		<official-title>To provide consistent enforcement authority to the Bureau
		  of Land Management, the National Park Service, the United States Fish and
		  Wildlife Service, and the Forest Service to respond to violations of
		  regulations regarding the management, use, and protection of public land under
		  the jurisdiction of those agencies, and for other purposes.</official-title>

			 <quote><short-title>Public Land Fire Regulations
			 Enforcement Act</short-title></quote>.</text>
		</section><section id="id28AFC1FD88E6449999110B900063DFE8"><enum>2.</enum><header>Consistent
			 enforcement authority regarding national park system land, national forest
			 system land, and other public land</header>
			<subsection id="H45D9B098AC5D42B881E5415D193EFD5B"><enum>(a)</enum><header>Land Under
			 Jurisdiction of Bureau of Land Management</header><text>Section 303(a) of the
			 Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1733">43 U.S.C. 1733(a)</external-xref>) is
			 amended—</text>
				<paragraph id="H39469C21DE3E4C54B02FE765D1E70066"><enum>(1)</enum><text>by striking
			 <quote>(a) The Secretary</quote> and inserting the following:</text>

				shall be—</text>

				A misdemeanor; and</text>
							</subparagraph><subparagraph id="id43D421DACABA4C0D8382C755664B0389"><enum>(B)</enum><text>subject
				to—</text>
								<clause id="id213296F4B7A44D569D975E8649F7F385"><enum>(i)</enum><text>a
				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
								</clause><clause id="id2ABD07A56F724824ABFBAC7A6ACEF0CF"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
								</clause><clause id="idD8C2897E6E6E4D909C2C792AE01C8EF0"><enum>(iii)</enum><text>fine and
				imprisonment under those sections.</text>
								</clause></subparagraph></paragraph><paragraph id="HDB85BB1EC4F7491CB31F00C1FDA9ABED"><enum>(4)</enum><header>Other
				violations</header><text>Any person who otherwise violates or fails to comply
				with any of the provisions of this Act or any regulation issued under this Act
				shall—</text>

				Class B misdemeanor;</text>
							</subparagraph><subparagraph id="idE2E332D105E8449E85CDD2CBC0A7B123"><enum>(B)</enum><text>be subject
				to—</text>
								<clause id="id6DB0A23D35B6441C8742F849E6106599"><enum>(i)</enum><text>a
				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
								</clause><clause id="id218C2C296EBE490DB0DC1DD980E35485"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
								</clause><clause id="idCA616BD0647F459FB79E9B5D367CFD2B"><enum>(iii)</enum><text>fine and
				imprisonment under those sections; and</text>
								</clause></subparagraph><subparagraph id="idF03252FB112948CA8D3080FAE571E04C"><enum>(C)</enum><text>pay all costs of
				the proceedings associated with the violation or failure to
				comply.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H0A967E4CAD89499994EC9500CEFE1BA9"><enum>(b)</enum><header>National Park
			 System Land</header>
				<paragraph id="HA568FA7D447B4ED58826C7EBB347723F"><enum>(1)</enum><header>Enforcement</header><text>Section
			 3 of the National Park Service Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3">16 U.S.C. 3</external-xref>) is amended—</text>
					<subparagraph id="H0775B3DD4DC94F46B9529CF107CD2B89"><enum>(A)</enum><text>in the first
			 sentence—</text>
						<clause id="id2ABBCCBC790E4D379C35D8DA79A8CE90"><enum>(i)</enum><text>by
			 striking <quote>That the Secretary</quote> and inserting the following:</text>

				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
									</clause><clause id="id4D793D9FC2C64B89A14B9EC1B9BDBC23"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
									</clause><clause id="idD9C86398A112478B97A5E9F3D113799F"><enum>(iii)</enum><text>fine and
				imprisonment under those sections.</text>
									</clause></subparagraph></paragraph><paragraph id="id1228E49C8D31474095E00E1EDA4C6BEA"><enum>(3)</enum><header>Other
				violations</header><text>Any person who otherwise violates or fails to comply
				with any of the provisions of this Act or any regulation issued under this Act
				shall—</text>

