		<official-title>To prohibit the recruitment or use of child soldiers, to
		  designate persons who recruit or use child soldiers as inadmissible aliens, to
		  allow the deportation of persons who recruit or use child soldiers, and for
		  other purposes.</official-title>

		<section id="id9234CDC69695499C9E94014E76A23FF5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Child Soldiers Accountability Act of
			 2007</short-title></quote>.</text>
		</section><section id="id68FADA16D3154742B4E1E639036889AB" section-type="subsequent-section"><enum>2.</enum><header>Accountability for the
			 recruitment and use of child soldiers</header>
			<subsection id="idBFF41F19C1A6436DB5924920B6B021BC"><enum>(a)</enum><header>Crime for
			 recruiting or using child soldiers</header>
				<paragraph id="ID48e22a397a354e128d5eae9b2f6489fc"><enum>(1)</enum><header>In
			 general</header><text>Chapter 118 of title 18, United States Code, is amended
			 by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idBCD562CAD40F438FAA65EC88EA8BC12F" style="USC">
						<section id="ID76f1ed7e214943bfa6c9f4fae91b9988"><enum>2442.</enum><header>Recruitment
				or use of child soldiers</header>
							<subsection id="ID83f4d7cdb3734d74b981e6bdd6228dd4"><enum>(a)</enum><header>Offense</header><text>Any
				person who knowingly recruits, enlists, or conscripts a person under 15 years
				of age into an armed force or group or knowingly uses a person under 15 years
				of age to participate actively in hostilities—</text>
								<paragraph id="id454172DCFABC4A02AB1844B639037E10"><enum>(1)</enum><text>shall be fined
				under this title, imprisoned not more than 20 years, or both; and</text>
								</paragraph><paragraph id="id8C0AF70551A646FCBCCABCB5295F45FE"><enum>(2)</enum><text>if the death of
				any person results, shall be fined under this title and imprisoned for any term
				of years or for life.</text>
								</paragraph></subsection><subsection id="idFB6F2A931FF9407B8F71EA94741BD85A"><enum>(b)</enum><header>Attempt and
				conspiracy</header><text>Any person who attempts or conspires to commit an
				offense under this section shall be punished in the same manner as a person who
				completes the offense.</text>
							</subsection><subsection id="ID4135fbd463d24c69ad2f80b917198dcc"><enum>(c)</enum><header>Jurisdiction</header><text>There
				is jurisdiction over an offense described in subsection (a), and any attempt or
				conspiracy to commit such offense, if—</text>
								<paragraph id="ID013cea3079fd494e94438ac345429423"><enum>(1)</enum><text>the alleged
				offender is a national of the United States (as defined in section 101(a)(22)
				of the Immigration and Nationality Act (8 U.S.C. 1101(a)(22))) or an alien
				lawfully admitted for permanent residence in the United States (as defined in
				section 101(a)(20) of such Act (8 U.S.C. 1101(a)(20));</text>
								</paragraph><paragraph id="ID0149bdeeaf4940b5a0e8ea90194ae5b1"><enum>(2)</enum><text>the alleged
				offender is a stateless person whose habitual residence is in the United
				States;</text>
								</paragraph><paragraph id="IDda7a64636cdc4dc490b2f72d03b87fb6"><enum>(3)</enum><text>the alleged
				offender is present in the United States, irrespective of the nationality of
				the alleged offender; or</text>
								</paragraph><paragraph id="ID53030ad85e794155a5f85176ed6897d1"><enum>(4)</enum><text>the offense
				occurs in whole or in part within the United States.</text>
								</paragraph></subsection><subsection id="idC9C4F9D9E4F34AECB86CEBF981D43A7A"><enum>(d)</enum><header>Definitions</header><text>In
				this section:</text>
								<paragraph id="idA5328087109A4EB19DFF52C93E75689E"><enum>(1)</enum><header>Participate
				actively in hostilities</header><text>The term <term>participate actively in
				hostilities</term> means taking part in—</text>
									<subparagraph id="id071C7614A5654FDBAE46A2F3F7CBCEC5"><enum>(A)</enum><text>combat or
				military activities related to combat, including scouting, spying, sabotage,
				and serving as a decoy, a courier, or at a military checkpoint; or</text>
									</subparagraph><subparagraph id="id504ABF697D584885B1DE18086589F154"><enum>(B)</enum><text>direct support
				functions related to combat, including taking supplies to the front line and
				other services at the front line.</text>
									</subparagraph></paragraph><paragraph id="idC72D94CB5D714CAF9AFA9D67D3EAB5D1"><enum>(2)</enum><header>Armed force or
				group</header><text>The term <term>armed force or group</term> means any army,
				militia, or other military organization, whether or not it is
				state-sponsored.</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="ID8463d7748fc048db9dadf0d29f3bb7fe"><enum>(2)</enum><header>Statute of
			 limitations</header><text>Chapter 213 of title 18, United States Code is
			 amended by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="idF55E9E9D6433422FBF57BE16AA81456D" style="USC">
						<section id="idE0952248824D4F2595FF3ECE0D9EC878"><enum>3300.</enum><header>Recruitment
				or use of child soldiers</header><text display-inline="no-display-inline">No
				person may be prosecuted, tried, or punished for a violation of section 2442
				unless the indictment or the information is filed not later than 10 years after
				the commission of the
				offense.</text>
						</section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="idFCBAA1B471C64ECE8FF37E1F7A76179A"><enum>(3)</enum><header>Clerical
			 amendment</header><text>Title 18, United States Code, is amended—</text>
					<subparagraph id="idD418E63DA76049C7ACA9B1F619230FFE"><enum>(A)</enum><text>in the table of
			 sections for chapter 118, by adding at the end the following:</text>

							<after-quoted-block>;</after-quoted-block></quoted-block>
						<continuation-text continuation-text-level="subparagraph">and</continuation-text></subparagraph><subparagraph id="id5C1CE4A6CC6C47BA9807803329760D9D"><enum>(B)</enum><text>in the table of
			 sections for chapter 213, by adding at the end the following:</text>

							<after-quoted-block>.</after-quoted-block></quoted-block>
					</subparagraph></paragraph></subsection><subsection id="id2E1A3C70067A42359F0E4B55C91B84A4"><enum>(b)</enum><header>Ground of
			 inadmissibility for recruiting or using child soldiers</header><text>Section
			 212(a)(3) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(3)) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="id58078648AC0F4E01857630636786DF76" style="OLC">
					<subparagraph id="ID07ab4c67dba24f00a77885fc94691a85"><enum>(G)</enum><header>Recruitment or
				use of child soldiers</header><text>Any alien who has committed, ordered,
				incited, assisted, or otherwise participated in the commission of the
				recruitment or use of child soldiers in violation of section 2442 of title 18,
				United States Code, is
				inadmissible.</text>
					</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="ID26a22b5652b343ac96c75307cc93c379"><enum>(c)</enum><header>Ground of
			 removability for recruiting or using child soldiers</header><text>Section
			 237(a)(4) of the Immigration and Nationality Act (8 U.S.C. 1227(a)(4)) is
			 amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="idAC71193C005440328F8613D9926A54A7" style="OLC">
					<subparagraph id="ID005bf774aa2f43ecb5b45631c074e8a4"><enum>(F)</enum><header>Recruitment or
				use of child soldiers</header><text>Any alien described in section 212(a)(3)(G)
				is
				deportable.</text>
