		<official-title>To require citizens' approval of Federal Government land
		  grabs.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Taxpayer Property Protection Act
			 of 2008</short-title></quote>.</text>
		</section><section id="id39EA30595078445680311F4614DD60A1"><enum>2.</enum><header>Requiring
			 citizen approval of government land grabs</header>
			<subsection id="idA31B4B40B16D4B899E2BA04CD9238A3D"><enum>(a)</enum><header>In
			 general</header><text>Subject to subsections (b) and (c), the Department of the
			 Interior, the Department of Energy, and the Forest Service, acting individually
			 or in coordination, shall not assume control of any parcel of land located in a
			 State unless the citizens of each political subdivision of the State in which a
			 portion of the parcel of land is located approve the assumption of control by a
			 referendum.</text>
			</subsection><subsection id="id76A2B1864FE54DD4B495467773768434"><enum>(b)</enum><header>National
			 emergencies</header><text>The requirement described in subsection (a) shall not
			 apply in the case of a national emergency, as determined by the
			 President.</text>
			</subsection><subsection id="id36D7201C9E8B49DC90EB078DC4325099"><enum>(c)</enum><header>Private
			 landowners</header><text>The requirement described in subsection (a) shall not
			 apply in the case of an exchange between a private landowner and the Federal
			 Government of a parcel of land.</text>
			</subsection><subsection id="id0522AF1FF9C0403EA1CA3739DBA2EEE2"><enum>(d)</enum><header>Duration of
			 approval</header>
				<paragraph id="id7B5C7B5CB06D4B52AABB2A81870B7F15"><enum>(1)</enum><header>In
			 general</header><text>With respect to a parcel of land described in subsection
			 (a), the approval of the citizens of each political subdivision in which a
			 portion of the parcel of land is located terminates on the date that is 10
			 years after the date on which the citizens of each political subdivision
			 approve the control of the parcel of land by the Department of the Interior,
			 the Department of Energy, or the Forest Service under that subsection.</text>
				</paragraph><paragraph id="id606E2318115A47AEAB8D6E0769BDAE38"><enum>(2)</enum><header>Renewal of
			 approval</header><text>With respect to a parcel of land described in subsection
			 (a), the Department of the Interior, the Department of Energy, or the Forest
			 Service, as applicable, may renew, by referendum, the approval of the citizens
			 of each political subdivision in which a portion of the parcel of land is
			 located.</text>
