			 is amended by striking <quote>acting on behalf of any foreign person or foreign
			 interest</quote>.</text>

			 of the Program</header>
			<subsection id="id137B459684E7428189616271A4F7DB84"><enum>(a)</enum><header>Termination
			 date</header><text>Section 108(a) of the Terrorism Risk Insurance Act of 2002
			 (15 U.S.C. 6701 note) is amended by striking <quote>2007</quote> and inserting
			 <quote>2014</quote>.</text>
			</subsection><subsection id="id0CEA1EF1B08D420CADC27D5E4536B31D"><enum>(b)</enum><header>Additional
			 program years</header><text>Section 102(11) of the Terrorism Risk Insurance Act
			 of 2002 (15 U.S.C. 6701 note) is amended by adding at the end the
			 following:</text>
				<quoted-block display-inline="no-display-inline" id="IDCF2D4B98E1CF49E7AFD3565692A5C357" style="OLC">
					<subparagraph commented="no" display-inline="no-display-inline" id="ID7925F338A1AC4E7D8792C67EBCB8F8C7"><enum>(G)</enum><header>Additional
				program years</header><text>Except when used as provided in subparagraphs (B)
				through (F), the term <term>Program Year</term> means, as the context requires,
				any of Program Year 1, Program Year 2, Program Year 3, Program Year 4, Program
				Year 5, or any of calendar years 2008 through
				2014.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>

			 amendments</header><text>The Terrorism Risk Insurance Act of 2002 (15 U.S.C.
			 6701 note) is amended—</text>

			 102(7)(F)—</text>
					<subparagraph id="id0FA9B74BB6A841F782FFD21B8F82C072"><enum>(A)</enum><text>by inserting
			 <quote>and each Program Year thereafter</quote> before <quote>, the
			 value</quote>; and</text>
					</subparagraph><subparagraph id="idB265D14085774361BFD17F0AA94AF386"><enum>(B)</enum><text>by striking
			 <quote>preceding Program Year 5</quote> and inserting <quote>preceding that
			 Program Year</quote>;</text>

			 cap</header>
			<subsection id="idFF6CF074E8F74676A6082247B1CEBC6E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 103(e)(2) of
			 the Terrorism Risk Insurance Act of 2002 (15 U.S.C. 6701 note) is
			 amended—</text>
				<paragraph id="idA9873609A99245B9849B30AE1B6673A1"><enum>(1)</enum><text>in subparagraph
			 (A)—</text>
					<subparagraph id="idF8434EC71D8B4552828CC506DBC6F59C"><enum>(A)</enum><text>by striking
			 <quote>(until such time as the Congress may act otherwise with respect to such
			 losses)</quote>; and</text>
					</subparagraph><subparagraph id="idA7C46954A62747C3BC9B8B3B65ADB24D"><enum>(B)</enum><text>in clause (ii),
			 by striking <quote>that amount</quote> and inserting <quote>the amount of such
			 losses</quote>; and</text>
					</subparagraph></paragraph><paragraph id="id4862D58856AF4CE4AE3DB792201B60A0"><enum>(2)</enum><text>in subparagraph
			 (B), by inserting before the period at the end <quote>, except that,
			 notwithstanding paragraph (1) or any other provision of Federal or State law,
			 no insurer may be required to make any payment for insured losses in excess of
			 its deductible under section 102(7) combined with its share of insured losses
			 under paragraph (1)(A) of this subsection</quote>.</text>
				</paragraph></subsection><subsection id="idB0D9FDC4711C4ED09F5066BA05539883"><enum>(b)</enum><header>Notice to
			 congress</header><text>Section 103(e)(3) of the Terrorism Risk Insurance Act of
			 2002 (15 U.S.C. 6701 note) is amended—</text>
				<paragraph id="idE23F0BB5AC0849198BE342BB163BF6EC"><enum>(1)</enum><text>by adding at the
			 end the following: <quote>The Secretary shall provide an initial notice to
			 Congress not later than 15 days after the date of an act of terrorism, stating
			 whether the Secretary estimates that aggregate insured losses will exceed
			 $100,000,000,000.</quote>; and</text>
				</paragraph><paragraph commented="no" id="id8E1200EF6BAB4940BB9AB61C5FB10649"><enum>(2)</enum><text>by striking
			 <quote>and the Congress shall</quote> and all that follows through the end of
			 the paragraph and inserting a period.</text>
				</paragraph></subsection><subsection id="idDDB3C4479BCE4C1FB998E3EFE276A2A3"><enum>(c)</enum><header>Regulations for
			 pro rata payments; report to congress</header><text display-inline="yes-display-inline">Section 103(e)(2)(B) of the Terrorism Risk
			 Insurance Act of 2002 (15 U.S.C. 6701 note) is amended—</text>
