			 ACCOUNTABILITY</header>
			<section commented="no" display-inline="no-display-inline" id="ID076F0DAE504046CCB49DA0A68C52CEF0" section-type="subsequent-section"><enum>101.</enum><header display-inline="yes-display-inline">Out of scope matters in conference
			 reports</header>
				<subsection commented="no" display-inline="no-display-inline" id="ID2BE306465F824596BB0DC8BD50D3EE15"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">A point of order may be made by any Senator
			 against consideration of a conference report that includes any matter not
			 committed to the conferees by either House. The point of order shall be made
			 and voted on separately for each item in violation of this section.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDE17BD567EE1F48D4968612B0256AA93F"><enum>(b)</enum><header display-inline="yes-display-inline">Disposition</header><text display-inline="yes-display-inline">If the point of order against a conference
			 report under subsection (a) is sustained, then—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDCC8B2933714B41D4B2F5F091676EB0C4"><enum>(1)</enum><text display-inline="yes-display-inline">the matter in such conference report shall
			 be deemed to have been struck;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4BBE34326B734A2BA4DFEA95D099930B"><enum>(2)</enum><text display-inline="yes-display-inline">when all other points of order under this
			 section have been disposed of—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID400A872FB28A4E229D7D694CFDAE00E1"><enum>(A)</enum><text display-inline="yes-display-inline">the Senate shall proceed to consider the
			 question of whether the Senate should recede from its amendment to the House
			 bill, or its disagreement to the amendment of the House, and concur with a
			 further amendment, which further amendment shall consist of only that portion
			 of the conference report not deemed to have been struck;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID867157B29AD64652B3881176A1717CA8"><enum>(B)</enum><text display-inline="yes-display-inline">the question shall be debatable; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID1A70E4B4BB5942FF8A741DE43836BD30"><enum>(C)</enum><text display-inline="yes-display-inline">no further amendment shall be in order;
			 and</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDEF5DBF9435DD46DD9C7930BE33C9AC60"><enum>(3)</enum><text display-inline="yes-display-inline">if the Senate agrees to the amendment, then
			 the bill and the Senate amendment thereto shall be returned to the House for
			 its concurrence in the amendment of the Senate.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID9D737CD6BD4A42C5B461D6A6490F023A"><enum>(c)</enum><header display-inline="yes-display-inline">Supermajority Waiver and
			 Appeal</header><text display-inline="yes-display-inline">This section may be
			 waived or suspended in the Senate only by an affirmative vote of
			 <fraction>3/5</fraction> of the Members, duly chosen and sworn. An affirmative
			 vote of <fraction>3/5</fraction> of the Members of the Senate, duly chosen and
			 sworn, shall be required in the Senate to sustain an appeal of the ruling of
			 the Chair on a point of order raised under this section.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="ID584D547EF33A447EBB692D9AB195D5E5" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Conference report reforms</header>
				<subsection commented="no" display-inline="no-display-inline" id="ID1D064E1797EE4F0295A54B82A2B46C49"><enum>(a)</enum><header display-inline="yes-display-inline">In General</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID2C5D9CB04E4C4C65B7B49BF8F4B78D79"><enum>(1)</enum><header display-inline="yes-display-inline">Amendment</header><text display-inline="yes-display-inline">Rule XXVIII of all the Standing Rules of
			 the Senate is amended by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="IDA53FC4A327EA43E5AF81A047EB378997" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="ID2333B3A6F98B468E904AE5B6C37148C0"><enum></enum><text display-inline="yes-display-inline">7. It shall not be in order to consider a
				conference report unless—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="idF84ADB1FCFB74918B8E547FBC32BB457"><enum>(1)</enum><text display-inline="yes-display-inline">such report is available to all Members and
				made available to the general public by means of the Internet for at least 48
				hours before its consideration; and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idE33801CC7D9F4E57BE64CBFA3774CBC4"><enum>(2)</enum><text display-inline="yes-display-inline">the text of such report has not been
				changed after the Senate signatures sheets have been signed by a majority of
				the Senate
				conferees.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCA3D47A6891247D2AECE4A4AB2E619DE"><enum>(2)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">This subsection shall
			 take effect 60 days after the date of enactment of this title.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7DDD3DA0127842FCA7F341249592D0C1"><enum>(3)</enum><header display-inline="yes-display-inline">Implementation</header><text display-inline="yes-display-inline">Not later than 60 days after the date of
			 enactment of this title, the Secretary of the Senate, in consultation with the
			 Clerk of the House of Representatives, the Government Printing Office, and the
			 Committee on Rules and Administration, shall develop a website capable of
			 complying with the requirements of paragraph 7 of rule XXVIII of the Standing
			 Rules of the Senate, as added by paragraph (1).</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1E45C23FA9D74E8D8A6CC4E0152D3094"><enum>(b)</enum><header display-inline="yes-display-inline">Conference committee
			 protocols</header><text display-inline="yes-display-inline">It is the sense of
			 Senate that—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="id95E4EF89A8A34896982ADB3CCAC3DDC5"><enum>(1)</enum><text display-inline="yes-display-inline">conference committees should hold regular,
			 formal meetings of all conferees that are open to the public or
			 televised;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID1b165f7b78c34f669be00c8e5bdf8716"><enum>(2)</enum><text display-inline="yes-display-inline">all conferees should be given adequate
			 notice of the time and place of all such meetings; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDe906000e398540369f05f457e88d6615"><enum>(3)</enum><text display-inline="yes-display-inline">all conferees should be afforded an
			 opportunity to participate in full and complete debates of the matters that
			 such conference committees may recommend to their respective Houses.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDCCA87A88E45C43EABE46407C7A9BAE6A" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Elimination of floor privileges and other
			 former Member benefits and privileges for former Members, Senate officers, and
			 Speakers of the House who are lobbyists or seek financial gain</header>
				<subsection commented="no" display-inline="no-display-inline" id="id219D57ABAE1B4CDCB5EC461FD9181540"><enum>(a)</enum><header display-inline="yes-display-inline">Floor privileges</header><text display-inline="yes-display-inline">Rule XXIII of the Standing Rules of the
			 Senate is amended by—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID5E6004D7E042429EB58FC65A48EB9A9F"><enum>(1)</enum><text display-inline="yes-display-inline">inserting <quote>1.</quote> before
			 <quote>Other</quote>;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDE43A9671BC7C4C778B83924ABEE60F4D"><enum>(2)</enum><text display-inline="yes-display-inline">inserting after <quote>Ex-Senators and
			 Senators elect</quote> the following: <quote>, except as provided in paragraph
			 2</quote>;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID053A926DFCA9432DA857A8D6A27360FA"><enum>(3)</enum><text display-inline="yes-display-inline">inserting after <quote>Ex-Secretaries and
			 ex-Sergeants at Arms of the Senate</quote> the following: <quote>, except as
			 provided in paragraph 2</quote>;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID7FC0A234E98243099596257DC406164E"><enum>(4)</enum><text display-inline="yes-display-inline">inserting after <quote>Ex-Speakers of the
			 House of Representatives</quote> the following: <quote>, except as provided in
			 paragraph 2</quote>; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID64E06F3395AA4D909BF83D222E89F56F"><enum>(5)</enum><text display-inline="yes-display-inline">adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="IDB19DB8319F154990BDC5265CBE32B6B8" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="IDFA0B487282954CF2A9F330741359C648"><enum></enum><text display-inline="yes-display-inline">2. (a) The floor privilege provided in
				paragraph 1 shall not apply when the Senate is in session to an individual
				covered by this paragraph who is—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="IDF178B191041D4EADAD809F09C72C22C7"><enum>(1)</enum><text display-inline="yes-display-inline">a registered lobbyist or agent of a foreign
				principal; or</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID9812DEFDB33444A3AA8D1C17E46D07F7"><enum>(2)</enum><text display-inline="yes-display-inline">in the employ of or represents any party or
				organization for the purpose of influencing, directly or indirectly, the
				passage, defeat, or amendment of any legislative proposal.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idC9B804261D4B40D8877B033D0E7A0523"><enum>(b)</enum><text display-inline="yes-display-inline">The Committee on Rules and Administration
				may promulgate regulations to allow individuals covered by this paragraph floor
				privileges for ceremonial functions and events designated by the Majority
				Leader and the Minority
				Leader.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6E59D0943FB84C5CBCB1CDF375B9D9C5"><enum>(b)</enum><header display-inline="yes-display-inline">Other benefits and privileges</header><text display-inline="yes-display-inline">A former Member of the Senate may not
			 exercise privileges to use Senate or House gym or exercise facilities or
			 member-only parking spaces if such Member is—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idBA895CF6322840CE91BBF5C2BAED2F7D"><enum>(1)</enum><text display-inline="yes-display-inline">a registered lobbyist or agent of a foreign
			 principal; or</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id925AD9D32F1245B9B1483AD8184ABF30"><enum>(2)</enum><text display-inline="yes-display-inline">in the employ of or represents any party or
			 organization for the purpose of influencing, directly or indirectly, the
			 passage, defeat, or amendment of any legislative proposal.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID051C10C84688489FAA56E282486D0FFE" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Ban on gifts from lobbyists</header>
				<subsection commented="no" display-inline="no-display-inline" id="id95CEB0D61F2245F88A61F2807FE1CB36"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Rule XXXV of the Standing Rules of the
			 Senate is amended by—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="idBB24DCAF1A0049ECAB1817A1BC5B3BF1"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph 1(a), by—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="IDACC9936BF15F4D29ABC4AB302A26F63D"><enum>(A)</enum><text display-inline="yes-display-inline">inserting <quote>(A)</quote> after
			 <quote>(2)</quote>; and</text>

