum>(2)</enum><header>Eligibility</header><text>To
			 be eligible for designation as a green energy National Guard base under this
			 subsection, a National Guard base shall be located in a target area.</text>
				</paragraph><paragraph commented="no" id="idDEE9031955D24E7CB309AF7C32DF9D69"><enum>(3)</enum><header>Duration</header><text>The
			 Corporation shall make grants to green energy National Guard bases designated
			 under this subsection for a term of 10 years.</text>
				</paragraph></subsection><subsection id="ID29cffce7a2834206aef778173c91e998"><enum>(h)</enum><header>Green energy
			 technology internship program</header>
				<paragraph id="idDE543272960E47B2B16ADA2751932ECF"><enum>(1)</enum><header>In
			 general</header><text>The Corporation shall establish a green energy technology
			 internship program under which—</text>
					<subparagraph id="idF75F0350B1D84461B3DA99FBF2F1CBB9"><enum>(A)</enum><text>students and
			 educators at colleges and universities in the United States are paired with
			 businesses of all sizes in the United States; and</text>
					</subparagraph><subparagraph id="ID34233037dae34533990ae004bcaaf3d9"><enum>(B)</enum><text>those businesses
			 are encouraged—</text>
						<clause id="idCB08A33353BE4509996D19AEE9EC066F"><enum>(i)</enum><text>to
			 develop cutting-edge, high-tech skills in participating students; and</text>
						</clause><clause id="idF72BD015ABDD43E1AB7F33DEE2A98494"><enum>(ii)</enum><text>to
			 ultimately offer full-time employment to those students after
			 graduation.</text>
						</clause></subparagraph></paragraph><paragraph id="ID5d0da54f852d4080beca66cee8eae165"><enum>(2)</enum><header>Goal</header><text>The
			 Corporation shall establish as a goal for the green energy technology
			 internship program the reimbursement by the Corporation, of not more than the
			 greater of 50 percent or $5,000 of the wages paid to a participating student or
			 educator, on the condition that, in the case of a participating student, the
			 business strives for the possibility of full-time employment of the student
			 after graduation.</text>
				</paragraph><paragraph id="IDec6f9fd6a5f147e3b602c2f50a51476f"><enum>(3)</enum><header>Requirements</header><text>The
			 Corporation shall establish requirements for participation in the green energy
			 technology internship program, including requirements relating to—</text>
					<subparagraph id="id65D9B829283A415EA34B4186AB0B0FB8"><enum>(A)</enum><text>the eligibility
			 of students, educators, and businesses to participate in the program;
			 and</text>
					</subparagraph><subparagraph id="idCDDED1F0A3504B9D9725E5F19BFBACCF"><enum>(B)</enum><text>application
			 contents and procedures.</text>
					</subparagraph></paragraph></subsection><subsection id="IDa330fa31161245b99cf6a139cd20dd68"><enum>(i)</enum><header>Green energy
			 technology apprenticeship program</header>
				<paragraph id="IDef378651a87f4edf925b9ceb40863913"><enum>(1)</enum><header>In
			 general</header><text>The Corporation shall establish a green energy technology
			 apprenticeship program under which—</text>
					<subparagraph id="IDe83f967ab37a413f830314390d1df0b9"><enum>(A)</enum><text>apprentices and
			 employers in the United States are paired with businesses of all sizes in the
			 United States; and</text>
					</subparagraph><subparagraph id="ID9ee7d33cafa24b48b6f385c48102f7e7"><enum>(B)</enum><text>those businesses
			 are encouraged—</text>
						<clause id="IDd3fc50fc14934cb2aa949c89a769d0c2"><enum>(i)</enum><text>to
			 develop cutting-edge, high-tech skills in participating students;</text>
						</clause><clause id="ID240465de679b40bd9e2ceefd092068c4"><enum>(ii)</enum><text>to
			 ultimately offer full-time employment to those students after completion;
			 and</text>
						</clause><clause id="ID334855a4cb094c16a26c6119f0ddf8d6"><enum>(iii)</enum><text>to work closely
			 with organized labor.</text>
						</clause></subparagraph></paragraph><paragraph id="IDc2bc5fe124fa4c8dad0cd09e144da4e0"><enum>(2)</enum><header>Goal</header><text>As
			 a goal for the green energy technology apprenticeship program, the Corporation
			 shall, to the maximum extent practicable, provide reimbursement for not more
			 than the higher of 50 percent or $5,000 of the wages paid to a participating
			 apprentice, if the business paired with the apprentice agrees to make every
			 effort to offer full-time employment to the apprentice on the completion of the
			 apprenticeship.</text>
				</paragraph><paragraph id="ID917edbb32f73480e90e15a5931dc87f3"><enum>(3)</enum><header>Requirements</header><text>The
			 Corporation shall establish requirements for participation in the green energy
			 technology apprenticeship program, including requirements relating to—</text>