				Class B misdemeanor;</text>
								</subparagraph><subparagraph id="id6DBF4030566444688C7A13D2223ED41E"><enum>(B)</enum><text>be subject
				to—</text>
									<clause id="id4922B0CA8E964FF5BF5C3A98D8825FD7"><enum>(i)</enum><text>a
				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
									</clause><clause id="id5DB56BDE89914996877513DABCED8669"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
									</clause><clause id="id8DDE730971764774841CBF096E48DEDD"><enum>(iii)</enum><text>fine and
				imprisonment under those section; and</text>
									</clause></subparagraph><subparagraph id="id831D7E6855B044038B788D6BFEF1490D"><enum>(C)</enum><text>pay all costs of
				the proceedings associated with the violation or failure to
				comply.</text>
								</subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph id="H9C15067AD4884190B60730E9852B5BE3"><enum>(C)</enum><text>in the second
			 sentence, by striking <quote>He may also, upon</quote> and inserting the

			 Wildlife Refuge System Land</header><text>Section 4(f) of the National Wildlife
			 Refuge System Administration Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/16/668dd">16 U.S.C. 668dd(f)</external-xref>) is amended by
			 striking paragraphs (1) and (2) and inserting the following:</text>

					<paragraph id="id2890F991872B4B4395E5A9DB76A66C55"><enum>(1)</enum><header>Knowing
				violations</header><text>Any person who knowingly violates or fails to comply
				with any of the provisions of this Act or any regulation issued under this Act
				shall—</text>
						<subparagraph id="idB94DB2E911B0483DA0D588CDB2CB8FEA"><enum>(A)</enum><text>be guilty of a
				Class A misdemeanor;</text>
						</subparagraph><subparagraph id="id3D34E128A6BA4E2C965D30806E388707"><enum>(B)</enum><text>be subject
				to—</text>
							<clause id="id485FA792891C41F5B35E5548215B8B31"><enum>(i)</enum><text>a
				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
							</clause><clause id="idFB7CB3811D70466AA9B2C19D7E596230"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
							</clause><clause id="id4769ECD19C324B51AC657657F1DB70BA"><enum>(iii)</enum><text>fine and
				imprisonment under those sections; and</text>
							</clause></subparagraph><subparagraph id="idFCE904E4EB9B4A5B957B3FA1436C34F4"><enum>(C)</enum><text>pay all costs of
				the proceedings associated with the violation or failure to comply.</text>
						</subparagraph></paragraph><paragraph id="id0982CADDB7EB419B80A0DB8EFCA2EE30"><enum>(2)</enum><header>Other
				violations</header><text>Any person who otherwise violates or fails to comply
				with any of the provisions of this Act or any regulation issued under this Act
				shall—</text>
						<subparagraph id="id9436B1CF19CB49C0A6EF3355D629696F"><enum>(A)</enum><text>be guilty of a
				Class B misdemeanor;</text>
						</subparagraph><subparagraph id="id6CDCFB4AC9A745A89DA0FEA551EF872E"><enum>(B)</enum><text>be subject
				to—</text>
							<clause id="id66B5F14B5E094CFC9A75727826F3240C"><enum>(i)</enum><text>a
				fine under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code;</text>
							</clause><clause id="idA2E869D0080F4A2082B1C2808F30A6DA"><enum>(ii)</enum><text>imprisonment
				under section 3581 of title 18, United States Code; or</text>
							</clause><clause id="id1C60A7FB157E4C75A81CA997FD1D3339"><enum>(iii)</enum><text>fine and
				imprisonment under those sections; and</text>
							</clause></subparagraph><subparagraph id="id333C7488B48747CB989B7B8E601F44CC"><enum>(C)</enum><text>pay all costs of
				the proceedings associated with the violation or failure to
				comply.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H099E8E76C02749DC80B3237182A9F33"><enum>(d)</enum><header>National Forest
			 System Land</header><text>The eleventh undesignated paragraph under the heading
			 <quote><header-in-text level="paragraph" style="OLC">Surveying the public
			 lands</header-in-text></quote> of the Act of June 4, 1897 (<external-xref legal-doc="usc" parsable-cite="usc/16/551">16 U.S.C. 551</external-xref>) is
			 amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id7568BE564C27426993B5E3565984A6B8" style="OLC">