			 the Senate is amended by adding at the end the following:</text>

				<subsection commented="no" display-inline="no-display-inline" id="ID0ee80b44c0f1412088229d2e4c565b32"><enum>(a)</enum><header display-inline="yes-display-inline">Restriction of privately funded
			 travel</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID875b0b162f1241038b54e1e3f9ea214f"><enum>(1)</enum><header display-inline="yes-display-inline">Prohibition</header><text display-inline="yes-display-inline">Paragraph 2(a) of rule XXXV of the Standing
			 Rules of the Senate is amended—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID4052a493b1d1451093d79b1be4c8fae1"><enum>(A)</enum><text display-inline="yes-display-inline">in clause (1), by striking <quote>from an
			 individual</quote> and all that follows through <quote>prohibited by this
			 rule</quote> and inserting <quote>for necessary transportation, lodging, and
			 related expenses for travel to a meeting, speaking engagement, factfinding
			 trip, or similar event in connection with his duties as an officeholder shall
			 be considered as a reimbursement to the Senate and not a gift prohibited by
			 this rule when it is from a private source other than a registered lobbyist or
			 agent of a foreign principal or a private entity that retains or employs
			 registered lobbyists or agents of a foreign principal (except as provided in
			 clause (3))</quote>; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID0a85a918c8ca416493de3e4445592fc5"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
							<quoted-block display-inline="no-display-inline" id="idEBC85301F0CA406AA03F3D15E118D877" style="OLC">
								<paragraph commented="no" display-inline="no-display-inline" id="ID95697c23ab5d4533b56be20524c53e98"><enum>(3)</enum><text display-inline="yes-display-inline">A reimbursement (including payment in kind)
				to a Member, officer, or employee of the Senate for any purpose described in
				clause (1) also shall be considered as a reimbursement to the Senate and not a
				gift prohibited by this rule (without regard to whether the source retains or
				employs registered lobbyists or agents of a foreign principal) if it is, under
				regulations prescribed by the Select Committee on Ethics to implement this
				provision—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="IDa5c679f548464790a9b37b98fb387c8b"><enum>(A)</enum><text display-inline="yes-display-inline">directly from an institution of higher
				education within the meaning of section 101 of the Higher Education Act of
				1965; or</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7198bb7aed124ad8ac9e1233bde6827a"><enum>(B)</enum><text display-inline="yes-display-inline">provided only for attendance at or
				participation in 1-day of an event (exclusive of travel time and an overnight
				stay).</text>
									</subparagraph><continuation-text commented="no" continuation-text-level="paragraph">Regulations prescribed to implement
				this provision may permit a 2-night stay when determined by the committee on a
				case-by-case basis to be practically required to participate in 1-day of an
				event.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDaa953f7b48fd4b41b7e3aa12109f25c2"><enum>(2)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 paragraph (1) shall take effect on March 1, 2007.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDbeab18d519634014985ed8520f2af09d"><enum>(b)</enum><header display-inline="yes-display-inline">Lobbyist organizations and participation in
			 congressional travel</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDa7ca82c9eae54887a4d91d9ed43d102b"><enum>(1)</enum><header display-inline="yes-display-inline">In General</header><text display-inline="yes-display-inline">Rule XXXV of the Standing Rules of the
			 Senate is amended by redesignating paragraphs 3, 4, 5, and 6 as paragraphs 5,
			 6, 7, and 8, respectively, and by inserting after paragraph 2 the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="idDF8B6A5CFFE14D94AE61C5687A0EA5FD" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="IDcc6f868fc6f14dd3bd85b4add971c28b"><enum>3.
				(a)</enum><text display-inline="yes-display-inline">A Member, officer, or
				employee of the Senate may not accept a reimbursement (including payment in
				kind) for transportation, lodging, or related expenses for a trip on which the
				traveler is accompanied on any segment by a registered lobbyist or agent of a
				foreign principal.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="IDae647a3c63c643d38f54ba72ffadec1d"><enum>(b)</enum><text display-inline="yes-display-inline">A Member, officer, or employee of the
				Senate may not accept a reimbursement (including payment in kind) for
				transportation, lodging, or related expenses under the exception in paragraph
				2(a)(3)(B) of this rule for a trip that is financed in whole or in part by a
				private entity that retains or employs registered lobbyists or agents of a
				foreign principal unless any involvement of a registered lobbyist or agent of a
				foreign principal in the planning, organization, request, or arrangement of the
				trip is de minimis under rules prescribed by the Select Committee on Ethics to
				implement paragraph 2(a)(3).</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="ID78dc2e86444549d8b0ad60ebd3c8ac18"><enum>(c)</enum><text display-inline="yes-display-inline">A Member, officer, or employee of the
				Senate may not accept a reimbursement (including payment in kind) for
				transportation, lodging, or related expenses for a trip (other than a trip
				permitted under paragraph 2(a)(3)(B)) if such trip is in any part planned,
				organized, requested, or arranged by a registered lobbyist or agent of a
				foreign principal.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="ID78d34651bae044e8b6c16d4a6f03cb79"><enum>4.</enum><text display-inline="yes-display-inline">A Member, officer, or employee of the
				Senate shall, before accepting travel otherwise permissible under paragraph
				2(a) from any private source—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="ID1c5abd32be364bc0bd4a793f4d207c09"><enum>(A)</enum><text display-inline="yes-display-inline">provide to the Select Committee on Ethics
				before such trip a written certification signed by the source or (in the case
				of a corporate person) by an officer of the source—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="IDa02100f03b1f4a91a03ff38ddbffb163"><enum>(i)</enum><text display-inline="yes-display-inline">that the trip will not be financed in any
				part by a registered lobbyist or agent of a foreign principal;</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDfddc8c525d4049dc9c341ea7cf38a4d9"><enum>(ii)</enum><text display-inline="yes-display-inline">that the source either—</text>
										<clause commented="no" display-inline="no-display-inline" id="IDe5a6dda4deb54d3390b0ed59b25949d6"><enum>(I)</enum><text display-inline="yes-display-inline">does not retain or employ registered
				lobbyists or agents of a foreign principal;</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="IDe0a5ee35f8f8478e84b63eaadf5d3b6d"><enum>(II)</enum><text display-inline="yes-display-inline">is an institution of higher education
				within the meaning of section 101 of the Higher Education Act of 1965;
				or</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="ID333ae7f8e7874faf8799725e091a5344"><enum>(III)</enum><text display-inline="yes-display-inline">certifies that the trip meets the
				requirements specified in rules prescribed by the Committee on Standards of
				Official Conduct to implement paragraph 2(a)(3)(B) and specifically details the
				extent of any involvement of a registered lobbyist or agent of a foreign
				principal in the planning, organization, request, or arrangement of the trip
				considered to qualify as de minimis under such rules;</text>
										</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDbe69058dfbca4c6e9c8029b9c519b592"><enum>(iii)</enum><text display-inline="yes-display-inline">that the source will not accept from
				another source any funds earmarked directly or indirectly for the purpose of
				financing any aspect of the trip; and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3d444b40285345deb0e48e558dab3bb9"><enum>(iv)</enum><text display-inline="yes-display-inline">that the trip will not in any part be
				planned, organized, requested, or arranged by a registered lobbyist or agent of
				a foreign principal, except as otherwise may be permitted under rules
				prescribed by the Select Committee on Ethics to implement paragraph (2)(a)(3);
				and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF5968A75E67140809C5E12CEFF9FA31A"><enum>(B)</enum><text display-inline="yes-display-inline">provide the Select Committee on Ethics (in
				the case of an employee, from the supervising Member or officer), in
				writing—</text>
										<clause commented="no" display-inline="no-display-inline" id="ID9BB300F9B7D048508EE941F008BC186C"><enum>(i)</enum><text display-inline="yes-display-inline">a detailed itinerary of the trip;</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="IDFCFA21387AAD44AA94307860FE81CC86"><enum>(ii)</enum><text display-inline="yes-display-inline">a determination that the trip—</text>
											<subclause commented="no" display-inline="no-display-inline" id="IDCB5AAC0F795645C1AEBC1999B6551402"><enum>(I)</enum><text display-inline="yes-display-inline">is primarily educational (either for the
				invited person or for the organization sponsoring the trip);</text>
											</subclause><subclause commented="no" display-inline="no-display-inline" id="ID13270BA6B8534F35B7BE2A021C99781C"><enum>(II)</enum><text display-inline="yes-display-inline">is consistent with the official duties of
				the Member, officer, or employee; and</text>
											</subclause><subclause commented="no" display-inline="no-display-inline" id="ID2E40E03741FE4D8EA53E4A24BBF144E8"><enum>(III)</enum><text display-inline="yes-display-inline">does not create an appearance of use of
				public office for private gain; and</text>
											</subclause></clause><clause commented="no" display-inline="no-display-inline" id="IDDBFED70414974041945E07FEC2E6DEE1"><enum>(iii)</enum><text display-inline="yes-display-inline">has a minimal or no recreational
				component.</text>

				duties;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID429878655fb64e75b806b369ac52e3b8"><enum>(B)</enum><text display-inline="yes-display-inline">the reasonableness of an amount spent by a
				sponsor;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID15db3a59de9540d89a620af26632fd58"><enum>(C)</enum><text display-inline="yes-display-inline">a relationship between an event and an
				officially connected purpose; and</text>

							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDf71e066bd5304d098575e5e390521527"><enum>(g)</enum><text display-inline="yes-display-inline">In developing and revising guidelines under
				subparagraph (f)(1), the committee shall take into account the maximum per diem
				rates for official Government travel published annually by the General Services
				Administration, the Department of State, and the Department of
				Defense.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				employee;</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID32e5a7fc7a834e78a5e293b5da959bd7"><enum>(2)</enum><text display-inline="yes-display-inline">reimburse the owner or lessee of the
				aircraft for the pro rata share of the fair market value of such flight (as
				determined by dividing the fair market value of the normal and usual charter
				fare or rental charge for a comparable plane of appropriate size by the number
				of members, officers, or employees of the Congress on the flight);</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID11c7cd6604c842eb87fa6927717f28ae"><enum>(3)</enum><text display-inline="yes-display-inline">with respect to the flight, file a report
				with the Secretary of the Senate, including the date, destination, and owner or
				lessee of the aircraft, the purpose of the trip, and the persons on the trip,
				except for any member of the crew who is operating such flight; and</text>
									</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC48EC325B6E14FDF8B398E6016A39FBA"><enum>(4)</enum><text display-inline="yes-display-inline">not travel on any such flight if any other
				passenger on such flight is—</text>
										<subparagraph commented="no" display-inline="no-display-inline" id="id511EF0B7D0CA43AE81A754D2DEDA1883"><enum>(A)</enum><text display-inline="yes-display-inline">a registered lobbyist under the Lobbying
				Disclosure Act of 1995;</text>