				<paragraph id="idD064CF5BC05643619D98A73A376EAEBE"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>For purposes</quote> and
			 inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id181E55F07AE3491DB1733FDC40027F55" style="OLC">
						<clause id="id018B3F5CE2E1475692B459C7F23F471B"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">For
				purposes</text>
						</clause><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="id515E7201ED6B435C97C920DB41B18FEB"><enum>(2)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idB5141A09196B4FE1A689A2AD7D33BA68" style="OLC">
						<clause id="idCB555247828648788E8416F96E83E540"><enum>(ii)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 240 days after the date of
				enactment of the <short-title>Terrorism Risk Insurance
				Program Reauthorization Act of 2007</short-title>, the Secretary shall issue
				final regulations for determining the pro rata share of insured losses under
				the Program when insured losses exceed $100,000,000,000, in accordance with
				clause (i).</text>
						</clause><clause id="ID0acf8e2118334e158010539b3c7c43f1"><enum>(iii)</enum><header>Report to
				Congress</header><text>Not later than 120 days after the date of enactment of
				the <short-title>Terrorism Risk Insurance Program
				Reauthorization Act of 2007</short-title>, the Secretary shall provide a report
				to the Committee on Banking, Housing, and Urban Affairs of the Senate and the
				Committee on Financial Services of the House of Representatives describing the
				process to be used by the Secretary for determining the allocation of pro rata
				payments for insured losses under the Program when such losses exceed
				$100,000,000,000.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="id428FABDEE2E145B4A080EB213B6E0A29"><enum>(d)</enum><header>Disclosure</header><text>Section
			 103(b) of the Terrorism Risk Insurance Act of 2002 (15 U.S.C. 6701 note) is
			 amended—</text>
				<paragraph id="id00957064138C4C1FB161AD7CD5B782B2"><enum>(1)</enum><text>by redesignating
			 paragraphs (3) and (4) as paragraphs (4) and (5), respectively; and</text>
				</paragraph><paragraph id="id4320B21962274B26A37D7F7199B53924"><enum>(2)</enum><text>by inserting
			 after paragraph (2) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id7D55EB43EDFD48DCB354B4A39BE38A24" style="OLC">
						<paragraph id="ID1d324af9dfb54233827d3e2773c83e6d"><enum>(3)</enum><text display-inline="yes-display-inline">in the case of any policy that is issued
				after the date of enactment of the <short-title>Terrorism
				Risk Insurance Program Reauthorization Act of 2007</short-title>, the insurer
				provides clear and conspicuous disclosure to the policyholder of the existence
				of the $100,000,000,000 cap under subsection (e)(2), at the time of offer,
				purchase, and renewal of the
				policy;</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="id0F3BFEF574E14A69A7C8D509D31596FF"><enum>5.</enum><header>Enhanced reports
			 to Congress</header>
			<subsection id="id96DA0CF85F3843519B67B0E41E1AE6AD"><enum>(a)</enum><header>Study and
			 report on insurance for nuclear, biological, chemical, and radiological
			 terrorist events</header><text display-inline="yes-display-inline">Section 108
			 of the Terrorism Risk Insurance Act of 2002 (15 U.S.C. 6701 note) is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id54803D8689E14FD3BE9D4105DFA6B099" style="OLC">
					<subsection id="ID2e6dda6c4aca49e18e1749f0f9ff71a1"><enum>(f)</enum><header>Insurance for
				Nuclear, Biological, Chemical, and Radiological Terrorist Events</header>
						<paragraph id="ID4e7d840ed1354ba1bee8f388ba0086a8"><enum>(1)</enum><header>Study</header><text>The
				Comptroller General of the United States shall examine—</text>
							<subparagraph id="id50FA66B030C94FD2A9771D8BBF38A311"><enum>(A)</enum><text>the availability
				and affordability of insurance coverage for losses caused by terrorist attacks
				involving nuclear, biological, chemical, or radiological materials;</text>
							</subparagraph><subparagraph id="id1103A5AC73C648ACB6799DC052ED6531"><enum>(B)</enum><text>the outlook for
				such coverage in the future; and</text>
							</subparagraph><subparagraph id="idBDB4FB63E968435A96EE88AA5D0DA452"><enum>(C)</enum><text>the capacity of
				private insurers and State workers compensation funds to manage risk associated
