			 <quote><short-title>Military Personnel Citizenship
			 Processing Act</short-title></quote>.</text>

			 Liaison</header>
			<subsection id="id84CBF9F390AD4BE99B32AFE7E13A01E8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 451 of the Homeland Security Act of
			 2002 (6 U.S.C. 271) is amended—</text>
				<paragraph id="idF289CA2DFA644B2DAC1358B8F485600B"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>the Bureau of</quote>
			 each place it appears and inserting <quote>United States</quote>; and</text>
				</paragraph><paragraph id="idEEFAD41A88444ECB96EABD2DC2F197F9"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

						<subsection id="id84BCB02C39C7486E9EDF9A4B888AAC80"><enum>(g)</enum><header>Office of the
				FBI Liaison</header>
							<paragraph id="id543223A5A8EB4528B380AF2D6D0E21C4"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">There shall be an
				Office of the FBI Liaison in United States Citizenship and Immigration
				Services.</text>
							</paragraph><paragraph id="id64A998CF943E405BA0361FAFD223AF82"><enum>(2)</enum><header>Functions</header><text>The
				Office of the FBI Liaison shall monitor the progress of the functions of the
				Federal Bureau of Investigation in the naturalization process to assist in the
				expeditious completion of all such functions pertaining to naturalization
				applications filed by current or former members of the Armed Forces under
				section 328 or 329 of the Immigration and Nationality Act (8 U.S.C. 1439 and
				1440).</text>
							</paragraph><paragraph id="idE3ACC5757C334032A9A4613AE9FA425E"><enum>(3)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				subsection.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idA5696B169D984CF29CE769D0A3C8E75C"><enum>(b)</enum><header>Rulemaking</header><text>Not
			 later than 180 days after the date of the enactment of this Act, the Attorney
			 General, in consultation with the Director of United States Citizenship and
			 Immigration Services shall promulgate rules to carry out the amendment made by
			 subsection (a)(2).</text>
			</subsection></section><section changed="deleted" committee-id="SSJU00" id="idED367C6832074E2EBF47421ECB21A2EC" reported-display-style="strikethrough"><enum>3.</enum><header>Deadline for
			 processing and adjudicating naturalization applications filed by members of the
			 Armed Forces</header>
			<subsection id="idC5B0945C90FA453F9F06B8134299D3A1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 328 of the
			 Immigration and Nationality Act (8 U.S.C. 1439) is amended by adding at the end
			 the following:</text>
				<quoted-block changed="deleted" committee-id="SSJU00" display-inline="no-display-inline" id="id96630A4904B84674ADA5530E59F304B8" reported-display-style="strikethrough" style="OLC">
					<subsection id="idFBAAC8487F8B4E38B3F45C7AC54FE248"><enum>(g)</enum><text>Not later than 6
				months after receiving each application filed under subsection (a) or section
				329(a), United States Citizenship and Immigration Services shall—</text>
						<paragraph id="idE7FC4095933745188E73E9F578E7B2C3"><enum>(1)</enum><text>process and
				adjudicate the application; or</text>
						</paragraph><paragraph id="id845DA6A886A6416AA2E40E27F5626309"><enum>(2)</enum><text>provide the
				applicant with—</text>
							<subparagraph id="id3F700F36FA1D4CA3A0492E82991982C7"><enum>(A)</enum><text>an explanation for
				its inability to meet the processing and adjudication deadline under this
				subsection; and</text>
							</subparagraph><subparagraph id="id88139632B9AC4198AE3A6122B44E9774"><enum>(B)</enum><text>an estimate of the
				date by which the application will be processed and adjudicated.</text>
							</subparagraph></paragraph></subsection><subsection id="id615BF38F2F3644D185020F249F59E2AE"><enum>(h)</enum><text>The Director of
				United States Citizenship and Immigration Services shall notify the Attorney
				General of every application filed under subsection (a) or section 329(a) that
				is not processed and adjudicated within 1 year after it was
				filed.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idC67DB758E6BE43EEACE9B5C9233D9784"><enum>(b)</enum><header>GAO
			 report</header><text>Not later than 180 days after the date of the enactment of
			 this Act, the Comptroller General shall submit a report to Congress that
			 contains the results of a study regarding the average length of time taken by
			 United States Citizenship and Immigration Services to process and adjudicate
			 applications for naturalization filed by members of the Armed Services.</text>
			</subsection><subsection id="id7F3E1C417BC04F1292086840CEB9DB5D"><enum>(c)</enum><header>Annual
			 report</header><text>The Director of United States Citizenship and Immigration
			 Services shall annually submit a report to Congress that sets forth, for each
			 year, the average time between the date on which an application is filed under
			 section 328(a) or section 329(a) and the date on which the application is
			 adjudicated.</text>
			</subsection></section><section changed="deleted" committee-id="SSJU00" id="id0301980640A04974BBE56D69075BBB2C" reported-display-style="strikethrough"><enum>4.</enum><header>Sunset
			 provision</header><text display-inline="no-display-inline">This Act and the
			 amendments made by this Act are repealed on the date that is 5 years after the
			 date of the enactment of this Act.</text>

			<subsection id="idcfe08562-6578-4934-8acf-46fd39f33aa8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 451 of the Homeland Security Act of
			 2002 (6 U.S.C. 271) is amended by adding at the end the following:</text>

