		<section id="H4D91C8CEE4B940529C618442752C3DA1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>White
			 House Conference on Children and Youth in 2010 Act</quote>.</text>
		</section><section id="H9495A79AECD947299903291C7F9469E0"><enum>2.</enum><header>Findings and
			 Policy</header>
			<subsection id="H640E171BB33A483E92C7CBC2AC08EB33"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HAB72CAE06B5F480185008EFA14BEC309"><enum>(1)</enum><text display-inline="yes-display-inline">In 2005 there were over 3,000,000 reports
			 of child abuse and neglect. Only 60 percent of the children from the
			 substantiated reports received follow-up services, and 20 percent of such
			 children were placed in foster care as a result of an investigation.</text>
				</paragraph><paragraph id="H432591BE058F48529FBFFBF46C007EB1"><enum>(2)</enum><text>Each year there
			 are nearly 900,000 substantiated reports of child abuse and neglect.</text>
				</paragraph><paragraph id="H745678BA5182464FB9C425597F1DF0D7"><enum>(3)</enum><text>Each year
			 approximately 60 percent of such substantiated reports are reports of neglect,
			 30 percent are physical or sexual abuse reports, and more than 20 percent are
			 reports that involve other forms of abuse.</text>
				</paragraph><paragraph id="H4D8C618686B643F7A29547313DB4F7CE"><enum>(4)</enum><text display-inline="yes-display-inline">Almost 500,000 children (including youth)
			 were in foster care at the end of fiscal year 2004 and nearly 800,000 spent at
			 least some time in foster care during the year.</text>
				</paragraph><paragraph id="HC419222D2B494B41912BCACF1810349F"><enum>(5)</enum><text>While 51,000
			 children are adopted from the foster care system each year, more than 117,000
			 children are waiting to be adopted.</text>
				</paragraph><paragraph id="HF99EAA23F7D44816945F115147DF2D7E"><enum>(6)</enum><text>Each year
			 approximately 22,000 youth leave the foster care system not because they have
			 found permanent placements, but because they have reached the age at which
			 foster care ends.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="H1D9B4CFCF7854438867FDDC6A462914D"><enum>(7)</enum><text>The child welfare
			 system includes State and local governments, tribal governments, child welfare
			 agencies, child welfare caseworkers, private agencies, social workers, the
			 courts, volunteer court-appointed special advocates, mental health and health
			 care professionals, educators, and advocates.</text>
				</paragraph><paragraph id="HA02EA8BAC7BB4380AF0058C05228E0A2"><enum>(8)</enum><text>There is an
			 overrepresentation of certain populations, including Native Americans and
			 African-Americans, in the child welfare system.</text>
				</paragraph><paragraph id="H9B4258C1A8D2405C8FDE86D06776C7E"><enum>(9)</enum><text>The number of
			 children being raised by grandparents and other relatives is increasing and
			 exceeds 6,000,000 children. The Government recognized that kinship care is a
			 permanency option through the enactment of the Adoption and Safe Families Act
			 of 1997.</text>
				</paragraph><paragraph id="H32804EE521714F92A60368EC6C2DDEDF"><enum>(10)</enum><text>The State courts
			 make key decisions in the lives of children involved in the child welfare
			 system, including decisions about whether children have been victims of child
			 abuse, whether parental rights should be terminated, and whether children
			 should be reunified with their families, adopted, or placed in other
			 settings.</text>
				</paragraph><paragraph id="H43668D7A21954B48B3723E6BA6A023B3"><enum>(11)</enum><text>The child welfare
			 system will never fully address its primary mission unless the courts are an
			 integral and functioning component of a statewide system of care and
			 protection.</text>
				</paragraph></subsection><subsection id="H47B190FC18BA4DE5B1D0B070351F83CE"><enum>(b)</enum><header>Policy</header><text>It
			 is the policy of Congress that—</text>
				<paragraph id="HD41DF13F35BF41AB8427CE06A72BD6A0"><enum>(1)</enum><text>the Government
			 should work jointly with the States and their residents to develop
			 recommendations and plans for action to meet the challenges and needs of
