		<section display-inline="no-display-inline" id="H5C56053A919C4A7EA4CF1DA0C56EB000" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Kendell Frederick Citizenship
			 Assistance Act</short-title></quote>.</text>
		</section><section display-inline="no-display-inline" id="HF0A1915F69EE469CAEC77EF8A7D25C8E"><enum>2.</enum><header>Fingerprints for
			 members of Armed Forces</header>
			<subsection id="HCF8ABEB3052B40AA9CE7894E63E2005B"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, including
			 <external-xref legal-doc="usc" parsable-cite="usc/5/552a">section
			 552a</external-xref> of title 5, United States Code (commonly referred to as
			 the <quote>Privacy Act of 1974</quote>), the Secretary of Homeland Security
			 shall use the fingerprints provided by an individual at the time the individual
			 enlisted in the Armed Forces to satisfy any requirement for fingerprints in
			 connection with an application for naturalization if—</text>
				<paragraph id="H8064B2F9DD6E43CCAFE8E7EE6D9A927"><enum>(1)</enum><text>the individual may
			 be naturalized pursuant to section 328 or 329 of the Immigration and
			 Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1439">8
			 U.S.C. 1439 and 1440</external-xref>);</text>
				</paragraph><paragraph id="H8E10F5FE8F384C91ADB3D28D08BB998"><enum>(2)</enum><text>the individual was
			 fingerprinted in accordance with the requirements of the Department of Defense
			 at the time the individual enlisted in the Armed Forces;</text>
				</paragraph><paragraph id="H5C9C33A0757545AEBAA9318D08D6442B"><enum>(3)</enum><text>the individual
			 submits an application for naturalization not later than 24 months after the
			 date on which the individual enlisted in the Armed Forces; and</text>
				</paragraph><paragraph id="H735A080A64B3492B8F7700DC8794C452"><enum>(4)</enum><text>the Secretary of
			 Homeland Security determines that the fingerprints are sufficient to adjudicate
			 the applicant’s naturalization application.</text>
				</paragraph></subsection><subsection id="H077B11C218504C91AC3D0080A7D4C0C6"><enum>(b)</enum><header>More timely and
			 effective adjudication</header><text display-inline="yes-display-inline">Nothing in this section precludes an
			 individual described in subsection (a) from submitting a new set of
			 fingerprints to the Secretary of Homeland Security. If the Secretary of
			 Homeland Security determines that submitting a new set of fingerprints would
			 result in more timely and effective adjudication of the individual’s
			 naturalization application, the Secretary shall—</text>
				<paragraph id="id42D44F1F1A274FECB66B76DB7FA3292A"><enum>(1)</enum><text display-inline="yes-display-inline">inform the individual of such
			 determination; and</text>
				</paragraph><paragraph id="id8F11B7D95FA54F89A363BAFF8ABFFE88"><enum>(2)</enum><text display-inline="yes-display-inline">provide the individual with a description
			 of how to submit such fingerprints.</text>
				</paragraph></subsection><subsection id="H3CA8DDD061864434B7B14D5FAD65DE06"><enum>(c)</enum><header>Cooperation</header><text display-inline="yes-display-inline">The Secretary of Homeland Security, in
			 consultation with the Secretary of Defense, shall determine the format of
			 fingerprints acceptable for usage under subsection (a). The Secretary of
			 Defense, or any other official having custody of the fingerprints referred to
			 in subsection (a), shall—</text>
				<paragraph id="idF5CE7B221FBC4647BC354D797C696271"><enum>(1)</enum><text display-inline="yes-display-inline">make such prints available, without charge,
			 to the Secretary of Homeland Security for the purpose described in subsection
			 (a); and</text>
				</paragraph><paragraph id="id190F919B98C44B1BB72681D1BED6F832"><enum>(2)</enum><text display-inline="yes-display-inline">otherwise cooperate with the Secretary of
			 Homeland Security to facilitate the processing of applications for
			 naturalization under subsection (a).</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="H3830896D07B84B4FBCE3E2C554A4A15B" section-type="subsequent-section"><enum>3.</enum><header>Provision of
			 information on military naturalization</header>
			<subsection id="H947F54468D8142EBBDACE9F31D85FADC"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 30
			 days after the effective date of any modification to a regulation related to
			 naturalization under section 328 or 329 of the Immigration and Nationality Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/8/1439">8 U.S.C. 1439 and
			 1440</external-xref>), the Secretary of Homeland Security shall make
			 appropriate updates to the Internet sites maintained by the Secretary to
			 reflect such modification.</text>