					<subparagraph id="IDb046b2c4e4634217972c88b304645fa7"><enum>(A)</enum><text>the eligibility
			 of apprentices, organized labor, trades, and businesses to participate in the
			 program;</text>
					</subparagraph><subparagraph id="ID372a10b0dfce4c66b01a2971994cfbf2"><enum>(B)</enum><text>partnerships with
			 organized labor apprenticeship programs; and</text>
					</subparagraph><subparagraph id="IDfa7c660247f8467293a7bc651ebd77ea"><enum>(C)</enum><text>application
			 contents and procedures.</text>
					</subparagraph></paragraph></subsection></section><section id="idB53E3B669C634250B327167DC5C420EA"><enum>7.</enum><header>Criteria for
			 provision of grants, loans, and other assistance</header>
			<subsection id="id406EF7DC583D4D6091F2CBA69062EA11"><enum>(a)</enum><header>Eligible
			 projects</header>
				<paragraph id="id3961B3A004B54579B90A6D7090965EAB"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Corporation shall
			 provide grants, loans, and other assistance in accordance with the programs
			 under section 6 for projects that, as determined by the Corporation—</text>
					<subparagraph id="IDfcc8ea0eaea8418dbe52cbafd315805a"><enum>(A)</enum><text>offer the best
			 technology, research, and commercialization for the United States;</text>
					</subparagraph><subparagraph id="ID0566c92b05534c7ab3dfbdc794014e40"><enum>(B)</enum><text>permit
			 anticipation and action on market opportunities;</text>
					</subparagraph><subparagraph id="ID5eff2b1d1a9d4664baeb0d2081a3e43d"><enum>(C)</enum><text>encourage
			 industry involvement;</text>
					</subparagraph><subparagraph id="ID821cc7ea61ee41fbb7b664569f045c2a"><enum>(D)</enum><text>facilitate
			 investment at the intersection of core competency areas;</text>
					</subparagraph><subparagraph id="IDf829fb7b81a34ab8a4869b52d5133d1b"><enum>(E)</enum><text>recruit
			 world-class talent and high-growth companies;</text>
					</subparagraph><subparagraph id="ID339ad75cdfe2474d8fbdf356c0b602f6"><enum>(F)</enum><text>create economic
			 opportunity for target areas;</text>
					</subparagraph><subparagraph id="ID1cbea9696706438d9a3cd7890b8ca533"><enum>(G)</enum><text>engage regional
			 partners;</text>
					</subparagraph><subparagraph id="ID4dd46758cd2b4bd98e660dbe2c55a800"><enum>(H)</enum><text>emphasize
			 accountability and metrics;</text>
					</subparagraph><subparagraph id="id508D4F73699D4E97857E20F5FB970C17"><enum>(I)</enum><text>upon completion,
			 will serve as sites and facilities primarily intended for commercial,
			 industrial, or manufacturing use; and</text>
					</subparagraph><subparagraph id="ID35f6f01ec2e343d198d0072859298f2f"><enum>(J)</enum><text>advance
			 environmental protection.</text>
					</subparagraph></paragraph><paragraph id="ID590400961d5e483aad9b733c38530a00"><enum>(2)</enum><header>Priority</header><text>In
			 carrying out paragraph (1), the Corporation—</text>
					<subparagraph id="idCD962C89874A450C9784E806B0ED60F3"><enum>(A)</enum><text>shall give
			 priority to—</text>
						<clause id="id5B2757FEE908419191E81C0A0884C918"><enum>(i)</enum><text>renewable energy,
			 carbon-neutral projects; and</text>
						</clause><clause id="ID41ca2c8786764cd6a9d150116a160015"><enum>(ii)</enum><text>projects that
			 advance environmentally protective goals, with a particular emphasis on best
			 practices and innovative technology that reduce negative impacts on a
			 commercial scale; and</text>
						</clause></subparagraph><subparagraph id="IDb50f5e1bfbe9416395cc9b13370e6d83"><enum>(B)</enum><text>may consider and
			 give priority to the potential of a project to develop or improve innovative,
			 cutting-edge technology for green energy projects that are carbon
			 neutral.</text>
					</subparagraph></paragraph></subsection><subsection id="IDbc5ea2ee3ed246488f3a5343cd741232"><enum>(b)</enum><header>Basis</header><text>A
			 grant, loan, or other assistance provided under this Act—</text>
				<paragraph id="idAF7F486DD957497186FD438044030DF7"><enum>(1)</enum><text>shall be based on
			 the best available technology, research, and commercialization, with a focus on
			 diversity of green technologies; and</text>
				</paragraph><paragraph id="id7CBD27F8D91E4F6FAF3E214D8C56CCBE"><enum>(2)</enum><text>shall not be
			 provided solely on a geographical basis.</text>
				</paragraph></subsection><subsection id="ID576b7b63c7f84e5095bb8649f0a912f4"><enum>(c)</enum><header>Eligible
			 applicants</header><text>The Corporation may provide a grant, loan, or other
			 assistance under this Act to—</text>
				<paragraph id="ID3d37a7c84370497784fe4693e278d2f4"><enum>(1)</enum><text>a political
			 subdivision or nonprofit economic development organization;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDcfd6f415d37846f6a651c39db12a2568"><enum>(2)</enum><text>a municipality,