			 children and families involved with the child welfare system, consistent with
			 this Act;</text>
				</paragraph><paragraph id="H7420E9BA3FD44D72BA43682CCE5941B4"><enum>(2)</enum><text>in developing such
			 recommendations and plans, the persons involved should emphasize the role of
			 the Government, State and local child welfare systems, State and local family
			 court systems, child welfare advocates, guardians, and other key participants
			 in such child welfare systems, with a goal of enhancing and protecting the
			 lives and well-being of children and families who are involved with such child
			 welfare systems; and</text>
				</paragraph><paragraph id="H169FC753606D4C48AEFF04AC1DE459DC"><enum>(3)</enum><text>Federal, State,
			 and local programs and policies should be developed to reduce the number of
			 children who are abused and neglected, to reduce the number of children in
			 foster care, and to dramatically increase the number of children in permanent
			 placements through family reunification, kinship placement, and
			 adoption.</text>
				</paragraph></subsection></section><section id="H4AB9CAEF858A40BAB870327786D574F0"><enum>3.</enum><header>Authorization of
			 the Conference</header>
			<subsection id="H77AEC38CEAE54779A277CEFDB700A18F"><enum>(a)</enum><header>Authority To
			 call the Conference</header><text>The President shall call a White House
			 Conference on Children and Youth in 2010 (referred to in this Act as <quote>the
			 Conference</quote>), to be convened not later than 18 months after the
			 selection of the last member of the Policy Committee established in section 4,
			 to encourage improvements in each State and local child welfare system, and to
			 develop recommendations for actions to implement the policy set forth in
			 section 2(b).</text>
			</subsection><subsection id="H7765FCC4AC3C460F8CD2C078005EE740"><enum>(b)</enum><header>Planning and
			 direction</header><text>The Secretary shall plan, convene, and conduct the
			 Conference in cooperation with the heads of other appropriate Federal entities,
			 including the Attorney General, the Secretary of Education, and the Secretary
			 of Housing and Urban Development.</text>
			</subsection><subsection id="H4DBC2C36281046609019E878F11DF9FD"><enum>(c)</enum><header>Purposes of the
			 Conference</header><text>The purposes of the Conference are—</text>
				<paragraph id="HFFBF7671F6D74FC686A7A3BD921BB75"><enum>(1)</enum><text>to
			 identify the problems and challenges of child abuse and neglect, and the needs
			 of the children and families affected by decisions made through the child
			 welfare system;</text>
				</paragraph><paragraph id="H16F27BE37AC34CD7B0FE763CF7F84BB8"><enum>(2)</enum><text>to strengthen the
			 use of research-based best practices that can prevent child abuse and neglect
			 with a special focus on younger children;</text>
				</paragraph><paragraph id="H05264AFF1A58467BA43F9C7006DAC12E"><enum>(3)</enum><text>to strengthen the
			 use of research-based best practices that can increase placement permanency for
			 children removed from their homes, including practices involving family
			 reunification, kinship placement, and adoption;</text>
				</paragraph><paragraph id="H6FE82FEC23C34E408785EA4B52C73D9C"><enum>(4)</enum><text>to promote the
			 role of State and local family courts in each State child welfare
			 system;</text>
				</paragraph><paragraph id="HFEC15F4C996E4FEFAF6EEBB166B7A378"><enum>(5)</enum><text>to develop
			 recommendations that will reduce the number of children who are in out-of-home
			 care and who fail to leave foster care before the age of majority, and
			 recommendations that will reduce the overrepresentation of certain populations
			 in the child welfare system;</text>
				</paragraph><paragraph id="HA1ADDF7A230A4C53A5E0CD01DA839C39"><enum>(6)</enum><text>to examine the
			 role of the Government in building an equal partnership with State, local, and
			 tribal entities in order to assist with, and encourage, State, local, and
			 tribal coordination;</text>
				</paragraph><paragraph id="HE920B714153C4FCCB35F520074CFC8B1"><enum>(7)</enum><text>to develop such
			 specific and comprehensive recommendations for State-level executive and
