		<section id="ID76662920573A4D4CA75B44B6045F5176" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Fort
			 Stanton-Snowy River Cave National Conservation Area Act</quote>.</text>
		</section><section id="ID3FB362E14D1A499BAC269B3BE99EA3AA"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="ID5FBE62DDCBC44C41855099C47FAE1954"><enum>(1)</enum><header>Conservation
			 area</header><text>The term <term>Conservation Area</term> means the Fort
			 Stanton-Snowy River Cave National Conservation Area established by section
			 3(a).</text>
			</paragraph><paragraph id="ID6F11386494284182B89489ACB6A0DF4A"><enum>(2)</enum><header>Management
			 plan</header><text>The term <term>management plan</term> means the management
			 plan developed for the Conservation Area under section 4(c).</text>
			</paragraph><paragraph id="IDB0E7EEB604054868865ED516C36F3E05"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the Bureau of Land Management.</text>
			</paragraph></section><section id="ID7F4B4725C48248268050FBFA4CE57FCC"><enum>3.</enum><header>Establishment of
			 Fort Stanton-Snowy River Cave National Conservation Area</header>
			<subsection id="IDDB55C5F9C05C4960ADC09C52B8D32C3C"><enum>(a)</enum><header>Establishment;
			 Purposes</header><text>There is established the Fort Stanton-Snowy River Cave
			 National Conservation Area in Lincoln County, New Mexico, to protect, conserve,
			 and enhance the unique and nationally important historic, cultural, scientific,
			 archaeological, natural, and educational subterranean cave resources of the
			 Fort Stanton-Snowy River cave system.</text>
			</subsection><subsection id="ID2A4333B418F2409F948A6A38596B7643"><enum>(b)</enum><header>Area
			 Included</header><text>The Conservation Area shall include the area within the
			 boundaries depicted on the map entitled <quote>Fort Stanton-Snowy River Cave
			 National Conservation Area</quote> and dated
			 <deleted-phrase committee-id="SSEG00" reported-display-style="strikethrough">November
			 2005</deleted-phrase><added-phrase committee-id="SSEG00" reported-display-style="italic">January 25,
			 2007</added-phrase>.</text>
			</subsection><subsection id="IDE4B2F54F21274189B1CCF9D411B6B42F"><enum>(c)</enum><header>Map and Legal
			 Description</header>
				<paragraph id="IDAE4E843B9BD3403DB688FF52094513FF"><enum>(1)</enum><header>In
			 general</header><text>As soon as practicable after the date of enactment of
			 this Act, the Secretary shall submit to Congress a map and legal description of
			 the Conservation Area.</text>
				</paragraph><paragraph id="IDC7F707A20D36483CBCE2D5C2C3756C4C"><enum>(2)</enum><header>Effect</header><text>The
			 map and legal description of the Conservation Area shall have the same force
			 and effect as if included in this Act, except that the Secretary may correct
			 any minor errors in the map and legal description.</text>
				</paragraph><paragraph id="ID38F87A49765B46649AAFDA5867E6A456"><enum>(3)</enum><header>Public
			 availability</header><text>The map and legal description of the Conservation
			 Area shall be available for public inspection in the appropriate offices of the
			 Bureau of Land Management.</text>
				</paragraph></subsection></section><section id="ID183C706164D449ED800BC4883625ABDF"><enum>4.</enum><header>Management of
			 the Conservation Area</header>
			<subsection id="ID29AF47E2498D486B86592D8F0315880E"><enum>(a)</enum><header>Management</header>
				<paragraph id="ID491A712060BD4DC19133554EF682846B"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall manage the Conservation Area—</text>
					<subparagraph id="ID10AD029238C848EA989B260EC84B1593"><enum>(A)</enum><text>in a manner that
			 conserves, protects, and enhances the resources and values of the Conservation
			 Area, including the resources and values described in section 3(a); and</text>
					</subparagraph><subparagraph id="IDB7F74610850345CD90E5FCBD97AFA8BA"><enum>(B)</enum><text>in accordance
			 with—</text>
						<clause id="ID078030450BC846C6A101D0FAA808E3AB"><enum>(i)</enum><text>this Act;</text>
						</clause><clause id="ID4D7E6FCD8A604789AFCEA3722DDF72C9"><enum>(ii)</enum><text>the
			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of
			 1976</act-name> (43 U.S.C. 1701 et seq.); and</text>
						</clause><clause id="IDF0CB2036C230454784DFF7E51AD0B04F"><enum>(iii)</enum><text>any other
			 applicable laws.</text>
						</clause></subparagraph></paragraph><paragraph id="ID8CB4B2E203D640048B179B0D2F6C6C6B"><enum>(2)</enum><header>Uses</header><text>The
			 Secretary shall only allow uses of the Conservation Area that are consistent
			 with the protection of the cave resources.</text>
				</paragraph><paragraph id="ID5F36F01861374E05BEA94DC566BE3141"><enum>(3)</enum><header>Requirements</header><text>In
			 administering the Conservation Area, the Secretary shall provide for—</text>
					<subparagraph id="IDDA792DA38D2B4708BE69236E7D6D8C12"><enum>(A)</enum><text>the conservation
			 and protection of the natural and unique features and environs for scientific,
			 educational, and other appropriate public uses of the Conservation Area;</text>
					</subparagraph><subparagraph id="IDDD54BEC910874DDFBB4520F32BEC2F70"><enum>(B)</enum><text>public access, as
			 appropriate, while providing for the protection of the cave resources and for
			 public safety;</text>
					</subparagraph><subparagraph id="ID5D00C6B9871A4239AE4A89C35DF5E3AA"><enum>(C)</enum><text>the continuation
			 of other existing uses or other new uses of the Conservation Area that do not
