		<official-title>To require a pilot program on the use of community-based
		  organizations to ensure that veterans receive the care and benefits they need,
		  and for other purposes.</official-title>

		<section id="idCCF66B8012CA4CEDA7BECAB61885EA46" section-type="section-one"><enum>1.</enum><header>Pilot program on use of
			 community-based organizations to ensure that veterans receive needed care and
			 benefits</header>
			<subsection id="idF7B39E7AE816444CBCE3ABD35FEFB5AB"><enum>(a)</enum><header>Pilot program
			 required</header><text>The Secretary of Veterans Affairs shall carry out a
			 pilot program to assess the feasibility and advisability of using
			 community-based organizations to ensure that veterans receive the care and
			 benefits that they need by using such organizations—</text>
				<paragraph id="id65D32F80ECDA4972884122B45634873D"><enum>(1)</enum><text>to increase the
			 coordination of providers of health care and benefits for veterans to assist
			 veterans who are transitioning from military service to civilian life in such
			 transition;</text>
				</paragraph><paragraph id="idE0F2A992ACCC45C2ABAA8C64AFE1299D"><enum>(2)</enum><text>to increase the
			 availability of high quality medical and mental health services to veterans
			 transitioning from military service to civilian life; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDc63f4ff164a84d0c9736080a1c55f31e"><enum>(3)</enum><text>to provide
			 assistance to families of veterans who are transitioning from military service
			 to civilian life to help such families adjust to such veterans in their
			 transition.</text>
				</paragraph></subsection><subsection id="id27B7FB294B204BAC8F109A5B4C60E0CE"><enum>(b)</enum><header>Duration of
			 program</header><text>The pilot program shall be carried out during the
			 two-year period beginning on the date of the enactment of this Act.</text>
			</subsection><subsection id="idA20BABE609AB4A16BAB6D5ADAA6A8A77"><enum>(c)</enum><header>Program
			 locations</header>
				<paragraph id="idC5F5E35B20E148BD9111811B47F2BE0C"><enum>(1)</enum><header>In
			 general</header><text>The pilot program shall be carried out at five Department
			 of Veterans Affairs medical centers selected by the Secretary for purposes of
			 the pilot program.</text>
				</paragraph><paragraph id="idAD7A9B6038BA4EA99CF0F2D0557110BC"><enum>(2)</enum><header>Considerations</header><text>In
			 selecting locations for the pilot program, the Secretary shall consider the
			 advisability of selecting Department medical centers that are located
			 in—</text>
					<subparagraph id="id8AA1A85CDE324DAF87722D4005B8AD44"><enum>(A)</enum><text>rural areas;
			 and</text>
					</subparagraph><subparagraph id="id032F82ACA0E4442BBD0BA92F3685FFC0"><enum>(B)</enum><text>areas with
			 populations that have a high proportion of minority groups and individuals who
			 have experienced significant disparities in their receipt of health
			 care.</text>
					</subparagraph></paragraph></subsection><subsection id="id3A6566713E794FE5BA2DE4384DAB0228"><enum>(d)</enum><header>Grants</header><text>The
			 Secretary shall carry out the pilot program through the award of grants to
			 community-based organizations.</text>
			</subsection><subsection id="id474EF613D41A473995B30C0F7CDCDC1A"><enum>(e)</enum><header>Selection of
			 grant recipients</header><text>A community-based organization seeking a grant
			 under the pilot program shall submit to the Secretary of Veterans Affairs an
			 application therefor in such form and in such manner as the Secretary considers
			 appropriate.</text>
			</subsection><subsection id="id1EC5D3C1CA804664B7CD0171852657B7"><enum>(f)</enum><header>Use of grant
			 funds</header><text>In using grant funds for purposes of the pilot program, a
			 community-based organization may use such funds for purposes as follows:</text>
				<paragraph id="ID1b934268dd044764865e8164db15891a"><enum>(1)</enum><text>To provide local
			 telephone hotlines.</text>
				</paragraph><paragraph id="idA69E3A13862C4E98B02EE8B5285FBFA6"><enum>(2)</enum><text>To organize
			 veterans for networking.</text>
				</paragraph><paragraph id="idF945EFFF25704191810087A900E9641F"><enum>(3)</enum><text>To assist
			 veterans in preparing applications for benefits provided by the Department of
			 Veterans Affairs.</text>
				</paragraph><paragraph id="id85285AC0EB1A4DC8A2CB2D0455502BE9"><enum>(4)</enum><text>To provide
			 assistance to families of veterans who are transitioning from military service
			 to civilian life to help such families adjust to such veterans in their
			 transition.</text>
				</paragraph><paragraph id="id53D52B2756A64E3681446B79C792725C"><enum>(5)</enum><text>To provide
			 outreach for veterans and their families to connect them with appropriate care
			 and benefit programs.</text>
				</paragraph><paragraph id="id6FEA49E79E654E8495AAC66226CD7198"><enum>(6)</enum><text>To coordinate the
			 efforts of providers of health care and benefits for veterans in providing
			 assistance to veterans who are transitioning from military service to civilian
			 life.</text>
				</paragraph><paragraph id="id7801BBE5DB1342B1A0E230D3A248995D"><enum>(7)</enum><text>To carry out such
			 other activities and provide such other services as may be appropriate for
			 purposes of the pilot program.</text>
				</paragraph></subsection><subsection id="idDD664B57F6F340A3ABF9CF0566434F80"><enum>(g)</enum><header>Report on
			 program</header>
				<paragraph id="id293392D1F3A64E22ADA455884956C6A3"><enum>(1)</enum><header>In
			 general</header><text>Not later than 180 days after the completion of the pilot
			 program, the Secretary shall submit to Congress a report on the pilot
			 program.</text>
				</paragraph><paragraph id="idFD4C042DF25C42F8A82F816053926D0F"><enum>(2)</enum><header>Elements</header><text>The
			 report required by paragraph (1) shall include the following:</text>
					<subparagraph id="ID38a01a6c42c647349e158b45480d25fa"><enum>(A)</enum><text>The findings and
			 conclusions of the Secretary with respect to the pilot program.</text>
					</subparagraph><subparagraph id="IDec7fb53a04c34720a9cd0775528d1092"><enum>(B)</enum><text>An assessment of
			 the benefits to veterans of the pilot program.</text>
					</subparagraph><subparagraph id="IDa6951e649e0447fb81f13d49a3d1bb66"><enum>(C)</enum><text>The
			 recommendations of the Secretary as to the advisability of continuing the pilot
			 program.</text>
