		<official-title>To provide incentives to physicians to practice in rural
		  and medically underserved communities.</official-title>

		<section id="idA0EB3C498CC94A0C89B7F690D21D389F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Conrad State 30 Improvement
			 Act</short-title></quote>.</text>
		</section><section id="ID98937825207e42dd87a78903e23be569" section-type="subsequent-section"><enum>2.</enum><header>Elimination of sunset
			 provision of Conrad State 30 Program</header><text display-inline="no-display-inline">Section 220(c) of the Immigration and
			 Nationality Technical Corrections Act of 1994 (8 U.S.C. 1182 note) is amended
			 by striking <quote>and before June 1, 2008.</quote>.</text>
		</section><section id="ID7eec8aa98b4342e7916274f5e614d480"><enum>3.</enum><header>Incentives for
			 physicians to practice in medically underserved communities</header><text display-inline="no-display-inline">Section 214 of the Immigration and
			 Nationality Act (8 U.S.C. 1184) is amended—</text>
			<paragraph id="id0C2191B87C8642A2933C80C86210B6B2"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (g), by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="idB047DB38A7BD437DA3B1213B4A5A42F6" style="OLC">
					<paragraph id="IDbb8e864f572b4ca6bd396644918e500c" indent="up1"><enum>(12)</enum><text>An alien physician described in
				section 212(j)(2)(B) who entered the United States as a nonimmigrant described
				in section 101(a)(15)(H)(i)(b) to pursue graduate medical education or training
				shall not be subject to the limitations described in paragraphs (1) and (4)
				if—</text>
						<subparagraph id="id492BBB6D5DE1459AAB67285AFF121AD9"><enum>(A)</enum><text>an interested State agency submits a
				request for an exemption under section 214(l)(1)(B); and</text>
						</subparagraph><subparagraph id="id6EA50B9DB8754A21BAB0AF0403B8E967"><enum>(B)</enum><text>the Secretary of State recommends that
				the alien be exempted from such
				limitations.</text>
						</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="idF69B14454AF24FAEACB399853673C448"><enum>(2)</enum><text>in subsection
			 (l)—</text>
				<subparagraph id="id20F1E834427144D8A4FB82AEB8F9552D"><enum>(A)</enum><text>in paragraph
			 (1)—</text>
					<clause id="idCBA7ED3A84BB4152A9A2035E6379B6E5"><enum>(i)</enum><text>by
			 striking <quote>the Attorney General shall not grant such waiver unless</quote>
			 and inserting <quote>or for an exemption from the limitations described in
			 paragraphs (1) and (4) of subsection (g) on behalf of an alien described in
			 subsection (g)(12), the Secretary shall not grant such waiver or exemption
			 unless</quote>;</text>
					</clause><clause id="id9987435F66CB40BEA12AD7874386AE10"><enum>(ii)</enum><text>in
			 subsection (A), by inserting <quote>or exemption</quote> before the semicolon
			 at the end;</text>
					</clause><clause id="IDc030f24e91d64d27a8cea4f686695e95"><enum>(iii)</enum><text>in subsection
			 (B), by striking <quote>would not cause the number of waivers allotted for that
			 State for that fiscal year to exceed 30</quote> and inserting <quote>or
			 exemption would not cause the total number of waivers plus the total number of
			 exemptions allotted for that State for that fiscal year to exceed 30, unless
			 such allotment is increased pursuant to paragraph (4)</quote>;</text>
					</clause><clause id="ID7f4705fa8d124b0a8b0a6f62f114f174"><enum>(iv)</enum><text>in
			 subsection (C)(ii), by inserting <quote>or exemption</quote> after
			 <quote>waiver</quote>;</text>
					</clause><clause id="IDfcae96f4c5e244818ea6a69cddc913cc"><enum>(v)</enum><text>in
			 subsection (D)—</text>
						<subclause id="id0AF23F54FA294786A65209C6DCCA4693"><enum>(I)</enum><text>in clause (ii),
			 by striking <quote>would not cause the number of the waivers</quote> and
			 inserting <quote>or exemption would not cause the total number of waivers and
			 exemptions</quote>;</text>
						</subclause><subclause id="ID0c62218869be4682b86b5234d86a2538"><enum>(II)</enum><text>in clause (iii),
			 by inserting <quote>or exemption</quote> after <quote>waiver</quote>;</text>
						</subclause></clause></subparagraph><subparagraph id="IDf40995fac68641dd9513ed8d95ab1297"><enum>(B)</enum><text>in paragraph
			 (2)(A), by striking <quote>status of an alien</quote> and inserting
			 <quote>status of an alien described in 212(e)(iii)</quote>; and</text>
				</subparagraph><subparagraph id="id210D70737CD94E59AFE18D20DDFF58A3"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idEE85455D07594CBCA0B4D2E278DC1C32" style="OLC">
						<paragraph id="id3176409F9D9B48828C2177813858DA65" indent="up1"><enum>(4)</enum><text>If at least 90 percent of the total
				number of waivers and exemptions allotted under paragraph (1)(B) to States that
				were granted not fewer than 5 such waivers or exemptions, in the aggregate,
				during any 1 of the 3 previous fiscal years are granted, on a nationwide basis,
				in the current fiscal year, the allotment of such waivers and exemptions in the
				current fiscal year shall be increased from 30 to 35 for each State. Such
				allotments shall be further increased in increments of 5 each time such 90
				percent threshhold of the adjusted allotment level is reached, on a nationwide
				basis. The allotment for each State shall reset to 30 at the beginning of each
				fiscal
				year.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</subparagraph></paragraph></section><section id="ID688e74ae473d4404835ba113b86b5908"><enum>4.</enum><header>Retaining
			 physicians in medically underserved communities</header><text display-inline="no-display-inline">Section 201(b)(1) of the Immigration and
			 Nationality Act (8 U.S.C. 1151(b)(1)) is amended by adding at the end the
			 following:</text>
			<quoted-block display-inline="no-display-inline" id="id750B6C4EC7844D0A907D1D3FE64284F2" style="OLC">
				<subparagraph id="ID608324094a804e5ea68a8ec3fe4d8103" indent="up1"><enum>(F)</enum><text>Alien physicians who have completed
				service requirements of a waiver or exemption requested by a State under
				section 214(l), including those alien physicians who completed such service
				before the date of the enactment of this
				subparagraph.</text>
				</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="id79A793A1647946CE88B9A271B58EC5BD"><enum>5.</enum><header>Expanding the
			 flexibility of the Conrad State 30 Program</header><text display-inline="no-display-inline">Section 214(l)(1)(D)(ii) of the Immigration
			 and Nationality Act, as amended by section 3(2)(A)(v)(I), is further amended by
			 striking <quote>5</quote> and inserting <quote>10</quote>.</text>