										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID37e59ffc9b5545b6b62a2af3f91ce778"><enum>(D)</enum><text display-inline="yes-display-inline">The purpose of the flight.</text>
										</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDd190e410579245daa5db4555e5230984"><enum>(E)</enum><text display-inline="yes-display-inline">The persons on the flight, except for any
				member of the crew who is operating such

				of the fair market value of such flight (as determined by dividing the fair
				market value of the normal and usual charter fare or rental charge for a
				comparable plane of comparable size by the number of candidates on the flight)
				by not later than 7 days after the date on which the flight is taken;
				and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id88B9BEA39EAE498DAB57D0CE61E3792A"><enum>(II)</enum><text display-inline="yes-display-inline">no passenger on such flight is—</text>
											<item commented="no" display-inline="no-display-inline" id="idD55ED0A4527E48B288F46D7C76E3BB2F"><enum>(aa)</enum><text display-inline="yes-display-inline">a registered lobbyist under the Lobbying
				Disclosure Act of 1995;</text>
											</item><item commented="no" display-inline="no-display-inline" id="id2AB7347B4F5A401181B79DAB7F867E39"><enum>(bb)</enum><text display-inline="yes-display-inline">listed as a lobbyist on a current
				registration or report filed under that Act; or</text>
											</item><item commented="no" display-inline="no-display-inline" id="id024C707460CF4AEF906293EA5BDF6950"><enum>(cc)</enum><text display-inline="yes-display-inline">an employee of an entity that employs or
				retains lobbyists, except that this paragraph shall not apply to any member of

			 Rules of the Senate is amended to read as follows:</text>

				in any lobbying activity, as such term is defined in section 3(7) of the

				</subsection><subsection commented="no" display-inline="no-display-inline" id="ID2BEFE7BB7162461294DDC0F080197A99"><enum>(b)</enum><header display-inline="yes-display-inline">Effective
			 Date</header><text display-inline="yes-display-inline">This section shall take
			 effect 60 days after the date of enactment of this title.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="IDFA2E09E56ABC4181A304DD6BDBCA4233" section-type="subsequent-section"><enum>107.</enum><header display-inline="yes-display-inline">Public disclosure by Members of Congress of
			 employment negotiations</header><text display-inline="no-display-inline">Rule
			 XXXVII of the Standing Rules of the Senate is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="IDD0F298588F194C34A4FA72679F8D4C9F" style="OLC">
					<subsection commented="no" display-inline="no-display-inline" id="IDE1D71E85F5F14B869F34D12FAFC4684C"><enum></enum><text display-inline="yes-display-inline">13. (a) A Member shall not directly
				negotiate or have any arrangement concerning prospective private employment as
				a lobbyist until after the election for his or her successor has been
				held.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id1147B44D461E4641BD6BAE1E740FDB71"><enum>(b)</enum><text display-inline="yes-display-inline">An employee on the staff of a Member or on
				the staff of a committee whose rate of pay is equal to or greater than 75
				percent of the rate of pay of a Member and employed at such rate for more than
				60 days in a calendar year shall not directly negotiate or have any arrangement
				concerning prospective private employment with an organization that retains or
				employs lobbyists, unless such employee provides written notification to the
				Select Committee on Ethics within 3 business days after the commencement of
				such negotiation or arrangement, and obtains the advice of the committee on any
				actions that such employee should take to avoid any potential conflicts of
				interest.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section commented="no" display-inline="no-display-inline" id="ID25EFB237EA3D4F3FBD4004E16B0F8E7C" section-type="subsequent-section"><enum>108.</enum><header display-inline="yes-display-inline">Conflicts of interest with respect to a
			 spouse or immediate family Member of a Member</header>
				<subsection commented="no" display-inline="no-display-inline" id="id9C88573759324E5281B1F412B99CF4E9"><enum>(a)</enum><header display-inline="yes-display-inline">Spouse or immediate family member as
			 lobbyist</header><text display-inline="yes-display-inline">Rule XXXVII of the
			 Standing Rules of the Senate is amended by inserting at the end the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="id9D967F162B20419C92AA1B4BA340E85E" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="IDF41AB995358B4797A5861797E0CB03A0"><enum></enum><text display-inline="yes-display-inline">14. (a) If a Member’s spouse or immediate
				family member registers as a lobbyist under the Lobbying Disclosure Act of 1995
				or is listed as a lobbyist on a current registration or report filed under that
				Act, or is employed or retained by such a registered lobbyist for the purpose
				of influencing legislation, the Member shall prohibit all staff employed by
				that Member (including staff in personal, committee and leadership offices)
				from having any lobbying contact with the Member’s spouse or immediate family
				member.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="IDC18389786F194F75A87AB1A8584273DA"><enum>(b)</enum><text display-inline="yes-display-inline">In this paragraph, the term <term>immediate
				family member</term> means the son, daughter, stepson, stepdaughter,
				son-in-law, daughter-in-law, mother, father, stepmother, stepfather,
				mother-in-law, father-in-law, brother, sister, stepbrother, or stepsister of
				the
				Member.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="id4F6B873D9A424DCDA3B2E47CAF1B49DD"><enum>(b)</enum><header display-inline="yes-display-inline">Payment of campaign funds</header>
					<paragraph commented="no" display-inline="no-display-inline" id="idE3CA4906ECF846DD8FA5CB300D4AEF1B"><enum>(1)</enum><header display-inline="yes-display-inline">Standing
			 Rules</header><text display-inline="yes-display-inline">Paragraph 2 of rule

			 Senate is amended by adding at the end the following:</text>

					<subsection commented="no" display-inline="no-display-inline" id="ID8D377945DE7B4299AAE2934E6CE5D6EA"><enum></enum><text display-inline="yes-display-inline">6. No Member shall, with the intent to
				influence on the basis of partisan political affiliation an employment decision
				or employment practice of any private entity—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="IDB13B3067D74D4CBE9F1946AD3E935705"><enum>(1)</enum><text display-inline="yes-display-inline">take or withhold, or offer or threaten to
				take or withhold, an official act; or</text>

				influence the official act of

			</section><section commented="no" display-inline="no-display-inline" id="ID18CEDABC797841948B21E0EC29D596B8" section-type="subsequent-section"><enum>110.</enum><header display-inline="yes-display-inline">Sense of the Senate that any applicable
			 restrictions on Congressional branch employees should apply to the Executive
			 and Judicial branches</header><text display-inline="no-display-inline">It is
			 the sense of the Senate that any applicable restrictions on Congressional
			 branch employees in this title should apply to the Executive and Judicial
			 branches.</text>

			 Senate or their designees shall recognize a notice of intent of a Senator who
			 is a member of their caucus to object to proceeding to a measure or matter only
			 if the Senator—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID4926D8A0F3D14AC58B21C0F9D266B7C3"><enum>(1)</enum><text display-inline="yes-display-inline">submits the notice of intent in writing to
			 the appropriate leader or their designee; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6AA3887FD97C4EE38A1E6472FFD01530"><enum>(2)</enum><text display-inline="yes-display-inline">within 3 session days after the submission
			 under paragraph (1), submits for inclusion in the Congressional Record and in
			 the applicable calendar section described in subsection (b) the following
			 notice:</text>

			 for both the Senate Calendar of Business and the Senate Executive Calendar a
			 separate section entitled <quote>Notices of Intent to Object to
			 Proceeding</quote>. Each section shall include the name of each Senator filing
			 a notice under subsection (a)(2), the measure or matter covered by the calendar

