			 programs and competitive grants</header><text display-inline="no-display-inline">Title IX of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 7801 et seq.) is amended by adding at the end
			 the following:</text>

						<section id="id7957B0D45D6B4B63AFB8E2A325EEFC66"><enum>9701.</enum><header>Research-proven
				programs and competitive grants</header><text display-inline="no-display-inline">In all competitive grants that are awarded
				by the Department to a State educational agency or a local educational agency
				or by a State educational agency to a local educational agency under this Act,
				competitive preference points equal to 10 percent of the total number of points
				awarded may be awarded to a State educational agency or local educational
				agency if such State educational agency or local educational agency proposes in
				the grant application to use research-proven programs, when
				appropriate.</text>

			</section></title><title id="id13D1F8F341CE4136891840246B3309DA"><enum>II</enum><header>Research-proven
			 reform in reading first</header>
			<section id="idAF2358AE62514521B0ADAB9EDC67EB07"><enum>201.</enum><header>Purposes</header><text display-inline="no-display-inline">Section 1201(1) of the Elementary and
			 Secondary Education Act of 1965 (20 U.S.C. 6361(1)) is amended by inserting
			 <quote>research-proven reading programs, or, at a minimum, are</quote> after
			 <quote>that are</quote>.</text>
			</section><section id="id4EC8D64F69CE4403AF141576022D1032"><enum>202.</enum><header>Formula grants
			 to state educational agencies</header><text display-inline="no-display-inline">Section 1202 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 6362) is amended—</text>
				<paragraph id="idCF56910F098E4989A1B56EBA9C455426"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (c)—</text>
					<subparagraph id="id4AAD28F9975845CFB9C0F415667F0E9F"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (2), by adding at the end the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="idCB6A8CD47CB34BA2A6DC1CB475B8FCBF" style="OLC">
							<subparagraph id="idC977E102899C45B790B6D776A0E465A5"><enum>(C)</enum><header>Preference</header><text>In
				making subgrants to eligible local educational agencies, a State educational
				agency shall award competitive preference points equal to 10 percent of the
				total number of points if applicants propose to use research-proven reading
				programs.</text>

			 grant applications</header><text display-inline="no-display-inline">Section
			 1203 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6363) is
			 amended—</text>
				<paragraph id="id73581F2F8F294A7E82A4FA4A9E97B69D"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)(4)—</text>
					<subparagraph id="id0C307F69EFFA418F8A94F4E6C039F3DD"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking
			 <quote>instructional materials, programs, strategies, and approaches,</quote>
			 and inserting <quote>research-proven reading programs, or, at a minimum,
			 programs</quote>;</text>
					</subparagraph><subparagraph id="idBCFFEB98D1BB4CC0A1F93B9DD8AF88B4"><enum>(B)</enum><text>in subparagraph
			 (C)(ii), by inserting <quote>research-proven reading programs, or, at a

