		  Health and Human Development as the Eunice Kennedy Shriver National Institute
		  of Child Health and Human Development.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" style="OLC"><section commented="no" display-inline="no-display-inline" id="id31B17D3C1F1B43A0A6202191F6607425" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Eunice Kennedy Shriver National Institute
			 of Child Health and Human Development</header><subsection commented="no" display-inline="no-display-inline" id="H1A0BF6B0D17048FC86D2B337EA00FCA"><enum>(a)</enum><header display-inline="yes-display-inline">Findings</header><text display-inline="yes-display-inline">Congress makes the following
			 findings:</text><paragraph commented="no" display-inline="no-display-inline" id="H622403666EDF4364A9C2F4535E93E63"><enum>(1)</enum><text display-inline="yes-display-inline">Since it was established by Congress in
			 1962 at the request of President John F. Kennedy, the National Institute of
			 Child Health and Human Development has achieved an outstanding record of
			 achievement in catalyzing a concentrated attack on the unsolved health problems
			 of children and of mother-infant relationships by fulfilling its mission
			 to—</text><subparagraph commented="no" display-inline="no-display-inline" id="HB4FFE0EE62FB4398A2BB5F3068FEF695"><enum>(A)</enum><text display-inline="yes-display-inline">ensure that every individual is born
			 healthy and wanted, that women suffer no harmful effects from reproductive
			 processes, and that all children have the chance to achieve their full
			 potential for healthy and productive lives, free from disease or disability;
			 and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC75C592C2ABB45C792065BDF772900F1"><enum>(B)</enum><text display-inline="yes-display-inline">ensure the health, productivity,
			 independence, and well-being of all individuals through optimal
			 rehabilitation.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE8BDCDA60D1741B185E47F9EC5E431C6"><enum>(2)</enum><text display-inline="yes-display-inline">The National Institute of Child Health and
			 Human Development has made unparalleled contributions to the advancement of
			 child health and human development, including significant efforts to—</text><subparagraph commented="no" display-inline="no-display-inline" id="H7F293349A66A42DBBF7D638D35624227"><enum>(A)</enum><text display-inline="yes-display-inline">reduce dramatically the rates of Sudden
			 Infant Death Syndrome, infant mortality, and maternal HIV transmission;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE7F4DA4384A04899BB06F9A60200D678"><enum>(B)</enum><text display-inline="yes-display-inline">develop the Haemophilus Influenza B (Hib)
			 vaccine, credited with nearly eliminating the incidence of mental retardation;
			 and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD41B117CE8444D6D8200F071BE83ACAC"><enum>(C)</enum><text display-inline="yes-display-inline">conduct intramural research, support
			 extramural research, and train thousands of child health and human development
			 researchers who have contributed greatly to dramatic gains in child health
			 throughout the world.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF681DDCA3B1D4556A3A4C6C478776C1B"><enum>(3)</enum><text display-inline="yes-display-inline">The vision, drive, and tenacity of one
			 woman, Eunice Kennedy Shriver, was instrumental in proposing, passing, and
			 enacting legislation to establish the National Institute of Child Health and
			 Human Development (<external-xref legal-doc="public-law" parsable-cite="pl/87/838">Public Law 87–838</external-xref>) on October 17, 1962.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H98F9963A688B4FF7A109AFACD014F500"><enum>(4)</enum><text display-inline="yes-display-inline">It is befitting and appropriate to
			 recognize the substantial achievements of Eunice Kennedy Shriver, a tireless
			 advocate for children with special needs, whose foresight in creating the
			 National Institute of Child Health and Human Development gave life to the words
			 of President Kennedy, who wished to <quote>encourage imaginative research into
			 the complex processes of human development from conception to old
			 age.</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB5A1B189BDF445F1B2D5920000EAC731"><enum>(b)</enum><header display-inline="yes-display-inline">Amendments to the Public Health Service
			 Act</header><text display-inline="yes-display-inline">The Public Health Service

			 the Adult Education and Family Literacy Act (20 U.S.C. 9252 and 9253) are
			 amended by striking the term <term>National Institute of Child Health and Human
			 Development</term> each place such term appears and inserting <quote>Eunice
			 Kennedy Shriver National Institute of Child Health and Human
			 Development</quote>.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD7790707389F43A69C53478E502C9695"><enum>(3)</enum><header display-inline="yes-display-inline">Elementary and secondary education act of
			 1965</header><text display-inline="yes-display-inline">The Elementary and
			 Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6301">20 U.S.C. 6301 et seq.</external-xref>) is amended by striking
			 the terms <term>National Institute of Child Health and Human Development</term>
			 and <term>National Institute for Child Health and Human Development</term> each
			 place either term appears and inserting <quote>Eunice Kennedy Shriver National
			 Institute of Child Health and Human Development</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3D9D56A7017D4E0289913B75EE8FBEBF"><enum>(d)</enum><header display-inline="yes-display-inline">Reference</header><text display-inline="yes-display-inline">Any reference in any law, regulation,
			 order, document, paper, or other record of the United States to the
			 <quote>National Institute of Child Health and Human Development</quote> shall
			 be deemed to be a reference to the <quote>Eunice Kennedy Shriver National