				business day, each registrant under paragraphs (1) or (2) of section 4(a), and
				each employee who is listed as a lobbyist on a current registration or report
				filed under this Act, shall file a report with the Secretary of the Senate and
				the Clerk of the House of Representatives containing—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="ID2d7da1b0dba1478ea4388e24bc43fb3f"><enum>(A)</enum><text display-inline="yes-display-inline">the name of the registrant or
				lobbyist;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8637A84340C548249DD4218DE6177469"><enum>(B)</enum><text display-inline="yes-display-inline">the employer of the lobbyist or the names
				of all political committees associated with the registrant;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID89bc433404b64bae9bd235493aed83ab"><enum>(C)</enum><text display-inline="yes-display-inline">the name of each Federal candidate or
				officeholder, leadership PAC, or political party committee, to whom aggregate
				contributions equal to or exceeding $200 were made by the lobbyist, the
				registrant, or a political committee associated with the registrant during the
				past calendar year, and the date and amount of each contribution made within
				the past quarter;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDafde54a80b3042bfbd5172c2c5b6aa8f"><enum>(D)</enum><text display-inline="yes-display-inline">the name of each Federal candidate or
				officeholder, leadership PAC, or political party committee for whom a
				fundraising event was hosted, co-hosted, or otherwise sponsored by the
				lobbyist, the registrant, or a political committee associated with the
				registrant within the past quarter, and the date, location, and total amount
				raised at such event;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDca9aefbfddd24f33bb53a7a886658896"><enum>(E)</enum><text display-inline="yes-display-inline">the name of each Federal candidate or
				officeholder, leadership PAC, or political party committee for whom aggregate
				contributions equal to or exceeding $200 were collected or arranged during the
				past calendar year, and to the extent known the aggregate amount of such
				contributions within the past quarter for each recipient;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID798e4d1e0e4043788fa41b34e165ee97"><enum>(F)</enum><text display-inline="yes-display-inline">the name of each covered legislative branch
				official or covered executive branch official for whom the lobbyist, the
				registrant, or a political committee associated with the registrant provided,
				or directed or caused to be provided, any payment or reimbursements for travel
				and related expenses in connection with the duties of such covered official,
				including for each such official—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID9bb7ef68282b404cb65b3bac10ffd43e"><enum>(i)</enum><text display-inline="yes-display-inline">an itemization of the payments or
				reimbursements provided to finance the travel and related expenses, and to whom
				the payments or reimbursements were made with the express or implied
				understanding or agreement that such funds will be used for travel and related
				expenses;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDf8cbf39465c746769fb55e174fd64499"><enum>(ii)</enum><text display-inline="yes-display-inline">the purpose and final itinerary of the
				trip, including a description of all meetings, tours, events, and outings
				attended;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDb7f7908a6ce74e23a6864761fc84d19d"><enum>(iii)</enum><text display-inline="yes-display-inline">whether the registrant or lobbyist traveled
				on any such travel;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID4bdd28a3cc234204bbc04acaf4fa08ff"><enum>(iv)</enum><text display-inline="yes-display-inline">the identity of the listed sponsor or
				sponsors of such travel; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID2e3f06e7024945ebac51b507b2aa285f"><enum>(v)</enum><text display-inline="yes-display-inline">the identity of any person or entity, other
				than the listed sponsor or sponsors of the travel, who directly or indirectly
				provided for payment of travel and related expenses at the request or
				suggestion of the lobbyist, the registrant, or a political committee associated
				with the registrant;</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idE1DFE0B1CD374A78A58C7D2C7D1374AE"><enum>(G)</enum><text display-inline="yes-display-inline">the date, recipient, and amount of funds
				contributed, disbursed, or arranged by the lobbyist, the registrant, or a
				political committee associated with the registrant—</text>
									<clause commented="no" display-inline="no-display-inline" id="IDae17ae9099ab499ca555a263ac734a8b"><enum>(i)</enum><text display-inline="yes-display-inline">to pay the cost of an event to honor or
				recognize a covered legislative branch official or covered executive branch
				official;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID2d5836cd2d8946379088dc8d8314c841"><enum>(ii)</enum><text display-inline="yes-display-inline">to, or on behalf of, an entity that is
				named for a covered legislative branch official, or to a person or entity in
				recognition of such official;</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="IDe8a4e984daf94f3a87c0c927722c25b2"><enum>(iii)</enum><text display-inline="yes-display-inline">to an entity established, financed,
				maintained, or controlled by a covered legislative branch official or covered
				executive branch official, or an entity designated by such official; or</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID1dcb47c14c6e4b9695cf63c30df4dc40"><enum>(iv)</enum><text display-inline="yes-display-inline">to pay the costs of a meeting, retreat,
				conference, or other similar event held by, or for the benefit of, 1 or more
				covered legislative branch officials or covered executive branch
				officials;</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD09A20E421D94AB2A5A9713D25D10B1F"><enum>(H)</enum><text display-inline="yes-display-inline">the date, recipient, and amount of any gift
				(that under the standing rules of the House of Representatives or Senate counts
				towards the $100 cumulative annual limit described in such rules) valued in
				excess of $20 given by the lobbyist, the registrant, or a political committee
				associated with the registrant to a covered legislative branch official or
				covered executive branch official; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id50F13F4B9E0142BC8BA190BF59584AF0"><enum>(I)</enum><text display-inline="yes-display-inline">the name of each Presidential library
				foundation and Presidential inaugural committee, to whom contributions equal to
				or exceeding $200 were made bythe lobbyist, the registrant, or a political
				committee associated with the registrantduring the past calendar year, and the
				date and amount of each such contribution within the past quarter.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA4E4783ADBAB4D40B656C91310107925"><enum>(2)</enum><header display-inline="yes-display-inline">Rules of construction</header><text display-inline="yes-display-inline">For purposes of this subsection,
				contributions, donations, or other funds—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="id51931D7FD6EF4F16B48D41F708BEDAA2"><enum>(A)</enum><text display-inline="yes-display-inline">are <quote>collected by</quote> a lobbyist,
				registrant, or political committee associated with the registrant where funds
				donated by a person other than the lobbyist, registrant, or political committee
				associated with the registrant are received by the lobbyist, registrant, or
				political committee associated with the registrant for, or forwarded by the
				lobbyist, registrant, or political committee associated with the registrant to,
				a Federal candidate or officeholder, leadership PAC or political party
				committee, or other recipient; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idECF80DEB21F44372804781131A06013B"><enum>(B)</enum><text display-inline="yes-display-inline">are <quote>arranged by</quote> a lobbyist,
				registrant, or political committee associated with the registrant where funds
				donated by a person other than the lobbyist, registrant, or political committee
				associated with the registrant are received by a Federal candidate or
				officeholder, leadership PAC, political party committee, or other recipient,
				and the lobbyist, registrant, or political committee associated with the
				registrant has actual knowledge that the recipient is aware that the
				contributions were solicited, arranged, or directed to the recipient by the
				lobbyist, registrant, or political committee associated with the
				registrant.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id38C72C93E57140BF81A2005A39B3F7A7"><enum>(3)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this subsection, the following
				definitions shall apply:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="idFAE09236BDEB47B49624EBABEC76D91C"><enum>(A)</enum><header display-inline="yes-display-inline">Gift</header><text display-inline="yes-display-inline">The term <quote>gift</quote>—</text>
									<clause commented="no" display-inline="no-display-inline" id="id72AF5CAB43D94AAA8810A48B6361F9B6"><enum>(i)</enum><text display-inline="yes-display-inline">means a gratuity, favor, discount,
				entertainment, hospitality, loan, forbearance, or other item having monetary
				value; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="id52A908E88CE84CCFB61E3EB8188657B9"><enum>(ii)</enum><text display-inline="yes-display-inline">includes, whether provided in kind, by
				purchase of a ticket, payment in advance, or reimbursement after the expense
				has been incurred—</text>
										<subclause commented="no" display-inline="no-display-inline" id="idAFC981AD80184C2A8A6BFEA636700971"><enum>(I)</enum><text display-inline="yes-display-inline">gifts of services;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id18E79FB1937F415480C1EBEBFCAD2F11"><enum>(II)</enum><text display-inline="yes-display-inline">training;</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="id960DD7BA434D428BB31577C2E5D0EC60"><enum>(III)</enum><text display-inline="yes-display-inline">transportation; and</text>
										</subclause><subclause commented="no" display-inline="no-display-inline" id="idB130465221D14E9780A7C37C67D0B3F0"><enum>(IV)</enum><text display-inline="yes-display-inline">lodging and meals.</text>
										</subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idEC5FF30562554666818CB99E1765473F"><enum>(B)</enum><header display-inline="yes-display-inline">Leadership
				PAC</header><text display-inline="yes-display-inline">The term
				<quote>leadership PAC</quote> means with respect to an individual holding
				Federal office, an unauthorized political committee which is associated with an
				individual holding Federal office, except that such term shall not apply in the
				case of a political committee of a political
				party.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>

				Election Campaign Act of 1971</act-name> (2 U.S.C. 434); and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4E09064FD8E640B1B5D6142505C2F37A"><enum>(C)</enum><text display-inline="yes-display-inline">is searchable and sortable, at a minimum,
				by each of the categories of information described in section 4(b) or
				5(b).</text>
									</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDC44774E8DBA64651BEFA5F538A863F37"><enum>(b)</enum><header display-inline="yes-display-inline">Availability of Reports</header><text display-inline="yes-display-inline">Section 6(a)(4) of the Act is amended by
			 inserting before the semicolon the following: <quote>and, in the case of a
			 report filed in electronic form under section 5(e), shall make such report
			 available for public inspection over the Internet not more than 48 hours after
			 the report is filed</quote>.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID0628C92C0D364DD699B99A8F97F0852F"><enum>(c)</enum><header display-inline="yes-display-inline">Authorization of
			 Appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated such sums as may be necessary to carry out

					</subsection></section><section commented="no" display-inline="no-display-inline" id="ID7452F5B1C166416AA91A74CFAC3C5AAA" section-type="subsequent-section"><enum>214.</enum><header display-inline="yes-display-inline">Disclosure by registered lobbyists of all
			 past executive and Congressional employment</header><text display-inline="no-display-inline">Section 4(b)(6) of the Act (2 U.S.C. 1603)
			 is amended by striking <quote>or a covered legislative branch official</quote>
			 and all that follows through <quote>as a lobbyist on behalf of the
			 client,</quote> and inserting <quote>or a covered legislative branch
			 official,</quote>.</text>
				</section><section commented="no" display-inline="no-display-inline" id="id102324C164124B9E9AFEC1EC3CB21A0E" section-type="subsequent-section"><enum>215.</enum><header display-inline="yes-display-inline">Lobbying on behalf of recipients of federal
			 funds</header><text display-inline="no-display-inline">The Lobbying Disclosure
			 Act of 1995 is amended by adding after section 5 the following:</text>

				funds</header>
							<subsection commented="no" display-inline="no-display-inline" id="id8940948F09F645138AFBD62EC119CC8F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A recipient of Federal funds shall file a
				report as required by section 5(a) containing—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="id13AFB7F96504496E932D7635D9601863"><enum>(1)</enum><text display-inline="yes-display-inline">the name of any lobbyist registered under
				this Act to whom the recipient paid money to lobby on behalf of the Federal
				funding received by the recipient; and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9015733CCC864F35BE34F86E2E113F2B"><enum>(2)</enum><text display-inline="yes-display-inline">the amount of money paid as described in
				paragraph (1).</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id4E58F5B5CC224647ACC801B58DB7B6D3"><enum>(b)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this section, the term <term>recipient
				of Federal funds</term> means the recipient of Federal funds constituting an
				award, grant, or
				loan.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section><section commented="no" display-inline="no-display-inline" id="ID33A2A065AD514B4DA087083868759160" section-type="subsequent-section"><enum>216.</enum><header display-inline="yes-display-inline">Disclosure of lobbying for earmarks, and
			 other additional disclosures</header>
					<subsection commented="no" display-inline="no-display-inline" id="idE6658379D4DC49A898439539839D4934"><enum>(a)</enum><header display-inline="yes-display-inline">Additional definitions</header><text display-inline="yes-display-inline">Section 3 of the Act (2 U.S.C. 1602) is
			 amended by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="id151780A16F4D4CFBB1851C69119EB98C" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="idFEF683D61433466FAA118E8F21CF6CD5"><enum>(17)</enum><header display-inline="yes-display-inline">Earmark</header><text display-inline="yes-display-inline">The <quote>earmark</quote> means a
				provision or report language included primarily at the request of a Member or
				Members of Congress providing, authorizing or recommending a specific amount of
				discretionary budget authority, credit authority, or other spending authority
				for a contract, loan, loan guarantee, grant, loan authority, or other
				expenditure with or to an entity, or targeted to a specific State, locality or
				Congressional district, other than through a statutory or administrative
				formula-driven or competitive award process.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idC251D6C94E844781998CF306AC94A523"><enum>(18)</enum><header display-inline="yes-display-inline">Limited tax benefit</header><text display-inline="yes-display-inline">The term <quote>limited tax benefit</quote>
				means—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="IDbeceffe3ca62475783610a112c396d83"><enum>(A)</enum><text display-inline="yes-display-inline">any revenue-losing provision that—</text>
									<clause commented="no" display-inline="no-display-inline" id="ID63241e736f454e658c96b1b3bf93b9db"><enum>(i)</enum><text display-inline="yes-display-inline">provides a Federal tax deduction, credit,
				exclusion or preference to 10 or fewer beneficiaries under the Internal Revenue
				Code of 1986; and</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="ID0bb3f53e5e724f5a9bd552237c6d8e3a"><enum>(ii)</enum><text display-inline="yes-display-inline">contains eligibility criteria that are not
				uniform in application with respect to potential beneficiaries of such
				provision; or</text>
									</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID6a0ced347e744b419c40e95c7af41a08"><enum>(B)</enum><text display-inline="yes-display-inline">any Federal tax provision which provides
				one beneficiary temporary or permanent transition relief from a change to the
				Internal Revenue Code of 1986.</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0E81D46BAAE747ECB4FAAA16D2FB7BFD"><enum>(19)</enum><header display-inline="yes-display-inline">Limited tariff benefit</header><text display-inline="yes-display-inline">The term <quote>limited tariff
				benefit</quote> means a provision modifying the Harmonized Tariff Schedule of
				the United States in a manner that benefits 10 or fewer
				entities.</text>
							</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id7BDA5CA6ACB64A4680BC23E7B45ECF86"><enum>(b)</enum><header display-inline="yes-display-inline">Registration disclosures</header><text display-inline="yes-display-inline">Section 4(b)(5)(B) of the Act (2 U.S.C.
			 1603(b)(5)(B)) is amended by inserting <quote>, including earmarks, limited tax
			 benefits, and limited tariff benefits</quote> after <quote>lobbying
			 activities</quote>.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="id2856E199858C41E89D0BA7CD125B4F26"><enum>(c)</enum><header display-inline="yes-display-inline">Reports by registered lobbyists</header>
						<paragraph commented="no" display-inline="no-display-inline" id="id1E1A7F5FBFED40999D900FBB21039BE9"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 5(b)(2)(A) of the Act (2 U.S.C.
			 1604(b)(2)(A)) is amended to read as follows:</text>

