			 of Appropriations</header>
			<subsection id="ID221849444f4e4c2c965c217d56d3ea5f"><enum>(a)</enum><header>In
			 general</header><text>The E-Government Act of 2002 (Public Law 107–347) is
			 amended—</text>
				<paragraph id="ID620a59e908cb4ed08d33d63d459850c3"><enum>(1)</enum><text>in section
			 204(b), by striking <quote>2007</quote> and inserting
			 <quote>2012</quote>;</text>
				</paragraph><paragraph id="IDb90c5454b8664dceab7ef9dcbf0a179f"><enum>(2)</enum><text>in section
			 207(g)(5)(B), by striking <quote>and 2007</quote> and inserting <quote>through
			 2012</quote>;</text>
				</paragraph><paragraph id="ID55244ab26e774cdebfb4672ce31f4d14"><enum>(3)</enum><text>in section
			 213(h)(3), by striking <quote>2007</quote> and inserting
			 <quote>2012</quote>;</text>

			 Security</header><text>Section 3548 of title 44, United States Code, is amended
			 by striking <quote>2007</quote> and inserting <quote>2012</quote>.</text>
			</subsection><subsection id="id7D7A18C6C8E44CA99120FA08AA269869"><enum>(c)</enum><header>E-Government
			 Fund</header><text>Section 3604(g)(1)(E) of title 44, United States Code, is
			 amended by striking <quote>fiscal year 2007</quote> and inserting <quote>fiscal
			 years 2007 through 2012</quote>.</text>
			</subsection><subsection id="ID5e1efd23df19495ab9359c7a1b562796"><enum>(d)</enum><header>Information
			 technology exchange program</header><text>Section 3702(d) of title 5, United
			 States Code, is amended by striking <quote>the end of the 5-year period
			 beginning on the date of the enactment of this chapter</quote> and inserting
			 <quote>September
			 <deleted-phrase committee-id="SSGA00" reported-display-style="strikethrough">31</deleted-phrase><added-phrase committee-id="SSGA00" reported-display-style="italic">30</added-phrase>,
			 <added-phrase committee-id="SSGA00" reported-display-style="italic"></added-phrase> 2012</quote>.</text>
			</subsection><subsection id="ID417a2c55e57247cf8bc25496cd49c8a0"><enum>(e)</enum><header>Computer
			 standards program</header><text>Section 20(f) of the National Institute of
			 Standards and Technology Act (15 U.S.C. 278g–3) is amended by striking
			 <quote>2003, 2004, 2005, 2006, and 2007</quote> and inserting <quote>2003
			 through 2012</quote>.</text>
			</subsection></section><section id="IDf70f7685c1234d57bb4279319e61129c"><enum>3.</enum><header>Best practices
			 for privacy impact assessments</header><text display-inline="no-display-inline">Section 208(b)(3) of the E-Government Act of
			 2002 (44 U.S.C. 3501 note) is amended—</text>
			<paragraph id="ID2cbb874b68894862b66462fdefc7ba5a"><enum>(1)</enum><text>in subparagraph
			 (B), by striking <quote>and</quote> at the end;</text>
			</paragraph><paragraph id="ID20862d7092fc4d949806d45cbac68d51"><enum>(2)</enum><text>in subparagraph
			 (C), by striking the period and inserting <quote>; and</quote>; and</text>
			</paragraph><paragraph id="ID84d94a17d8594097a48ab2cfc2204562"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idD2BEC210B0554ABF8C64A0797B96ADCD" style="OLC">
					<subparagraph id="IDd30b0853142b42de9e02d5d7c342d987"><enum>(D)</enum><text>develop best
				practices for agencies to follow in conducting privacy impact
				assessments.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="ID6295267ae5854df087c902d1e94845d5"><enum>4.</enum><header>Improving
			 searches of Government documents on the worldwide web</header>
			<subsection id="ID728b3be630e64617bfae169f27a45317"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that—</text>
				<paragraph id="ID4d7894668dfd4e47a64c88a4a0db629d"><enum>(1)</enum><text>members of the
			 public and governments commonly rely on commercial search engines to locate
			 relevant information on the worldwide web, including information made available
			 by government agencies; and</text>
				</paragraph><paragraph id="IDf467147b832746a4a0f1846692239a3c"><enum>(2)</enum><text>some Federal
			 agencies have not taken actions to make all of the information available
			 through their websites readily accessible to commercial search engines.</text>
