		<official-title>To provide Federal Perkins Loan cancellation to fire
		  fighters.</official-title>

		<section id="id23194130EE624D7AB7F5EEC9C9B70DE8" section-type="section-one"><enum>1.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
			<paragraph id="H613B38DA200640D1ACDA2900A10700EC"><enum>(1)</enum><text>Fire fighters
			 provide an immeasurable service to the Nation, putting their lives, health, and
			 safety on the line every day to protect communities and citizens from everyday
			 emergencies and large-scale disasters.</text>
			</paragraph><paragraph id="HC219A04FEC844775AA8DEA7DC65B053D"><enum>(2)</enum><text>According to the
			 Bureau of Labor Statistics, nearly 78 percent of fire fighters age twenty-five
			 to forty-four have pursued a higher education.</text>
			</paragraph><paragraph id="H33B75894AE3E4879A61205B54730F4D0"><enum>(3)</enum><text>As modern fire
			 fighter responsibilities have become increasingly complex and more dependent on
			 advanced technology, achieving a highly educated fire service will enable fire
			 fighters to carry out a safe and effective response.</text>
			</paragraph><paragraph id="HF10FC5C31F2B40AEA12000E333EBF608"><enum>(4)</enum><text>According to the
			 International City/County Management Association, the national average entrance
			 salary for full-time fire fighters is $34,688, while the average maximum salary
			 is $47,386.</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H424C1FBE721E4FFE857FB5D300D0076B"><enum>(5)</enum><text>The rising cost of
			 college education, combined with the relatively low wages earned by fire
			 fighters, makes it difficult for many full-time fire fighters to afford student
			 loan debt.</text>
			</paragraph></section><section commented="no" display-inline="no-display-inline" id="idA0FA67DE484A4F99A54B42437C9B9F47"><enum>2.</enum><header>Federal Perkins
			 Loans</header><text display-inline="no-display-inline">Section 465(a) of the
			 Higher Education Act of 1965 (20 U.S.C. 1087ee(a)) is amended—</text>
			<paragraph id="id5946E145BC5D469C839A060D3101C071"><enum>(1)</enum><text>in paragraph
			 (2)—</text>
				<subparagraph id="idDB8CBBBCF51C429E938F7509062ED03C"><enum>(A)</enum><text>in subparagraph
			 (H), by striking <quote>or</quote> after the semicolon;</text>
				</subparagraph><subparagraph id="id3C81673A4468499BBA94733841CCBF77"><enum>(B)</enum><text>in subparagraph
			 (I), by striking the period and inserting <quote>; or</quote>; and</text>
				</subparagraph><subparagraph id="id6EDF4C015329411297DAEC8F49CB7D10"><enum>(C)</enum><text>by inserting
			 before the matter following subparagraph (I) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id369B78C6F15E4B4B8E00E98B5A060A62" style="OLC">
						<subparagraph id="H52D3C021242F4A59B9609FE5BC009C2E"><enum>(J)</enum><text display-inline="yes-display-inline">as a full-time employee in fire protection
				activities, as described in section 3(y) of the Fair Labor Standards Act of
				1938 (29 U.S.C. 203(y)), but including a full-time employee in fire protection
				activities of a Federal department or agency (as well as an employee of a
				State, municipality, county, or fire
				district).</text>
						</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="id6CEB4F8BA4F34F9FBD7CE8CE41D26375"><enum>(2)</enum><text>in paragraph
			 (3)(A)(i), by striking <quote>or (I)</quote> and inserting <quote>(I), or
			 (J)</quote>.</text>