			 local government, community, or institution of higher education (including a
			 technical educational institution); and</text>
				</paragraph><paragraph id="ID9a7313941a94497f83c73dff4afff552"><enum>(3)</enum><text>a private,
			 for-profit entity, with the unanimous approval by the Board of Directors of the
			 Corporation.</text>
				</paragraph></subsection><subsection id="ID1866744465524ff3bf212801fcc8ead8"><enum>(d)</enum><header>Funds
			 allocated</header><text>The Corporation shall determine the maximum and minimum
			 amount provided for each program and program recipient under this Act in order
			 to maximize the purposes of this Act.</text>
			</subsection><subsection id="ID3b8f7a032621405490e20deddcddef45"><enum>(e)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of
			 enactment of this Act, and annually thereafter, the Corporation shall submit to
			 Congress a report that describes all activities of the Corporation carried out
			 using funds made available under this Act, including, for the year covered by
			 the report, a description of—</text>
				<paragraph id="id5F2AA585E69F46E79251BCC98235DB5B"><enum>(1)</enum><text>each grant, loan,
			 or other award of assistance provided under this Act; and</text>
				</paragraph><paragraph id="id9D30DB25BD204856B6A712D440CF9740"><enum>(2)</enum><text>the reason for
			 each grant, loan, or other award.</text>
				</paragraph></subsection></section><section id="IDf6a4c792e3ee41e49e0e3ae326cb1abb"><enum>8.</enum><header>Energy
			 efficiency grants</header>
			<subsection id="IDbfa69d6bd8584ecfa91bc54d0c241ed5"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall establish an energy efficiency grant
			 program under which the Secretary shall provide grants to eligible recipients,
			 on a dollar-for-dollar matching basis, for implementing conservation programs
			 that are designed to reduce consumer energy use to the maximum extent
			 practicable.</text>
			</subsection><subsection id="ID434635589c7d4a32ac2fd231e693eb7f"><enum>(b)</enum><header>Eligible
			 recipients</header><text>Recipients that are eligible to receive grants under
			 this section include—</text>
				<paragraph id="id77E824DDF6E84252AD1F6BE35FF96802"><enum>(1)</enum><text>energy
			 producers;</text>
				</paragraph><paragraph id="idD2A1117B41514191AE9005455C07F586"><enum>(2)</enum><text>municipal power
			 organizations; and</text>
				</paragraph><paragraph id="idCAD75F6E97CB4B57B918FC6E0F210390"><enum>(3)</enum><text>rural electric
			 cooperatives.</text>
				</paragraph></subsection><subsection id="id0A59D719B3A8430BB8FB7878DB5CD1ED"><enum>(c)</enum><header>Priority</header><text>In
			 making grants under this section, the Secretary shall give priority to programs
			 that are designed to reduce consumer end-use of energy over programs that are
			 designed to reduce the consumer use of energy.</text>
			</subsection><subsection id="IDd7ea025e83fd467382e33a173ba1c256"><enum>(d)</enum><header>Reduction in
			 energy uses</header><text>In making grants under this section, the Secretary
			 shall allocate grants, and provide minimum and maximum award criteria for the
			 grants, in a manner that maximizes the reduction in energy use.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="idD174873099C7475FB3EA944580269B2F"><enum>(e)</enum><header>Authorization
			 of appropriations</header><text>There is authorized to be appropriated to carry
			 out this section $150,000,000 for each of fiscal years 2009 through
			 2013.</text>
			</subsection></section><section id="idCFBAF553F54E47C0AB93636B1B9724CD"><enum>9.</enum><header>Administration</header><text display-inline="no-display-inline">Notwithstanding any other provision of this
			 Act, none of the funds made available to carry out this Act may be used to
			 carry out any project, activity, or expense that is not located within the
			 United States.</text>
		</section><section commented="no" display-inline="no-display-inline" id="ID0b1c6ff151ed41c790a2307295fa1fdc" section-type="subsequent-section"><enum>10.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to the Fund to carry out this Act (other than
			 section 8), to remain available until expended—</text>
			<paragraph commented="no" display-inline="no-display-inline" id="idAEA4A58FC7C549B1B4BBFB05F010A25A"><enum>(1)</enum><text display-inline="yes-display-inline">$1,000,000,000 for fiscal year 2009;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA43C79038DFD405FA28D4E47302443E5"><enum>(2)</enum><text>$5,000,000,000
			 for fiscal year 2010; and</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5033B0B1C15542C49BCACC79722C5E5A"><enum>(3)</enum><text>$10,000,000,000
			 for each of fiscal years 2011 through 2013.</text>
