		<official-title>To require the Secretary of Energy to conduct a study of
		  feasibility relating to the construction and operation of pipelines and carbon
		  dioxide sequestration facilities, and for other purposes.</official-title>

		<section id="id9DD08166A9EF4E42A340171442FF2092" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Carbon Dioxide Pipeline Study Act of
			 2007</short-title></quote>.</text>
		</section><section id="idB66E8B77F02645A094B8BFA3446EBB47" section-type="subsequent-section"><enum>2.</enum><header>Study of feasibility
			 relating to construction and operation of pipelines and carbon dioxide
			 sequestration facilities</header>
			<subsection id="ID2937d3ccbb1041559c75d299e9ab367a"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Energy (referred to in this section as
			 the <term>Secretary</term>), in coordination with the Federal Energy Regulatory
			 Commission, the Secretary of Transportation, the Administrator of the
			 Environmental Protection Agency, and the Secretary of the Interior, shall
			 conduct a study to assess the feasibility of the construction and operation
			 of—</text>
				<paragraph id="id844C03DA3F4A438EA97B99E24E3758B2"><enum>(1)</enum><text>pipelines to be
			 used for the transportation of carbon dioxide for the purpose of sequestration
			 or enhanced oil recovery; and</text>
				</paragraph><paragraph id="id35AA44CFC4A44D94A351FDEBE528671B"><enum>(2)</enum><text>carbon dioxide
			 sequestration facilities.</text>
				</paragraph></subsection><subsection id="idCB59BB77298E43EE9C3373CBBD7CAEF9"><enum>(b)</enum><header>Scope</header><text>In
			 conducting the study under subsection (a), the Secretary shall consider—</text>
				<paragraph id="ID89efba55b58646da92021cad22439fef"><enum>(1)</enum><text>any barrier or
			 potential barrier in existence as of the date of enactment of this Act,
			 including any technical, siting, financing, or regulatory barrier, relating to
			 the construction and operation of—</text>
					<subparagraph id="id42C7D233BEEA45A0802C572B15C13CD2"><enum>(A)</enum><text>pipelines to be
			 used for the transportation of carbon dioxide for the purpose of sequestration
			 or enhanced oil recovery; or</text>
					</subparagraph><subparagraph id="id735D85BCD66B49E6A1F4681A3DBE913F"><enum>(B)</enum><text>carbon dioxide
			 sequestration facilities;</text>
					</subparagraph></paragraph><paragraph id="ID41293d5a315a46758c83190c7da5c750"><enum>(2)</enum><text>any market risk
			 (including throughput risk) relating to the construction and operation
			 of—</text>
					<subparagraph id="id788FE4D818B64418A38F4301F96E7A3A"><enum>(A)</enum><text>pipelines to be
			 used for the transportation of carbon dioxide for the purpose of sequestration
			 or enhanced oil recovery; or</text>
					</subparagraph><subparagraph id="id349EB214F90F4BDB8B9FBC1D0B01E7EF"><enum>(B)</enum><text>carbon dioxide
			 sequestration facilities;</text>
					</subparagraph></paragraph><paragraph id="ID8d290f8a1aaf4e33936e66e5e9c0d881"><enum>(3)</enum><text>any regulatory,
			 financing, or siting option that, as determined by the Secretary, would—</text>
					<subparagraph id="idDB7D9A017FAB4926B4DC998FAE72C127"><enum>(A)</enum><text>mitigate any
			 market risk described in paragraph (2); or</text>
					</subparagraph><subparagraph id="id6B71BD726DC840828437086D10605321"><enum>(B)</enum><text>help ensure the
			 construction of pipelines dedicated to the transportation of carbon dioxide for
			 the purpose of sequestration or enhanced oil recovery;</text>
					</subparagraph></paragraph><paragraph id="IDd0a998e16f9c40369e87c048aa6f7e74"><enum>(4)</enum><text>the means by
			 which to ensure the safe handling, transportation, and sequestration of carbon
			 dioxide;</text>
				</paragraph><paragraph id="id9C820F4527734890963B029FAA5795A9"><enum>(5)</enum><text>any preventive
			 measure to ensure the integrity of pipelines to be used for the transportation
			 of carbon dioxide for the purpose of sequestration or enhanced oil recovery;
			 and</text>
				</paragraph><paragraph id="ID0cf18d227dd94d44b9a25cbfe7faf467"><enum>(6)</enum><text>any other
			 appropriate issue, as determined by the Secretary.</text>
				</paragraph></subsection><subsection id="id83680658C0224A1483DB1B64C323B6D2"><enum>(c)</enum><header>Report</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Secretary
			 shall submit to the Committee on Energy and Natural Resources of the Senate and
			 the Committee on Energy and Commerce of the House of Representatives a report
			 describing the results of the study.</text>
