		<official-title>To expedite the adjudication of employer petitions for
		  aliens with extraordinary artistic ability.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Arts Require Timely Service
			 Act</short-title></quote> or the <quote><short-title>ARTS
			 Act</short-title></quote>.</text>
		</section><section id="IDbdaa12c369a94a97b8bb709f6de89c00"><enum>2.</enum><header>Expedited
			 adjudication of employer petitions for aliens with extraordinary artistic
			 ability</header><text display-inline="no-display-inline">Section 214(c) of the
			 Immigration and Nationality Act (8 U.S.C. 1184(c)) is amended—</text>
			<paragraph id="ID257ddaad52ec4e0eaa348f738188445b"><enum>(1)</enum><text>by striking
			 <quote>Attorney General</quote> each place it appears and inserting
			 <quote>Secretary of Homeland Security</quote>; and</text>
			</paragraph><paragraph id="ID87eadf0fe9804424bed7452c9ab5ccba"><enum>(2)</enum><text>in paragraph
			 (6)(D)—</text>
				<subparagraph id="IDe3994255de4049eca84838031c83a3c1"><enum>(A)</enum><text>by striking
			 <quote>(D) Any person</quote> and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="id014BCAE5151546C29B1CACFF0E12F70C" style="OLC">
						<subparagraph id="id0218053F882D4DEF8965FAF7DAF5D54D" indent="up1"><enum>(D)</enum><clause commented="no" display-inline="yes-display-inline" id="id0C94A88A868B46D5BEA14DA2311F9973"><enum>(i)</enum><text>Except as provided
				under clause (ii), any person</text>
							</clause></subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</subparagraph><subparagraph id="IDa041ec6060e3476ba6b3f2678d293973"><enum>(B)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idFAE599B7367C41859FE13004B6A1023C" style="OLC">
						<clause id="ID4ae6841964ca4a809113c86e6f2a1ce1" indent="up2"><enum>(ii)</enum><text>The Secretary of Homeland Security
				shall adjudicate each petition for an alien who has extraordinary ability in
				the arts (as described in section 101(a)(15)(O)(i)), an alien accompanying such
				an alien (as described in clauses (ii) and (iii) of section 101(a)(15)(O)), or
				an alien described in section 101(a)(15)(P) not later than 30 days
				after—</text>
							<subclause id="idB52131606D0A4F4C8CB69D0534640A9C"><enum>(I)</enum><text>the date on which the petitioner
				submits the petition with a written advisory opinion, letter of no objection,
				or request for a waiver; or</text>
							</subclause><subclause id="idE92B9DBE99CC4B7880A162ACF4F5D16B"><enum>(II)</enum><text>the date on which the 15-day
				period described in clause (i) has expired, if the petitioner has had an
				appropriate opportunity to supply rebuttal evidence.</text>
							</subclause></clause><clause id="id979AE804448F434FBB3BBAE465E0F8EA" indent="up2"><enum>(iii)</enum><text>If a petition described in clause
				(ii) is not adjudicated before the end of the 30-day period described in clause
				(ii) and the petitioner is a qualified nonprofit organization or an individual
				or entity petitioning primarily on behalf of a qualified nonprofit
				organization, the Secretary of Homeland Security shall provide the petitioner
				with the premium-processing services referred to in section 286(u), without a
				fee.</text>