			 Disclosure</header><text display-inline="yes-display-inline">Section 4(b) of
			 the Act (2 U.S.C. 1603(b)) is amended by adding at the end the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="ID0BCBF6E05308458A8D9A4BCDECEC9BC0" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="ID4ABFDD2CE32143B19CBB0FC7E1F6F882"><enum></enum><text display-inline="yes-display-inline">No disclosure is required under paragraph
				(3)(B) if it is publicly available knowledge that the organization that would
				be identified is affiliated with the client or has been publicly disclosed to
				have provided funding to the client, unless the organization in whole or in
				major part plans, supervises or controls such lobbying activities. Nothing in
				paragraph (3)(B) shall be construed to require the disclosure of any
				information about individuals who are members of, or donors to, an entity
				treated as a client by this Act or an organization identified under that
				paragraph.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection></section><section commented="no" display-inline="no-display-inline" id="IDAD716D17F1FF4A38B296B33A64036066" section-type="subsequent-section"><enum>219.</enum><header display-inline="yes-display-inline">Disclosure of enforcement for

					</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID6BD1013E1ABD4A34B908FA23E1186F40" section-type="subsequent-section"><enum>220.</enum><header display-inline="yes-display-inline">Electronic filing of Lobbying disclosure
			 reports</header>
					<subsection commented="no" display-inline="no-display-inline" id="id4E554316DCCC4ABF9D4D23C7EC299830"><enum>(a)</enum><header display-inline="yes-display-inline">Lobbying disclosure</header><text display-inline="yes-display-inline">Section 5 of the Act (2 U.S.C. 1604) is
			 amended by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="IDBD08B969647E4E27B320E29FE0A51A49" style="OLC">
							<subsection commented="no" display-inline="no-display-inline" id="ID4D9FFECF2A30496F835E9F643D322D1D"><enum>(e)</enum><header display-inline="yes-display-inline">Electronic Filing Required</header><text display-inline="yes-display-inline">A report required to be filed under this

			 reports in electronic form</header>
						<paragraph commented="no" display-inline="no-display-inline" id="idE4B3821904B94C3A860C0A658ABF63C7"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 304(a)(11)(D) of the Federal
			 Election Campaign Act of 1971 (2 U.S.C. 434(a)(11)(D)) is amended to read as
			 follows:</text>

							</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDC2044FCDD8E4424197E2786D26C6FF25"><enum>(3)</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this subsection shall apply to any designation, statement, or report required
			 to be filed after the date of enactment of this Act.</text>
						</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="ID5B502BFAC1D64C7C999768835F27FEAC" section-type="subsequent-section"><enum>221.</enum><header display-inline="yes-display-inline">Disclosure of paid efforts to stimulate
			 grassroots Lobbying</header>

				means the voluntary efforts of members of the general public to communicate
				their own views on an issue to Federal officials or to encourage other members
				of the general public to do the same.</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID62FA24DD562B4A11A5818C0173F96B18"><enum>(21)</enum><header display-inline="yes-display-inline">Paid efforts to stimulate grassroots
				lobbying</header>
									<subparagraph commented="no" display-inline="no-display-inline" id="IDAA5E0942B0C94944ABFC045363CCF72D"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>paid efforts to stimulate
				grassroots lobbying</term> means any paid attempt in support of lobbying
				contacts on behalf of a client to influence the general public or segments
				thereof to contact one or more covered legislative or executive branch
				officials (or Congress as a whole) to urge such officials (or Congress) to take
				specific action with respect to a matter described in section 3(8)(A), except
				that such term does not include any communications by an entity directed to its
				members, employees, officers, or shareholders.</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID38A4A14D1B47468E9994C51DC37F3001"><enum>(B)</enum><header display-inline="yes-display-inline">Paid attempt to influence the general
				public or segments thereof</header><text display-inline="yes-display-inline">The term <term>paid attempt to influence
				the general public or segments thereof</term> does not include an attempt to
				influence directed at less than 500 members of the general public.</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9ED8EB7947EB406CB02D2574001395D0"><enum>(C)</enum><header display-inline="yes-display-inline">Registrant</header><text display-inline="yes-display-inline">For purposes of this paragraph, a person or
				entity is a member of a registrant if the person or entity—</text>
										<clause commented="no" display-inline="no-display-inline" id="IDD360E0051B744781BB036D6DCF43CCDE"><enum>(i)</enum><text display-inline="yes-display-inline">pays dues or makes a contribution of more
				than a nominal amount to the entity;</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="ID21B4DC0AED704C8197F48A4DD32D5779"><enum>(ii)</enum><text display-inline="yes-display-inline">makes a contribution of more than a nominal
				amount of time to the entity;</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="IDA481F5D6D5A14A838A24ABE49B8E1B1F"><enum>(iii)</enum><text display-inline="yes-display-inline">is entitled to participate in the
				governance of the entity;</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="IDE637427459264FDBBF81A2D482718980"><enum>(iv)</enum><text display-inline="yes-display-inline">is 1 of a limited number of honorary or
				life members of the entity; or</text>
										</clause><clause commented="no" display-inline="no-display-inline" id="ID199CCB0D24AE42F2A2B6926FED41EF74"><enum>(v)</enum><text display-inline="yes-display-inline">is an employee, officer, director or member
				of the entity.</text>
										</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5DD11E8CB94149E89853532E916711B4"><enum>(22)</enum><header display-inline="yes-display-inline">Grassroots lobbying firm</header><text display-inline="yes-display-inline">The term <term>grassroots lobbying
				firm</term> means a person or entity that—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="ID9E9EF6CFD68441C78A5D285793EF848B"><enum>(A)</enum><text display-inline="yes-display-inline">is retained by 1 or more clients to engage
				in paid efforts to stimulate grassroots lobbying on behalf of such clients;
				and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID7039B9397D904565BC0C17A98BBAF612"><enum>(B)</enum><text display-inline="yes-display-inline">receives income of, or spends or agrees to
				spend, an aggregate of $25,000 or more for such efforts in any quarterly
				period.</text>
									</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDAE3BF13424364D889A400BB342A847DB"><enum>(b)</enum><header display-inline="yes-display-inline">Registration</header><text display-inline="yes-display-inline">Section 4(a) of the Act (2 U.S.C. 1603(a))
			 is amended—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="IDD38AC9B9E9C747FCA180239A8A43DAE2"><enum>(1)</enum><text display-inline="yes-display-inline">in the flush matter at the end of paragraph

				shall register with the Secretary of the Senate and the Clerk of the House of
				Representatives.</text>
								</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID953A85FE7DF647B5957347D5DCB48667"><enum>(c)</enum><header display-inline="yes-display-inline">Separate Itemization of Paid Efforts To
			 Stimulate Grassroots Lobbying</header><text display-inline="yes-display-inline">Section 5(b) of the Act (2 U.S.C. 1604(b))
			 is amended—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID754220EFE2D44FD2BB04FA16929EE941"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3), by—</text>

			 for Paid Efforts To Stimulate Grassroots Lobbying</header>
						<paragraph commented="no" display-inline="no-display-inline" id="IDDE77EF4B917841C389F791AE45E97DC6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 5(c) of the Act (2 U.S.C. 1604(c))
			 is amended to read as follows:</text>
							<quoted-block display-inline="no-display-inline" id="ID1E76B197627A424FB3331C96F71282A1" style="OLC">
								<subsection commented="no" display-inline="no-display-inline" id="IDB16E37E82EA846989744B0FED14A55A3"><enum>(c)</enum><header display-inline="yes-display-inline">Estimates of Income or
				Expenses</header><text display-inline="yes-display-inline">For purposes of this
				section, the following shall apply:</text>

				made as follows:</text>

			 Registration Act (22 U.S.C. 612) is amended by adding at the end the
			 following:</text>

					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID961A5913A32C460486F3598C057CE365"><enum>(b)</enum><header display-inline="yes-display-inline">Public Database</header><text display-inline="yes-display-inline">Section 6 of the Foreign Agents
			 Registration Act (22 U.S.C. 616) is amended by adding at the end the
			 following:</text>

