		<official-title display="yes">To extend agricultural programs beyond
		  March 15, 2008, to suspend permanent price support authorities beyond that
		  date, and for other purposes.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC">
		<section commented="no" display-inline="no-display-inline" id="H7CE89776E383492A9FE08D8B0178D9CD" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Extension of agricultural programs</header>
			<subsection commented="no" display-inline="no-display-inline" id="H7C318C9B96AF410D91C0A973804FBC18"><enum>(a)</enum><header display-inline="yes-display-inline">Extension</header><text display-inline="yes-display-inline">Except as otherwise provided in this
			 section and notwithstanding any other provision of law, the authorities
			 provided under the Farm Security and Rural Investment Act of 2002 (Public Law
			 107–171; <external-xref legal-doc="usc" parsable-cite="usc/7/7901">7 U.S.C. 7901 et seq.</external-xref>) and each amendment made by that Act (and for
			 mandatory programs at such funding levels), as in effect on September 30, 2007,
			 shall continue, and the Secretary of Agriculture shall carry out the
			 authorities, until April 18, 2008.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HEBAA4FA2C5BD49CE83DDC7874844599C"><enum>(b)</enum><header display-inline="yes-display-inline">Conservation Programs</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H4C1DB159409A4EA5AE91141CA6E4A39D"><enum>(1)</enum><header display-inline="yes-display-inline">Farmland protection program</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law,
			 the Secretary of Agriculture (referred to in this subsection as the
			 <quote>Secretary</quote>) shall continue the farmland protection program
			 established under subchapter B of chapter 2 of subtitle D of title XII of the
			 Food Security Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3838h">16 U.S.C. 3838h et seq.</external-xref>) at a funding level of
			 $97,000,000 per year.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB160BC54368A421DA79873511E417063"><enum>(2)</enum><header display-inline="yes-display-inline">Ground and surface water
			 conservation</header><text display-inline="yes-display-inline">Notwithstanding
			 any other provision of law, the Secretary shall continue the ground and surface
			 water conservation program established under section 1240I of the Food Security
			 Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839aa-9">16 U.S.C. 3839aa–9</external-xref>) at a funding level of $60,000,000 per
			 year.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H778C7B7707E34015B3838FB4C97C80E2"><enum>(3)</enum><header display-inline="yes-display-inline">Wildlife habitat incentives
			 program</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, the Secretary shall continue the wildlife habitat
			 incentive program established under section 1240N of the Food Security Act of
			 1985 (<external-xref legal-doc="usc" parsable-cite="usc/16/3839bb-1">16 U.S.C. 3839bb–1</external-xref>) at a funding level of $85,000,000 per year.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HADD6523A82364B72B556BA41198173D1"><enum>(c)</enum><header display-inline="yes-display-inline">Exceptions</header><text display-inline="yes-display-inline">This section does not apply with respect to
			 the following provisions of law:</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H5D251609777849D08500F88DA508A338"><enum>(1)</enum><text display-inline="yes-display-inline">Section 1307(a)(6) of the Farm Security and
			 Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/7957">7 U.S.C. 7957(a)(6)</external-xref>).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H81C12F422CE9410B8F18E1E17F61CBD"><enum>(2)</enum><text display-inline="yes-display-inline">Section 524(b) of the Federal Crop
			 Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1524">7 U.S.C. 1524(b)</external-xref>).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H24CF0A8565A247D1BA80CC2EA27F6495"><enum>(3)</enum><text display-inline="yes-display-inline">Section 25 of the Food Stamp Act of 1977 (7
			 U.S.C. 2034).</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8A6E2EA1323041BB82E152AD83B37FC"><enum>(d)</enum><header display-inline="yes-display-inline">Suspension of permanent price support
			 authorities</header><text display-inline="yes-display-inline">The provisions of
			 law specified in subsections (a) through (c) of section 1602 of the Farm
			 Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/7992">7 U.S.C. 7992</external-xref>) shall be suspended
			 through April 18, 2008.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H842F396F07FF4519B0BF43869480CDC9"><enum>(e)</enum><header display-inline="yes-display-inline">Relation to Consolidated Appropriations
			 Act, 2008</header>
				<paragraph commented="no" display-inline="no-display-inline" id="HE103041396B34C099E9CC4CC8E192B92"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided in paragraph (2), this
			 section does not apply to the Agriculture, Rural Development, Food and Drug
			 Administration, and Related Agencies Appropriations Act, 2008 (division A of
			 <external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121 Stat. 1846).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9739D760D11748FFA861B4BA1E05A82D"><enum>(2)</enum><header display-inline="yes-display-inline">Repeal of superseded
			 extension</header><text display-inline="yes-display-inline">Section 751 of the
			 Agriculture, Rural Development, Food and Drug Administration, and Related
			 Agencies Appropriations Act, 2008 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/110/161">Public Law 110–161</external-xref>; 121 Stat.
			 1883) is repealed.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDBAD42C20A884AD882986FF0B44B5855"><enum>(f)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">This section and the
			 amendment made by this section shall take effect on March 15, 2008.</text>