			 impair the purposes for which the Conservation Area is established;</text>
					</subparagraph><subparagraph id="IDF9745415E1634EFD828E6C21F0F9AA36"><enum>(D)</enum><text>management of the
			 surface area of the Conservation Area in accordance with the Fort Stanton Area
			 of Critical Environmental Concern Final Activity Plan dated March, 2001, or any
			 amendments to the plan, consistent with this Act; and</text>
					</subparagraph><subparagraph id="ID0278E5262B0F4CF2977036A0D1E3C80B"><enum>(E)</enum><text>scientific
			 investigation and research opportunities within the Conservation Area,
			 including through partnerships with colleges, universities, schools, scientific
			 institutions, researchers, and scientists to conduct research and provide
			 educational and interpretive services within the Conservation Area.</text>
					</subparagraph></paragraph></subsection><subsection id="ID4D6392C833D34F4EB1E5391E53CD8D2B"><enum>(b)</enum><header>Withdrawals</header><text>Subject
			 to valid existing rights, all Federal surface and subsurface land within the
			 Conservation Area and all land and interests in the land that are acquired by
			 the United States after the date of enactment of this Act for inclusion in the
			 Conservation Area, are withdrawn from—</text>
				<paragraph id="ID252DE47D56E34AAB8B805B3135D235FC"><enum>(1)</enum><text>all forms of
			 entry, appropriation, or disposal under the general land laws;</text>
				</paragraph><paragraph id="ID5E3736114AB848C28E22D946A0A1BE18"><enum>(2)</enum><text>location, entry,
			 and patent under the mining laws; and</text>
				</paragraph><paragraph id="IDE343320543134904837FE67504CD883D"><enum>(3)</enum><text>operation under
			 the mineral leasing and geothermal leasing laws.</text>
				</paragraph></subsection><subsection id="IDB728616A133E40619E836182AA3A7391"><enum>(c)</enum><header>Management
			 Plan</header>
				<paragraph id="ID6355727C293E4C8C92A6BD102C32CE89"><enum>(1)</enum><header>In
			 general</header><text>Not later than 2 years after the date of enactment of
			 this Act, the Secretary shall develop a comprehensive plan for the long-term
			 management of the Conservation Area.</text>
				</paragraph><paragraph id="IDED895D6B66804D529B61DA8B5F5C862B"><enum>(2)</enum><header>Purposes</header><text>The
			 management plan shall—</text>
					<subparagraph id="IDA6367FA16C384509A638CD81DD1EFD50"><enum>(A)</enum><text>describe the
			 appropriate uses and management of the Conservation Area;</text>
					</subparagraph><subparagraph id="IDC45822DFEDF14E3C82021E156176D078"><enum>(B)</enum><text>incorporate, as
			 appropriate, decisions contained in any other management or activity plan for
			 the land within or adjacent to the Conservation Area;</text>
					</subparagraph><subparagraph id="IDCC0CF674DB4D4E7A8F4789438D696242"><enum>(C)</enum><text>take into
			 consideration any information developed in studies of the land and resources
			 within or adjacent to the Conservation Area; and</text>
					</subparagraph><subparagraph id="IDD0F7CC2CA4164CB08D17F632492A1F5D"><enum>(D)</enum><text>provide for a
			 cooperative agreement with Lincoln County, New Mexico, to address the
			 historical involvement of the local community in the interpretation and
			 protection of the resources of the Conservation Area.</text>
					</subparagraph></paragraph></subsection><subsection id="IDDAE57553CAAC40989B5E16E85CC3EFA2"><enum>(d)</enum><header>Activities
			 Outside Conservation Area</header><text>The establishment of the Conservation
			 Area shall not—</text>
				<paragraph id="ID875CBB3DD62B4D89A93588A5398BDF13"><enum>(1)</enum><text>create a
			 protective perimeter or buffer zone around the Conservation Area; or</text>
				</paragraph><paragraph id="ID005D7783B6F24250A01C2FF89911D091"><enum>(2)</enum><text>preclude uses or
			 activities outside the Conservation Area that are permitted under other
			 applicable laws, even if the uses or activities are prohibited within the
			 Conservation Area.</text>
				</paragraph></subsection><subsection id="ID4542EF59FBA04F9FB2223A4DA5843BB2"><enum>(e)</enum><header>Research and
			 Interpretive Facilities</header>
				<paragraph id="ID239ED901A92C4A06BE7D01098DA0D3C7"><enum>(1)</enum><header>In
			 general</header><text>The Secretary may establish facilities for—</text>
					<subparagraph id="ID83C2B767308C4AB8B8F9B1F336A46F53"><enum>(A)</enum><text>the conduct of
			 scientific research; and</text>
					</subparagraph><subparagraph id="ID631ED0FF03D84513956A1209761FA537"><enum>(B)</enum><text>the
			 interpretation of the historical, cultural, scientific, archaeological,
			 natural, and educational resources of the Conservation Area.</text>
					</subparagraph></paragraph><paragraph id="ID5D4AACE3B0FE408B800F9C2BDF4EEDA1"><enum>(2)</enum><header>Cooperative
			 agreements</header><text>The Secretary may, in a manner consistent with this
			 Act, enter into cooperative agreements with the State of New Mexico and other
			 institutions and organizations to carry out the purposes of this Act.</text>
				</paragraph></subsection><subsection id="IDA83D7B141BCE4EA2A5FE1601322B08DA"><enum>(f)</enum><header>Water
			 Rights</header><text>Nothing in this Act constitutes an express or implied
			 reservation of any water right.</text>
			</subsection></section><section id="IDA7C0C05B0DBC4FFFA80B7ECEA68209C6"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this Act.
			 To establish the Fort Stanton-Snowy River Cave National Conservation
			 Area.</text>