								<paragraph commented="no" display-inline="no-display-inline" id="IDB2C3A82A6D1946C8B5A66A722C7E9DB6"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Attorney General shall maintain, and
				make available to the public over the Internet, without a fee or other access
				charge, in a searchable, sortable, and downloadable manner, an electronic
				database that—</text>
									<subparagraph commented="no" display-inline="no-display-inline" id="ID8DADC79FB98B49F080D2B9CB6549C631"><enum>(A)</enum><text display-inline="yes-display-inline">includes the information contained in
				registration statements and updates filed under this Act;</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDF787BF4EAD564EDEACDFD51B4CAF998E"><enum>(B)</enum><text display-inline="yes-display-inline">directly links the information it contains
				to the information disclosed in reports filed with the Federal Election
				Commission under section 304 of the <act-name parsable-cite="FECA">Federal
				Election Campaign Act of 1971</act-name> (2 U.S.C. 434); and</text>
									</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5D9840FB0A6642389163E99AA6A81FDC"><enum>(C)</enum><text display-inline="yes-display-inline">is searchable and sortable, at a minimum,
				by each of the categories of information described in section 2(a).</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID32FBD9C711754F1A9182C6B86974689B"><enum>(2)</enum><header display-inline="yes-display-inline">Accountability</header><text display-inline="yes-display-inline">Each registration statement and update
				filed in electronic form pursuant to section 2(g) shall be made available for
				public inspection over the internet not more than 48 hours after the
				registration statement or update is
				filed.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection></section><section commented="no" display-inline="no-display-inline" id="ID3E920D4ABAC84A339EA349B59441930D" section-type="subsequent-section"><enum>223.</enum><header display-inline="yes-display-inline">Effective
			 date</header><text display-inline="no-display-inline">This subtitle and the
			 amendments made by this subtitle shall take effect July 1, 2007.</text>
				</section></subtitle><subtitle commented="no" id="ID1115F5800B254940A3A804E3943E11EF" level-type="subsequent" style="OLC"><enum>B</enum><header display-inline="yes-display-inline">Oversight of Ethics and Lobbying</header>
				<section commented="no" display-inline="no-display-inline" id="ID3321169435AC4AB1BC4B5886CF9BA20B" section-type="subsequent-section"><enum>231.</enum><header display-inline="yes-display-inline">Comptroller General audit and annual
			 report</header>
					<subsection commented="no" display-inline="no-display-inline" id="IDA3E67A59B3264EA784ACF974A603FB16"><enum>(a)</enum><header display-inline="yes-display-inline">Audit
			 Required</header><text display-inline="yes-display-inline">The Comptroller
			 General shall audit on an annual basis lobbying registration and reports filed
			 under the Lobbying Disclosure Act of 1995 to determine the extent of compliance
			 or noncompliance with the requirements of that Act by lobbyists and their
			 clients.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="ID1DD8B7464AFC45D18D19FD2B25D70E73"><enum>(b)</enum><header display-inline="yes-display-inline">Annual
			 Reports</header><text display-inline="yes-display-inline">Not later than April
			 1 of each year, the Comptroller General shall submit to Congress a report on
			 the review required by subsection (a). The report shall include the Comptroller
			 General’s assessment of the matters required to be emphasized by that
			 subsection and any recommendations of the Comptroller General to—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID06F40C1B463F410DA2A56E6CC205FDF9"><enum>(1)</enum><text display-inline="yes-display-inline">improve the compliance by lobbyists with
			 the requirements of that Act; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID42B253069A994D7DA04752EBFA0FA527"><enum>(2)</enum><text display-inline="yes-display-inline">provide the Secretary of the Senate and the
			 Clerk of the House of Representatives with the resources and authorities needed
			 for effective oversight and enforcement of that Act.</text>
						</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDE19C936BF09E47809F8120100324F82E" section-type="subsequent-section"><enum>232.</enum><header display-inline="yes-display-inline">Mandatory Senate ethics training for
			 Members and staff</header>
					<subsection commented="no" display-inline="no-display-inline" id="ID9E05D6DB9EF649359F256705AB2730D8"><enum>(a)</enum><header display-inline="yes-display-inline">Training Program</header><text display-inline="yes-display-inline">The Select Committee on Ethics shall
			 conduct ongoing ethics training and awareness programs for Members of the
			 Senate and Senate staff.</text>
					</subsection><subsection commented="no" display-inline="no-display-inline" id="IDB0438C06F580497C9FE86215736E84F2"><enum>(b)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">The ethics training program conducted by
			 the Select Committee on Ethics shall be completed by—</text>
						<paragraph commented="no" display-inline="no-display-inline" id="ID2C0E6E24B16B4C69A8D8FBF084515152"><enum>(1)</enum><text display-inline="yes-display-inline">new Senators or staff not later than 60
			 days after commencing service or employment; and</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID0B75BC7C4D2244A89096523B6DC96E17"><enum>(2)</enum><text display-inline="yes-display-inline">Senators and Senate staff serving or
			 employed on the date of enactment of this Act not later than 120 days after the
			 date of enactment of this Act.</text>
						</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="IDC9C75CC8898B4129ABC6E3F1FF293C3C" section-type="subsequent-section"><enum>233.</enum><header display-inline="yes-display-inline">Sense of the Senate regarding
			 self-regulation within the Lobbying community</header><text display-inline="no-display-inline">It is the sense of the Senate that the
			 lobbying community should develop proposals for multiple self-regulatory
			 organizations which could provide—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDB2AD2E64B0A34ABC9C1F40C216A61D78"><enum>(1)</enum><text display-inline="yes-display-inline">for the creation of standards for the
			 organizations appropriate to the type of lobbying and individuals to be
			 served;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDF01B22D146DE4E2FAD8891F8B9CEB42E"><enum>(2)</enum><text display-inline="yes-display-inline">training for the lobbying community on law,
			 ethics, reporting requirements, and disclosure requirements;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID5820E63B115A4ED685F2C1E1FD48D185"><enum>(3)</enum><text display-inline="yes-display-inline">for the development of educational
			 materials for the public on how to responsibly hire a lobbyist or lobby
			 firm;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDFC9C774278E749E498DE82A7105C806D"><enum>(4)</enum><text display-inline="yes-display-inline">standards regarding reasonable fees to
			 clients;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID754E11751D244907A5A4E2A0FF585C12"><enum>(5)</enum><text display-inline="yes-display-inline">for the creation of a third-party
			 certification program that includes ethics training; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDA0DB8468C7754A4ABD70AD1744DE62E3"><enum>(6)</enum><text display-inline="yes-display-inline">for disclosure of requirements to clients
			 regarding fee schedules and conflict of interest rules.</text>
					</paragraph></section><section commented="no" display-inline="no-display-inline" id="ID070C95BF16854F14ADAEF9908EE18FCB" section-type="subsequent-section"><enum>234.</enum><header display-inline="yes-display-inline">Annual ethics committees
			 reports</header><text display-inline="no-display-inline">The Committee on
			 Standards of Official Conduct of the House of Representatives and the Select
			 Committee on Ethics of the Senate shall each issue an annual report due no
			 later than January 31, describing the following:</text>
					<paragraph commented="no" display-inline="no-display-inline" id="ID7E2E8F4A9AF341C8A74CD575CC981DF9"><enum>(1)</enum><text display-inline="yes-display-inline">The number of alleged violations of Senate
			 or House rules including the number received from third parties, from Members
			 or staff within each House, or inquires raised by a Member or staff of the
			 respective House or Senate committee.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID57775B7A1F6F487A9CBFBB10DDE47AFD"><enum>(2)</enum><text display-inline="yes-display-inline">A list of the number of alleged violations
			 that were dismissed—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID47D4E7D38CDB4DD2B5B3D457553077E8"><enum>(A)</enum><text display-inline="yes-display-inline">for lack of subject matter jurisdiction;
			 or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID67004A2780B041549CF0A57C9E770B78"><enum>(B)</enum><text display-inline="yes-display-inline">because the committees failed to provide
			 sufficient facts as to any material violation of the House or Senate rules
			 beyond mere allegation or assertion.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID60C495BFE77B49C5B046B34308C9B8FA"><enum>(3)</enum><text display-inline="yes-display-inline">The number of complaints in which the
			 committee staff conducted a preliminary inquiry.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDDA28BB66144A4BFE9AFD3EB363D9A2FE"><enum>(4)</enum><text display-inline="yes-display-inline">The number of complaints that staff
			 presented to the committee with recommendations that the complaint be
			 dismissed.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDCE07B20258BB4640B518CA51DC09D0A6"><enum>(5)</enum><text display-inline="yes-display-inline">The number of complaints that the staff
			 presented to the committee with recommendation that the investigation
			 proceed.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID263CA653328342E1BA116A0E9F176810"><enum>(6)</enum><text display-inline="yes-display-inline">The number of ongoing inquiries.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID3A1E665426884925BD725ED22A3C6FE0"><enum>(7)</enum><text display-inline="yes-display-inline">The number of complaints that the committee
			 dismissed for lack of substantial merit.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID56CF064D4F744704899B0FDF71912E4A"><enum>(8)</enum><text display-inline="yes-display-inline">The number of private letters of admonition
			 or public letters of admonition issued.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID35465DF4BF87444789915432D4E90F41"><enum>(9)</enum><text display-inline="yes-display-inline">The number of matters resulting in a
			 disciplinary sanction.</text>

				with respect to appearances or communications are any Member, officer, or
				employee of the House of Congress in which the person subject to subparagraph
				(A) was employed. This subparagraph shall not apply to contacts with staff of
				the Secretary of the Senate or the Clerk of the House of Representatives
				regarding compliance with lobbying disclosure requirements under the Lobbying
				Disclosure Act of 1995.</text>
									</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idA4FB186F12794195915BD3205C87C31C"><enum>(3)</enum><header display-inline="yes-display-inline">Members of congress and elected
				officers</header><text display-inline="yes-display-inline">Any person who is a
				Member of Congress or an elected officer of either House of Congress and who,
				within 2 years after that person leaves office, knowingly engages in lobbying
				activities on behalf of any other person (except the United States) in
				connection with any matter on which such former Member of Congress or elected