			 legislative action as may be appropriate for maintaining and improving the
			 well-being of children in such system; and</text>
				</paragraph><paragraph id="HC285F19DAFC74534B1B7ECC63EB39E18"><enum>(8)</enum><text>to review the
			 status of recommendations regarding child welfare made by previous White House
			 conferences.</text>
				</paragraph></subsection></section><section id="H7CDB960C3AE94BD6BBFFA615FE1290C8"><enum>4.</enum><header>Policy
			 Committee</header>
			<subsection id="H904EA6FECF184B138122085BA8D0C79"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established a Policy Committee,
			 which shall be comprised of 17 members to be selected as follows:</text>
				<paragraph id="HEE4A070199B64B6BA055FC3211BAEC4C"><enum>(1)</enum><header>Presidential
			 Appointees</header><text>Nine members shall be selected by the President and
			 shall consist of—</text>
					<subparagraph id="H93B606701F4641B088FD0387E4A771B2"><enum>(A)</enum><text>3 members who are
			 officers or employees of the Federal Government; and</text>
					</subparagraph><subparagraph id="H46A7A4DF5A3E4CECADF9121B6E3C4D2B"><enum>(B)</enum><text>6 members, who may
			 be officers or employees of the Federal Government, with experience in the
			 field of child welfare, including providers and children directly affected by
			 the child welfare system.</text>
					</subparagraph></paragraph><paragraph id="HA98F92321972442796EAB32C53EDB0BE"><enum>(2)</enum><header> House of
			 Representatives Appointees</header>
					<subparagraph id="HA726FC27CA364B658DF2001CA9756778"><enum>(A)</enum><header>Majority
			 appointees</header><text>Two members shall be selected by the Speaker of the
			 House of Representatives, after consultation with the chairpersons of the
			 Committee on Education and Labor, and the Committee on Ways and Means, of the
			 House of Representatives.</text>
					</subparagraph><subparagraph id="H22B41F0D778F474BAC472BF6068D0025"><enum>(B)</enum><header>Minority
			 appointees</header><text>Two members shall be selected by the minority leader
			 of the House of Representatives, after consultation with the ranking minority
			 members of such committees.</text>
					</subparagraph></paragraph><paragraph id="HA4B74E4F008940B6A6C2F87FFF18156E"><enum>(3)</enum><header>Senate
			 Appointees</header>
					<subparagraph id="H97D164A10B8B4F12875BFF536CDC2B8B"><enum>(A)</enum><header>Majority
			 appointees</header><text>Two members shall be selected by the majority leader
			 of the Senate, after consultation with the chairpersons of the Committee on
			 Health, Education, Labor, and Pensions, and the Committee on Finance, of the
			 Senate.</text>
					</subparagraph><subparagraph id="H741E9BB1BB5B48188B3680F490F74E70"><enum>(B)</enum><header>Minority
			 appointees</header><text>Two members shall be selected by the minority leader
			 of the Senate, after consultation with the ranking minority members of such
			 committees.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="id2D084F0067914791BAB3C4BA287ED963"><enum>(b)</enum><header>Period of
			 appointment; vacancies</header><text>Members shall be appointed for the life of
			 the Policy Committee. Any vacancy in the Policy Committee shall not affect its
			 powers, but shall be filled in the same manner as the original
			 appointment.</text>
			</subsection><subsection id="HA7EF61569E2C4E63BA05B1E86D3861C"><enum>(c)</enum><header>Voting;
			 Chairperson</header>
				<paragraph id="H0D4D62313DA240A888933B00207EFE77"><enum>(1)</enum><header>Voting</header><text display-inline="yes-display-inline">The Policy Committee shall act by the vote
			 of a majority of the members present.</text>
				</paragraph><paragraph id="H1494565C39FE4572814F288600E58511"><enum>(2)</enum><header>Chairperson</header><text>The
			 President shall select a chairperson from among the members of the Policy
			 Committee. The chairperson may vote only to break a tie vote of the other
			 members of the Policy Committee.</text>
				</paragraph></subsection><subsection id="HEFFFE3440E414748AE91A3015C4DE24F"><enum>(d)</enum><header>Duties of Policy
			 Committee</header>
				<paragraph id="idAD38E6475A5C480EBDA573B6A28AC9A2"><enum>(1)</enum><header>Meetings</header><text>The
