		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short
			 title</header><text display-inline="no-display-inline">This Act may be cited as
			 the <quote><short-title>Federal Health Care Board Act of
			 2007</short-title></quote>.</text>
		</section><section id="ID8cc0d5bb23b04f09b4aa903755f035b8"><enum>2.</enum><header>Federal Health
			 Care Board</header>
			<subsection id="ID2479702dd3a44424b263669a25b17088"><enum>(a)</enum><header>Federal health
			 care board</header>
				<paragraph id="ID6ef3ee7319274289b957772a38245cef"><enum>(1)</enum><header>Establishment</header>
					<subparagraph id="id8D4216E34FB6429CA9814E99D42EB979"><enum>(A)</enum><header>In
			 general</header><text>There is established an independent agency in the
			 executive branch of the United States Government to be known as the Federal
			 Health Care Board (in this section referred to as the
			 <quote>Board</quote>).</text>
					</subparagraph><subparagraph id="id4D7899033931404E820C42A49990F4EB"><enum>(B)</enum><header>Composition</header><text>The
			 Board shall be composed of—</text>
						<clause id="id044F878FDF584E479A0474F424A31DCC"><enum>(i)</enum><text>the
			 members of the Board of Governors described in paragraph (3); and</text>
						</clause><clause id="id8E5BD69633F34067BAE883CAFCAA4136"><enum>(ii)</enum><text>the members of
			 the 12 Regional Boards described in paragraph (4)(B).</text>
						</clause></subparagraph></paragraph><paragraph id="ID67feac5e998a49cbbb72e5996870d11f"><enum>(2)</enum><header>Duties of
			 board</header>
					<subparagraph id="ID015cd473da4e492787e5a3968754ffa3"><enum>(A)</enum><header>Access,
			 quality, and cost</header><text>The Board shall—</text>
						<clause id="id4C123FED49E445E6AEE0AA7DEC86DE1D"><enum>(i)</enum><text>ensure that
			 Americans have access to health insurance and provide certain basic facts about
			 health care services prior to receiving the care;</text>
						</clause><clause id="id66C7F453A2EA4383A4C708A22FDE669D"><enum>(ii)</enum><text>ensure providers
			 are delivering safe, evidence-based, high quality care, and are transparent
			 about pricing through disclosure of actual costs;</text>
						</clause><clause commented="no" id="ID2b592b18d9284b09bb3d3192002c2847"><enum>(iii)</enum><text>demand
			 transparency for disclosure of actual costs and pricing from providers and
			 payers through an information clearinghouse;</text>
						</clause><clause commented="no" id="idEE90247AEB704E0BB4B99B91879B7705"><enum>(iv)</enum><text>establish—</text>
							<subclause commented="no" id="ID80d19d3fdd9f464db9b4ca594311dc4e"><enum>(I)</enum><text>a national
			 standard for a basic health insurance plan, including a basic minimum policy
			 and the regional cost for such policy;</text>
							</subclause><subclause commented="no" id="IDe11a609666b343ac99f8b61b11208c1d"><enum>(II)</enum><text>a national
			 protocol and standard for secure, universal, and individual electronic medical
			 record;</text>
							</subclause><subclause commented="no" id="IDcbe5ec1d627c441cac4a1e13217001ee"><enum>(III)</enum><text>loan
			 forgiveness programs for health care providers who serve in underserved
			 areas;</text>
							</subclause><subclause commented="no" id="ID36f5ec0ed45c4ff78e81dfbe67e827c4"><enum>(IV)</enum><text>scholarship
			 programs for health care providers who serve in underserved areas;</text>
							</subclause><subclause commented="no" id="IDaeb741436fd7461c9160b8834054d0b1"><enum>(V)</enum><text>a national
			 standard for public health services, including safety net providers; and</text>
							</subclause><subclause commented="no" id="id7D805DA1BD1847318AFD8BDA5F8960A0"><enum>(VI)</enum><text>model dispute
			 resolution procedures for malpractice claims that States may adopt; and</text>
							</subclause></clause><clause commented="no" id="id8798082307FB49E8BF80F3E8A2B74AAD"><enum>(v)</enum><text>carry out the
			 activities as provided under paragraph (4).</text>