					</subsection></section></subtitle><subtitle commented="no" id="IDD2350A9631EA4203B2FD8E1C0CC29C2A" level-type="subsequent" style="OLC"><enum>D</enum><header display-inline="yes-display-inline">Ban on Provision of Gifts or Travel by
			 Lobbyists in Violation of the Rules of Congress</header>
				<section commented="no" display-inline="no-display-inline" id="ID46DFDF5A10624E90B0C5ABE76E5911A6" section-type="subsequent-section"><enum>251.</enum><header display-inline="yes-display-inline">Prohibition on provision of gifts or travel
			 by registered lobbyists to Members of Congress and to Congressional
			 employees</header><text display-inline="no-display-inline">The Lobbying
			 Disclosure Act of 1995 is amended by adding at the end the following:</text>

				by registered lobbyists to Members of Congress and to Congressional
				employees</header>
							<subsection commented="no" display-inline="no-display-inline" id="IDC6506904B3354D1A8DC2D00336B90900"><enum>(a)</enum><header display-inline="yes-display-inline">Prohibition</header><text display-inline="yes-display-inline">Any person described in subsection (b) may
				not knowingly make a gift or provide travel to a Member, Delegate, Resident
				Commissioner, officer, or employee of Congress, unless the gift or travel may
				be accepted under the rules of the House of Representatives or the
				Senate.</text>
							</subsection><subsection commented="no" display-inline="no-display-inline" id="id0B53C2FD7D6740308DC995F3CE9AF088"><enum>(b)</enum><header display-inline="yes-display-inline">Person
				defined</header><text display-inline="yes-display-inline">A person subject to
				the prohibition described in subsection (a) includes any—</text>
								<paragraph commented="no" display-inline="no-display-inline" id="id8293CF76F4F44295816DEE7C3ECFA8BA"><enum>(1)</enum><text display-inline="yes-display-inline">lobbyist that registers under section
				4(a)(1);</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF01FDF69A0214F03BB37675EE88BADE6"><enum>(2)</enum><text display-inline="yes-display-inline">organization that employs 1 or more
				lobbyists and registers under section 4(a)(2);</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9DA67FCC437C402BB9EC189C4BCE6114"><enum>(3)</enum><text display-inline="yes-display-inline">employee listed as a lobbyist on a current
				registration or report filed under this Act; and</text>
								</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id25B4195E68BA4968A82B046EF7ACD7F6"><enum>(4)</enum><text display-inline="yes-display-inline">entity identified as a client on a current
				registration or report filed under this Act.</text>
								</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDB5096408C4744A86A8691AE3A9CAFB1E"><enum>(c)</enum><header display-inline="yes-display-inline">Penalty</header><text display-inline="yes-display-inline">Any person who violates this section shall
				be subject to penalties provided in section
				7.</text>
							</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</section></subtitle></title><title commented="no" id="id2F218FC6445F44F2BB55F1A342C83E82" level-type="subsequent"><enum>III</enum><header display-inline="yes-display-inline">Senate Office of Public Integrity</header>
			<section commented="no" display-inline="no-display-inline" id="idBDBDEEF04C194F8D9084AF838BA4EBAA" section-type="subsequent-section"><enum>301.</enum><header display-inline="yes-display-inline">Establishment of Senate office of public
			 integrity</header><text display-inline="no-display-inline">There is
			 established, as an office within the Senate, the Senate Office of Public
			 Integrity (referred to in this title as the <quote>Office</quote>).</text>
			</section><section commented="no" display-inline="no-display-inline" id="id04876B37C7AD496381BB4F087B32766D" section-type="subsequent-section"><enum>302.</enum><header display-inline="yes-display-inline">Director</header>
				<subsection commented="no" display-inline="no-display-inline" id="id7F49E935260045F0B9E50736D3790F11"><enum>(a)</enum><header display-inline="yes-display-inline">Appointment of Director</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDf985d8d41c534c41808e185dbed287d9"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Office shall be headed by a Director
			 who shall be appointed by the President Pro Tempore of the Senate upon the
			 joint recommendation of the majority leader of the Senate and the minority
			 leader of the Senate. The selection and appointment of the Director shall be
			 without regard to political affiliation and solely on the basis of fitness to
			 perform the duties of the Office.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2c72a7ff497e40859f074b4eb93671c6"><enum>(2)</enum><header display-inline="yes-display-inline">Qualifications</header><text display-inline="yes-display-inline">The Director shall possess demonstrated
			 integrity, independence, and public credibility and shall have training or
			 experience in law enforcement, the judiciary, civil or criminal litigation, or
			 as a member of a Federal, State, or local ethics enforcement agency.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID17eef6bd844b4807aa68de96ee6847d8"><enum>(b)</enum><header display-inline="yes-display-inline">Vacancy</header><text display-inline="yes-display-inline">A vacancy in the directorship shall be
			 filled in the manner in which the original appointment was made.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDa0ba6debd78a47cb865851102b81ea45"><enum>(c)</enum><header display-inline="yes-display-inline">Term
			 of office</header><text display-inline="yes-display-inline">The Director shall
			 serve for a term of 5 years and may be reappointed.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDf8d5bf4c32c644ae80237bb4ddeec502"><enum>(d)</enum><header display-inline="yes-display-inline">Removal</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID8676f5f9afe14407ae7f699232beec97"><enum>(1)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">The Director may be removed by the
			 President Pro Tempore of the Senate upon the joint recommendation of the Senate
			 majority and minority leaders for—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="IDa7db7b5c251f40ebac4e50fc11765c4f"><enum>(A)</enum><text display-inline="yes-display-inline">disability that substantially prevents the
			 Director from carrying out the duties of the Director;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID5030648f39b04ec4ac215efaa9869852"><enum>(B)</enum><text display-inline="yes-display-inline">inefficiency;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID488ccfa963bb440f967653c05445a8f5"><enum>(C)</enum><text display-inline="yes-display-inline">neglect of duty; or</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID09e8815fea8949e8ad7c0d1e28b55cd0"><enum>(D)</enum><text display-inline="yes-display-inline">malfeasance, including a felony or conduct
			 involving moral turpitude.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID52687baaed364c2099da26f80a7636c2"><enum>(2)</enum><header display-inline="yes-display-inline">Statement of reasons</header><text display-inline="yes-display-inline">In removing the Director, a statement of
			 the reasons for removal shall be provided in writing to the Director.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID4292a3eb465f431fae82b63ae90838c9"><enum>(e)</enum><header display-inline="yes-display-inline">Compensation</header><text display-inline="yes-display-inline">The Director shall be compensated at the
			 annual rate of basic pay prescribed for level V of the Executive Schedule under
			 section 5316 of title 5, United States Code.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="idA60376822A494F12A5CD659DDEA7710D" section-type="subsequent-section"><enum>303.</enum><header display-inline="yes-display-inline">Duties and powers of the office</header>
				<subsection commented="no" display-inline="no-display-inline" id="IDfb850093c4764e6993e926a2e6cba18d"><enum>(a)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Office is authorized—</text>
					<paragraph commented="no" display-inline="no-display-inline" id="IDcc795a1691554a1bb10db40a3a2cc2dc"><enum>(1)</enum><text display-inline="yes-display-inline">to investigate any alleged violation by a
			 Member, officer, or employee of the Senate, of any rule or other standard of
			 conduct applicable to the conduct of such Member, officer, or employee under
			 applicable Senate rules in the performance of his duties or the discharge of
			 his responsibilities;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4021d732733f4586b04ef81e5c865d0f"><enum>(2)</enum><text display-inline="yes-display-inline">to present a case of probable ethics
			 violations to the Select Committee on Ethics of the Senate;</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID99b3fc3a58f84c1d960701099505bbe0"><enum>(3)</enum><text display-inline="yes-display-inline">to make recommendations to the Select
			 Committee on Ethics of the Senate that it report to the appropriate Federal or
			 State authorities any substantial evidence of a violation by a Member, officer,
			 or employee of the Senate of any law applicable to the performance of his
			 duties or the discharge of his responsibilities, which may have been disclosed
			 in an investigation by the Office; and</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID2dddd1a42e5449f2af415e1c33e299f8"><enum>(4)</enum><text display-inline="yes-display-inline">subject to review by the Select Committee
			 on Ethics to approve, or deny approval, of trips as provided for in paragraph
			 2(f) of rule XXXV of the Standing Rules of the Senate.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDe74a56dabc5e437aba3dfc12f76c74f0"><enum>(b)</enum><header display-inline="yes-display-inline">Powers</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDb10ce323e23b4ebc81c6f228175d6ca0"><enum>(1)</enum><header display-inline="yes-display-inline">Obtaining information</header><text display-inline="yes-display-inline">Upon request of the Office, the head of any
			 agency or instrumentality of the Government shall furnish information deemed
			 necessary by the Director to enable the Office to carry out its duties.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID847c40a0bad340ffaba121a2e72b020c"><enum>(2)</enum><header display-inline="yes-display-inline">Referrals to the department of
			 justice</header><text display-inline="yes-display-inline">Whenever the Director
			 has reason to believe that a violation of law may have occurred, he shall refer
			 that matter to the Select Committee on Ethics with a recommendation as to
			 whether the matter should be referred to the Department of Justice or other
			 appropriate authority for investigation or other action.</text>
					</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="id6CB559666F834F79A778612795AB8D19" section-type="subsequent-section"><enum>304.</enum><header display-inline="yes-display-inline">Investigations and interaction with the
			 Senate select committee on ethics</header>
				<subsection commented="no" display-inline="no-display-inline" id="IDec70f2823eaa455884239d6d1005680d"><enum>(a)</enum><header display-inline="yes-display-inline">Initiation of enforcement matters</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDeaa66ef01a1e4f8ba57c7deebe2f6c7a"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">An investigation may be initiated by the
			 filing of a complaint with the Office by a Member of Congress or an outside
			 complainant, or by the Office on its own initiative, based on any information
			 in its possession. The Director shall not accept a complaint concerning a
			 Member of Congress within 60 days of an election involving such Member.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDeff93479580e4c1a8bf16c12d00c91d2"><enum>(2)</enum><header display-inline="yes-display-inline">Filed complaint</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID26206d9a7ad5461c8b8dbdd68e2bc957"><enum>(A)</enum><header display-inline="yes-display-inline">Timing</header><text display-inline="yes-display-inline">In the case of a complaint that is filed,
			 the Director shall within 30 days make an initial determination as to whether
			 the complaint should be dismissed or whether there are sufficient grounds to
			 conduct an investigation. The subject of the complaint shall be provided by the
			 Director with an opportunity during the 30-day period to challenge the
			 complaint.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID34658a06ea8947f4a2edb17c57a99702"><enum>(B)</enum><header display-inline="yes-display-inline">Dismissal</header><text display-inline="yes-display-inline">The Director may dismiss a complaint if the
			 Director determines—</text>
							<clause commented="no" display-inline="no-display-inline" id="IDeeddbc98b6de41298b93ee2044a231ae"><enum>(i)</enum><text display-inline="yes-display-inline">the complaint fails to state a
			 violation;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="IDbbeaa43636154e55abaa53d51944b26c"><enum>(ii)</enum><text display-inline="yes-display-inline">there is a lack of credible evidence of a