				with nuclear, biological, chemical, and radiological terrorist events.</text>
							</subparagraph></paragraph><paragraph id="ID12fe003181ae4325a4150491b27aa7cd"><enum>(2)</enum><header>Report</header><text>Not
				later than 1 year after the date of enactment of the
				<short-title>Terrorism Risk Insurance Program
				Reauthorization Act of 2007</short-title>, the Comptroller General shall submit
				to the Committee on Banking, Housing, and Urban Affairs of the Senate and the
				Committee on Financial Services of the House of Representatives a report
				containing a detailed statement of the findings under paragraph (1), and
				recommendations for any legislative, regulatory, administrative, or other
				actions at the Federal, State, or local levels that the Comptroller General
				considers appropriate to expand the availability and affordability of insurance
				for nuclear, biological, chemical, or radiological terrorist
				events.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="id45E540EC8B1C4A0DAD6EBC9090AFB209"><enum>(b)</enum><header>Study and
			 report on availability and affordability of terrorism insurance in specific
			 markets</header><text display-inline="yes-display-inline">Section 108 of the
			 Terrorism Risk Insurance Act of 2002 (15 U.S.C. 6701 note) is amended by adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id166DA23244674E2DBD7E3848F0F7687C" style="OLC">
					<subsection id="ID6523688358ad431290c41288dbbe101c"><enum>(g)</enum><header>Availability
				and Affordability of Terrorism Insurance in Specific Markets</header>
						<paragraph id="idDFBAEC477CF846078456561074D51386"><enum>(1)</enum><header>Study</header><text>The
				Comptroller General of the United States shall conduct a study to determine
				whether there are specific markets in the United States where there are unique
				capacity constraints on the amount of terrorism risk insurance
				available.</text>
						</paragraph><paragraph id="id5DD8FB0EDF7D46008D2BF86BA0A4CF71"><enum>(2)</enum><header>Elements of
				study</header><text>The study required by paragraph (1) shall contain—</text>
							<subparagraph id="ID9fc8268dad3d4a558a65c1fe0399930a"><enum>(A)</enum><text>an analysis of
				both insurance and reinsurance capacity in specific markets, including pricing
				and coverage limits in existing policies;</text>
							</subparagraph><subparagraph id="IDe3fec28bdb194841a3370113153d5055"><enum>(B)</enum><text>an assessment of
				the factors contributing to any capacity constraints that are identified;
				and</text>
							</subparagraph><subparagraph id="IDc515c2d1fa414f62ba109cc0c9bde52e"><enum>(C)</enum><text>recommendations
				for addressing those capacity constraints.</text>
							</subparagraph></paragraph><paragraph id="ID8b46621ec42c4f75bc91bf7702870cd0"><enum>(3)</enum><header>Report</header><text>Not
				later than 180 days after the date of enactment of the
				<short-title>Terrorism Risk Insurance Program
				Reauthorization Act of 2007</short-title>, the Comptroller General shall submit
				a report on the study required by paragraph (1) to the Committee on Banking,
				Housing, and Urban Affairs of the Senate and the Committee on Financial
				Services of the House of
				Representatives.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idDA97D4C28FEF4F1295172BEB28C17CCF"><enum>(c)</enum><header>Ongoing
			 reports</header><text display-inline="yes-display-inline">Section 108(e) of the
			 Terrorism Risk Insurance Act of 2002 (15 U.S.C. 6701 note) is amended—</text>
				<paragraph id="id0CB706DA212141519F175A79B3980C95"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
					<subparagraph id="id79DDDF1E226C4469BA5F2C26EB24E5E5"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>ongoing</quote> before
			 <quote>analysis</quote>; and</text>
					</subparagraph><subparagraph id="id3F91B818D8C243EC836A7A0CDE593D20"><enum>(B)</enum><text>by striking
			 <quote>, including</quote> and all that follows through the end of the
			 paragraph, and inserting a period; and</text>
					</subparagraph></paragraph><paragraph id="id3D5F0756350E49408EAE84E0561E6D52"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>
					<subparagraph id="id4E27E1A9F5254A0BA37D3A5B26AB4582"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>and thereafter in 2010
			 and 2013,</quote> after <quote>2006,</quote>; and</text>