					<paragraph id="idE4152D83A7AF418AA8713FE3EF0E58B7"><enum></enum><text>The Secretary
				of Agriculture shall make provisions for the protection of the National Forest
				System (as defined in section 11 of the Forest and Rangeland Renewable
				Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1609">16 U.S.C. 1609</external-xref>)) against
				destruction by fire and depredations. The Secretary may issue such regulations
				and establish such service as would insure the objects of the National Forest
				System, including regulating the occupancy and use of the National Forest
				System and protecting National Forest System land from destruction. Any person
				who knowingly violates any regulation issued under this paragraph shall be
				guilty of a Class A misdemeanor and shall be subject to a fine under
				<external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code, imprisonment under
				section 3581 of title 18, United States Code, or fine and imprisonment under
				those sections. Any person who otherwise violates any regulation issued under
				this paragraph shall be guilty of a Class B misdemeanor, subject to a fine
				under <external-xref legal-doc="usc" parsable-cite="usc/18/3571">section
				3571</external-xref> of title 18, United States Code, imprisonment under
				section 3581 of title 18, United States Code, or fine and imprisonment under
				those sections. A person who violates any regulation issued under this
				paragraph may also be ordered to pay all costs of the proceedings. Any person
				charged with the violation of a regulation issued under this paragraph may be
				tried and sentenced by any United States magistrate judge specially designated
				for that purpose by the court by which the magistrate judge was appointed, in
				the same manner and subject to the same conditions provided for in subsections
				(b) through (e) of <external-xref legal-doc="usc" parsable-cite="usc/18/3401">section 3401</external-xref> of title 18, United
				States
				Code.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="HBBF6B0B4115042FCBE20BEF45FD8CEA3"><enum>3.</enum><header>Establishment of
			 minimum fine for violation of public land fire regulations during fire
			 ban</header>
			<subsection id="HBBCF8ADD34804FB6BC2543B9B8489934"><enum>(a)</enum><header>Land Under
			 Jurisdiction of Bureau of Land Management</header><text>Section 303(a) of the
			 Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1733">43 U.S.C. 1733(a)</external-xref>) (as amended by
			 section 2(a)) is amended by adding at the end the following:</text>
				<quoted-block id="HA139D7DEDCAF45DCAE4177D24E980070" style="OLC">
					<paragraph id="H2DBA28F8764D4E98AB5C83C955659083"><enum>(5)</enum><header>Minimum
				fine</header><text>In the case of a regulation issued under this section
				regarding the use of fire by individuals on public land, if the violation of
				the regulation was the result of reckless conduct, occurred in an area subject
				to a complete ban on open fires, and resulted in damage to public or private
				property, the fine shall be not less than
				$500.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HFCFC1D4578CC4A848341AAC37800B179"><enum>(b)</enum><header>National Park
			 System Land</header><text>Section 3(a) of the National Park Service Organic Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/16/3">16 U.S.C.
			 3</external-xref>(a)) (as designated by section 2(b)) is amended by adding at
			 the end the following:</text>

					<paragraph id="HD3A3DF7ADE7A453C85EC0040C4004200"><enum>(4)</enum><header>Minimum
				fine</header><text>In the case of a rule or regulation issued under this
				subsection regarding the use of fire by individuals on the land, if the
				violation of the rule or regulation was the result of reckless conduct,
				occurred in an area subject to a complete ban on open fires, and resulted in
				damage to public or private property, the fine shall be not less than
				$500.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HA217CD1717494886BF2419152C532C83"><enum>(c)</enum><header>National Forest