			 violation; or</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="IDc290859f457c4d688a8e59a92b786c5d"><enum>(iii)</enum><text display-inline="yes-display-inline">the violation is inadvertent, technical, or
			 otherwise of a de minimis nature.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID9d9d5d54b68147aeb5e12cbbb4bbe1e8"><enum>(C)</enum><header display-inline="yes-display-inline">Referral</header><text display-inline="yes-display-inline">In any case where the Director decides to
			 dismiss a complaint, the Director may refer the case to the Select Committee on
			 Ethics of the Senate under paragraph (3) to determine if the complaint is
			 frivolous.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID609e212ed9b84c72a56e9f9fa9699c3f"><enum>(3)</enum><header display-inline="yes-display-inline">Frivolous complaints</header><text display-inline="yes-display-inline">If the Select Committee on Ethics of the
			 Senate determines that a complaint is frivolous, the committee may notify the
			 Director not to accept any future complaint filed by that same person and the
			 complainant may be required to pay for the costs of the Office resulting from
			 such complaint. The Director may refer the matter to the Department of Justice
			 to collect such costs.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd63e69cf48fe41ebad95fe60077dd3e3"><enum>(4)</enum><header display-inline="yes-display-inline">Preliminary determination</header><text display-inline="yes-display-inline">For any investigation conducted by the
			 Office at its own initiative, the Director shall make a preliminary
			 determination of whether there are sufficient grounds to conduct an
			 investigation. Before making that determination, the subject of the
			 investigation shall be provided by the Director with an opportunity to submit
			 information to the Director that there are not sufficient grounds to conduct an
			 investigation.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDd92828d6e7fb41c495537b1f6d0f29aa"><enum>(5)</enum><header display-inline="yes-display-inline">Notice to committee</header><text display-inline="yes-display-inline">Whenever the Director determines that there
			 are sufficient grounds to conduct an investigation—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID598ef9f79c0a4e2ea102f746b6ad4c43"><enum>(A)</enum><text display-inline="yes-display-inline">the Director shall notify the Select
			 Committee on Ethics of the Senate of this determination; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2b16b7bd328e48c083a16cb1b82a8a53"><enum>(B)</enum><text display-inline="yes-display-inline">the committee may overrule the
			 determination of the Director if, within 10 legislative days—</text>
							<clause commented="no" display-inline="no-display-inline" id="ID5abba98daf1545ea9042f3a79726ace5"><enum>(i)</enum><text display-inline="yes-display-inline">the committee by an affirmative, roll-call
			 vote of two-thirds of the full committee votes to overrule the determination of
			 the Director;</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID7ad295ec54994a30b8751fe4b6e85e63"><enum>(ii)</enum><text display-inline="yes-display-inline">the committee issues a public report on the
			 matter; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="ID0fd42d59f8fc4743a1554fcd45e85def"><enum>(iii)</enum><text display-inline="yes-display-inline">the vote of each member of the committee on
			 such roll-call vote is included in the report.</text>
							</clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="IDdb68825479e34777932400331edf7e36"><enum>(b)</enum><header display-inline="yes-display-inline">Conducting investigations</header>
					<paragraph commented="no" display-inline="no-display-inline" id="ID0020660bebd3436596ece3042dee04b3"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">If the Director determines that there are
			 sufficient grounds to conduct an investigation and his determination is not
			 overruled under subsection (a)(5), the Director shall conduct an investigation
			 to determine if probable cause exists that a violation occurred.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDda5ce956e5ec4be29242592b598f535a"><enum>(2)</enum><header display-inline="yes-display-inline">Authority</header><text display-inline="yes-display-inline">As part of an investigation, the Director
			 may—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID9bcdd2728a2b4819b1e4f526959158b0"><enum>(A)</enum><text display-inline="yes-display-inline">administer oaths;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID670884b7646d420cae6f7b5d17a455eb"><enum>(B)</enum><text display-inline="yes-display-inline">issue subpoenas;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="IDe0851085d1cd43e0a98bed1586f844fe"><enum>(C)</enum><text display-inline="yes-display-inline">compel the attendance of witnesses and the
			 production of papers, books, accounts, documents, and testimony; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID379d1383ba4748c79172e787479f0137"><enum>(D)</enum><text display-inline="yes-display-inline">himself, or by delegation to Office staff,
			 take the deposition of witnesses.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID4b423a393c1445f0b4a4e2bda91553f3"><enum>(3)</enum><header display-inline="yes-display-inline">Refusal to obey</header><text display-inline="yes-display-inline">If a person disobeys or refuses to comply
			 with a subpoena, or if a witness refuses to testify to a matter, he may be held
			 in contempt of Congress.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID117db1ddc8b2486d9a37d8da4755b7d3"><enum>(4)</enum><header display-inline="yes-display-inline">Enforcement</header><text display-inline="yes-display-inline">If the Director determines that the
			 Director is limited in the Director's ability to obtain documents, testimony,
			 and other information needed as part of an investigation because of potential
			 constitutional, statutory, or rules restrictions, or due to lack of compliance,
			 the Director may refer the matter to the Select Committee on Ethics of the
			 Senate for consideration and appropriate action by the committee. The committee
			 shall promptly act on a request under this paragraph.</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID38abac1eeff94098ad65793b326c2505"><enum>(c)</enum><header display-inline="yes-display-inline">Presentation of case to Senate select
			 committee on ethics</header>
					<paragraph commented="no" display-inline="no-display-inline" id="IDdd70fb372a6a4d0587809dc6bd48b509"><enum>(1)</enum><header display-inline="yes-display-inline">Notice to committees</header><text display-inline="yes-display-inline">If the Director determines, upon conclusion
			 of an investigation, that probable cause exists that an ethics violation has
			 occurred, the Director shall notify the Select Committee on Ethics of the
			 Senate of this determination.</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID71484428d46f4de491036068f0c8fae2"><enum>(2)</enum><header display-inline="yes-display-inline">Committee decision</header><text display-inline="yes-display-inline">The Select Committee on Ethics may overrule
			 the determination of the Director if, within 30 legislative days—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID069d944cb50f4a1ca0dac3983c32253c"><enum>(A)</enum><text display-inline="yes-display-inline">the committee by an affirmative, roll-call
			 vote of two-thirds of the full committee votes to overrule the determination of
			 the Director;</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID4378b42778084663a68d34f3d3a9d23a"><enum>(B)</enum><text display-inline="yes-display-inline">the committee issues a public report on the
			 matter; and</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2e181c3ebc214aeaac15c83678819527"><enum>(C)</enum><text display-inline="yes-display-inline">the vote of each member of the committee on
			 such roll-call vote is included in the report.</text>
						</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="IDbbeea3ab3ccc4fbb845ecb57fe7be1e2"><enum>(3)</enum><header display-inline="yes-display-inline">Determination and ruling</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="ID668c5ccc30ee4fa3942d053169b44919"><enum>(A)</enum><header display-inline="yes-display-inline">Referral</header><text display-inline="yes-display-inline">If the Director determines there is
			 probable cause that an ethics violation has occurred and the Director's
			 determination is not overruled, the Director shall present the case and
			 evidence to the Select Committee on Ethics of the Senate to hear and make a
			 determination pursuant to its rules.</text>
						</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID2b12cffbcd8a4ce2b4616cc52a58d25a"><enum>(B)</enum><header display-inline="yes-display-inline">Final
			 decision</header><text display-inline="yes-display-inline">The Select Committee
			 on Ethics shall vote upon whether the individual who is the subject of the
			 investigation has violated any rules or other standards of conduct applicable
			 to that individual in his official capacity. Such votes shall be a roll-call
			 vote of the full committee, a quorum being present. The committee shall issue a
			 public report which shall include the vote of each member of the committee on
			 such roll-call vote.</text>
						</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID9a5d40b96a8344daa4260dcbc5fe7aab"><enum>(d)</enum><header display-inline="yes-display-inline">Sanctions</header><text display-inline="yes-display-inline">Whenever the Select Committee on Ethics of
			 the Senate finds that an ethics violation has occurred, the Director shall
			 recommend appropriate sanctions to the committee and whether a matter should be
			 referred to the Department of Justice for investigation.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="idD10C09F2523646E98399B1F196141ABE" section-type="subsequent-section"><enum>305.</enum><header display-inline="yes-display-inline">Procedural rules</header>
				<subsection commented="no" display-inline="no-display-inline" id="ID3b92512a05a040a7a1cc316e1a7d703d"><enum>(a)</enum><header display-inline="yes-display-inline">Prohibition of certain
			 investigations</header><text display-inline="yes-display-inline">No
			 investigation shall be undertaken by the Office of any alleged violation of a
			 law, rule, regulation, or standard of conduct not in effect at the time of the
			 alleged violation.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDda12f20d27144e6bbbfb2e3987bfcb38"><enum>(b)</enum><header display-inline="yes-display-inline">Disclosure</header><text display-inline="yes-display-inline">Information or testimony received, or the
			 contents of a complaint or the fact of its filing, or recommendations made by
			 the Director to the committee, may be publicly disclosed by the Director or by
			 the staff of the Office only if authorized by the Select Committee on Ethics of
			 the Senate.</text>
				</subsection></section><section commented="no" display-inline="no-display-inline" id="id462C14243E5741C2969AB9D5F891CBE3" section-type="subsequent-section"><enum>306.</enum><header display-inline="yes-display-inline">SOPI Employees under the congressional
			 accountability Act</header><text display-inline="no-display-inline">Section 101
			 of the Congressional Accountability Act of 1995 (2 U.S.C. 3) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="ID8e1d6e7ed80b46d09980da8c8b4128e3"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (3)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="ID4b185af893df41a89e3055a3533c346f"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (H), by striking
			 <quote>or</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID3070a38a2e6f422585733c0c0fe17d3f"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (I), by striking the period
			 and inserting <quote>; or</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID82c179d36a51465fb0e66cd8e78d365b"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>

							</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID443a81eaebe14754b0ec50f9e2fd7eba"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (9), by striking <quote>and
			 the Office of Technology Assessment</quote> and inserting <quote>the Office of
			 Technology Assessment, and the Senate Office of Public
			 Integrity</quote>.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="idD86F5F02531D4AA38CB686D205B96C52" section-type="subsequent-section"><enum>307.</enum><header display-inline="yes-display-inline">Effective date</header>
				<subsection commented="no" display-inline="no-display-inline" id="ID327172da84b341648502ae44e4019149"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Except as provided by subsection (b), this
			 title shall take effect on January 1, 2008.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="ID0cee41e2ed634a47a582cb7d2284899e"><enum>(b)</enum><header display-inline="yes-display-inline">Exception</header><text display-inline="yes-display-inline">Section 306 shall take effect upon the date
			 of enactment of this Act.</text>
