		<official-title>To encourage the development of research-proven programs
		  funded under the Elementary and Secondary Education Act of
		  1965.</official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Education Research &amp;
			 Development To Improve Achievement Act of 2007</short-title></quote>.</text>
		</section><section id="id90A816C484DC4801B601F241AA003385"><enum>2.</enum><header>Education
			 Research and Development</header><text display-inline="no-display-inline">Subpart 1 of part D of title V of the
			 Elementary and Secondary Education Act of 1965 (20 U.S.C. 7243 et seq.) is
			 amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id0551349E175143D38AC2E237925DFBBC" style="OLC">
				<section id="id241144BF476043A68A9894741A7C7D3E"><enum>5415.</enum><header>Studies for
				the development of core programs</header>
					<subsection id="id39C7B8DEE7944ECAABD1DAB802C951C3"><enum>(a)</enum><header>Purpose</header><text>The
				purpose of this section is to develop replicable, research-proven activities
				for core title I programs, including the following programs and areas:</text>
						<paragraph id="ID8809c02842764f95b9a5887f003d5a14"><enum>(1)</enum><text>Targeted areas of
				instruction.</text>
						</paragraph><paragraph id="ID630f6660268e43368007b375f217ae6b"><enum>(2)</enum><text>School
				improvement and restructuring under section 1116.</text>
						</paragraph><paragraph id="IDaacfae2d3d8d403b9e82b0ebaaaeba52"><enum>(3)</enum><text>Supplemental
				educational services under section 1116(e).</text>
						</paragraph><paragraph id="IDce856b3667d4462db1b108208eb2269e"><enum>(4)</enum><text>Reading First
				under subpart 1 of part B of title I.</text>
						</paragraph><paragraph id="IDb1d69abe823f4036afe37ea3052cedaf"><enum>(5)</enum><text>Other programs as
				determined by the Secretary to be in need of further development.</text>
						</paragraph></subsection><subsection id="id543028C9597A4CEDAB36CA228759FF12"><enum>(b)</enum><header>Awarding of
				grants</header><text>The Secretary shall award grants to research and
				development entities to enable such entities to carry out the activities
				described in this section.</text>
					</subsection><subsection id="idF1786B5651E548A4B244D0D096162E8A"><enum>(c)</enum><header>Application</header>
						<paragraph id="id1D16D5D987C64FD391F3FAEABBD38F4D"><enum>(1)</enum><header>In
				general</header><text>A research and development entity that desires to receive
				a grant under this section shall submit an application to the Secretary at such
				time, in such manner, and accompanied by such information as the Secretary may
				require.</text>
						</paragraph><paragraph id="idE6BFDCDD2B3A461986B51140A96F3608"><enum>(2)</enum><header>Contents</header><text>Each
				application submitted under paragraph (1) shall—</text>
							<subparagraph id="ID9f98ec4399aa416db756b99bc6749132"><enum>(A)</enum><text>demonstrate a
				record of development of successful educational programs or conduct of
				large-scale, peer-reviewed research, or both, as appropriate;</text>
							</subparagraph><subparagraph id="IDffa9fa33d9ee4230834a187fe292d368"><enum>(B)</enum><text>establish clear
				objectives;</text>
							</subparagraph><subparagraph id="ID9a0b6850d58f417b87b6116fc94a9cee"><enum>(C)</enum><text>establish annual
				benchmarks for progress;</text>
							</subparagraph><subparagraph id="ID00105aa77ddb4b7fbf23d1345777c52d"><enum>(D)</enum><text>describe plans to
				develop or evaluate programs likely to enhance student achievement; and</text>
							</subparagraph><subparagraph id="IDf4616f8796d64bf6869e0e7fbe066dc7"><enum>(E)</enum><text>describe plans to
				disseminate findings and products of the research and development.</text>
							</subparagraph></paragraph></subsection><subsection id="idF9B9FE8D71D7486AB9BFE58AE5394261"><enum>(d)</enum><header>Use of
				funds</header><text>A research and development entity that receives a grant
				under this section shall use the grant funds for the following:</text>