			 dissemination</header><text display-inline="no-display-inline">Section 1207(a)
			 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6367(a)) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id5E414CE482384DC8BF8306B48DE1FF4D"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), insert
			 <quote>research-proven reading programs, or, at a minimum,</quote> after
			 <quote>information on</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="idF19E07C2971F45B2B3F90A8A44E951CF"><enum>(2)</enum><text>in paragraph (3),
			 insert <quote>of research-proven reading programs, or, at a minimum,</quote>
			 after <quote>instruction</quote>.</text>
				</paragraph></section><section commented="no" display-inline="no-display-inline" id="idB0B3CABC40304E0FA8D32C9158309AFE"><enum>205.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 1208 of the Elementary and Secondary
			 Education Act of 1965 (20 U.S.C. 6368) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="id5E8E8BCB4006442C8D428080F354C8A8"><enum>(1)</enum><text>by redesignating
			 paragraphs (6) and (7), as paragraphs (7) and (8), respectively; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3D431BDEC8CF456CA3A64902878D595B"><enum>(2)</enum><text>by inserting
			 after paragraph (5) the following:</text>
					<quoted-block display-inline="no-display-inline" id="id29918624FB264F43A0F691358E0B4983" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="id0EEF3F62C8724186AB5065F1FFF36B21"><enum>(6)</enum><header>Research-proven
				reading program</header>
							<subparagraph commented="no" display-inline="no-display-inline" id="id4695C2E24ACE4F1F9329684400168A22"><enum>(A)</enum><header>In
				general</header><text>The term <term>research-proven reading program</term>
				means a program that is determined to be a qualified program pursuant to
				subparagraph (B) and that is evaluated in not less than 2 studies, both of
				which studies meet the following minimum criteria:</text>
								<clause id="IDfe84900cf0914e8b86c046fb2534a4b0"><enum>(i)</enum><text>The program was
				compared to a control group using alternative or traditional methods.</text>
								</clause><clause id="IDfcfd237d438f4b17a4164cfa0103678d"><enum>(ii)</enum><text>The study
				duration was not less than 12 weeks.</text>
								</clause><clause id="ID6f6e3ea09e714b4f9ee4f3ccfa0abb8b"><enum>(iii)</enum><text>Program and
				control schools were equivalent at pretest in reading achievement (within 0.5
				standard deviations). Analyses of posttest differences were adjusted for
				pretest differences.</text>
								</clause><clause id="ID939cd8a66bc949d58f23123a7cd3da53"><enum>(iv)</enum><text>The reading
				posttest measures used to compare program and control groups is a valid
				standardized or criterion-referenced test of reading, such as a State
				accountability test, and is not inherent to the program. For example, tests
				made by the program authors, or tests of content not studied by control
				students, do not qualify.</text>
								</clause><clause id="IDd9a1d72e8e374667818f25e94c61e2a2"><enum>(v)</enum><text>The sample size
				of each study is not less than 5 classes or 125 students per treatment (10
				classes or 250 students overall). Multiple smaller studies may be combined to
				reach this sample size collectively.</text>
								</clause><clause id="ID0fcf32be4827419fbe408d87933b1bf9"><enum>(vi)</enum><text>The median
				difference between program and control students across all qualifying studies
				is not less than 20 percent of student-level standard deviation, in favor of
				the program students.</text>
								</clause></subparagraph><subparagraph id="ID6934c512944d4293a442e3083c6f54b9"><enum>(B)</enum><header>Review</header>
								<clause id="idBF6866729A8840CABE001FFAFF437DB0"><enum>(i)</enum><header>In
				general</header><text>The Department shall constitute a review panel to review
				scientific reviews of reading evaluations and determine which programs qualify
				as qualified research-proven reading programs.</text>
								</clause><clause id="id89141FA107F442D4B2FE3902EC41D7F1"><enum>(ii)</enum><header>Panel
				members</header><text>Review panel members shall have expertise in scientific
				research review and in scientifically based reading research but may not have
				financial or personal connection with the authors or publishers of any
				programs.</text>
								</clause><clause id="id78C82BA6C3254246ACC0DAAF60DBF0A2"><enum>(iii)</enum><header>Panel
				meetings</header><text>Review panel meetings shall be open to the public and
				minutes shall be made available to the
				public.</text>

			 research-proven program</header>
			<section id="id2DD73451E54B4E1AA0314842D8C8D5FE"><enum>301.</enum><header>Definition of
			 research-proven program</header><text display-inline="no-display-inline">Section 9101 Note: This is the correct
			 section reference, not 1901. of the Elementary and Secondary Education Act of
			 1965 (20 U.S.C. 7801) is amended—</text>
				<paragraph id="id078A4F4C67684131834C8F58628DBF6A"><enum>(1)</enum><text>by redesignating
			 paragraphs (37) through (43) as paragraphs (38) through (44), respectively;
			 and</text>
