		<official-title>To provide the Secretary of Agriculture with alternatives
		  to comply with the Federal Property and Administrative Services
		  Act.</official-title>

		<section id="id82A52C74FF29408782F54CC2049BC58B" section-type="section-one"><enum>1.</enum><header>Stewardship end-result
			 contracting projects</header><text display-inline="no-display-inline">Section 8
			 of the Cooperative Forestry Assistance Act of 1978 (16 U.S.C. 2104) is
			 amended—</text>
			<paragraph id="idA12463A4C4CD445F9FE8F88675E3032F"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subsection (h) as
			 subsection (j) and moving that subsection so as to appear at the end of the
			 section; and</text>
			</paragraph><paragraph id="idE73A34CA54D04648B1CDF4B3792F3AB2"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after subsection (g) the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id20C9E549328D4B56A9A45BBE6CDFD06A" style="OLC">
					<subsection id="id7A5157F5724A4CD99CBD9B38F93DBD8E"><enum>(h)</enum><header>Cancellation or
				termination costs</header>
						<paragraph id="id566718AB9A9A48EF8B290295E72DB3DB"><enum>(1)</enum><header>In
				general</header><text>Notwithstanding section 304B of the Federal Property and
				Administrative Services Act of 1949 (41 U.S.C. 254c), the Secretary is not
				required to obligate funds to cover the cost of cancelling a Forest Service
				stewardship multiyear contract under section 347 of the Department of the
				Interior and Related Agencies Appropriations Act, 1999 (16 U.S.C. 2104 note;
				section 101(e) of division A of Public Law 105–277) until the contract is
				cancelled.</text>
						</paragraph><paragraph id="id2F5BBBC0DF76433FA1870764BA8B8345"><enum>(2)</enum><header>Funding
				sources</header><text>The costs of any cancellation or termination of a
				multiyear stewardship contract described in paragraph (1) may be paid
				from—</text>
							<subparagraph id="id7B4B4B04F8184652BEBB118929A8EA12"><enum>(A)</enum><text>appropriations
				originally made available for the performance of the contract concerned;</text>
							</subparagraph><subparagraph id="id9A4F2CFC80914035931EF1E41AD77C02"><enum>(B)</enum><text>appropriations
				currently available for procurement of the type of service concerned, and not
				otherwise obligated; or</text>
							</subparagraph><subparagraph id="id9AF33274CC124558BEC891584E898217"><enum>(C)</enum><text>funds
				appropriated for payments for that performance or procurement.</text>
							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idD346013836594FFCAE28571FE3A75B74"><enum>(3)</enum><header display-inline="yes-display-inline">Anti-Deficiency Act
				violations</header><text display-inline="yes-display-inline">In a case in which
				payment or obligation of funds under this subsection would constitute a
				violation of section 1341 of title 31, United States Code (commonly known as
				the <quote>Anti-Deficiency Act</quote>), the Secretary may—</text>
							<subparagraph commented="no" display-inline="no-display-inline" id="id18C259336F1D48FC833F2ACE48C93E5C"><enum>(A)</enum><text display-inline="yes-display-inline">seek a supplemental appropriation;
				or</text>
							</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3BDE5A8B8C1A42D09F91D89E02E293BE"><enum>(B)</enum><text display-inline="yes-display-inline">request funds from the permanent judgment
				appropriation established pursuant to section 1304 of title 31, United States
				Code.</text>