					<subsection id="id07cfcb7c-9ca4-4b8b-b083-7efb7d65fc24"><enum>(g)</enum><header>Office of the FBI
				Liaison</header>
						<paragraph id="idd03a19a1-657a-4248-81c0-6f0fb7c47608"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">There shall be an
				Office of the FBI Liaison in the Department of Homeland Security.</text>
						</paragraph><paragraph id="id333748f9-42e3-47e9-adf0-e9d9f441f88a"><enum>(2)</enum><header>Functions</header><text>The
				Office of the FBI Liaison shall monitor the progress of the functions of the
				Federal Bureau of Investigation in the naturalization process to assist in the
				expeditious completion of all such functions pertaining to naturalization
				applications filed by, or on behalf of—</text>
							<subparagraph id="idC9D1E17D350942F0ABC99A6B4E631B08"><enum>(A)</enum><text>current or former members
				of the Armed Forces under section 328 or 329 of the Immigration and Nationality
				Act (8 U.S.C. 1439 and 1440);</text>
							</subparagraph><subparagraph id="idC455D0FC431B4E2898D9A7D7447E85E8"><enum>(B)</enum><text>current spouses of United
				States citizens who are currently serving on active duty in the Armed Forces,
				who qualify for naturalization under section 319(b) of the Immigration and
				Nationality Act (8 U.S.C. 1430(b)), and surviving spouses and children who
				qualify for naturalization under section 319(d) of such Act; or</text>
							</subparagraph><subparagraph id="IDb9beb6941d4145ec93140696a0c15474"><enum>(C)</enum><text>a deceased individual who
				is eligible for posthumous citizenship under section 329A of the Immigration
				and Nationality Act (8 U.S.C. 1440–1).</text>
							</subparagraph></paragraph><paragraph id="ide10743ff-dd27-459a-9366-2df166604ce9"><enum>(3)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated such sums
				as may be necessary to carry out this
				subsection.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id80729669-aaa2-46ed-962b-88dafac24711"><enum>(b)</enum><header>Rulemaking</header><text>Not
			 later than 180 days after the date of the enactment of this Act, the Secretary
			 of Homeland Security, in consultation with the Attorney General, shall
			 promulgate rules to carry out the amendment made by subsection (a).</text>
			</subsection></section><section changed="added" committee-id="SSJU00" id="idb394c887-3077-46d5-a679-2e5c0075d7ae" reported-display-style="italic"><enum>3.</enum><header>Deadline for processing
			 and adjudicating naturalization applications filed by current or former members
			 of the Armed Forces and their spouses and children</header>
			<subsection id="ida43cc13b-3cf3-4f53-81ab-867adb253dd2"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 328 of the
			 Immigration and Nationality Act (8 U.S.C. 1439) is amended by adding at the end
			 the following:</text>
				<quoted-block changed="added" committee-id="SSJU00" display-inline="no-display-inline" id="id069b246c-6e16-4b0d-9cbf-fdfa8f9a4ce5" reported-display-style="italic" style="OLC">
					<subsection id="idc978dd04-9c00-4366-9fc6-d73ba5a786d8"><enum>(g)</enum><text>Not later than 6 months
				after receiving an application for naturalization filed by a current member of
				the Armed Forces under subsection (a), section 329(a), or section 329A, by the
				spouse of such member under section 319(b), or by a surviving spouse or child
				under section 319(d), United States Citizenship and Immigration Services
				shall—</text>
						<paragraph id="id6703d1d5-8f75-489c-97e5-5af4c4b60396"><enum>(1)</enum><text>process and adjudicate
				the application, including completing all required background checks to the
				satisfaction of the Secretary of Homeland Security ; or</text>
						</paragraph><paragraph id="idc7ec20a5-9846-44eb-9ef2-1a9740b23413"><enum>(2)</enum><text>provide the applicant
				with—</text>
							<subparagraph id="id240f99b1-74e0-4665-a973-f39f335e39e0"><enum>(A)</enum><text>an explanation for its
				inability to meet the processing and adjudication deadline under this
				subsection; and</text>
							</subparagraph><subparagraph id="id213bc1c4-eca0-4b51-bada-48cf1095992d"><enum>(B)</enum><text>an estimate of the date
				by which the application will be processed and adjudicated.</text>
							</subparagraph></paragraph></subsection><subsection id="ide9a4b2cf-fbc5-41c2-b202-a44bba2ec2af"><enum>(h)</enum><text>The Director of United
				States Citizenship and Immigration Services shall submit an annual report to
				the Subcommittee on Immigration, Border Security, and Refugees and the
				Subcommittee on Homeland Security of the Senate and the Subcommittee on
				Immigration, Citizenship, Refugees, Border Security, and International Law and
				the Subcommittee on Homeland Security of the House of Representatives that
				identifies every application filed under subsection (a), subsection (b) or (d)
				of section 319, section 329(a), or section 329A that is not processed and
				adjudicated within 1 year after it was filed due to delays in conducting
				required background
				checks.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id2ae0db54-2738-4b6e-8e94-b98f8ac06c74"><enum>(b)</enum><header>GAO
			 report</header><text>Not later than 180 days after the date of the enactment of
			 this Act, the Comptroller General shall submit a report to Congress that
			 contains the results of a study regarding the average length of time taken by
			 United States Citizenship and Immigration Services to process and adjudicate
			 applications for naturalization filed by members of the Armed Forces, deceased
			 members of the Armed Forces, and their spouses and children.</text>
			</subsection></section><section changed="added" committee-id="SSJU00" id="idf2d497af-5047-4615-9f66-a74d58fb47e2" reported-display-style="italic"><enum>4.</enum><header>Sunset
