		<official-title display="yes">To provide for the conveyance of
		  approximately 140 acres of land in the Ouachita National Forest in Oklahoma to
		  the Indian Nations Council, Inc., of the Boy Scouts of America, and for other
		  purposes.</official-title>

		<section id="HC072C7BEA49E41299BD85B9F1135B100" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Help to Access Land for the Education
			 of Scouts</short-title></quote> or <quote>HALE Scouts Act</quote>.</text>
		</section><section id="idECB75C38AF014D36B2A53FA33C818D4E"><enum>2.</enum><header>Finding</header><text display-inline="no-display-inline">Congress finds that it is in the public
			 interest to provide for the conveyance of certain Federal land in the Ouachita
			 National Forest in Oklahoma to the Indian Nations Council, Inc., of the Boy
			 Scouts of America, in exchange for consideration equal to the amount of the
			 market value of the land.</text>
		</section><section id="idAA449AE88FD442A3BEB5E409C32DBE7F"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="id72AA27953B3B40DFA3A7201E07CB9F40"><enum>(1)</enum><header>Council</header><text>The
			 term <quote>Council</quote> means the Indian Nations Council, Inc., of the Boy
			 Scouts of America.</text>
			</paragraph><paragraph id="id93748D49F569492E8F37C67ADD2771BB"><enum>(2)</enum><header>Forest</header><text>The
			 term <quote>Forest</quote> means the Ouachita National Forest in the State of
			 Oklahoma.</text>
			</paragraph><paragraph id="id774ADC2ADC3245C4B5B7D9D552F1070F"><enum>(3)</enum><header>Map</header><text>The
			 term <quote>map</quote> means the map entitled <quote>Boy Scout Land
			 Request–Ouachita NF</quote>.</text>
			</paragraph><paragraph id="id79894F600930459DB14193A5C6A0ED1F"><enum>(4)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Agriculture.</text>
			</paragraph></section><section id="HB6206E3A7C1A44E8ADDBCC3D35DCDCA8" section-type="subsequent-section"><enum>4.</enum><header>Land conveyance,
			 Ouachita National Forest, Oklahoma</header>
			<subsection id="HE99DF87FD1DD48529EB625D2F3D37D45"><enum>(a)</enum><header>Conveyance
			 required</header>
				<paragraph id="id2467907299594E7CA4F3C81089449D7C"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subject to valid
			 existing rights, the Secretary shall convey to the Council, by quitclaim deed,
			 all right, title, and interest of the United States in and to the National
			 Forest System land described in subsection (b).</text>
				</paragraph><paragraph id="id37215A199A1B4B928E5E73DAF8B09918"><enum>(2)</enum><header>Exclusion</header><text display-inline="yes-display-inline">The conveyance under paragraph (1) shall
			 exclude any land located within the Indian Nations National Scenic and Wildlife
			 Area designated by section 10 of the Winding Stair Mountain National Recreation
			 and Wilderness Area Act (16 U.S.C. 460vv–8).</text>
				</paragraph></subsection><subsection id="id5DA18A356EA2426E9377A157FD558BAA"><enum>(b)</enum><header>Description of
			 land</header><text display-inline="yes-display-inline">The National Forest
			 System land referred to in subsection (a) consists of the approximately 140
			 acres of land in the Forest, depending on the final measurement of the road set
			 back and the actual size of the affected sections, as depicted on the
			 map.</text>
			</subsection><subsection id="idD787F87420F1441FA1D983ED483F5B3E"><enum>(c)</enum><header>Availability of
			 map</header><text>The map shall be on file and available for public inspection
			 in the Forest Service regional office in Atlanta, Georgia.</text>
			</subsection><subsection display-inline="no-display-inline" id="H1057D09434F54B94AEDB285B53C76760"><enum>(d)</enum><header>Amount of
			 consideration</header><text display-inline="yes-display-inline">As
			 consideration for the land conveyed under subsection (a), the Council shall pay