						</clause></subparagraph><subparagraph id="ID451b20ec52644b51a7bbf88a4063a685"><enum>(B)</enum><header>Monitoring</header><text>The
			 Board shall monitor progress toward the objectives identified in subparagraph
			 (A).</text>
					</subparagraph></paragraph><paragraph id="id0D9792A3E88E41DCA386A9828BF269B4"><enum>(3)</enum><header>Board of
			 governors</header>
					<subparagraph id="ID0046770b21f047df9bb88e65fbbafee0"><enum>(A)</enum><header>Number</header><text>The
			 Board of Governors shall be composed of 12 members who shall be appointed by
			 the President with the advice and consent of the Senate, of whom 1 shall be
			 appointed from each of the 12 regions described in paragraph (4)(A). The
			 President shall appoint individuals to serve on the Board of Governors not
			 later than 180 days after the date of enactment of this Act.</text>
					</subparagraph><subparagraph id="id8D2D37B03B464D479BC538DD415C8578"><enum>(B)</enum><header>Terms</header>
						<clause id="idB515DFE451C94F79A49C61F3E5844C58"><enum>(i)</enum><header>In
			 general</header><text>A member of the Board of Governors shall be appointed for
			 a term of 14 years.</text>
						</clause><clause id="idCE729C576B7248149145B8C647805066"><enum>(ii)</enum><header>Limitation</header><text>A
			 member of the Board of Governors shall not be eligible for reappointment if
			 such individual served a full term of 14 years.</text>
						</clause></subparagraph><subparagraph id="id7AEB796857EF45808147D48AF1A1E720"><enum>(C)</enum><header>Chairperson;
			 vice-chairperson</header>
						<clause id="idDF560891687941E388E5CD74D9872174"><enum>(i)</enum><header>In
			 general</header><text>The President shall appoint, with the advice and consent
			 of the Senate, 1 member of the Board of Governors to be Chairperson of the
			 Board, and 1 member of such Board to be Vice-Chairperson of the Board.</text>
						</clause><clause id="idF80342601DD4477EA5ACFC200BF883A2"><enum>(ii)</enum><header>Term</header><text>A
			 member appointed as Chairperson or Vice-Chairperson under subclause (I) shall
			 serve as Chairperson or Vice-Chairperson for a term of 4 years.</text>
						</clause></subparagraph><subparagraph id="id14ED957B30494FB2BBFBE9123C3CC3E0"><enum>(D)</enum><header>Vacancies</header>
						<clause id="idE6225815D4874625B2C7ACB0082B45C1"><enum>(i)</enum><header>In
			 general</header><text>A vacancy on the Board of Governors shall be filled in
			 the same manner in which the original appointment was made and shall be subject
			 to any conditions which applied to the original appointment.</text>
						</clause><clause id="idD0128B2C4DAC4FD6940DDE5E938F4436"><enum>(ii)</enum><header>Filling
			 unexpired term</header><text>An individual appointed to fill a vacancy shall be
			 appointed for the unexpired term of the members replaced and may be reappointed
			 to serve a full 14-year term.</text>
						</clause></subparagraph><subparagraph id="IDd2b5ecaac6b7434bb6b733c4928d9ef8"><enum>(E)</enum><header>Selection</header><text>The
			 members of the Board of Governors shall be individuals with significant health
			 care expertise, including expertise in clinical health care, health care
			 quality research, public health, health care research, purchaser organizations,
			 rural health care, the uninsured, chronic disease management, long-term care,
			 nursing, primary care, vision care, dental care, mental health care, and health
			 care higher education.</text>
					</subparagraph></paragraph><paragraph commented="no" id="ID9063392ccee74dd09f930deb89237096"><enum>(4)</enum><header>Regional
			 boards</header>
					<subparagraph commented="no" id="idFAD65E0342B3462E9C33482CB4290D87"><enum>(A)</enum><header>Establishment</header><text>Not
			 later than 1 year after the appointment of the initial members of the Board of
			 Governors, the Board of Governors shall establish 12 regions of the United
			 States.</text>