			 Policy Committee shall hold its first meeting at the call of the Secretary, not
			 later than 30 days after the last member is selected. Subsequent meetings of
			 the Policy Committee shall be held at the call of the chairperson of the Policy
			 Committee.</text>
				</paragraph><paragraph id="id60A2339C5AB346329C33722F5B652044"><enum>(2)</enum><header>General
			 duties</header><text>Through meetings, hearings, and working sessions, the
			 Policy Committee shall—</text>
					<subparagraph id="HE6F6DA39209349D0B4F908B28D9BEA02"><enum>(A)</enum><text>make
			 recommendations to the Secretary to facilitate the timely convening of the
			 Conference;</text>
					</subparagraph><subparagraph id="H6755C140E945478BA7CCD6C7CD000003"><enum>(B)</enum><text>submit to the
			 Secretary a proposed agenda for the Conference not later than 90 days after the
			 first meeting of the Policy Committee;</text>
					</subparagraph><subparagraph id="H4EA985282E774E63A4DDB271ABF44026"><enum>(C)</enum><text>determine the
			 number of delegates to be selected in accordance with section 5 and the manner
			 by which the delegates are to be selected in accordance with such
			 section;</text>
					</subparagraph><subparagraph id="H53914290FC3F4C63842987B1A5CD85E5"><enum>(D)</enum><text>select delegates
			 for the Conference; and</text>
					</subparagraph><subparagraph id="H1916A400A7774E8FBC2BDAEACE2015C0"><enum>(E)</enum><text>establish other
			 advisory committees as needed to facilitate Conference participation of—</text>
						<clause id="H9722740531F841B3832473FBC957953E"><enum>(i)</enum><text>professionals with
			 direct experience providing services to children and families in the child
			 welfare system; and</text>
						</clause><clause id="H372BEA4D98FE41FC8D09895768EBFBB3"><enum>(ii)</enum><text>children and
			 families in the child welfare system.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="idD127400BE48F4C51844A35FEE0646FBC"><enum>(e)</enum><header>Powers of the
			 Policy Committee</header>
				<paragraph id="id3F721CC8918B4792BFA3ECE461F9610D"><enum>(1)</enum><header>Information
			 from federal agencies</header><text>The Policy Committee may secure directly
			 from any Federal department or agency such information as the Policy Committee
			 considers necessary to carry out this Act. Upon request of the chairperson of
			 the Policy Committee, the head of such department or agency shall furnish such
			 information to the Policy Committee.</text>
				</paragraph><paragraph id="id5422E2345B4946E99057011B5C297C9F"><enum>(2)</enum><header>Postal
			 services</header><text>The Policy Committee may use the United States mails in
			 the same manner and under the same conditions as other departments and agencies
			 of the Federal Government.</text>
				</paragraph></subsection><subsection id="IDF66ED8EEDEC041938F7C737FBE52D41E"><enum>(f)</enum><header>Personnel</header>
				<paragraph id="ID777829AFCF0043A8B8E15F0123FBBC98"><enum>(1)</enum><header>Travel
			 expenses</header><text>The members of the Council shall not receive
			 compensation for the performance of services for the Council, but shall be
			 allowed travel expenses, including per diem in lieu of subsistence, at rates
			 authorized for employees of agencies under subchapter I of chapter 57 of title
			 5, United States Code, while away from their homes or regular places of
			 business in the performance of services for the Council. Notwithstanding
			 section 1342 of title 31, United States Code, the Secretary may accept the
			 voluntary and uncompensated services of members of the Council.</text>
				</paragraph><paragraph id="ID045E6507A0B540F98E14542C0462679A"><enum>(2)</enum><header>Detail of
			 government employees</header><text>Any Federal Government employee may be
			 detailed to the Council without reimbursement, and such detail shall be without
			 interruption or loss of civil service status or privilege.</text>
				</paragraph></subsection></section><section id="H204E71412CDF4A948CA62634C8D9E654"><enum>5.</enum><header>Conference
			 Delegates</header><text display-inline="no-display-inline">To carry out the
			 purposes of the Conference, the Secretary shall convene delegates for the
			 conference, who shall be fairly balanced in terms of their points of view with
