		<official-title>To authorize the Secretary of Housing and Urban
		  Development to make grants to assist cities with a vacant housing problem, and
		  for other purposes.</official-title>

		<section id="H06E0CCAFADC6425C962D61111B00F87B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Neighborhood Reclamation and
			 Revitalization Program Act of 2007</short-title></quote>.</text>
		</section><section id="HB2DEF2025A7A424395263119C7F1ADAC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that vacant residential
			 properties are a scourge on communities, leading to lower property tax revenues
			 for municipalities, higher municipal maintenance costs, and severe public
			 health and environmental problems.</text>
		</section><section id="HE84BCCB153F74AB59F916F21F379C203"><enum>3.</enum><header>Grant program to
			 assist municipalities with a vacant housing problem</header>
			<subsection id="HD622F40E30FB471A81E2360000CBA1C"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Housing and Urban Development
			 (hereinafter in this Act referred to as the <quote>Secretary</quote>) may make
			 grants to a local government to fund—</text>
				<paragraph id="H0965494F161E4410AF9F2642E4E52C2F"><enum>(1)</enum><text>the demolition of
			 vacant housing; or</text>
				</paragraph><paragraph id="H4B77F5142B3D4644BEC0E6431220D1AC"><enum>(2)</enum><text>the demolition of
			 vacant housing in combination with a study of neighborhood
			 revitalization.</text>
				</paragraph></subsection><subsection id="H5BE00869C7F04F3783A4100009519B6"><enum>(b)</enum><header>Eligibility
			 requirements</header><text>To be eligible for a grant under this Act, a local
			 government shall submit to the Secretary, at such time and in such manner as
			 the Secretary may require, an application that demonstrates that the local
			 government has—</text>
				<paragraph id="H2D522D5344BE4379BE1D58D536D1D964"><enum>(1)</enum><text>a
			 history of continued population loss to be measured beginning with the 1980
			 decennial census;</text>
				</paragraph><paragraph id="H99D77AC56C3F408ABBED870990FD7E00"><enum>(2)</enum><text>vacant housing
			 within its borders;</text>
				</paragraph><paragraph id="HECAED7C3F7014DC7888C00C3578F2757"><enum>(3)</enum><text>substantial urban
			 decay and neighborhood degradation resulting from vacant housing; and</text>
				</paragraph><paragraph id="H79AFCA4042734098B82CF1894BBE6CBB"><enum>(4)</enum><text>a
			 comprehensive, coordinated plan for the demolition of vacant housing.</text>
				</paragraph></subsection><subsection id="H1A11A8612D7D41D9895FA07D8CE1D01F"><enum>(c)</enum><header>Award</header>
				<paragraph display-inline="no-display-inline" id="HD13F2FE6FAFB49779ECF79D8E0000ED"><enum>(1)</enum><text>To the extent
			 provided in advance in appropriation Acts, the Secretary shall award grants
			 under this Act to local governments that have best demonstrated the
			 requirements of subsection (b) in such number and amounts that the Secretary
			 determines is warranted by the applications submitted.</text>
				</paragraph><paragraph id="H79C8AFDB4644401996728247DD8087A7"><enum>(2)</enum><text>The Secretary
			 shall evaluate grant applications using the following factors:</text>
					<subparagraph id="H3B527D326C3944BC8BB715FEF188AC4"><enum>(A)</enum><text>The severity of the
			 vacant housing problem in the context of the applicant’s overall housing
			 stock.</text>
					</subparagraph><subparagraph id="H44919925D7D8465A8EAD23C3D23FE3"><enum>(B)</enum><text>The level of
			 positive impact the demolition of vacant housing would provide in stabilizing
			 the neighborhoods facing vacant housing problems.</text>
					</subparagraph><subparagraph commented="no" id="HC8E9111B45E84DAC9DE2EE9132E312C0"><enum>(C)</enum><text>Other relevant
			 factors that the Secretary deems pertinent and appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="H978D2ECDEE3444AEA5AC015C9788CD4B"><enum>(d)</enum><header>Reports</header>
				<paragraph id="H19FF602C67E442F7BF4522AEE1004311"><enum>(1)</enum><text>One year after the
			 Secretary awards to a local government a grant under this Act, that local
			 government shall submit to the Secretary a report on the progress made on the
			 plan for which the grant was awarded.</text>
				</paragraph><paragraph id="H39B7C80EDA834AED91ECD613DDE9A657"><enum>(2)</enum><text>This report shall
			 include—</text>
					<subparagraph id="H60AD6524103741F500CEF1A90837E2AE"><enum>(A)</enum><text>the number of
			 housing units demolished and the number remaining to be demolished pursuant to
			 the local governments comprehensive, coordinated plan;</text>
					</subparagraph><subparagraph id="H7F4B6309753B4BA1ADB97EBAE2C0CCA4"><enum>(B)</enum><text>progress in
			 completing the study or studies for neighborhood revitalization; and</text>
					</subparagraph><subparagraph id="H9D7DF6FE296A487D979423D5917BC32D"><enum>(C)</enum><text>the extent to
			 which a demonstrated public health or safety hazard exists in relation to the
			 applicant’s vacant housing problem.</text>
					</subparagraph></paragraph></subsection><subsection id="HB0E61EEA72F841E38E013D59D4EB156E"><enum>(e)</enum><header>Relation to
			 other programs of the Department of Housing and Urban
			 Development</header><text>It is the intent of Congress that the Secretary’s
			 award to a local government of a grant under this Act shall not affect a
			 decision by the Secretary to award funding to that local government for
			 demolition of vacant housing or a study of neighborhood revitalization under
			 any other program of the Department of Housing and Urban Development.</text>
			</subsection><subsection id="HC69E97397D7F47C2974429652EE4D0D2"><enum>(f)</enum><header>Relation to
			 other law</header><text>Any demolition resulting from this Act must comply with
			 appropriate local, State, and Federal law.</text>
			</subsection></section><section id="HC1DF4C61367945B500628DFF93E96DA"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="H47E28E7DB78C4A17A7A276E5BE2798EE"><enum>(1)</enum><text>the term
			 <term>vacant housing</term> means a group of buildings intended for use as
			 residences that are vacant and are located in a well-defined area;</text>
			</paragraph><paragraph id="HCD7BB52DBC0C4EDE975CED5F27334823"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>local government</term>
			 means any county, city, town, township, village, or other general purpose
			 political subdivision of a State; and</text>
			</paragraph><paragraph id="H87BA05BB1FC64D8991328215DE2EFC07"><enum>(3)</enum><text>the term <term>a
			 study of neighborhood revitalization</term> means a study conducted by the
			 local government, or by an organization on behalf of the local government, of
			 how best to use the real property underlying vacant housing after that vacant
			 housing has been demolished.</text>
			</paragraph></section><section id="H813B1FE3CE22442BBF72F1759F20B5B8"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated to carry out this Act—</text>
			<paragraph id="H8088823FFF984CF79BFB985E02EEF24"><enum>(1)</enum><text>$20,000,000 for
			 fiscal year 2009;</text>
			</paragraph><paragraph id="H887733776B574312A4DB33C20268BA98"><enum>(2)</enum><text>$30,000,000 for
			 fiscal year 2010; and</text>
			</paragraph><paragraph id="HC1AAE3FE20EF4C32B626338FE43DC414"><enum>(3)</enum><text>$50,000,000 for
			 fiscal year 2011.</text>