						<paragraph id="IDe5a5d075588b4ce8b766c1886742f525"><enum>(1)</enum><text>Creating and
				evaluating new approaches in 1 or more of the following areas:</text>
							<subparagraph id="IDbb5b7dd3a0c44e6193a5e8b0f0ebeaac"><enum>(A)</enum><text>Each of the
				targeted areas of instruction under section 1111(b)(1)(C).</text>
							</subparagraph><subparagraph id="IDa1bde2f76d484c31bf3c1d9a8e97f4c6"><enum>(B)</enum><text>School
				improvement and restructuring under section 1116.</text>
							</subparagraph><subparagraph id="ID4d2dbd8416f843a1a39a66e77cec98bb"><enum>(C)</enum><text>Supplemental
				educational services under section 1116(e).</text>
							</subparagraph><subparagraph id="IDdac3163595fa4619967f32c597dc8bbe"><enum>(D)</enum><text>Reading First
				under subpart 1 of part B of title I.</text>
							</subparagraph></paragraph><paragraph id="ID2da2e8b39f7b429bb9aa36b6a59b8f4c"><enum>(2)</enum><text>Carrying out
				large-scale randomized evaluations of activities that have proven promising in
				small-scale evaluations.</text>
						</paragraph><paragraph id="ID92e3549fcea148fba52c56f2b416c676"><enum>(3)</enum><text>Carrying out
				large-scale randomized evaluations of existing programs.</text>
						</paragraph><paragraph id="IDf2842462ec1c42bbadb9fa2b2fd39fe5"><enum>(4)</enum><text>Supporting
				nonprofit developers of research-proven activities in the creation of capacity
				for training, material production, and other needs to scale up programs
				rapidly.</text>
						</paragraph><paragraph id="IDd463150a754d43de8a61366b7f6bfc05"><enum>(5)</enum><text>Disseminating
				information about effective activities and providing incentives for schools to
				adopt such activities.</text>
						</paragraph></subsection><subsection id="id6C4EEB9329DE47AC8B45F7F92FBC072A"><enum>(e)</enum><header>Minimum
				grant</header><text>The minimum amount for each grant awarded under this
				section shall be $500,000 annually.</text>
					</subsection><subsection id="ID6074781baeed4d4ebc9a92a068ed4f50"><enum>(f)</enum><header>Continuation of
				grants</header><text>In determining whether to continue a grant awarded under
				this section, the Secretary shall consider—</text>
						<paragraph id="IDc2a829455c8c42cc9e982f9e1ad17018"><enum>(1)</enum><text>if the grantee
				was reasonably on track with the objectives and benchmarks stated in the
				application; and</text>
						</paragraph><paragraph id="ID5b470d2688d34c1b9ff2e0ca81cf802c"><enum>(2)</enum><text>if the grantee
				has shown promise in the creation and evaluation of an effective
				program.</text>
						</paragraph></subsection><subsection id="id8169BA9567484121A80D6D9327F05BA7"><enum>(g)</enum><header>Authorization
				of appropriations</header><text>There are authorized to be appropriated to
				carry out this section—</text>
						<paragraph id="IDd4507f106a8f4c21856176fd7ca8d333"><enum>(1)</enum><text>for fiscal year
				2008, $100,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is greater;</text>
						</paragraph><paragraph id="ID51a03bf118b04382bc73e4a82d12d502"><enum>(2)</enum><text>for fiscal year
				2009, $110,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is greater;</text>
						</paragraph><paragraph id="ID14ccdf3d5cb142f6a342280159f488a1"><enum>(3)</enum><text>for fiscal year
				2010, $120,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is greater;</text>
						</paragraph><paragraph id="ID4e74093d1a56416089fc2f26253a14e2"><enum>(4)</enum><text>for fiscal year
				2011, $130,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is greater;</text>
						</paragraph><paragraph id="ID24b6654c80c74bbd89805dfc9ffc4b63"><enum>(5)</enum><text>for fiscal year
				2012, $140,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is greater; and</text>
						</paragraph><paragraph id="ID9aa69364b1f2407590668c705e525ebe"><enum>(6)</enum><text>for fiscal year
				2013, $150,000,000 or one fifth the amount appropriated to carry out this part
				for such fiscal year, whichever amount is
				greater.</text>