			 respect to child welfare, without regard to political affiliation or past
			 partisan activity, who shall include—</text>
			<paragraph id="H2657AE87374646CB9EF6BF2C48ABA5DF"><enum>(1)</enum><text>the directors of
			 child welfare systems of the States;</text>
			</paragraph><paragraph id="H5F78FA80723348E68241319F67BC5524"><enum>(2)</enum><text>members of the
			 State and local family court systems, representatives of the State bar
			 associations, and attorneys specializing in family law;</text>
			</paragraph><paragraph id="H18D15EC5CFEF4BDB87DFA5218E08CFB"><enum>(3)</enum><text>elected officials
			 of State and local governments; and</text>
			</paragraph><paragraph id="HF7D05B513FC1494F81FC5C7DEF174E2"><enum>(4)</enum><text>advocates
			 (including national and State organizations), guardians, experts in the field
			 of child welfare, families and children (including youth) affected by the child
			 welfare system, and the general public.</text>
			</paragraph></section><section id="HD3F40CABCF604F5DBD2CAEA63CE18F5C"><enum>6.</enum><header>Conference
			 administration</header>
			<subsection id="H3D569B6BB5AE4A2DA801FA6500A11D98"><enum>(a)</enum><header>Administration</header><text>In
			 conducting and planning the Conference, the Secretary shall—</text>
				<paragraph id="H960465871D6B4775B0C795E404A40070"><enum>(1)</enum><text display-inline="yes-display-inline">request the cooperation and assistance of
			 the heads of such other Federal entities as may be appropriate, including the
			 detailing of personnel;</text>
				</paragraph><paragraph id="HA6E07BFDE8E346159151D9CA4EA07B93"><enum>(2)</enum><text>furnish all
			 reasonable assistance, including financial assistance, not less than 18 months
			 before the Secretary convenes the Conference, to State child welfare systems,
			 State and local family court systems, and other appropriate organizations, to
			 enable them to organize and conduct State-level child welfare conferences in
			 conjunction with and in preparation for participation in the Conference;</text>
				</paragraph><paragraph id="H59157625D6354055BCF4B05DD7E9E5CA"><enum>(3)</enum><text>prepare and make
			 available for public comment a proposed agenda, for the Conference, that
			 reflects to the greatest extent possible the major child welfare issues facing
			 child welfare systems and the courts, consistent with the policy set forth in
			 section 2(b);</text>
				</paragraph><paragraph id="H9AACA4CB5740414881E036C40075C900"><enum>(4)</enum><text>prepare and make
			 available background materials that the Secretary determines to be necessary
			 for the use of delegates to the Conference; and</text>
				</paragraph><paragraph id="HFC5D14E4D5B6465395DAB13D3821B508"><enum>(5)</enum><text>employ such
			 additional personnel as may be necessary to carry out this Act without regard
			 to provisions of title 5, United States Code, governing appointments in the
			 competitive service, and without regard to chapter 51 and subchapter III of
			 chapter 53 of such title, relating to classification and General Schedule pay
			 rates.</text>
				</paragraph></subsection><subsection id="H7BDFDFE894CD49B3962BE250883F6B43"><enum>(b)</enum><header>Duties</header><text display-inline="yes-display-inline">In carrying out the Secretary’s
			 responsibilities and functions under this section, the Secretary shall ensure
			 that—</text>
				<paragraph id="H2585D5C7A12C41A38EDF697CD80747A7"><enum>(1)</enum><text>the conferences
			 held under subsection (a)(2) will—</text>
					<subparagraph id="H5D0DD5EB83F9446BA892392D03B466E7"><enum>(A)</enum><text>be conducted so as
			 to ensure broad participation of individuals and groups; and</text>
					</subparagraph><subparagraph id="HC1909BB0EE584B75A2D965DC96802E4E"><enum>(B)</enum><text>include
			 conferences on Native Americans—</text>
						<clause id="H577CBAE94FF74068B3BE522D7C00D7B0"><enum>(i)</enum><text>to
			 identify conditions that adversely affect Native American children in the child
			 welfare system and to identify Native American families who are at risk of
			 entering such system;</text>
						</clause><clause id="H19B2A9601D4D40F8BE6B93DE88CEA801"><enum>(ii)</enum><text>to