					</subparagraph><subparagraph commented="no" id="idE1AFDE233B9F41CDABDC2E31FFE3734C"><enum>(B)</enum><header>Regional
			 boards</header>
						<clause commented="no" id="id00DE8D8FECF54F7A8B08C4418E974C8C"><enum>(i)</enum><header>In
			 general</header><text>In each of the 12 regions established under subparagraph
			 (A), there shall be established a Regional Board. Each Regional Board shall be
			 based in a major United States city.</text>
						</clause><clause commented="no" id="id2546FE6811E24755BEB7FAC4BE961457"><enum>(ii)</enum><header>Composition</header><text>Each
			 Regional Board shall be composed of 8 members who shall be—</text>
							<subclause commented="no" id="idCBE56896424241268E6E88FE56632DD3"><enum>(I)</enum><text>health care
			 experts; and</text>
							</subclause><subclause commented="no" id="idA4030BA8AB384A379530945242588EAA"><enum>(II)</enum><text>appointed by the
			 members of the Board of Governors.</text>
							</subclause></clause><clause commented="no" id="idEEDB1F91EECB4783BE37A05C822D74D4"><enum>(iii)</enum><header>Term</header><text>A
			 member of a Regional Board shall be appointed for a term of 8 years.</text>
						</clause><clause commented="no" id="idED976652A04047DD8DD8B6F2C5EF82DD"><enum>(iv)</enum><header>Duties of
			 regional boards</header><text>Each Regional Board shall provide the Board of
			 Governors with considerations that are relevant to the population served by
			 such Regional Board.</text>
						</clause></subparagraph></paragraph><paragraph id="ID1cbaffdd56f44207a59f1d31011fa636"><enum>(5)</enum><header>Contracting
			 authority</header><text>Subject to the availability of funds, the Board may
			 enter into contracts and make other arrangements, as may be necessary to carry
			 out the duties described in paragraph (2).</text>
				</paragraph><paragraph id="ID7d60933416964d0c894ad8a034c184b8"><enum>(6)</enum><header>Staff</header><text>Upon
			 the request of the Board, the President may detail, on a reimbursable basis,
			 any of the personnel of the Department of Health and Human Services, including
			 the National Institutes of Health, the Health Resources and Services
			 Administration, the Agency for Healthcare Quality and Research, and the Centers
			 for Medicare &amp; Medicaid Services, to the Board to assist in carrying out
			 this subsection.</text>
				</paragraph><paragraph id="ID76f3312a21404c7bb5cfa4a190571b08"><enum>(7)</enum><header>Reports to
			 congress</header><text>Not later than 1 year after the establishment of the
			 Board, and annually thereafter, the Board shall submit a report to Congress.
			 Each such report shall include—</text>
					<subparagraph id="ID04b18736da9c43baa3249548f2aff9cc"><enum>(A)</enum><text>an inventory of
			 recommendations for improved coordination and integration of policy and
			 programs;</text>
					</subparagraph><subparagraph id="ID49dcb6c5b57944859a83e457fada44ac"><enum>(B)</enum><text>an assessment of
			 achievement of the objectives identified under paragraph (2) and
			 recommendations for realizing such objectives; and</text>
					</subparagraph><subparagraph id="ID301e2c730f9d496fa291acd88ea59c21"><enum>(C)</enum><text>recommendations
			 regarding Federal regulations or administrative policies.</text>
					</subparagraph></paragraph></subsection><subsection id="ID2539b0d67be3457a8882c92f1c1c1690"><enum>(b)</enum><header>Appropriation</header>
				<paragraph id="IDd161015b39464020ba86ac12dd1570ea"><enum>(1)</enum><header>In
			 general</header><text>Out of funds in the Treasury not otherwise appropriated,
			 there are appropriated to carry out this section such sums as may be necessary
			 for the period of fiscal years 2008 through 2012.</text>
				</paragraph><paragraph id="IDa54b30069b6048a695d1e816b7ac573a"><enum>(2)</enum><header>Availability</header><text>Funds
			 appropriated under paragraph (1) shall remain available for expenditure through
			 fiscal year 2012.</text>
