		<official-title>To prohibit the payment of individuals to reserve a place
		  in line for a seat for a lobbyist at a congressional committee hearing or
		  business meeting.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote>Get in Line Act</quote>.</text>
		</section><section id="id74EA31BA547241CC905B2D4D1937B572" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on the
			 payment of individuals to reserve a place in line for a lobbyist for a seat at
			 a congressional committee hearing or business meeting</header>
			<subsection id="idE34E690F57A1478F9979500F797BB8C8"><enum>(a)</enum><header>Prohibition</header><text>The
			 Lobbying Disclosure Act of 1995 (2 U.S.C. 1601 et seq.) is amended by adding at
			 the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id605DB6E896084A1498BF30A50D15D944" style="OLC">
					<section id="id94ECA7EB7ACB4146BC3CF82ABBB7C01F"><enum>27.</enum><header>Prohibition on
				the payment of individuals to reserve a place in line for a lobbyist for a seat
				at a congressional committee hearing or business meeting</header>
						<subsection id="idDAC4A3C418C34A77851FB45B3AFCF452"><enum>(a)</enum><header>Prohibition</header><text>Any
				person described in subsection (b) shall not make a payment to an individual to
				reserve a place in line for a seat for that person at a congressional committee
				hearing or business meeting.</text>
						</subsection><subsection id="idD726BE79738C46469D183EEC638546AD"><enum>(b)</enum><header>Persons subject
				to prohibition</header><text>The persons subject to the prohibition under
				subsection (a) are any lobbyist that is registered or is required to register
				under section 4(a)(1), any organization that retains or employs 1 or more
				lobbyists and is registered or is required to register under section 4(a)(2),
				and any employee listed or required to be listed as a lobbyist by a registrant
				under section 4(b)(6) or
				5(b)(2)(C).</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idCA2C9B049FDC423285E7F0C7A31C189C"><enum>(b)</enum><header>Certification</header><text>Section
			 5(d)(1)(G) of the Lobbying Disclosure Act of 1995 (2 U.S.C. 1604(d)(1)(G)) is
			 amended—</text>
				<paragraph id="id575D281407F9412F933AB802C1DFCC69"><enum>(1)</enum><text>in clause (i), by
			 striking <quote>and</quote> after the semicolon;</text>
				</paragraph><paragraph id="idF0F506051C6C49968E62AE5287F17075"><enum>(2)</enum><text>in clause (ii),
			 by striking the period and inserting <quote>; and</quote>; and</text>
				</paragraph><paragraph id="idB0D57105F5BA44059DFCE92EEF871A1D"><enum>(3)</enum><text>by inserting at
			 the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="id8B8EB8283573451A81DDE20158DF30EF" style="OLC">
						<clause id="idB52B835BFAAA4AEA9DBD76523BE77E9E"><enum>(iii)</enum><text>has read and is
				familiar with section 27, relating to paying individuals to reserve seats at
				congressional committee hearings or business meetings, and has not violated
				that
				section.</text>
						</clause><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="idA316A06BB6E14149814DBF25056D0612"><enum>(c)</enum><header>Effective
			 date</header><text>The amendment made by this section shall take effect on the
			 date of the enactment of this Act.</text>
			</subsection></section><section id="id3379DE779EC04E92A7F64D9F57A2DC2B"><enum>3.</enum><header>Committee
			 hearing availability</header><text display-inline="no-display-inline">A
			 committee of the Senate that is unable to accommodate all persons wishing to
			 sit in the hearing room for a committee hearing or business meeting
			 shall—</text>
			<paragraph id="id7543E6ABC5184F91854E9C4A871BDA0D"><enum>(1)</enum><text display-inline="yes-display-inline">make all reasonable accommodations for such
			 overflow, including opening up an overflow room with a video monitor showing
			 the hearing or meeting if possible; and</text>
			</paragraph><paragraph id="id834717C8489448A7A34F5D1F39AA73A2"><enum>(2)</enum><text display-inline="yes-display-inline">stream the hearing or meeting on the
			 committee website to the extent practicable.</text>