			 propose solutions to ameliorate such conditions; and</text>
						</clause><clause id="HD1B40844A2244C94A5D3952DC673003E"><enum>(iii)</enum><text>to
			 provide for the exchange of information relating to the delivery of services to
			 Native American children in the child welfare system and to Native American
			 families who are at risk of entering such system;</text>
						</clause></subparagraph></paragraph><paragraph id="H9E6714B4610B4B129ECBCEE2D6B4EAD"><enum>(2)</enum><text>the proposed agenda
			 for the Conference under subsection (a)(3) is—</text>
					<subparagraph id="H2F0EB767BBB64B4C9F617DE026948689"><enum>(A)</enum><text>published in the
			 Federal Register not less than 180 days before the Conference is convened;
			 and</text>
					</subparagraph><subparagraph id="HFC87F72920FC4CB7A4CCAB6820000055"><enum>(B)</enum><text>made available for
			 public comment for a period of not less than 60 days;</text>
					</subparagraph></paragraph><paragraph id="HB8AACB94DA27453391443800D0DDD6A7"><enum>(3)</enum><text>the final agenda
			 for the Conference, prepared after the Secretary takes into consideration
			 comments received under paragraph (2), is published in the Federal Register,
			 and transmitted to the chief executive officers of the States, not later than
			 30 days after the close of the public comment period required by paragraph
			 (2);</text>
				</paragraph><paragraph id="HDA545A7DBC5A4E3EA46E9CDB1D00CB6E"><enum>(4)</enum><text>the personnel
			 employed under subsection (a)(5) are fairly balanced in terms of their points
			 of view with respect to child welfare and are appointed without regard to
			 political affiliation or past partisan activity;</text>
				</paragraph><paragraph id="H79D78F878CE743898F4191D0DEAC7961"><enum>(5)</enum><text display-inline="yes-display-inline">the recommendations of the Conference are
			 not inappropriately influenced by any public official or special interest, but
			 instead are the result of the independent and collective judgment of the
			 delegates of the Conference; and</text>
				</paragraph><paragraph id="HF64A2EF54BFC4785873500C04857AE2B"><enum>(6)</enum><text display-inline="yes-display-inline">before the Conference is convened—</text>
					<subparagraph id="HF8CDEF4F4D04451296DEDD656DE85420"><enum>(A)</enum><text>current and
			 adequate statistical data (including decennial census data) and other
			 information on the well-being of children in the United States; and</text>
					</subparagraph><subparagraph id="H63D25CAE75D64FEFB7BBC52802A1124E"><enum>(B)</enum><text>such information
			 as may be necessary to evaluate Federal programs and policies relating to
			 children;</text>
					</subparagraph><continuation-text continuation-text-level="paragraph">which the
			 Secretary may obtain by making grants to or entering into agreements with,
			 public agencies or nonprofit organizations, are readily available in advance of
			 the Conference to the delegates.</continuation-text></paragraph></subsection></section><section id="HFD780CF236894C1E977F3BBE18D8198"><enum>7.</enum><header>Report of the
			 Conference</header>
			<subsection id="HDFE0F29AA0D645648C839D777342DCD0"><enum>(a)</enum><header>Proposed
			 Report</header>
				<paragraph id="id9DF274B6ACA04FA7903631723733AA91"><enum>(1)</enum><header>Preparation</header><text display-inline="yes-display-inline">After consultation with the Policy
			 Committee, the Secretary shall prepare a proposed report of the Conference
			 containing—</text>
					<subparagraph id="HAE7ED646583A4C87B86140118C9DCD72"><enum>(A)</enum><text>the results of the
			 Conference, which shall include a statement of comprehensive coherent national
			 policy on State child welfare systems (including the courts involved);
			 and</text>
					</subparagraph><subparagraph id="HF068B5CF555941AB9F82D2CB88D58E89"><enum>(B)</enum><text>recommendations of
			 the Conference for the implementation of such policy.</text>
					</subparagraph></paragraph><paragraph id="id6B60D14616BC46DBAB207927C694EDE5"><enum>(2)</enum><header>Publication and
			 submission</header><text>The proposed report shall be published in the Federal
			 Register, and submitted to the chief executive officers of the States, not
			 later than 60 days after the Conference adjourns.</text>