			 to the Secretary an amount equal to the fair market value of the land, as
			 determined by an appraisal conducted in accordance with subsection
			 (f)(2).</text>
			</subsection><subsection id="H34E279F168E64B0692BF03B8DCB2D04F"><enum>(e)</enum><header>Use of
			 proceeds</header>
				<paragraph id="id35A13BBCF47E4DFD971E27B34CDB62A0"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Amounts received
			 under subsection (d) shall be deposited in the fund established by Public Law
			 90–171 (commonly known as the <quote>Sisk Act</quote>) (16 U.S.C. 484a).</text>
				</paragraph><paragraph id="idF16FC80854AA4C58BE30378B4E7142D9"><enum>(2)</enum><header>Acquisition of
			 land</header><text display-inline="yes-display-inline">Amounts deposited under
			 paragraph (1) shall be available to the Secretary, without further
			 appropriation, to acquire land and interests in land in the Forest.</text>
				</paragraph></subsection><subsection id="H4117E5640FC74475A6D68E48EA5BDD51"><enum>(f)</enum><header>Survey and
			 appraisals</header>
				<paragraph id="id402F730F56874E2D82BBD43535DEFA95"><enum>(1)</enum><header>Survey</header><text display-inline="yes-display-inline">The exact acreage and legal description of
			 the land to be conveyed under subsection (a) shall be determined by a survey
			 that is satisfactory to the Secretary.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="id5B461C3C09EE4EB88DBD1FF8B2F5ED2E"><enum>(2)</enum><header>Appraisal</header><text display-inline="yes-display-inline">The appraisal required under subsection (d)
			 shall be—</text>
					<subparagraph display-inline="no-display-inline" id="idCBCC3A7A4B5344E08FABEADD0A3B7AC3"><enum>(A)</enum><text display-inline="yes-display-inline">conducted in accordance with—</text>
						<clause display-inline="no-display-inline" id="id9E41867424F241158258D8EBFA303636"><enum>(i)</enum><text display-inline="yes-display-inline">the Uniform Appraisal Standards for Federal
			 Land Acquisitions; and</text>
						</clause><clause display-inline="no-display-inline" id="id03C9E07BB7934F1DA755146AEC45E68F"><enum>(ii)</enum><text display-inline="yes-display-inline">section 206 of the Federal Land Policy and
			 Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1716">43 U.S.C. 1716</external-xref>); and</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF7A64AADE388477CAABEDE5BBCCF0B77"><enum>(B)</enum><text display-inline="yes-display-inline">approved by the Secretary.</text>
					</subparagraph></paragraph><paragraph id="id2719BB7728F544A4BFB3FD83CD4BBF85"><enum>(3)</enum><header>Costs</header><text display-inline="yes-display-inline">The Council shall pay the reasonable costs
			 of any survey, appraisal, and administrative analyses required by law for the
			 conveyance.</text>
				</paragraph></subsection><subsection id="HFEE45FCB35574E4B90B3DF10068F0909"><enum>(g)</enum><header>Access</header>
				<paragraph id="id63339C8196D240A6846A730A868C73A1"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Access to the land
			 conveyed under subsection (a) shall be via the adjacent land of the Council or
			 a successor of the Council.</text>
				</paragraph><paragraph id="idFEAB17F460B04BB9BAFB2ECCC6E631A3"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">Notwithstanding section 1323(a) of the
			 Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3210">16 U.S.C. 3210(a)</external-xref>), the Secretary
			 shall not be required to provide additional access to the conveyed land.</text>
				</paragraph></subsection><subsection id="H5EFAFE2D240E4B3DA60434C268F5FF78"><enum>(h)</enum><header>Additional terms
			 and conditions</header><text display-inline="yes-display-inline">The conveyance
			 under subsection (b) shall be subject to any terms and conditions that the
			 Secretary determines to be in the public interest, including the reservation of
			 access rights to the conveyed land for administrative purposes.</text>