			</subsection><subsection id="HCA946966A1BA47AEAE5322ADEF5304DF"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of Congress that the Secretary of
			 Homeland Security, not later than 180 days after each effective date described
			 in subsection (a), should make necessary updates to the appropriate application
			 forms of the Department of Homeland Security.</text>
			</subsection></section><section id="H3BC1AA67A820449E8D920956EE33ABF4"><enum>4.</enum><header>Reports</header>
			<subsection id="H759F7A1F04CA4401AF00B070D9F3B00"><enum>(a)</enum><header>Adjudication
			 process</header>
				<paragraph id="id1663DD3FF5FD445EB33A02E239FF867C"><enum>(1)</enum><header>In
			 general</header><text>Not later than 120 days after the date of the enactment
			 of this Act, the Comptroller General of the United States shall submit a report
			 to the appropriate congressional committees on the entire process for the
			 adjudication of an application for naturalization filed pursuant to section 328
			 or 329 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1439">8 U.S.C. 1439 and 1440</external-xref>), including
			 the process that—</text>
					<subparagraph id="id49137E041E7446BD994ACD426329651C"><enum>(A)</enum><text>begins at the
			 time the application is mailed to, or received by, the Secretary of Homeland
			 Security, regardless of whether the Secretary determines that such application
			 is complete; and</text>
					</subparagraph><subparagraph id="idDF3270826ED14E68861E598ED38013AA"><enum>(B)</enum><text>ends on the date
			 of the final disposition of such application.</text>
					</subparagraph></paragraph><paragraph id="idE3579524A400494EA1EDDFA93A04354F"><enum>(2)</enum><header>Contents</header><text>The
			 report submitted under paragraph (1) shall include a description of—</text>
					<subparagraph id="HFD855715B644485A9F972C9F12BAF8"><enum>(A)</enum><text>the methods used by
			 the Secretary of Homeland Security and the Secretary of Defense to prepare,
			 handle, and adjudicate such applications;</text>
					</subparagraph><subparagraph id="H947F431361B643BA8CE22D59B4AD9804"><enum>(B)</enum><text>the effectiveness
			 of the chain of authority, supervision, and training of employees of the
			 Federal Government or of other entities, including contract employees, who have
			 any role in such process or adjudication; and</text>
					</subparagraph><subparagraph id="H9EA82D127FB44F39BAD37BB51482EDA0"><enum>(C)</enum><text>the ability of the
			 Secretary of Homeland Security and the Secretary of Defense to use technology
			 to facilitate or accomplish any aspect of such process or adjudication.</text>
					</subparagraph></paragraph></subsection><subsection id="HBE6148D1775240B19F158CA7C54D916"><enum>(b)</enum><header>Implementation</header>
				<paragraph id="H8D3F281FC4BE4C6BBF8C62DBC93193DD"><enum>(1)</enum><header>Study</header><text>The
			 Comptroller General of the United States shall conduct a study on the
			 implementation of this Act by the Secretary of Homeland Security and the
			 Secretary of Defense, including studying any technology that may be used to
			 improve the efficiency of the naturalization process for members of the Armed
			 Forces.</text>
				</paragraph><paragraph id="HF37B0AA1A8F3404BA8915BF7323CDE56"><enum>(2)</enum><header>Report</header><text>Not
			 later than 180 days after the date on which the Comptroller General submits the
			 report required under subsection (a), the Comptroller General shall submit a
			 report to the appropriate congressional committees on the study required by
			 paragraph (1) that includes recommendations for improving the implementation of
			 this Act.</text>
				</paragraph></subsection><subsection id="HF282ED4093884C4099E85707C227BE99"><enum>(c)</enum><header>Appropriate
			 congressional committees defined</header><text>In this section, the term
			 <term>appropriate congressional committees</term> means—</text>
				<paragraph id="H1A92A6CC55F74F8A90D90010203073AE"><enum>(1)</enum><text>the
			 <committee-name committee-id="SSAS00">Committee on Armed Services of the
			 Senate</committee-name>;</text>
				</paragraph><paragraph id="idB72FC7861C5F4A7F9014998C05E476FB"><enum>(2)</enum><text>the
			 <committee-name committee-id="SSJU00">Committee on the Judiciary of the
			 Senate</committee-name>;</text>
				</paragraph><paragraph id="id0182EA6919EC4359AF11EDE3D3D7FC22"><enum>(3)</enum><text>the
			 <committee-name committee-id="">Committee on Armed Services of the House of
			 Representatives</committee-name>; and</text>
				</paragraph><paragraph id="id065CDE163F384876817552FD3D53FB66"><enum>(4)</enum><text>the
			 <committee-name committee-id="">Committee on the Judiciary of the House of
			 Representatives</committee-name>.</text>
				</paragraph></subsection></section></legis-body>