				</paragraph></subsection><subsection id="HE0880B827F0C4673921D49A7C3F0553F"><enum>(b)</enum><header>Response to
			 Proposed Report</header><text>The Secretary shall solicit recommendations about
			 and other comments on the proposed report, to be submitted not later than 180
			 days after the publication of the report. The Secretary shall request that the
			 chief executive officers of the States submit to the Secretary, not later than
			 180 days after receiving the proposed report, their views and findings on the
			 proposed report.</text>
			</subsection><subsection id="H319F5DAB81044106BE9217A2ABFF04E0"><enum>(c)</enum><header>Final
			 Report</header><text display-inline="yes-display-inline">Not later than 90 days
			 after receiving the comments, and the views and findings of the chief executive
			 officers of the States, under subsection (b), the Secretary shall—</text>
				<paragraph id="H05E14A6D19B149DA9547A8A398982B7F"><enum>(1)</enum><text>prepare a final
			 report of the Conference, which shall include—</text>
					<subparagraph id="id2763828F43684EB5BC08842236EEB5AD"><enum>(A)</enum><text>a statement of
			 the policy and recommendations of the Conference;</text>
					</subparagraph><subparagraph id="id7889E542856A4433AA210C47BB7BE659"><enum>(B)</enum><text>a compilation of
			 the comments, and the views and findings of the chief executive officers of the
			 States; and</text>
					</subparagraph><subparagraph id="id1C0A172A9C1D4611BCCCDE7BED500893"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id60181069FBD246788276760543DBE626"><enum>(i)</enum><text>the recommendations of
			 the Secretary for a comprehensive coherent national policy on State child
			 welfare systems (including the courts involved), after taking into
			 consideration the comments, views, and findings; and</text>
						</clause><clause id="id44958CB0264F470BA9ACE25BB48EF896" indent="up1"><enum>(ii)</enum><text>the recommendations of the
			 Secretary for the administrative and legislative action necessary to implement
			 the recommendations described in clause (i); and</text>
						</clause></subparagraph></paragraph><paragraph id="idE1DFBE4CA066400494D48DF53432EEB3"><enum>(2)</enum><text>publish the final
			 report in the Federal Register and transmit the report to the President and to
			 Congress.</text>
				</paragraph></subsection></section><section id="H2497BCA0D2E1412A94F867302C9B9271"><enum>8.</enum><header>Definitions and
			 references</header>
			<subsection id="id75C47CB4BDA0473A9FEAEB492D3AC7F9"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text>
				<paragraph id="H9ADC477AB1A5415F9FF77CD6D47B445"><enum>(1)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of Health and Human
			 Services.</text>
				</paragraph><paragraph id="HDB91E01DDD5C40519CD924C099C84EC"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <quote>State</quote> means any of
			 the several States, the District of Columbia, the Commonwealth of Puerto Rico,
			 Guam, American Samoa, the United States Virgin Islands, and the Commonwealth of
			 the Northern Marianas.</text>
				</paragraph></subsection><subsection id="idF3F7226CDCE04AC6B4C7FC4338B0CB96"><enum>(b)</enum><header>References</header><text display-inline="yes-display-inline">In this Act, a reference to a child welfare
			 system of a State includes a reference to a child welfare system of a tribal
			 government.</text>
			</subsection></section><section id="HE977CB70C0E847078B32AADD6F00EB3B"><enum>9.</enum><header>Authorization of
			 Appropriations</header>
			<subsection id="id76854ADF9E064FA7A1C0BC20A43490D2"><enum>(a)</enum><header>In
			 general</header><text>There is authorized to be appropriated $10,000,000 to
			 carry out this Act.</text>
			</subsection><subsection id="H8FD6A4728D8B45B2901EB8EBEC3931A7"><enum>(b)</enum><header>Limitation on
			 Appropriations</header><text display-inline="yes-display-inline">Authority
			 provided in this Act to make expenditures or to enter into contracts under
			 which the United States is obligated to make outlays shall be effective only to
			 the extent that amounts are provided, and only to the extent of the amounts
			 provided, in advance in appropriations Acts.</text>