				</paragraph></subsection><subsection id="ID7b713593d1834ac7bd223add22371c26"><enum>(b)</enum><header>Searchability
			 of government websites</header><text>Section 207(f) of the E-Government Act of
			 2002 (44 U.S.C. 3501 note) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="id88EC9FCD0DB741AAAD27C1FDEBE77499" style="OLC">
					<paragraph id="ID753c6f3aa9534871a556889ddf4d59fa"><enum>(4)</enum><header>Searchability
				of government websites</header>
						<subparagraph id="IDa30d32d193714454b861558918736bdd"><enum>(A)</enum><header>Functions of
				the Director</header>
							<clause id="IDbdd7fc1cf29842daaa129024c4522ebd"><enum>(i)</enum><header>Guidelines</header><text>Not
				later than 1 year after the date of enactment of the
				<short-title>E-Government Reauthorization Act of
				2007</short-title>, the Director shall promulgate guidance and best practices
				to ensure that publicly available online Federal Government information and
				services are made more accessible to external search capabilities, including
				commercial and governmental search capabilities. The guidance and best
				practices shall include guidelines for each agency to test the accessibility of
				the websites of that agency to external search capabilities.</text>
							</clause><clause id="IDdb2f3bf5fa324a4a84d4e6f93d06bdda"><enum>(ii)</enum><header>Review</header><text>The
				Director shall ensure periodic review of any guidance and best practices
				promulgated under clause (i) to ensure that the guidance and best practices are
				consistent with any advances made in information technology.</text>
							</clause><clause id="ID3d5bf009ade540b5bfc2652c6df311d5"><enum>(iii)</enum><header>Reports</header><text>The
				Director shall report annually to Congress, through the report established
				under section 3606 of title 44, United States Code, on—</text>
								<subclause id="id905B4AFA97CF4930A22597953E7E2BCD"><enum>(I)</enum><text>the progress of
				agencies with the guidance promulgated under clause (i); and</text>
								</subclause><subclause id="id7AA7893F1E554A38BCE39C5AF38CB270"><enum>(II)</enum><text>the results of
				the testing by agencies.</text>
								</subclause></clause></subparagraph><subparagraph id="ID672f22a314a04d99a6f92ffe0238cdc8"><enum>(B)</enum><header>Agency
				functions</header>
							<clause id="ID3eb3821d7dc24f22bc84b2d4f4552093"><enum>(i)</enum><header>Compliance</header><text>Effective
				on and after 2 years after the date of enactment of the
				<short-title>E-Government Reauthorization Act of
				2007</short-title>, each agency shall ensure compliance with any guidance
				promulgated under subparagraph (A).</text>
							</clause><clause id="IDda9ac55ea4594fce94a844324196b7f6"><enum>(ii)</enum><header>Reports</header><text>Each
				agency shall report annually to the Director, in the report established under
				section 202(g), on—</text>
								<subclause id="idB953693B44C44542966864776E65BBBA"><enum>(I)</enum><text>the use of best
				practices and progress of that agency with the guidance promulgated under
				subparagraph (A); and</text>
								</subclause><subclause id="id0EFA8F4BF16C495D9EC1296BED280A0D"><enum>(II)</enum><text>the results of
				the testing by that
				agency.</text>
								</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="ID7923d3ab16f04f83be4c49e6f5b45961"><enum>5.</enum><header>Providing agency
			 E-Government reports to Congress</header><text display-inline="no-display-inline">Section 3606(b) of title 44, United States
			 Code, is amended by striking paragraph (1) and inserting the following:</text>
			<quoted-block display-inline="no-display-inline" id="id08A32AE769484039A94D42557D5BA1F6" style="OLC">
				<paragraph id="ID9dda5ff3b8174d1db7f4ce78cf482161"><enum>(1)</enum><text>the reports
				submitted by agencies to the Director under section 202(g) of the E-Government
				Act of 2002, and a summary of the information reported by the
				agencies;</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
